သတင်းအဖြစ်ထုတ်ပြန်ချက်
ကုလသမဂ္ဂ လူမှုရေး၊ လူသားချင်းစာနာထောက်ထားမှုနှင့် ယဉ်ကျေးမှုကော်မတီတွင်
ကလေးသူငယ်များ၏ အခွင့်အရေးများအား တိုးမြှင့်ပေးရေးနှင့် ကာကွယ်ပေးရေးခေါင်းစဉ်ဖြင့် အထွေထွေမိန့်ခွန်းပြောကြားမှု အစီအစဉ်၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံတွင် ကလေးငယ်များအတွက် စာသင်ကျောင်းများ၊ နေအိမ်များနှင့် ကစားကွင်းများသည် ထိတ်လန့်ဖွယ်ရာ နေရာများနှင့် သေဆုံးခြင်းတို့ဖြင့်

တရားမဝင် စစ်အာဏာသိမ်းမှု ကာလအတွင်း စစ်အုပ်စုသည် ပြည်သူများအပေါ် စနစ်တကျ ရန်လိုကျူးလွန်လျက်ရှိပြီး စစ်အုပ်စု၏ လူမဆန်စွာ အလွန်အမင်း ရက်စက်ကြမ်းကြုတ်မှုများကို ကလေးသူငယ်များ ခံစားနေရ၊ လွန်ခဲ့သော (၂) နှစ်တာကာလအတွင်းက မှတ်တမ်းများကိုလည်း
မိမိတို့ လူငယ်လူရွယ်များ၏ အသက်သွေးများဖြင့် မှတ်တမ်းတင်ထားရ၊
နိုင်ငံတစ်ဝန်းလုံးတွင် စစ်အုပ်စု၏ ဂျက်လေယာဉ်များက စာသင်ကျောင်းများ၊ ဆေးရုံ၊ ဆေးခန်းများ၊ စျေးများနှင့် စစ်ဘေးရှောင် စခန်းများအပေါ်သို့ ပေါက်ကွဲစေတတ်သော လက်နက်များ ကြဲချတိုက်ခိုက်လျက်ရှိ၊
မိမိတို့၏ ဆရာ၊ ဆရာမများသည် ယာယီဗုံးခိုကျင်းများအတွင်း၌ပင် ကလေးသူငယ်များအတွက် ပညာသင်ကြား ပေးမှုကို ဆက်လက်လုပ်ဆောင်ပေးလျက်ရှိ၊
ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် စစ်အုပ်စုထံသို့ စစ်လက်နက်၊ လေယာဉ်ဆီ၊
အရပ်ဘက်၊ စစ်ဘက် နှစ်မျိုးသုံးပစ္စည်းများနှင့် ငွေကြေးထောက်ပံ့မှု ပြုနေသည်များကို
ချက်ချင်း ရပ်တန့်ဖြတ်တောက်ရန် ထပ်လောင်း တောင်းဆိုလို၊
စစ်အုပ်စုထံသို့ လေယာဉ်ဆီတစ်စက် စီးဆင်းသွားခြင်းသည်ပင်လျှင် ကျောင်းနေအရွယ် ကလေးသူငယ် များအား သတ်ဖြတ်ရန်အတွက် ဖြစ်သည့်အချက်ကို မိမိတို့ ရှင်းရှင်းလင်းလင်း သိမြင်ရမည်ဖြစ်၊
စစ်အုပ်စုခေါင်းဆောင်အား နိုင်ငံတကာတရားရုံးရှေ့မှောက် ဆင့်ခေါ်ယူကာ တရားစီရင်သင့်၊ မူကြိုကျောင်းများ အပေါ်သို့ လေကြောင်းဗုံးကျဲတိုက်ခိုက်မှုများ ကျူးလွန်ရန် အမိန့်ပေးစေခိုင်းသူများအနေဖြင့် တာဝန်ခံမှုနှင့် တရားစီရင်မှု ခံရမည်ဖြစ်၊
သမိုင်းတစ်ခု၏ အမှန်တရားဘက်အခြမ်းတွင် ရပ်တည်ခြင်းက လူသားဆန်မှုကို ပြသပေး၊ သမိုင်းကို ဖန်တီးခြင်းက ကြေကွဲမှုများကို ချုပ်ငြိမ်းစေနိုင်၊
မြန်မာနိုင်ငံတွင် အသက်အန္တရာယ်အပေါ် ခြိမ်းခြောက်ခြင်းက လက်ငင်း စိုးရိမ်ရသည့် အချက်ပင် ဖြစ်၊ ကလေးသူငယ်များ၏ အသက်အိုးအိမ်များကို မကယ်တင်ပါဘဲ
၎င်းတို့၏ အခွင့်အရေးများအား ကာကွယ်စောင့်ရှောက် မြှင့်တင်ပေးရေးကို
ဆွေးနွေး၍ မရနိုင်ကြောင်း ပြောကြားခဲ့

၁။ ကုလသမဂ္ဂလူမှုရေး၊ လူသားချင်းစာနာထောက်ထားမှုနှင့် ယဉ်ကျေးမှုရေးရာကော်မတီ (တတိယကော်မတီ) တွင် ကလေးသူငယ်များ၏အခွင့်အရေးများအားတိုးမြှင့်ပေးရေးနှင့်ကာကွယ်ပေးရေး (Promotion and Protection of Rights of Children) ခေါင်းစဉ်ဖြင့် အထွေထွေမိန့်ခွန်းပြောကြားမှုအစီအစဉ်ကို ၆-၁၀-၂၀၂၆ ရက် (အင်္ဂါနေ့)၊ မွန်းလွဲပိုင်းတွင် ကျင်းပခဲ့ရာ မြန်မာနိုင်ငံ အပါအဝင် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံ (၄၀) ကျော် ပါဝင်၍ မိန့်ခွန်းပြောကြားခဲ့ကြပါသည်။
၂။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ပါအချက်များအဓိက ပါဝင်ပါသည်-
(က) မြန်မာနိုင်ငံတွင် ကလေးငယ်များအတွက် စာသင်ကျောင်းများ၊ နေအိမ်များနှင့် ကစားကွင်းများ သည် ထိတ်လန့်ဖွယ်ရာနေရာများနှင့် သေဆုံးခြင်းတို့ဖြင့် ပြည့်နှက်နေသဖြင့် မိမိအနေဖြင့် မြန်မာ နိုင်ငံရှိ ကလေးသူငယ်များ၏ ငိုကြွေးသံများအား ကမ္ဘာက ကြားသိစေရန် ပြောကြားလိုကြောင်း၊
(ခ) ကုလသမဂ္ဂ၏ မှတ်တမ်းများတွင် ပဋိပက္ခအတွင်း ကလေးသူငယ်များအပေါ် ကြီးလေးသော ချိုးဖောက်မှုများ ကျူးလွန်သည့်ဖြစ်စဉ်များမှာ အဆမတန် မြင့်တက်လာလျက်ရှိသည်ကို ဖော်ပြ ထားကြောင်း၊
(ဂ) မြေပြင်မှ ထိုးစစ်များ၊ လေကြောင်းဗုံးကျဲတိုက်ခိုက်မှုများနှင့် ပေါက်ကွဲစေသော လက်နက်များ က စာသင်ကျောင်းများ၊ ဆေးရုံများနှင့် အခြေခံအဆောက်အအုံများကို ပြိုပျက်၊ ပျက်စီးစေပြီး လူသားချင်းစာနာထောက်ထားမှု အကူအညီများ ပေးအပ်မှုကို ပိတ်ပင်တားဆီးကာ လိင်ပိုင်း ဆိုင်ရာအကြမ်းဖက်မှုအား အကြွင်းမဲ့နီးပါး ပြစ်ဒဏ်ကင်းလွတ်ခွင့်ဖြင့် လက်နက်သဖွယ် အလွဲသုံးစားပြုလျက်ရှိကြောင်း၊
(ဃ) မြန်မာနိုင်ငံတွင် ထိုသို့သော ဆိုးရွားသည့် အခြေအနေကို ရင်ဆိုင်နေရကြောင်း၊
(င) ၂၀၂၁ ခုနှစ်မှစ၍ (၅) နှစ်ကျော်ကြာလာခဲ့ပြီဖြစ်သော တရားမဝင် စစ်အာဏာသိမ်းမှုကာလ အတွင်း စစ်အုပ်စုသည် ပြည်သူများအပေါ် စနစ်တကျ ရန်လိုကျူးလွန်လျက်ရှိပြီး စစ်အုပ်စု၏ လူမဆန်စွာအလွန်အမင်း ရက်စက်ကြမ်းကြုတ်မှုများကို ကလေးသူငယ်များ ခံစားနေရကြောင်း၊
(စ) လွန်ခဲ့သော (၂) နှစ်တာကာလအတွင်းက မှတ်တမ်းများကိုလည်း မိမိတို့ လူငယ်လူရွယ်များ၏ အသက်သွေးများဖြင့် မှတ်တမ်းတင်ထားရကြောင်း၊
