သတင်းအဖြစ်ထုတ်ပြန်ချက်
(၇၇) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ တတိယကော်မတီအစည်းအဝေးတွင်
“မြန်မာနိုင်ငံရှိ ရိုဟင်ဂျာမွတ်ဆလင်များနှင့် အခြားလူနည်းစုများ၏ လူ့အခွင့်အရေးအခြေအနေ” ဆုံးဖြတ်ချက်အဆိူမူကြမ်းအား မဲမခွဲဘဲ တူညီဆန္ဒဖြင့် အတည်ပြုပြီးနောက် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက ရိုဟင်ဂျာများနှင့် အခြား လူနည်းစုများအပါအဝင် မြန်မာနိုင်ငံရှိ ပြည်သူတစ်ရပ်လုံး၏ လူ့အခွင့်အရေးများကို ကာကွယ်မြှင့်တင်ပေးရန်၊ ၎င်းတို့ ကြုံတွေ့ခံစားနေရသော ဒုက္ခများကို ဖယ်ရှားပေးနိုင်ရန်နှင့် ထိုသို့ ဆိုးရွားသည့်အခြေအနေ ထပ်မံမဖြစ်ပွားစေရန် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုအား ကျူးလွန်နေသည့် စစ်တပ်ကို အမြန်ဆုံးအပြစ်ပေးအရေးယူကာ တာဝန်ခံစေခြင်းကသာ အထိရောက်ဆုံး နှင့် တစ်ခုတည်းသော နည်းလမ်းဖြစ်ဟု ထောက်ပြ

၁။ ၁၆-၁၁-၂၀၂၂ ရက်နေ့၊ နံနက်ပိုင်း၌ ကျင်းပပြုလုပ်သော (၇၇) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေ ညီလာခံ၊ တတိယကော်မတီအစည်းအဝေးတွင် “မြန်မာနိုင်ငံရှိ ရိုဟင်ဂျာမွတ်ဆလင်များနှင့် အခြားလူနည်းစု များ၏ လူ့အခွင့်အရေးအခြေအနေ” ဆိုင်ရာ ဆုံးဖြတ်ချက် အဆိူမူကြမ်းအား မဲမခွဲဘဲ တူညီဆန္ဒ (Consensus) ဖြင့် အတည်ပြုခဲ့ပြီးနောက် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက မြန်မာနိုင်ငံ၏ ရပ်တည်ချက်နှင့်ပတ်သက်၍ ရှင်းလင်းပြောကြားခဲ့ပါသည်။
၂။ သံအမတ်ကြီး ဦးကျော်မိုးထွန်း၏ ဆွေးနွေးပြောကြားမှုတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-
(က) အဆိုမူကြမ်း A/C.3/77/L.33 Rev. 1 ၏ အဓိကအဆိုရှင်များဖြစ်သည့် ဥရောပသမဂ္ဂနှင့် OIC အဖွဲ့ဝင်နိုင်ငံများ၊ အခြားပူးတွဲအဆိုရှင်များနှင့် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများမှ ယခုအဆိုမူကြမ်းအား ထောက်ခံပေး၍ မဲခွဲခြင်းမရှိဘဲ အတည်ပြုနိုင်ခဲ့သည့်အပေါ် ကျေးဇူးတင်ရှိကြောင်း၊
(ခ) မြန်မာနိုင်ငံအနေဖြင့် အမျိုးသားညီညွတ်ရေးအစိုးရမှ ၂၀၂၁ ခုနှစ်၊ ဇွန်လအတွင်း၌ ထုတ်ပြန်ခဲ့သော ရိုဟင်ဂျာအရေးကိစ္စနှင့်ပတ်သက်၍ မူဝါဒရေးရာ ရပ်တည်ချက်တွင် ပါရှိသည့် ကတိကဝတ်များကို ဆက်လက်အကောင်အထည်ဖော် ဆောင်ရွက်သွားမည်ဟု ပြောကြားလျက် ယခုအတည်ပြုခဲ့သော အဆိုမူကြမ်းတွင် ပါဝင်သည့် အကြံပြုချက်များကို အကောင်အထည်ဖော်ဆောင်ရွက်သွားမည် ဖြစ်ကြောင်း၊
(ဂ) ထို့ပြင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ မြန်မာနိုင်ငံဆိုင်ရာ အထူးကိုယ်စားလှယ်၊ မြန်မာနိုင်ငံ၏ လူ့အခွင့်အရေးဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူ၊ IIMM၊ အခြားအထူးအစီရင်ခံစာတင်သွင်းသူများ၊ အခြားသော ကုလသမဂ္ဂယန္တရားများနှင့် ဆက်လက်ပူးပေါင်းဆောင်ရွက်သွားမည်ဖြစ်ကြောင်း၊
(ဃ) အဆိုမူကြမ်းပါ အကြံပြုချက်များကို တစ်စိုက်မတ်မတ် အကောင်အထည်ဖော်ဆောင်နိုင် ရေးအတွက် သက်ဆိုင်သူများအားလုံးအပါအဝင် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့်လည်း လိုအပ်သည့် ကူညီထောက်ပံ့မှုများ ပေးအပ်ကြပါရန် တိုက်တွန်းပါကြောင်း၊
