မြန်မာနိုင်ငံတွင် ငြိမ်းချမ်းတည်ငြိမ်ရေးနှင့် (FFD) အစီအစဉ်ကို အပြည့်အဝ အကောင်အထည်ဖော်နိုင်ရေးတို့အတွက် ဖော်ဆောင်ပေးနိုင်မည့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုတည်ဆောက်ရေးနှင့် စစ်အာဏာရှင် စနစ်အဆုံးသတ်ရေးတို့အတွက် ကြိုးပမ်းဆောင်ရွက်နေကြသည့် မြန်မာပြည်သူများအား နိုင်ငံတကာအသိုက်အဝန်းမှ ထောက်ခံကူညီပေးကြရန် အလေးအနက် တိုက်တွန်းကြောင်း

၁။        (၈၁)ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ စီးပွားရေးနှင့်ဘဏ္ဍာရေးကော်မတီ (ဒုတိယကော်မတီ) ၏ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် ဘဏ္ဍာငွေထောက်ပံ့မှုဆိုင်ရာဖိုရမ်နှင့်သက်ဆိုင်သည့် အထွေထွေမူဝါဒရေးရာမိန့်ခွန်းပြောကြားမှုအစီအစဉ်ကို ၂၀၂၆ခုနှစ်၊ အောက်တိုဘာလ (၈) ရက်နေ့တွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။

၂။         အဆိုပါ အထွေထွေမူဝါဒရေးရာမိန့်ခွန်းပြောကြားမှုအစီအစဉ်သို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ ပါဝင်တက်ရောက်မိန့်ခွန်းပြောကြားခဲ့ပါသည်။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ မိန့်ခွန်းတွင် အောက်ဖော်ပြပါအချက်များအဓိက ပါဝင်ပါသည် -

(က)     ယမန်နှစ်ကဖွံ့ဖြိုးတိုးတက်ရေးအတွက် ဘဏ္ဍာငွေထောက်ပံ့မှုဆိုင်ရာ စတုတ္ထအကြိမ်မြောက် ညီလာခံ(FFD4) တွင် အတည်ပြုခဲ့သည့် ဆီဗီးလားကတိကဝတ် (Sevilla Commitment) သည် ဖွံ့ဖြိုးတိုးတက်ရေးဆိုင်ရာ ဘဏ္ဍာငွေထောက်ပံ့မှုအတွက် ကမ္ဘာလုံးဆိုင်ရာ မူဘောင်ကို ပြန်လည် အားဖြစ်စေခဲ့ကြောင်း၊

(ခ)       ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် ဘဏ္ဍာငွေထောက်ပံ့မှုဆိုင်ရာအစီအစဉ် (FFD Agenda) သည် နိုင်ငံ တွင်းနှင့် နိုင်ငံတကာအဆင့်ဆောင်ရွက်မှုများအကြား ဟန်ချက်ညီစေပြီး မိမိတို့နိုင်ငံ၏ဖွံ့ဖြိုး တိုးတက်ရေးကို မိမိတို့ကိုယ်တိုင် ဦးဆောင်ဖော်ဆောင်ရမှာဖြစ်ပြီး စီးပွားရေးပတ်ဝန်းကျင် တစ်ရပ်ဖန်တီးပေးရာ၌ နိုင်ငံတကာအသိုင်းအဝိုင်း၏ တာဝန်ယူမှုကဏ္ဍမှာ အရေးကြီးပါကြောင်း၊

(ဂ)       မြန်မာနိုင်ငံတွင် တရားမဝင်စစ်အာဏာသိမ်းမှုနှင့် ယင်းနောက်ပိုင်းစစ်အုပ်စု၏ ရက်စက် ကြမ်းကြုတ်သော လုပ်ရပ်များ၊ အဂတိလိုက်စားမှုများဆိုးရွားလာခြင်းနှင့် တရားဥပဒေစိုးမိုးမှု ပျက်ပြားလာခြင်းတို့ကြောင့် (FFD) အစီအစဉ်နှင့် ယင်း၏ လုပ်ငန်းဆောင်ရွက်မှု နယ်ပယ်များတွင် ရရှိခဲ့သောတိုးတက်မှုများမှာ နောက်ပြန်ဆုတ်သွားခဲ့ရကြောင်း၊

(ဃ)     အများပြည်သူဆိုင်ရာ ဘဏ္ဍာရေးအရင်းအမြစ်များကို စစ်အုပ်စုနှင့် ၎င်းနှင့် ဆက်နွယ်သူများက ကိုယ်ကျိုးစီးပွားများအတွက် အသုံးချ ရယူလျက်ရှိကြောင်း၊ ပုဂ္ဂလိက စီးပွားရေးလုပ်ငန်းများကို လည်းစစ်အုပ်စုနှင့် အပေါင်းအပါများက ကိုယ်ကျိုးစီးပွားနှင့် ချမ်းသာကြွယ်ဝမှုရရှိစေရန် အဂတိ လိုက်စားမှုများဖြင့် ခြယ်လှယ်အသုံးချလျက်ရှိကြောင်း၊

(င)       “နိုင်ငံတကာဖွံ့ဖြိုးတိုးတက်ရေးပူးပေါင်းဆောင်ရွက်မှု” ဟူသောအကြောင်းပြချက်ဖြင့် ဒေသခံ ပြည်သူများ အပြင်းအထန် ဆန့်ကျင်ကန့်ကွက်နေသည့် စီမံကိန်းများကို စစ်တပ်အာဏာပိုင်များမှ ၎င်းတို့၏အနီးကပ်မဟာမိတ်များ အကျိုးဖြစ်ထွန်းစေရန် အတင်းအကျပ် အကော င်အထည်ဖော် လျက်ရှိကြောင်း၊