(ဆ) ကုလသမဂ္ဂ၏ စောင့်ကြည့်မှတ်တမ်းများအရ ၂၀၂၅ ခုနှစ်အတွင်း၌ စစ်အုပ်စု၏ လေကြောင်း ဗုံးကျဲတိုက်ခိုက်မှုများကြောင့် အရပ်သားပြည်သူ သေဆုံးမှု အရေအတွက် အလွန်မြင့်တက်လာခဲ့ကြောင်း၊ ထိုသေဆုံးမှုများနက် ကလေးသူငယ် (၂၉၄) ဦးပါဝင်ကြောင်း၊ ထိုနှစ်တည်း ၌ပင် မြေမြှုပ်မိုင်းများနှင့် စစ်ကျန် ပေါက်ကွဲပစ္စည်းများကြောင့် အရပ်သား (၇၄၅) ဦး သေဆုံးခဲ့ရပြီး ထိုသေဆုံးမှုများအနက် ၂၁ ရာခိုင်နှုန်းမှာ ကလေးသူငယ်များဖြစ်ကြောင်း၊
(ဇ) ထို့ပြင် ၁၂-၅-၂၀၂၅ ရက်နေ့တွင် စစ်အုပ်စုက စစ်ကိုင်းတိုင်းဒေသကြီး၊ ဒီပဲယင်းမြို့နယ်၊ အိုးထိန်းကွင်းရွာရှိ စာသင်ကျောင်းတစ်ခုအပေါ်သို့ စာသင်ချိန်တွင်ဂျ က်လေယာဉ်ဖြင့် ဗုံးကျဲ တိုက်ခိုက်ခဲ့သောကြောင့် ကျောင်းသူကျောင်းသားနှင့် ဆရာ၊ ဆရာမအယောက် (၂၀) ခန့် သေဆုံး ခဲ့ရကြောင်း၊
(ဈ) သို့သော်လည်း စစ်အုပ်စုအနေဖြင့် ၎င်းတို့၏ အကြမ်းဖက်မှုများကို ထိုနေရာ၌ ရပ်တန့်ခဲ့ခြင်း မရှိကြောင်း၊
(ည) စစ်အုပ်စုသည် လက်နက်ကိုင်ပဋိပက္ခအတွင်း ကလေးသူငယ်များအပေါ်တွင် ကြီးလေးသော ချိုးဖောက်မှု (၆) ရပ်ကို ယနေ့တိုင် ကျူးလွန်နေဆဲဖြစ်ပြီး မြန်မာပြည်သူလူထုတစ်ရပ်လုံးအပေါ် တွင်လည်း စစ်ရာဇဝတ်မှုနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုများ ဆက်လက် ကျူးလွန်လျက်ရှိကြောင်း၊
(ဋ) ယမန်နေ့ကပင် စစ်အုပ်စုက ရခိုင်ပြည်နယ်၊ ပုဏ္ဏားကျွန်းရှိ စစ်ဘေးရှောင်စခန်းများအပေါ်သို့ ကြိမ်ဖန်များစွာ ဗုံးကျဲတိုက်ခိုက်ခဲ့ကြောင်း၊ ထိုဖြစ်စဉ်အတွင်း၌ (၁၂) တန်းအရွယ် ကလေးငယ် တစ်ဦး သေဆုံးခဲ့ရကြောင်း၊
(ဌ) ထို့ပြင် စစ်ကိုင်းတိုင်း၊ ရခိုင်ပြည်နယ်၊ ကရင်နီ (ကယား) ပြည်နယ်နှင့် နိုင်ငံတစ်ဝန်းလုံးတွင်ပါ စစ်အုပ်စု၏ ဂျက်လေယာဉ်များက စာသင်ကျောင်းများ၊ ဆေးရုံ၊ ဆေးခန်းများနှင့် စစ်ဘေးရှောင် စခန်းများ အပေါ်သို့ ပေါက်ကွဲစေတတ်သော လက်နက်များ ကြဲချတိုက်ခိုက်လျက်ရှိကြောင်း၊
(ဍ) စစ်အုပ်စု၏ တိုက်ခိုက်မှုများအတွင်း အသက်ရှင်သန်ခဲ့သည့် ကလေးသူငယ်များအနေဖြင့် ပုံမှန်အတိုင်း အိပ်စက်၍မရနိုင်ကြောင်း၊ ထိုကလေးငယ်များသည် ကောင်းကင်ယံကို အမြဲတစေ ထိတ်ထိတ်လန့်လန့်မော့ကြည့်ကာ ထပ်ပေါ်လာမည့်လေယာဉ်ကို သတိထားကာနားစွင့်နေထိုင်နေရကြောင်း၊
(ဎ) လက်ရှိတွင် ၄.၉ သန်းသော ကလေးသူငယ်များ လူသားချင်းစာနာထောက်ထားမှု အကူအညီများကို အရေးပေါ် လိုအပ်လျက်ရှိကြောင်း၊
