Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, at the General Debate of the Fourth Committee under Agenda Item 52:  Comprehensive Review of Special Political Missions at the Eightieth Session of the UN General Assembly, held on 12 November 2025

အကြိမ် (၈၀)မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ အထူးနိုင်ငံရေးနှင့် ကိုလိုနီနယ်မြေများ လွတ်မြောက်ရေး ကော်မတီ (စတုတ္ထကော်မတီ) ၏ “အထူးနိုင်ငံရေးမစ်ရှင်များနှင့်ပတ်သက်၍ ဘက်ပေါင်းစုံမှ​သုံးသပ်ခြင်း” ခေါင်းစဉ်ဖြင့် ပြုလုပ်သည့် အထွေထွေဆွေးနွေးမှုအစီအစဉ်၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ်က နိုင်ငံတကာ အသိုက်အဝန်းတစ်ခုလုံးသည် မြန်မာပြည်သူများအပေါ် ပျက်ကွက်ခဲ့သည်ဟု ပြောကြားခဲ့၊ ထိုအချိန်မှစ၍ ယခု ၃ နှစ်ကျော်လာသော်လည်း ကုလသမဂ္ဂ နှင့် နိုင်ငံတကာ အသိုက်အဝန်းသည် မြန်မာပြည်သူများအပေါ် ဆက်လက်၍ ပျက်ကွက်နေဆဲဖြစ်၊

မြန်မာပြည်သူများအနေဖြင့် ကုလသမဂ္ဂ အပေါ် စိတ်မသက်မသာဖြစ်မှု၊ စိတ်ပျက်မှုတို့သည် ဆက်လက်တိုးပွားလာလျက်ရှိ၊ ထို့ကြောင့် အဖွဲ့ဝင်နိုင်ငံများအားလုံးနှင့် ကုလသမဂ္ဂစနစ်၊ အထူးသဖြင့် လုံခြုံရေးကောင်စီသည် အတွင်းရေးမှူးချုပ်၏ ပြောကြားချက်ကို အလေးအနက်ထားဖို့လို၊ ကုလသမဂ္ဂသည် အရပ်သားများကို ကာကွယ်ရန်နှင့် လူ့အသက်များကို ကယ်တင်ရန်အတွက်ရှိနေဆဲဖြစ်ကြောင်းကို ထိရောက်သည့် အရေးယူဆောင်ရွက်မှုများဖြင့် မြန်မာပြည်သူများ သိရှိစေရန် ဆောင်ရွက်ရမည်ဖြစ်၊

ပြည်သူများ၏ ဆန္ဒနှင့် အကျိုးစီးပွားကို မှန်ကန်စွာ ထည့်သွင်းစဉ်းစားခြင်းမရှိဘဲ မြန်မာနိုင်ငံအတွက် ရေရှည် တည်တံ့သော အဖြေရရှိနိုင်မည့် လမ်းကြောင်းမရှိ၊ မြန်မာပြည်သူများသည် စစ်အုပ်စု၏ အကြမ်းဖက်မှုများ ရပ်စဲရေး၊ စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင် ရွေးကောက်ပွဲကို ငြင်းပယ်ရေး၊ နိုင်ငံရေးအကျဉ်းသားများ အားလုံးလွှတ်ပေးရေး၊ စစ်တပ်နှင့် လုံခြုံရေးအဖွဲ့အစည်းများကို အရပ်ဘက်ကြီးကြပ်မှုအောက်၌ ထားရှိကာ ဒီမိုကရေစီပြန်လည်ထူထောင်ရေးတို့အတွက် ၎င်းတို့၏ ခိုင်မာသော ရပ်တည်ချက်များ ရှိသည်ကို ထပ်လောင်းပြောကြားလို၊

စစ်အုပ်စု၏ လိမ်လည်လှည့်ဖြားသည့် လုပ်ငန်းစဉ်ကို ပြတ်ပြတ်သားသား ပယ်ချရန် နိုင်ငံတကာ အသိုက်အဝန်းကို တိုက်တွန်းပါကြောင်း ပြောကြားခဲ့

၁။ အကြိမ် (၈၀) မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ အထူးနိုင်ငံရေးနှင့် ကိုလိုနီနယ်မြေများ လွတ်မြောက်ရေးကော်မတီ (စတုတ္ထကော်မတီ) ၏ “Comprehensive Review of Special Political Missions” ခေါင်းစဉ်ဖြင့် အထွေထွေဆွေးနွေးမှုအစီအစဉ်ကို ၁၂-၁၁-၂၀၂၅ ရက် (ဗုဒ္ဓဟူးနေ့)၊ နံနက်ပိုင်းတွင် ကျင်းပခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း မှ တက်ရောက်၍ မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။

၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင် ပါသည်-

(က) နိုင်ငံတကာ ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေးထိန်းသိမ်းစောင့်ရှောက်ရာတွင်အထူးနိုင်ငံရေးမစ်ရှင်များ (Special Political Missions - SPMs) သည် ကုလသမဂ္ဂပဋိညာဉ်၏ သံတမန်ရေးရာနည်းနာ အဖြစ် အဓိကကျသည့် အခန်းကဏ္ဍမှ ဆက်လက်ပါဝင်နေကြောင်း၊

(ခ) ဆိုးဝါးလာနေသည့် ပထဝီနိုင်ငံရေး တင်းမာမှုများ၊ ကြာရှည်နေသော ပဋိပက္ခများ၊ နိုင်ငံပေါင်းစုံ ဝါဒအပေါ် ယုံကြည်မှု လျော့နည်းလာခြင်းနှင့် ဘဏ္ဍာရေးဆိုင်ရာ စိန်ခေါ်မှုများကို တုံ့ပြန်ရာ၌ အထူးနိုင်ငံရေးမစ်ရှင်များ ဆက်လက်အသုံးဝင်စေရန်အတွက် မိမိတို့၏ ကြိုးစားအားထုတ်မှုများကို တိုးမြှင့်ရမည်ဖြစ်ကြောင်း၊

(ဂ) ဤကိစ္စနှင့်စပ်လျဉ်း၍ မြန်မာနိုင်ငံအနေဖြင့် SPMs ၏ အခြေအနေနှင့် လိုက်လျောညီထွေရှိသော လုပ်ပိုင်ခွင့်များ၊ ၎င်းတို့၏ လိုက်လျောညီထွေရှိမှု၊ လုံလောက်သော အရင်းအမြစ်များနှင့် သက်ဆိုင်သူအားလုံး၊ အထူးသဖြင့် အမျိုးသမီးများ၊ လူငယ်များနှင့် အရပ်ဘက် လူ့အဖွဲ့အစည်း တို့နှင့် ပူးပေါင်းပါဝင်ဆောင်ရွက်မှုတို့၏ အရေးကြီးပုံကို အလေးထား ပြောကြားလိုကြောင်း၊

(ဃ) မြန်မာနိုင်ငံနှင့်ပတ်သက်၍ ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ အထူးကိုယ်စားလှယ်ရုံးသည် နှစ်ပေါင်းများစွာ SPMs ၏ ကဏ္ဍအောက်တွင် ရှိနေခဲ့ကြောင်း၊ ရွေးကောက်ခံအရပ်သားအစိုးရ အုပ်ချုပ်စဉ်ကာလက အထူးကိုယ်စားလှယ်ရုံးကို နေပြည်တော်၌ ထားရှိခဲ့ကြောင်း၊ သို့သော် ၂၀၂၁ ခုနှစ် တရားမဝင် စစ်တပ်အာဏာသိမ်းပြီးနောက်ပိုင်းတွင် ဗန်ကောက်မြို့သို့ ပြောင်းရွှေ့ ခဲ့ရကြောင်း၊ ထိုအချိန်မှစ၍ တာဝန်ထမ်းဆောင်သူ အထူးကိုယ်စားလှယ် (၃) ဦး ရှိပြီဖြစ်ကြောင်း၊

(င) SPMs ၏ ထိရောက်မှုကို မြှင့်တင်ရန်အတွက် ပြန်လည်သုံးသပ်ခြင်းလုပ်ငန်းစဉ်နှင့်အညီ မြန်မာ နိုင်ငံဆိုင်ရာ SPM နှင့် ဆက်စပ်လျက် အောက်ပါ စံနှုန်းများကို မီးမောင်းထိုးပြလိုပါကြောင်း–

(၁) ဆက်စပ်သဟဇာတဖြစ်မှု (Coherence) – လစ်ဟာမှုများကို ချိတ်ဆက်ရန်နှင့် ဖြည့်စွက်ပေးရန်အတွက် SPM နှင့် ကျန်ရှိသော ကုလသမဂ္ဂစနစ်တစ်ခုလုံး (လုံခြုံရေးကောင်စီ၊ အထွေထွေညီလာခံ၊ လူ့အခွင့်အရေးကောင်စီနှင့် နိုင်ငံတကာတရားရုံး အပါအဝင်) အကြား စနစ်တစ်ခုလုံးဆိုင်ရာ ဆက်စပ် သဟဇာတဖြစ်မှုသည် အရေးပါသည့် အစိတ်အပိုင်းအဖြစ် ရှိနေကြောင်း၊

