နိုင်ငံတကာအသိုက်အဝန်းမှ ထိရောက်သော ကူညီဆောင်ရွက်မှုများဖြင့် ထောက်ခံကူညီပေးပါရန် မေတ္တာရပ်ခံတောင်းဆိုပါကြောင်းဖြင့် ပြောကြားခဲ့

၁။ (၈၁)ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ စီးပွားရေးနှင့် ဘဏ္ဍာရေးကော်မတီ (ဒုတိယကော်မတီ)၏ ဘာသာရပ်အစီအစဉ်(၁၈)အောက်ရှိ မြို့ပြအစီအစဉ်သစ် အကောင်အထည်ဖော်မှု (New Urban Agenda) လုပ်ငန်းများ ဆက်လက်ဆောင်ရွက်ရေးနှင့် (UN-Habitat) ကုလသမဂ္ဂ လူသားအခြေချနေထိုင်မှုအစီအစဉ် ခိုင်မာအားကောင်းစေရေးတို့နှင့်ပတ်သက်သည့် အထွေထွေမူဝါဒရေးရာဆွေးနွေးမှုကို ၂၀၂၆ ခုနှစ်၊ အောက်တိုဘာလ (၇) ရက်နေ့နှင့် (၉) ရက်နေ့တို့တွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။
၂။ ၉-၁၀-၂၀၂၆ ရက်နေ့တွင် ပြုလုပ်သည့် အဆိုပါအထွေထွေမူဝါဒရေးရာမိန့်ခွန်းပြောကြားမှုအစီအစဉ်သို့ ကုလသမဂ္ဂဆိုင်ရာမြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီးဦးကျော်မိုးထွန်း တက်ရောက်မိန့်ခွန်းပြောကြား ခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ မိန့်ခွန်းတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ အစီရင်ခံစာတွင် ဖွံ့ဖြိုးမှုအနည်းဆုံးနိုင်ငံများ (LDCs) အနက် ပဋိပက္ခများနှင့်ရင်ဆိုင်နေရသော နိုင်ငံအချို့သည် ဒိုဟာစီမံချက်(Doha Programme of Action) အကောင်အထည်ဖော်ရေးတွင် နှောင့်နှေးနေသောအချက်ကို အလေးထား ပြောကြားထား ကြောင်း၊ ဖွံ့ဖြိုးမှုအနည်းဆုံးနိုင်ငံအများစုသည် ပဋိပက္ခဖြစ်ပွားနေသည့် (သို့မဟုတ်) ပဋိပက္ခလွန် အခြေအနေများတွင်ရှိနေရာ အခြေအနေများမှာ ကာလရှည်ကြာလာသည်နှင့်အမျှ ပိုမိုရှုပ်ထွေးလာပြီး လူသားလုံခြုံရေး၊ အဖွဲ့အစည်းဆိုင်ရာစွမ်းဆောင်ရည်နှင့် ဖွံ့ဖြိုးတိုးတက်ရေးလုပ်ငန်းများကို ထိခိုက်စေလျက်ရှိကြောင်း၊
(ခ) လာမည့်နှစ်သည် ဒိုဟာစီမံချက်အကောင်အထည်ဖော်မှုဆိုင်ရာ ကာလလယ်သုံးသပ်မှု (Mid-term Review) အချိန်နီးကပ်လာပြီဖြစ်ပြီး ၂၀၃၀ အစီအစဉ်အကောင်အထည်ဖော်ရာတွင် နောက်ကျကျန်ရစ်သူနိုင်ငံများထံ ဦးစားပေးရောက်ရှိရေးမှာ ပိုမိုအရေးကြီးလာကြောင်း၊ ဖွံ့ဖြိုးမှု အနည်းဆုံးနိုင်ငံများတွင် ပဋိပက္ခများကြောင့် အကန့်အသတ်ဖြင့်သာ ရရှိနိုင်သည့် အရင်းအမြစ်များကို ရေရှည်ရင်းနှီးမြှုပ်နှံမှုများတွင် အသုံးပြုရမည့်အစား အခြားလိုအပ်သောနေရာများသို့ လွှဲပြောင်းအသုံးပြုနေရသည်မှာ ဝမ်းနည်းဖွယ်ရာဖြစ်ပြီး မြန်မာနိုင်ငံ၏လက်ရှိအခြေအနေသည် ယင်းအခြေအနေကို ထင်ဟပ်ပြသနေကြောင်း၊
(ဂ) ဖွံ့ဖြိုးတိုးတက်ရေးမူဝါဒဆိုင်ရာကော်မတီ (CDP) ၏ ၂၀၁၈ ခုနှစ် သုံးသပ်ချက်အရ မြန်မာနိုင်ငံသည် ဖွံ့ဖြိုးမှုအနည်းဆုံးနိုင်ငံ(LDCs)အဆင့်မှ လွတ်မြောက်ရန် သတ်မှတ်ထားသည့် စံသတ်မှတ်ချက် (၃) ရပ်စလုံးကို ပထမဆုံးအကြိမ် ပြည့်မီခဲ့သော်လည်း ၂၀၂၁ ခုနှစ် တရားမဝင် စစ်အာဏာသိမ်းမှုကြောင့် လွတ်မြောက်ရေးလုပ်ငန်းစဉ်မှာ သိသိသာသာထိခိုက်ပြီး ဆုတ်ယုတ်မှုများ ဖြစ်ခဲ့ရကြောင်း၊ ထိုချိန်မှစ၍ နေရပ်စွန့်ခွာသူအရေအတွက်မှာ (၄) သန်းကျော်အထိ မြင့်တက်ခဲ့ပြီး နေအိမ်ပေါင်း (၁၂၀,၀၀၀) ကျော်မှာ တရားမဝင် အာဏာသိမ်းစစ်တပ်၏ မီးရှို့ဖျက်ဆီးခြင်းကို ခံခဲ့ရကြောင်း၊