(ဏ) သို့ရာတွင် စစ်အုပ်စုအနေဖြင့် အသက်ကယ် လူသားချင်းစာနာထောက်ထားမှု အကူအညီများကို တမင်တကာ ပိတ်ဆို့တားဆီး၍ အကူအညီပေးအပ်သည့် ဝန်ထမ်းများကို တိုက်ခိုက်လျက်ရှိ ကြောင်း၊ သို့ဖြစ်ရာ သန်းနှင့်ချီသော ကလေးသူငယ်များမှာ ၎င်းတို့အတွက် လိုအပ်သည့် အစား အစာ၊ ကျန်းမာရေးစောင့်ရှောက်မှုနှင့် ပညာရေးတို့ကို မရရှိနိုင်ဘဲဖြစ်နေကြောင်း၊
(တ) အဆိုပါ အခြေအနေမှာ မိမိတို့ အကျည်းတန် ဆိုးရွားစွာ ရင်ဆိုင်နေရသည့် ပကတိတရားပင်ဖြစ် ကြောင်း၊
(ထ) ထို့ကြောင့် အမျိုးသားညီညွတ်ရေးအစိုးရအနေဖြင့် တိုင်းရင်းသား တော်လှန်ရေး အဖွဲ့အစည်း များ၊ အရပ်ဘက်လူမှုအဖွဲ့အစည်းများနှင့် ဒေသခံ အသိုက်အဝန်းများနှင့်အတူ မိမိတို့ ကလေး ငယ်များ၏ အနာဂတ်အား ကာကွယ်ရန် အညံ့မခံဘဲ ကြံ့ကြံ့ခံ ရပ်တည်လျက်ရှိကြောင်း၊
(ဒ) အထူးသဖြင့် မိမိတို့၏ ဆရာ၊ ဆရာမများသည် ယာယီဗုံးခိုကျင်းများအတွင်း၌ပင် ကလေး သူငယ်များအတွက် ပညာသင်ကြားပေးမှုကို ဆက်လက်လုပ်ဆောင်ပေးလျက်ရှိပြီး ရပ်ရွာလူထု ကလည်း အမိုးအကာ၊ စောင့်ရှောက်မှုနှင့် မျှော်လင့်ချက်များကို ပေးအပ်နိုင်ရန် ၎င်းတို့၏ အသက်ကိုပင် ပဓာနမထားဘဲ စွန့်လွှတ်ကြိုးပမ်းလျက်ရှိကြောင်း၊
(ဓ) အကန့်အသတ်၊ အခက်အခဲများ မည်သို့ပင်ရှိစေကာမူ ပြည်ပရောက် မြန်မာအသိုက်အဝန်းနှင့် မိမိတို့ ပြည်သူများအနေဖြင့် လိုအပ်ချက်ဟူသမျှ ဖြည့်ဆည်းပေးရန် ဆန္ဒ အပြည့်အဝရှိ ကြပြီး ၎င်းတို့တွင် ထိုသို့ ဖြည့်တင်းပေးနိုင်သည့် စွမ်းဆောင်ရည်လည်း ပြည့်ဝကြကြောင်း၊
(န) သို့ရာတွင် မိမိတို့၏ လုပ်ဆောင်ချက်ဖြင့် မလုံလောက်ကြောင်း၊ လူသားချင်းစာနာထောက်ထားမှုအကူအညီ ပေးအပ်သည့် ရဲစွမ်းသတ္တိပြည့်ဝသော ဝန်ထမ်းများနှင့် နိုင်ငံတကာမိတ်ဖက်များမှ ကြီးလေးသောအန္တရာယ်များနှင့် စစ်အုပ်စု၏ဗျူရိုကရေစီလမ်းကြောင်းအရ အတားအဆီးများ ရှိနေသည့်ကြားကပင် အကူအညီများ ရရှိအောင် စွမ်းဆောင်ပေးလျက်ရှိသည့်အတွက် အထူး ကျေးဇူးတင်ရှိပါကြောင်း၊
(ပ) မိမိတို့အနေဖြင့် နိုင်ငံတကာအသိုက်အဝန်းသို့ တစိုက်မတ်မတ် တောင်းဆိုခဲ့ပြီးဖြစ်ကြောင်း၊
(ဖ) ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် စစ်အုပ်စုထံသို့ စစ်လက်နက်၊ လေယာဉ်ဆီ၊ အရပ်ဘက်၊ စစ်ဘက် နှစ်မျိုးသုံးပစ္စည်းများနှင့် ငွေကြေးထောက်ပံ့မှု ပြုနေသည်များကို ချက်ချင်း ရပ်တန့် ဖြတ်တောက်ရန် ထပ်လောင်း တောင်းဆိုလိုကြောင်း၊
(ဗ) စစ်အုပ်စုထံသို့ လေယာဉ်ဆီတစ်စက် စီးဆင်းသွားခြင်းသည်ပင်လျှင် ကျောင်းနေအရွယ် ကလေး သူငယ်များအား သတ်ဖြတ်ရန်အတွက် ဖြစ်သည့်အချက်ကို မိမိတို့ ရှင်းရှင်းလင်းလင်း သိမြင်ရမည်ဖြစ်ကြောင်း၊