(င) မိမိတို့အားလုံးအနေဖြင့် ရိုဟင်ဂျာများနှင့် အခြားလူနည်းစုများအပါအဝင် မြန်မာနိုင်ငံရှိ ပြည်သူတစ်ရပ်လုံး၏ လူ့အခွင့်အရေးများကို ကာကွယ်ပေးရန်၊ ထိခိုက်မှုအများဆုံးဖြစ်သည့် အသိုက်အဝန်း များထံသို့ လူသားချင်းစာနာထောက်ထားမှု အကူအညီများ အကန့်အသတ်မရှိ ရောက်ရှိနိုင်ရေး၊ မြန်မာနိုင်ငံ ပြည်တွင်း/ပြည်ပသို့ အတင်းအကျပ် နေရပ်စွန့်ခွာရသူများ ၎င်းတို့၏နေရပ်သို့ လုံခြုံဘေးကင်းစွာ၊ သိက္ခရှိစွာနှင့် ဆန္ဒအလျောက် ပြန်လည်သွားရောက်ရေးတို့အတွက် အင်တိုက်အားတိုက်ဆောင်ရွက်မည်ဟူ သော ယုံကြည်ချက်ဖြင့် အဆိုမူကြမ်းကို ထောက်ခံခဲ့ပြီးဖြစ်ကြောင်း၊
(စ) အဓိကကျသည့် ပြဿနာ၏ ဇစ်မြစ်ကို ကောင်းမွန်စွာ ဖြေရှင်းနိုင်ခြင်း မရှိသကဲ့သို့ ယင်းပြဿနာ အား အဓိကဖြစ်ပေါ်စေသည့် ပြစ်မှုကျူးလွန်သူ စစ်တပ်အား ပြစ်ဒဏ်မချမှတ်နိုင်ပါက ရိုဟင်ဂျာအပါအဝင် အားလုံးသော မြန်မာပြည်သူများ၏ အခွင့်အရေးအကာအကွယ်ပေးရေး မိမိတို့၏ အင်အားစိုက်ထုတ်မှုများ သည် အချည်းအနှီးသာ ဖြစ်မည်ဖြစ်ကြောင်း၊
(ဆ) ထို့ကြောင့် ရိုဟင်ဂျာများနှင့် အခြားလူနည်းစုများအပါအဝင် မြန်မာနိုင်ငံရှိ ပြည်သူတစ်ရပ်လုံး၏ လူ့အခွင့်အရေးများကို ကာကွယ်မြှင့်တင်ပေးရန်၊ ၎င်းတို့ ကြုံတွေ့ခံစားနေရသောဒုက္ခများကို ဖယ်ရှားပေးနိုင်ရန်နှင့် ထိုသို့ ဆိုးရွားသည့်အခြေအနေ ထပ်မံမဖြစ်ပွားစေရန် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုအား ကျူးလွန်နေသည့် စစ်တပ်ကို အမြန်ဆုံး အပြစ်ပေးအရေးယူကာ တာဝန်ခံစေခြင်းကသာ အထိရောက်ဆုံးနှင့် တစ်ခုတည်းသော နည်းလမ်းဖြစ်ကြောင်း၊
(ဇ) ယခု အတည်ပြုခဲ့သည့် အဆိုမူကြမ်းအပြင် ကုလသမဂ္ဂအထွေထွေညီလာခံအနေဖြင့်လည်း မြန်မာပြည်သူများနှင့် ဒေသတွင်းအပေါ် ကြီးမားကျယ်ပြန့်သော ဆိုးကျိုးသက်ရောက်မှုရှိစေသည့် စစ်တပ်၏ လုပ်ဆောင်ချက်များကို ပြည့်ပြည့်ဝဝ ဖြေရှင်းပေးနိုင်မည့် အခြားသော အဆိုမူကြမ်းတစ်ခု ချမှတ်၍ အားဖြည့်ပံ့ပိုးပေးသင့်ကြောင်း၊ ယင်းအဆိုမူကြမ်းအသစ်တွင် နိုင်ငံတကာအသိုက်အဝန်းထံမှ ထိရောက် သော လုပ်ဆောင်ချက်များကို ပိုမိုတောင်းဆိုကာ အသိုက်အဝန်းများအားလုံးကို ကာကွယ်ပေးနိုင်၍ ပြည်သူများ လိုလားတောင့်တသည့် ဒီမိုကရေစီစနစ်ကို ဖော်ဆောင်ပေးရေးနှင့် ရာဇဝတ်မှုကျူးလွန်သည့် စစ်အာဏာရှင်ချုပ်ငြိမ်းရေးတို့အား တောင်းဆိုသည့် စာသားများကို အလေးထားထည့်သွင်းရေးသား သင့်ကြောင်း၊
(ဈ) ဤနည်းအားဖြင့် မြန်မာနိုင်ငံတွင် စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်သောလုပ်ရပ်များ ရပ်တန့် စေရေးနှင့် စစ်အာဏာရှင်စနစ် အပြီးတိုင် ချုပ်ငြိမ်းရေးသာမက မြန်မာပြည်သူများအတွက် ဒီမိုကရေစီစနစ် ပြန်လည်ပေါ်ထွန်းလာစေရန် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများမှ တိကျခိုင်မာပြတ်သားသည့် ဆုံးဖြတ်ချက်များ ချမှတ်ပေးရန် တောင်းဆိုကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

at the Third Committee of the 77th Session of the UN General Assembly

Mr. Chair,
Myanmar thanks the main sponsors of the resolution, member states of the EU and the OIC as well as all other co-sponsors and member states for their support on the adoption of the resolution without a vote.