စစ်ကောင်စီ၏အရပ်သားများအပေါ် လေကြောင်းတိုက်ခိုက်မှုများနှင့် ရက်စက် ကြမ်းကြုတ်မှုများ မြင့်တက်လာနေချိန်တွင် မြန်မာနိုင်ငံသို့ လက်နက်စီးဆင်းမှုများ မရှိ စေရေးအတွက် တားဆီးကြရန် အဖွဲ့ဝင်နိုင်ငံများအားလုံးကို တောင်းဆိုထားသည့် အထွေထွေညီလာခံ၏ ဆုံးဖြတ်ချက် ၇၅/၂၈၇ နှင့် စစ်တပ်သို့ တိုက်လေယာဉ်ဆီ၊ စောင့်ကြည့်ရေးပစ္စည်းများနှင့် နည်းပညာများအား လွှဲပြောင်း၊ တင်ပို့၊ ရောင်းချခြင်းတို့ မပြုလုပ်ရန် နိုင်ငံအားလုံးကို တောင်းဆိုထားသည့် လူ့အခွင့်အရေးကောင်စီ၏ ဆုံးဖြတ်ချက် ၅၅/၂၀ တို့ကို ရည်ညွှန်းလိုကြောင်း၊

ဤကိစ္စနှင့်စပ်လျဉ်း၍ SPM ၏ လုပ်ငန်းများတွင် သက်ဆိုင်ရာ ကုလသမဂ္ဂအဖွဲ့အစည်းများအားလုံးနှင့် ညှိနှိုင်းဆောင်ရွက်ပေးရန်နှင့် လုံခြုံရေးကောင်စီအနေဖြင့် မြန်မာနိုင်ငံ ကိစ္စတစ်ခုလုံးကို ICC သို့ လွှဲပြောင်းပေးခြင်း အပါအဝင် အချိန်မီ အရေးယူ ဆောင်ရွက်မှုများပြုလုပ်ရန် တောင်းဆိုလိုကြောင်း၊

(၂) ပွင့်လင်းမြင်သာမှု (Transparency) – အကျပ်အတည်းများ၏ ရှုပ်ထွေးတတ်သော သဘောသဘာဝကြောင့် တိတ်တဆိတ် သံရေးတမန်ရေး လိုအပ်သည်ကို နားလည်ပါသော်လည်း၊ မြန်မာပြည်သူများ သိရှိနိုင်ရန် SPM ၏ လုပ်ငန်းဆောင်ရွက်မှုတွင် ပွင့်လင်း မြင်သာမှုရှိရန် လိုအပ်ကြောင်း၊ လုံလောက်သော ပွင့်လင်းမြင်သာမှု မရှိခြင်းနှင့် အချိန်နှင့် တစ်ပြေးညီ ရလဒ်မထွက်နိုင်ခြင်းတို့သည် ကုလသမဂ္ဂ၏ အခန်းကဏ္ဍနှင့် ယုံကြည် ကိုးစားနိုင်မှုကို လျော့ပါးစေကြောင်း၊

ထို့အပြင် မြန်မာနိုင်ငံရှိ သက်ဆိုင်သူများအားလုံးနှင့် ထိတွေ့ဆက်ဆံရေးသည်လည်း မရှိမဖြစ် လိုအပ်သကဲ့သို့ပင် အခြားအဖွဲ့ဝင်နိုင်ငံများနှင့် ဆက်ဆံရေးကိုလည်း ဆက်လက် ထိန်းသိမ်းကာ ပိုမိုခိုင်မာအောင် လုပ်ဆောင်သင့်ကြောင်း၊

