Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the

Republic of the Union of Myanmar to the United Nations,

at the Open Debate of the United Nations Security Council

on Women and Peace and Security

in the next quarter-century: fulfilling the promise through implementation

(New York, 28 October 2026)

Mr. President,

At the outset, I wish to congratulate Greece on assuming the Presidency this month and express our appreciation to you for convening this open debate.

I also thank the Secretary-General, the Executive Director of UN-Women and a civil society briefer for their remarks.

Mr. President,

Over a quarter-century since the adoption of the landmark Security Council resolution 1325, we are witnessing unprecedent challenges in the Women, Peace and Security (WPS) agenda.

Structural barriers to women’s political representation, exclusion of women in key leadership roles, repression of women rights, disproportionate impacts of armed conflict on women and girls, and rising levels of sexual and gender-based violence continue to persist worldwide.

Against this backdrop, Myanmar underscores the importance of renewed political will, effective actions, accountability and sustained resources to bridge the gap between commitments to the WPS agenda and its implementation.

Mr. President,

Myanmar joined the WPS Joint Statement initiated by Greece, and commend your leadership in this regard.

As a country undergoing armed conflict instigated by the military coup in 2021, Myanmar reaffirms our commitment to uphold the WPS agenda and strengthen its implementation.

In this regard, I wish to underscore the following points in the context of Myanmar.

First, protect the lives of women– more than 8,600 people, including 2,391 women have been murdered by the military since the coup. Around three-quarters of the women were killed in the military’s airstrikes and heavy weaponry fire.

Unfortunately, these atrocities are enabled, facilitated and emboldened by the transfer of arms and weapons by some Member States to the military junta as well as by their hasty and unwarranted engagements with the junta.

Therefore, I appeal to all Member States to cut the flow of arms, weapons, jet fuel, other dual-use items and related technologies to the military junta to protect the people of Myanmar, including women and children.

Second, preserve civic space for women– at least, 6,659 women have been arbitrarily arrested on political grounds since the military coup.

The imposition of restrictive policies and  heightened surveillance by the junta has sharply deteriorated civic space in the country. The annual report by Access Now recorded 95 recorded Internet shutdowns in 2025 in Myanmar, the most of any country.

Restoration of human rights and fundamental freedoms of women requires restoration of democratic norms, instiutions and rule of law in the country.

Third, prevent recurrence of violations against women – the military junta has systematically used conflict-related sexual violence (CRSV) and gender-based violence (GBV) as a deliberate tactic to intimidate women and repress their political participation.

Documented cases include rape, gang rape, sexual slavery, and other forms of sexual violence perpetrated by the military during ground operations, village raids, at checkpoints and in detention setting.

The Council can, therefore, enforce accountability measures for human rights violations committed by the military in Myanmar, including a follow-up resolution to the SCR 2669 (2022), to address impunity, prevent recurrence of violations against women and achieve justice for victims.

Fourth, promote participation of women in peace processes – the Secretary-General stressed in his report that the military-controlled sham elections offered no credible pathway for women’s political inclusion and further entrenched male-dominated political structures in Myanmar.

Women’s full, equal, meaningful and safe participation in peace and political processes is contingent upon the eradication of military dictatorship and building a federal democratic union.

The National Unity Government (NUG) and allied democratic forces have established the Steering Council for the Emergence of a Federal Democratic Union (SCEF), with the inclusion of the pillar representing women, to completely dismantle all forms of dictatorship, including the military dictatorship.

Last but not least, pledge effective and appropriate support to women – the WPS agenda cannot be sustained without adequate resources and funding to our courageous women leaders in Myanmar.

I urge the international community and donor countries to provide direct, flexible and predictable financing to women civil society organizations, human rights defenders and front-line peacebuilders.

At the same time, comprehensive mental and psychosocial support should be extended to survivors of CRSV and GBV.

In conclusion, Mr. President, women of Myanmar across different backgrounds, ages, ethnicities and all walks of life are doing their parts to safeguard their lives, protect their communities and implement the WPS agenda.

Their voices are loud and clear about what needs to be done to address the root cause of the conflict in Myanmar and ultimately advance the WPS agenda.

It is up to the international community, particularly the Security Council, to listen to their voices, support them effectively, and take effective action immediately.

They need you. They need your support. Please do not fail them anymore.

I thank you.