While expressing our continued implementation of the commitments outlined in the policy position on Rohingya issued by the National Unity Government of Myanmar in June 2021, Myanmar will act on the recommendations of the resolution. Myanmar will also continue its cooperation with all relevant stakeholders including the Special Envoy of the Secretary-General on Myanmar, the Special Rapporteur on Myanmar, the IIMM, and other UN mandate holders and mechanisms.
We also wish to urge the member states and the international community including all relevant stakeholders to render their utmost assistance and cooperation in steadfast implementing the recommendations of the resolution.
Mr. Chair,
We all have supported this resolution as we believe to put all our efforts to protect the human rights of all people in Myanmar, including the Rohingyas and other minorities; to ensure the humanitarian access is reached to the affected communities without any restrictions; and to guarantee safe, dignified and voluntary repatriation process for those forcibly displaced inside and outside Myanmar.
However, it is important to note that all our efforts in protection of the rights of all people in Myanmar, including Rohingyas would be in vain if the root causes are not well-addressed and the military, who is main perpetrators behind all those problems, not held accountable.
Mr. Chair,
We wish to emphasize that the only possible way to protect and promote the human rights of all people, including Rohingyas and other minorities, in Myanmar, to alleviate their sufferings and to ensure no recurrence of any tragic situation, the military as the main perpetrator of all crimes against humanity, must be held accountable as soon as possible.
The General Assembly should therefore complement the just adopted resolution with another one, run concurrently, that more fully addresses the scale, gravity and impact of the junta’s actions on all of Myanmar’s peoples and on the region. This new text should also direct stronger demands to the international community aimed at protecting all communities, advancing the people’s democratic will, and dismantling the criminal junta.
Accordingly, we call upon all member states and the UN for an immediate and decisive action to end the military dictatorship and all of its atrocities and to bring back democracy to all people in Myanmar.
