သတင်းအဖြစ်ထုတ်ပြန်ချက်
(၈၁) ကြိမ်မြောက်ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ လက်နက်ဖျက်သိမ်းရေးနှင့် နိုင်ငံတကာလုံခြုံရေးကော်မတီ (ပထမကော်မတီ) ၌ မြန်မာနိုင်ငံမှ ဦးဆောင်တင်သွင်းသည့် နျူကလီးယားလက်နက်ဖျက်သိမ်းရေးဆိုင်ရာ ဆုံးဖြတ်ချက်အဆိုမူကြမ်းအား အတည်ပြုခဲ့ခြင်း

၁။ (၈၁) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ ပထမကော်မတီ၏ နျူကလီးယား လက်နက်ဖျက်သိမ်းရေးခေါင်းစဉ်အောက်မှ တင်သွင်းသည့် အဆိုမူကြမ်းများအား ၂၇-၁၀-၂၀၂၆ ရက်နေ့တွင် ကော်မတီအစည်းအဝေးမှ အရေးယူဆုံးဖြတ်အတည်ပြုခဲ့ပါသည်။
၂။ အဆိုပါအစည်းအဝေးသို့ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တက်ရောက်၍ မြန်မာနိုင်ငံမှ နှစ်စဉ်တင်သွင်းသည့် နျူကလီးယားလက်နက်ဖျက်သိမ်းရေး ဆုံးဖြတ်ချက်အဆိုမူကြမ်းကို မိတ်ဆက် တင်သွင်းခဲ့ပါသည်။
၃။ ထိုသို့တင်သွင်းစဉ် မြန်မာအမြဲတမ်းကိုယ်စားလှယ်က နျူကလီးယားလက်နက်ဖျက်သိမ်းရေးအဆိုမူကြမ်းကို ၁၉၉၅ ခုနှစ်မှ စတင်၍ ကုလသမဂ္ဂအထွေထွေညီလာခံ ပထမကော်မတီသို့ မြန်မာ နိုင်ငံမှ ဦးဆောင်၍ နှစ်စဉ်တင်သွင်းခဲ့ကြောင်း၊ နှစ်စဉ် အစဉ်အလာမပျက် အဖွဲ့ဝင်နိုင်ငံများ၏ ကျယ်ကျယ်ပြန့်ပြန့် ထောက်ခံမှုကိုလည်း အစဉ်တစိုက်ရရှိခဲ့ပါကြောင်း၊ ဆုံးဖြတ်ချက်မူကြမ်းတွင် နျူကလီးယားလက်နက်များအားလုံး အပြီးတိုင် ဖျက်သိမ်းရေးအတွက် အရေးတကြီး လိုအပ်နေမှုကို ထပ်လောင်းအတည်ပြုထားပြီး ယင်းရည်မှန်းချက် အောင်မြင်စေရေးအတွက် နျူကလီးယားလက်နက်ပိုင်ဆိုင်သည့်နိုင်ငံများအနေဖြင့် ထိရောက်သော အစီအမံများ ချမှတ်ဆောင်ရွက်ကြရန် တိုက်တွန်းထားကြောင်း၊ နျူကလီးယားလက်နက်ဖျက်သိမ်းရေးတွင် ပွင့်လင်းမြင်သာမှု၊ နောက်ကြောင်းပြန် မလှည့်နိုင်မှုနှင့် အတည်ပြု စစ်ဆေးနိုင်မှုတို့၏အရေးပါမှုကိုလည်း အလေးထား ဖော်ပြထားကြောင်း၊ ယခုနှစ် ဆုံးဖြတ်ချက်မူကြမ်းတွင် နျူကလီးယားလက်နက်ထိန်းချုပ်ရေးဆိုင်ရာ စာချုပ်များနှင့် ယင်းတို့နှင့်သက်ဆိုင်သည့်ညီလာခံများ၏ မကြာသေးမီက ဖြစ်ပေါ်တိုးတက်မှုများကို ထင်ဟပ်စေရန် အတွက် technical update နှင့် factual update သာ ပြုလုပ်ထားကြောင်း၊ ကော်မတီ၏လုပ်ငန်းများ ပိုမိုထိရောက်စေရေးအတွက် ဆောင်ရွက်နေမှုများကို အထောက်အကူပြုစေရန် ရည်ရွယ်သည့်အနေဖြင့် မြန်မာနိုင်ငံသည် ဆုံးဖြတ်ချက်မူကြမ်းကို ယခုအကြိမ် အစည်းအဝေးမှစတင်၍ နှစ်နှစ်တစ်ကြိမ် တင်သွင်းရန် အဆိုပြုထားကြောင်း၊ ယင်းသို့ အဆိုပြုခြင်းသည် နျူကလီးယားလက်နက်ဖျက်သိမ်းရေးနှင့် နျူကလီးယားလက်နက်များ အားလုံးအပြီးတိုင် ဖျက်သိမ်းရေး အပေါ် မြန်မာနိုင်ငံ၏ မယိမ်းယိုင်သော ကတိကဝတ်ကို မည်သည့်နည်းနှင့်မျှ လျော့ပါးစေခြင်းမရှိကြောင်း၊ နျူကလီးယားလက်နက်ဆိုင်ရာအန္တရာယ်များနှင့် ပထဝီနိုင်ငံရေးဆိုင်ရာ တင်းမာမှုများ မြင့်တက်လာနေသည့် ယခုလိုအချိန်မျိုးတွင် နျူကလီးယားလက်နက်များအားလုံး အပြီးတိုင် ဖျက်သိမ်းရေးသည် ယင်းလက်နက်များ အသုံးပြုခြင်း (သို့မဟုတ်) အသုံးပြုရန် ခြိမ်းခြောက်ခြင်းတို့မှ ကာကွယ်နိုင်မည့် တစ်ခုတည်းသောထိရောက်သည့် အာမခံချက်ဖြစ်ကြောင်း၊ ဆုံးဖြတ်ချက်မူကြမ်းအား အစဉ်တစိုက် ထောက်ခံ ပေးခဲ့ကြသည့် အဖွဲ့ဝင်နိုင်ငံများ၊ အထူးသဖြင့် ဆုံးဖြတ်ချက်မူကြမ်းတွင် ပူးတွဲအဆိုရှင်အဖြစ် ပါဝင်ခဲ့ကြသည့် နိုင်ငံများအားအထူးပင်ကျေးဇူးတင်ရှိကြောင်း၊ ယခုအကြိမ်တွင်လည်း ဆက်လက်ထောက်ခံပေးရန် မေတ္တာရပ်ခံပါကြောင်းဖြင့် ဆွေးနွေးပြောကြားခဲ့ပါသည်။
၄။ မြန်မာနိုင်ငံမှ ဦးဆောင်တင်သွင်းသည့် နျူကလီးယားလက်နက်ဖျက်သိမ်းရေး အဆိုမူကြမ်း (A/C.1/81/L.23) အား မဲခွဲဆုံးဖြတ်ရာ ထောက်ခံမဲ (၁၁၈) မဲ၊ ကန့်ကွက်မဲ (၄၃) မဲ၊ ကြားနေမဲ (၂၁) မဲ ဖြင့် ကော်မတီမှ အတည်ပြုခဲ့ပါသည်။
၅။ အဆိုပါ အတည်ပြုခဲ့သည့် ဆုံးဖြတ်ချက်အဆိုမူကြမ်းနှင့် မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့ သည့်မိန့်ခွန်းတို့ကို ပူးတွဲဖော်ပြအပ်ပါသည်။

Mr. Chair,
I have the honour to introduce the draft resolution, A/C.1/81/L.23 entitled “Nuclear Disarmament”, submitted by Myanmar under agenda item 101 (b).
Myanmar has tranditionally tabled this resolution annually in the First Committee of the General Assembly since 1995, and it has consistently received broad support from Member States.
The draft resolution reaffirms the urgent need for the total elimination of nuclear weapons and calls upon nuclear-weapon States to take effective measures towards this goal. It also underscores the importance of transparency, irreversibility and verifiability in nuclear disarmament.
This year's draft contains only technical updates to reflect recent developments in nuclear arms control treaties and their relevant conferences.
In support of ongoing efforts to improve the efficiency of the First Committee, Myanmar has proposed the consideration of this resolution on a biennial basis, beginning with the current session.
Mr. Chair,
This proposal in no way diminishes Myanmar's unwavering commitment to nuclear disarmament and the total elimination of nuclear weapons.
At a time of growing nuclear risks and geopolitical tensions, we firmly believe that the total elimination of nuclear weapons remains the only effective guarantee against their use or threat of use.
We sincerely appreciate the longstanding support of Member States, particularly those who have co-sponsored the draft resolution, and call upon all delegations to continue their support by voting in favour of it.