(၃) တာဝန်ခံမှု (Accountability) –SPM ၏ လုပ်ငန်းသည် အထူးသဖြင့် မြန်မာနိုင်ငံရှိ ထိခိုက်ခံစားရသူများအပေါ် တာဝန်ခံမှုရှိရန် လိုအပ်ကြောင်း၊ ပြည်သူများ၏ ဆန္ဒနှင့် အကျိုးစီးပွားကို မှန်ကန်စွာ ထည့်သွင်းစဉ်းစားခြင်းမရှိဘဲ မြန်မာနိုင်ငံအတွက် ရေရှည် တည်တံ့သော အဖြေရရှိနိုင်မည့် လမ်းကြောင်း မရှိပါကြောင်း၊ မြန်မာပြည်သူများသည် စစ်အုပ်စု၏ အကြမ်းဖက်မှုများ ရပ်စဲရေး၊ စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင် ရွေးကောက်ပွဲကို ငြင်းပယ်ရေး၊ နိုင်ငံရေးအကျဉ်းသားများ အားလုံးလွှတ်ပေးရေး၊ စစ်တပ်နှင့် လုံခြုံရေးအဖွဲ့အစည်းများကို အရပ်ဘက်ကြီးကြပ်မှုအောက်၌ ထားရှိကာ ဒီမိုကရေစီပြန်လည်ထူထောင်ရေးတို့အတွက် ၎င်းတို့၏ ခိုင်မာသော ရပ်တည်ချက်များ ရှိသည်ကို ထပ်လောင်းပြောကြားလိုကြောင်း၊

(စ) မြန်မာနိုင်ငံဆိုင်ရာအထူးကိုယ်စားလှယ်ရုံး၏ အားလုံးပါဝင်သည့် ထိတွေ့ ဆက်ဆံမှုများအတွက် ကျေးဇူးတင်ရှိပြီး အထူးကိုယ်စားလှယ်အနေဖြင့် စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင် ရွေးကောက်ပွဲသည် အကြမ်းဖက်မှုနှင့် မတည်ငြိမ်မှုကို ပိုမိုဖြစ်ပွားစေမည့် အန္တရာယ်ရှိကြောင်းနှင့် ရွေးကောက်ပွဲကို ထောက်ခံသည့်နိုင်ငံများအနေဖြင့် ဖြစ်လာနိုင်သည့် အကျိုးဆက်များကို ထည့်သွင်းစဉ်းစားသင့်ကြောင်းဖြင့် ရှင်းလင်းပြတ်သားသော ရပ်တည်ပြောကြားချက်အတွက်လည်း ကျေးဇူး တင်ရှိကြောင်း၊ သို့ပါ၍ စစ်အုပ်စု၏ လိမ်လည်လှည့်ဖြားသည့် လုပ်ငန်းစဉ်ကို ပြတ်ပြတ်သားသား ပယ်ချရန် နိုင်ငံတကာ အသိုက်အဝန်းကို တိုက်တွန်း လိုပါကြောင်း၊

(ဆ) ၂၀၂၂ ခုနှစ်တွင် ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ်က နိုင်ငံတကာ အသိုက်အဝန်းတစ်ခုလုံးသည် မြန်မာပြည်သူများအပေါ် ပျက်ကွက်ခဲ့သည်ဟူ ပြောကြားခဲ့ကြောင်း၊​ ကုလသမဂ္ဂသည်လည်း နိုင်ငံတကာအသိုက်အဝန်း၏ တစ်စိတ်တစ်ပိုင်း ဖြစ်ကြောင်း၊ ထိုအချိန်မှစ၍ ယခု ၃ နှစ် ကျော်လာသော်လည်း ကုလသမဂ္ဂနှင့် နိုင်ငံတကာ အသိုက်အဝန်းသည် မြန်မာပြည်သူများအပေါ် ဆက်လက်၍ ပျက်ကွက်နေဆဲဖြစ်ကြောင်း၊  အကြမ်းဖက်မှု ပိုမိုကျယ်ပြန့်လာပြီး စစ်ကောင်စီ၏ အရပ်သားများအပေါ် ရက်စက်ကြမ်းကြုတ်မှုများ ပိုမိုများပြားလာနေကြောင်း၊ သေဆုံးသူဦးရေသည် နေ့စဉ်နှင့်အမျှ တိုးလာနေကြောင်း၊ ပြည်သူများ၏ ဆင်းရဲဒုက္ခ ပိုမိုဆိုးရွားလာနေကြောင်း၊​ အကြောက်တရားနှင့် အချိန်ပြည့် ယှဉ်တွဲနေထိုင်ရခြင်းက ပိုမိုကြီးစိုးလာနေကြောင်း၊ ဆင်းရဲမွဲတေမှုသည်လည်း ဆက်လက် မြင့်တက်နေကြောင်း၊