(ဘ) သို့ဖြစ်ရာ စစ်အုပ်စုခေါင်းဆောင်အား နိုင်ငံတကာတရားရုံးရှေ့မှောက် ဆင့်ခေါ်ယူကာ တရား စီရင်သင့်ကြောင်း၊ မူကြိုကျောင်းများအပေါ်သို့ လေကြောင်းဗုံးကျဲတိုက်ခိုက်မှုများ ကျူးလွန်ရန်အမိန့်ပေး စေခိုင်းသူများအနေဖြင့် တာဝန်ခံမှုနှင့် တရားစီရင်မှု ခံရမည်ကြောင်း၊
(မ) တစ်ဖက်တွင်လည်း အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ဖက်ဒရယ်ဒီမိုကရေစီပေါ်ထွန်းရေး ဦးဆောင်ကောင်စီ၊ တိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများ နှင့် ဒေသခံ အရပ်ဘက်လူမှုအဖွဲ့အစည်းများထံသို့ တိုက်ရိုက်နှင့် လွယ်ကူစွာ စီးဆင်းနိုင်မည့် ရန်ပုံငွေများအား ပေးအပ်စေလိုကြောင်း၊
(ယ) သမိုင်းတစ်ခု၏ အမှန်တရားဘက်အခြမ်းတွင် ရပ်တည်ခြင်းက လူသားဆန်မှုကို ပြသပေး ကြောင်း၊ သမိုင်းကို ဖန်တီးခြင်းက ကြေကွဲမှုများကို ချုပ်ငြိမ်းစေနိုင်ကြောင်း၊
(ရ) မြန်မာနိုင်ငံတွင် အသက်အန္တရာယ်အပေါ် ခြိမ်းခြောက်ခြင်းက လက်ငင်း စိုးရိမ်ရသည့် အချက်ပင် ဖြစ်ကြောင်း၊ ကလေးသူငယ်များ၏ အသက်အိုးအိမ်များကို မကယ်တင်ပါဘဲ ၎င်းတို့၏ အခွင့်အရေးများအား ကာကွယ်စောင့်ရှောက် မြှင့်တင်ပေးရေးကို ဆွေးနွေး၍ မရနိုင်ကြောင်း၊
(လ) မြန်မာနိုင်ငံရှိ ကလေးငယ်များတွင် ငိုကြွေးစရာ မျက်ရည်များ မကျန်ရှိတော့ကြောင်း၊ မိမိတို့၏ ကလေးငယ်များသည် စိတ်ဒဏ်များအကြား ရှင်သန်ရခြင်း သို့တည်းမဟုတ် အရွယ်မတိုင်ခင် ကြွေလွင့်ရခြင်းတို့နှင့်သာ ရင်ဆိုင်နေရကြောင်း၊
(ဝ) သို့ဖြစ်ပါ၍ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ဖက်ဒရယ်ဒီမိုကရေစီပေါ်ထွန်းရေးဦးဆောင်ကောင်စီ၊ တိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများနှင့် မိမိတို့၏ မိတ်ဖက်များအနေဖြင့် ပြဿနာအား ဖြေရှင်းရန် အမြဲအဆင်သင့်ရှိနေပါကြောင်း၊
(သ) ကုလသမဂ္ဂနှင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အချိန်မဆွဲဘဲ ယခုပင် အရေးယူလုပ်ဆောင် ရန်လိုကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, at the Third Committee of the Eighty-first Session of the UN General Assembly: General Discussion on Promotion and Protection of the Rights of Children

Mr. Chair,
Myanmar expresses appreciation to the Secretary-General for his reports under this agenda item. We also thank the SRSG for her report, which includes the situation in Myanmar.