(ဃ) ကုလသမဂ္ဂလူသားအခြေချနေထိုင်မှုအစီအစဉ် (UN-Habitat) ၏ ဖော်ပြချက်အရ နေရပ်စွန့်ခွာသူအရေအတွက် မြင့်တက်လာခြင်းကြောင့် မြို့ပြဒေသများသို့ ရွှေ့ပြောင်းနေထိုင်မှု များပြား လာခဲ့ရာ စနစ်တကျအခြေချနေထိုင်မှုမဟုတ်သော နေထိုင်သူများ များပြားလာသဖြင့် အခြေခံ ဝန်ဆောင်မှုများနှင့် အခြေခံအဆောက်အအုံများအပေါ် ဝန်ထုပ်ဝန်ပိုး ကြီးမားစေခဲ့ကြောင်း၊
(င) တစ်ချိန်တည်းမှာပင် မြန်မာနိုင်ငံ၏အကြီးဆုံးမြို့နှင့် စီးပွားရေးအချက်အချာဖြစ်သော ရန်ကုန်မြို့၌ မြို့ပြဆင်းရဲနွမ်းပါးမှုနှုန်းသည် ၂၀၁၇ ခုနှစ်တွင် (၁၀) ရာခိုင်နှုန်းရှိခဲ့ရာမှ ၂၀၂၃ ခုနှစ်တွင် (၄၃) ရာခိုင်နှုန်းအထိ မြင့်တက်လာခဲ့ကြောင်း၊ ထို့အပြင် နိုင်ငံလူဦးရေ၏ ထက်ဝက်နီးပါးသည် နိုင်ငံအဆင့်သတ်မှတ်ထားသည့် ဆင်းရဲနွမ်းပါးမှုသတ်မှတ်မျဉ်းအောက်တွင် နေထိုင်ရလျက်ရှိကြောင်း၊ ကျောင်းနေအရွယ် ကလေးသူငယ်နှင့် လူငယ် (၆.၃) သန်းကျော်မှာ ကျောင်းပညာ သင်ကြားနိုင်ခြင်းမရှိကြောင်း၊ အိမ်ထောင်စု (၄၀)ရာခိုင်နှုန်းကျော်မှာ သန့်ရှင်းသော သောက်သုံး ရေရရှိမှု မရှိကြောင်း၊
(စ) ယင်းသို့သော အခြေအနေအကြောင်းတရားများကြောင့် တရားမဝင်စစ်အာဏာသိမ်းမှု နောက် ပိုင်းတွင် ရေရှည်တည်တံ့သည့် ဖွံ့ဖြိုးတိုးတက်ရေးဆောင်ရွက်မှုများနှင့် ပတ်သက်သည့် စိုးရိမ် ပူပန်မှုများကြောင့် ၂၀၂၄ ခုနှစ် (၃)နှစ် (၁)ကြိမ် သုံးသပ်ချက်တွင်လည်း ဆုံးဖြတ်ချက်ပေးရန် ထပ်မံရွှေ့ဆိုင်းခဲ့ရကြောင်း၊
(ဆ) ယင်းသို့ရွှေ့ဆိုင်းခံရခြင်း၊ ဖွံ့ဖြိုးမှုအနည်းဆုံးနိုင်ငံအဆင့်မှလွတ်မြောက်ရေး နှောင့်နှေးလာရခြင်းနှင့် ပဋိပက္ခများဖြစ်ပေါ်စေရခြင်းတို့မှာ တရားမဝင်စစ် အာဏာသိမ်းမှုကြောင့်ဖြစ်သည်မှာ ထင်ရှားပါကြောင်း၊
(ဇ) ထိုသို့သော စိန်ခေါ်မှုများနှင့်ရင်ဆိုင်နေရပါသော်လည်း မြန်မာနိုင်ငံအနေဖြင့် မြို့ပြအစီအစဉ်သစ်အကောင်အထည်ဖော်မှု (New Urban Agenda) နှင့် ဒိုဟာစီမံချက် (Doha Programme of Action) များအကောင်အထည်ဖော်ရေး ကတိကဝတ်ကို ထပ်လောင်းအတည်ပြုပါကြောင်း၊
(ဈ) အမျိုးသားညီညွတ်ရေးအစိုးရ (NUG) နှင့် မဟာမိတ် ဒီမိုကရေစီအင်အားစုများသည် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုပေါ်ထွန်းရေး ဦးဆောင်ကောင်စီ(SCEF) အောက်မှ ပြည်သူများအတွက် မရှိမဖြစ် လိုအပ်သော ဝန်ဆောင်မှုများအား တစ်ဦးတစ်ယောက်မျှ ချန်မထားဘဲ ပံ့ပိုးပေးနိုင်ရန် ပူးပေါင်း ညှိနှိုင်းဆောင်ရွက်လျက်ရှိကြောင်း၊
(ည) ငြိမ်းချမ်းသာယာသော အနာဂတ် မြန်မာနိုင်ငံတည်ဆောက်ရေးအတွက် ဝိုင်းဝန်းကြိုးပမ်း ဆောင်ရွက်နေကြသည့် (SCEF) နှင့် မြန်မာပြည်သူများအား နိုင်ငံတကာအသိုက်အဝန်းမှ ထိရောက်သော ကူညီဆောင်ရွက်မှုများဖြင့် ထောက်ခံကူညီပေးပါရန် မေတ္တာရပ်ခံတောင်းဆိုပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ)အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Madam Chair,
Myanmar aligns itself with the statements delivered by ASEAN, the LDC Group and the G77 and China.
I thank the Secretary-General for his reports under the items.
Madam Chair,
In his report, the Secretary-General stressed that ongoing conflicts in several LDCs continue to undermine the implementation of the Doha Programme ofAction (DPoA).