(ဇ) ပွင့်လင်းစွာ ပြောကြားရပါလျှင်၊ မြန်မာပြည်သူများအနေဖြင့် ကုလသမဂ္ဂအပေါ် စိတ်မသက်မသာဖြစ်မှု၊ စိတ်ပျက်မှုတို့သည် ဆက်လက်တိုးပွားလာလျက်ရှိကြောင်း၊ ထို့ကြောင့် အဖွဲ့ဝင်နိုင်ငံများအားလုံးနှင့် ကုလသမဂ္ဂစနစ်၊ အထူးသဖြင့် လုံခြုံရေးကောင်စီသည် အတွင်းရေးမှူးချုပ်၏ ပြောကြားချက်ကို အလေးအနက်ထားဖို့ လိုကြောင်း၊ ကုလသမဂ္ဂသည် သူ့ရည်ရွယ်ချက်အတွက် အသုံးဝင်နေဆဲဖြစ်ပြီး ကုလသမဂ္ဂသည် အရပ်သားများကို ကာကွယ်ရန်နှင့် လူ့အသက်များကို ကယ်တင်ရန်အတွက်ရှိနေဆဲဖြစ်ကြောင်းကို ထိရောက်သည့် အရေးယူ ဆောင်ရွက်မှုများဖြင့် မြန်မာပြည်သူများ သိရှိစေရန် ဆောင်ရွက်ရမည်ဖြစ်ပါကြောင်း၊

(ဈ) ယင်းနှင့်စပ်လျဉ်း၍ ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ မြန်မာနိုင်ငံဆိုင်ရာအထူးကိုယ်စားလှယ် ၏ အခန်းကဏ္ဍသည် အရေးကြီးပြီး၊ ကုလသမဂ္ဂအနေဖြင့် ပြည်သူလူထု၏ အကျိုးစီးပွားအတွက် ရှိနေသည်ကို လုပ်ဆောင်ပြရန် အရေးကြီးကြောင်း၊

(ည) အရေးအကြီးဆုံးမှာ မြန်မာနိုင်ငံဆိုင်ရာ အထူးကိုယ်စားလှယ်သည် စစ်အုပ်စု၏ အရပ်သားများ အပေါ် ရက်စက်ကြမ်းကြုတ်မှုများ ရပ်တန့်ရေးနှင့် ပြည်သူများ၏ဆန္ဒကို လေးစားရေးအတွက် ရှင်းလင်းပြတ်သားပြီး ခိုင်မာသော တောင်းဆိုချက်များကို စစ်ကောင်စီထံသို့ ဆက်လက် တောင်းဆိုခြင်းဖြင့်လည်းကောင်း၊ အဖွဲ့ဝင်နိုင်ငံများ၊ အထူးသဖြင့် လုံခြုံရေးကောင်စီတို့အနေဖြင့် စည်းလုံးညီညွတ်ပြီး၊ ထိရောက်သော အရေးယူဆောင်ရွက်မှု ချက်ခြင်းပြုလုပ်ရေးကို ဆက်လက် တိုက်တွန်းနေခြင်းဖြင့်လည်းကောင်း ကုလသမဂ္ဂအပေါ် မြန်မာပြည်သူများ၏ မျှော်လင့်ချက်ကို ဆက်လက်ရှင်သန်နေစေရေးအတွက် ဆောင်ရွက်ရမည်ဖြစ်ကြောင်း၊

(ဋ) အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် အထူးကိုယ်စားလှယ်၏ တာဝန်ကို ထိရောက်ခိုင်မာစွာ ပံ့ပိုးပေးရန် လို ကြောင်း၊ ထို့ကြောင့် တန်းတူညီမျှမှု၊ ပွင့်လင်းမြင်သာမှုနှင့် တာဝန်ခံမှုတို့သည် မြန်မာနိုင်ငံဆိုင်ရာ SPM ၏ ထိရောက်မှုကို တိုးတက်စေရန် အထောက်အကူပြုလိမ့်မည်ဟု ယုံကြည်ပါကြောင်း၊

(ဌ) မြန်မာကိုယ်စားလှယ်အဖွဲ့သည် အထူးကိုယ်စားလှယ်ရုံးနှင့် ဆက်လက်ပူးပေါင်း ဆောင်ရွက်ကာ မြန်မာပြည်သူလူထု၏ ဆန္ဒနှင့်အညီ မြန်မာနိုင်ငံအတွက် ရေရှည်တည်တံ့ပြီး ငြိမ်းချမ်းသော အဖြေ ဖော်ဆောင်နိုင်ရန် ဆောင်ရွက်သွားမည် ဖြစ်ကြောင်း။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mr. Chair,

Myanmar aligns itself with the statements delivered by ASEAN and NAM.