Myanmar aligns itself with the statement delivered on behalf of ASEAN.
I would like to make the following statement in our national capacity to convey the agonizing cries of the children of Myanmar, children whose schools, homes, and playgrounds have been turned into places of horror and death.
Mr. Chair,
United Nations records show that grave violations against conflict-affected children have reached unprecedented, horrific heights.
Ground operations, airstrikes, and explosive weapons continue to destroy schools, hospitals, and basic infrastructure, while the denial of humanitarian assistance and sexual violence are weaponized with near-total impunity.
Myanmar is facing a similarly acute crisis.
For more than five years since the illegal coup in 2021, the military junta has waged a systematic war against its own people, subjecting children to unimaginable atrocities.
The record of the past two years is written in the blood of our youth. UN monitoring showed that airstrikes drove a surge in civilian deaths in 2025, with 294 children killed. Throughout that same year, 745 civilian casualties from landmines and explosive remnants of war were recorded, and 21 percent of those victims were children.
On May 12, 2025, a junta fighter jet dropped bombs during class time directly onto a school in Oe Htein Kwin village in Tabayin Township, Sagaing Region. That single strike slaughtered at least 20 students and two teachers.
And the terror has not stopped. They are committing the six grave violations against children, as well as war crimes and crimes against humanity against the entire population.
Just yesterday, October 5, 2026, reports confirmed that a Grade 12 student was among those killed in repeated military bombings of an IDP camp in Ponnagyun, Rakhine State.
In Sagaing, Rakhine, Karenni (Kayah), and across our country, the junta’s fighter jets drop explosives on populace areas including classrooms, clinics, markets, and displacement shelters.
Children who survive these attacks do not sleep; they listen to the skies in absolute terror, waiting for the next plane.
Today, 4.9 million children urgently require humanitarian assistance.
Yet, the junta intentionally blocks life-saving humanitarian aid and attacks aid workers, leaving millions of children lacking essential food, healthcare, and education.
This is the unimaginable grief we face.
Therefore, the National Unity Government (NUG), alongside Ethnic Resistance Organizations (EROs), civil society, and local communities, refuses to surrender our children’s future.
In makeshift bomb shelters, our teachers continue to educate, and our communities risk their lives to provide shelter, care, and hope. Regardless of all limitations, our diaspora and our people are willing and capable of filling every gap.
But this work cannot be fulfilled alone. We are deeply grateful to the brave humanitarian workers and international partners who are consistently generous and courageous in delivering aid amidst the severe risks and bureaucratic barriers imposed by the junta.
Mr. Chair,
Our demand to the international community has been consistent.
I earnestly appeal to all UN member states to immediately cut off the supply of arms, jet fuel, dual-use items,and financial support to the military junta.
Let us be clear: every drop of jet fuel delivered to the junta translates directly into murdered schoolchildren.
Bring the junta leadership before international courts. Those who order strikes on kindergartens cannot escape accountability and must face justice.
Channel flexible, immediate funding directly to the NUG, SCEF, EROs, and local CSOs.
Standing on the right side of history shows humanity, but making history ends the tragedy.
In the case of Myanmar, the threat to life is an immediate concern. We cannot talk about the promotion and protection of the rights of a child before saving their lives.
The children in Myanmar have no tears left to cry. They either survive in trauma, or they are taken away too young.
In this regard, the NUG, the SCEF, the EROs, and all our partners stand ready to cooperate to address the crisis.
There is no time left to wait. The UN and the international community must act now.