A significant number of the LDCs are in conflict or post-conflict situations, with increasingly protracted and complex dynamics that erode human security, institutional capacity and development progress.
As we approach the Mid-term Review of the Implementation of the DPoA next year, it is imperative that we reach those who are the farthest behind first for the implementation of the 2030 Agenda.
Madam Chair,
Conflicts in the LDCs divert scarce resources away from long-term investment. Unfortunatly, the situation in my country, Myanmar, illustrates this phenomenon.
Despite meeting all three criteria to graduate from the LDC status for the first time based on the 2018 triennial review by the CDP, our graduation process has been significantly disrupted by the 2021 military coup.
Since then, the total number of IDPs has gone up to over 4 million.
More than120,000 homes were destroyed or burned down by the military.
According to UN-HABITAT, the surge in IDPs has resulted in increased urbanization, particularly in informal settlements, further straining basic services and infrastructures.
At the same time, the scale of urban poverty in Yangon, Myanmar’s largest city and economic hub, has grown from 10 percent in 2017 to 43 percent in 2023.
In addition, nearly half of the population is living below the national poverty line.
More than 6.3 million school-age children and young people have been out of school.
Over 40 percent of households have no safely managed drinking water service.
In this context, the 2024 triennial review has, once again, deferred a decision on Myanmar due to concerns about the sustainability of development progress following the coup.
It is crystal clear that the military coup remains the major root cause of the conflict, the deterioration of our socioeconomic conditions and the deferral of our LDC graduation.
In conclusion, Madam Chair, Myanmar reaffirms our commitment to the implementation of the New Urban Agenda and the DPoA despite our current challenges.
The National Unity Government (NUG) and major democratic forces are coordinating through the Steering Council for Emergence of a Federal Democratic Union (SCEF) to realize our goal of ending the military dictatorship and building a federal democratic union to leave no one behind.
As such, I urge the international community to support the SCEF and the people of Myanmar in our collective efforts in this regard for peaceful, prosperous and future Myanmar.