We thank the Secretary-General for his comprehensive report, including the reflection of the work of his Special Envoy on Myanmar. We also thank the briefers for their statements.

Mr. Chair,

Special Political Missions (SPMs) continue to play a central role as the diplomatic toolbox of the UN Charter in the maintenance of international peace and security.

Amidst heightened geopolitical tensions, protracted conflicts, growing distrust in multilateralism and financial constraints, we must redouble our efforts to ensure that they remain fit for purpose in responding to current and emerging challenges.

In this regard, Myanmar emphasizes the importance of context-specific mandates of SPMs, their adaptability, adequate resources and inclusive engagement with all stakeholders, especially women, youth and civil society.

Mr. Chair,

With regard to my country, Myanmar, there has been an Office of the Special Envoy of the UN Secretary-General under the umbrella of SPMs for many years.

During the elected civilian government, the Special Envoy’s office was established in Nay Pyi Taw. However, after the illegal military coup in 2021, it was relocated to Bangkok.

Since then, the Office has been in operation by three successive Special Envoys.

Mr. Chair,

In line with the ongoing review process to enhance the effectiveness of SPMs, allow me to highlight the following parameters of the SPM on Myanmar:

First, coherence – system-wide coherence between the SPM and the rest of the UN system, including the Security Council, the General Assembly, the Human Rights Council and the International Court of Justice, remains integral to bridge any gap and bring complementarity.

In light of the escalating airstrikes and atrocities by the military junta against civilians, I wish to recall the GA resolution 75/287, which calls upon all Member States to prevent the flow of arms; and the HRC resolution 55/20, which calls for all states to refrain from the export, sale or transfer of jet fuel, surveillance goods and technologies to the military.

In this regard, we call for coordinating inputs from all relevant UN bodies to the work of the SPM and taking timely actions, including referring the whole situation in Myanmar to the ICC by the Security Council.

Second, transparency – While we understand that the complex nature of the crisis requires quiet diplomacy, the people of Myanmar deserve better transparency in the conduct of the SPM.

Lack of adequate transparency and time bound outcome would diminish the role and credibility of the UN.

Moreover, inclusive and effective engagement with relevant stakeholders of Myanmar remains essential.

In the same vein, engagement with other Member States should be maintained and strengthened.

Third and last, accountability – we are of the view that the work of the SPM is particularly accountable to the affected people of Myanmar.

There is no path to a sustainable solution to Myanmar without properly taking their will and interests into account. The people of Myanmar have reaffirmed their unwavering position on cessation of violence by the military, rejecting the junta’s planned sham election, release of all political prisoners, restoration of democracy with military and security institutions under civilian oversight.

We express our gratitude to the UNSE Office for their inclusive engagement and the Special Envoy for the clear stance that the planned so-called elections by the junta will risk deepening violence and instability, and those who support them should consider potential consequences.

Taking this opportunity, I urge the international community to categorically reject this deceitful process.

In conclusion, Mr. Chair, the UN Secretary-General stated in 2022 that the international community as a whole has failed the people of Myanmar; the UN is part of the international community.

Now over 3 years since then, the UN and the international community have still failed the people of Myanmar. The violence has enlarged. The military junta’s atrocities against civilians have further deepened. Number of people killed has increased every day. The people’s suffering has worsened. Living with constant fear has greater and wider. Poverty level has continued higher.

Let me be frank, the frustrations, even disappointment of the people of Myanmar on the UN keeps growing.

Therefore, all member states and the UN system especially the UN Security Council must pay serious attention to the Secretary-General’s statement and take effective action indicating to the people of Myanmar that the UN remain fit for purpose, and the UN is there for protecting civilians and saving lives.

In this regard, the role of the UN Secretary-General’s Special Envoy on Myanmar is still vital and crucial to make sure that the UN is there for the interest of the people.

Most importantly, the Special Envoy can make the hope of the people of Myanmar on the UN alive by continuously giving clear and firm demands to the military junta to cease atrocities against civilians and respect the people’s aspiration, and by continuously urging the member states especially the UN Security Council to be united and take effective action immediately.

The member states must support the Special Envoy’s mandate strongly and effectively.

Therefore, we believe that enhanced coherence, transparency and accountability will contribute to improved effectiveness of the SPM on Myanmar.

As such, our delegation will extend our continued collaboration with the Special Envoy and her Office, and work towards bringing a sustainable, peaceful solution to the situation in Myanmar in line with the aspirations of our people.