(စ)       နိုင်ငံတကာကုန်သွယ်ရေးကိုလည်း စစ်အုပ်စုမှ နိုင်ငံခြားအရန်ငွေများကို ခြယ်လှယ်ထိန်းချုပ်ရန် အသုံးချလျက်ရှိပြီး၊ ယင်းငွေကြေးများကို အရပ်သားပြည်သူများအပေါ် နှိပ်ကွပ်ရာတွင် အသုံးပြုသည့် လက်နက်များဝယ်ယူရန် လွှဲပြောင်းအသုံးပြုလျက်ရှိကြောင်း၊

(ဆ)     သိပ္ပံနှင့်နည်းပညာ ဆန်းသစ် တီထွင်မှု (STI) ကိုလည်းစစ်တပ်မှ အရပ်သားပြည်သူများ၊ အကြမ်းမဖက် အာဏာဖီဆန်ရေး လှုပ်ရှားမှု (CDM) တွင် ပါဝင်သူများနှင့် အာဏာရှင် တော်လှန်ရေး လှုပ်ရှားမှုတွင် ပါဝင်သူများအပေါ် ဒစ်ဂျစ်တယ်အာဏာရှင်စနစ် ကျင့်သုံးပြီး ပုဂ္ဂိုလ်ရေး လွတ်လပ်ခွင့်ကို ထိပါးသည့်စောင့်ကြည့်ထောက်လှမ်းရေးများအတွက် လက်နက်သဖွယ် အသုံးချလျက်ရှိကြောင်း၊

(ဇ)       ယင်းတို့၏အကျိုးဆက်အဖြစ် နိုင်ငံ၏ စုစုပေါင်းပြည်တွင်းထုတ်ကုန်တန်ဖိုး (GDP) သည် ဆိုးရွားစွာ ကျဆင်းသွားခဲ့ပြီး ပြီးခဲ့သည့်နှစ်က ငွေကြေးဖောင်းပွမှုနှုန်းသည် (၃၀) ရာခိုင်နှုန်းအထိ မြင့်တက်ခဲ့ကြောင်း၊ နိုင်ငံခြားတိုက်ရိုက်ရင်းနှီးမြှုပ်နှံမှု (FDI) သည် (၇၄) ရာခိုင်နှုန်းအထိ ကျဆင်း သွားခဲ့ကြောင်း၊ အသေးစားငွေကြေးလုပ်ငန်းအဖွဲ့များနှင့်လုပ်ငန်းဆောင်ရွက်မှုများမှာလည်း ကျဆင်း လျက်ရှိကြောင်း၊ ဘဏ္ဍာရေးကဏ္ဍ ပြုပြင်ပြောင်းလဲရေး လုပ်ငန်းများမှာလည်း တိုးတက်မှု မရှိဘဲ ရပ်တန့်နေကြောင်း၊

(ဈ)      အွန်လိုင်းလိမ်လည်မှုများ၊ မူးယစ်ဆေးဝါးကုန်ကူးမှုနှင့် လူကုန်ကူးမှုများအပါအဝင် နိုင်ငံ ဖြတ်ကျော်ရာဇဝတ်မှုများသည် မြန်မာနိုင်ငံမှ အိမ်နီးချင်းနိုင်ငံများနှင့် အခြားဒေသများသို့ ဆက်လက် ပျံ့နှံ့လျက်ရှိကြောင်း၊

(ည)      ဆီဗီးလားကတိကဝတ်နှင့် (၂၀၃၀) အစီအစဉ် တို့ကို ထိရောက်စွာ အကောင်အထည် ဖော်နိုင်ရေး အတွက် ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးကို အထောက်အကူပြုသည့် အခြေအနေကောင်းများ ရှိရန် လိုအပ်ပါကြောင်း၊ တရားမဝင်အာဏာသိမ်းစစ်အုပ်စု၏ အရပ်သားပြည်သူများအပေါ် ကျူးလွန်နေသည့် အကြမ်းဖက်မှုများနှင့် တရားဥပဒေစိုးမိုးရေးကို လျစ်လျူရှုမှုများသည် ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးရရှိရေးအတွက် အကြီးမားဆုံးအဟန့်အတားများအဖြစ် ဆက်လက်တည်ရှိနေပြီး၊ ယင်းတို့ကြောင့် ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် ဘဏ္ဍာငွေရှာဖွေ စုဆောင်းနိုင်မှုအလားအလာနှင့် ဖွံ့ဖြိုးတိုးတက်ရေး အလားအလာများကို ထိခိုက်စေလျက် ရှိသည်မှာ အထူး ရှင်းလင်းထင်ရှားကြောင်း၊

(ဋ)      သို့ပါ၍ မြန်မာနိုင်ငံတွင် ငြိမ်းချမ်းတည်ငြိမ်ရေးနှင့် (FFD) အစီအစဉ်ကို အပြည့်အဝ အကောင်အထည်ဖော်နိုင်ရေးတို့အတွက် ဖော်ဆောင်ပေးနိုင်မည့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စု တည်ဆောက်ရေးနှင့် စစ်အာဏာရှင်စနစ်အဆုံးသတ်ရေးတို့အတွက် ကြိုးပမ်းဆောင်ရွက်နေကြသည့် မြန်မာပြည်သူများအား နိုင်ငံတကာအသိုက်အဝန်းမှ ထောက်ခံကူညီပေးကြရန် အလေးအနက် တိုက်တွန်းကြောင်း။

၄။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

at the Eighty-first Session of the UN General Assembly

Madam Chair,

Myanmar aligns itself with the statements of ASEAN, the LDC Group and the G77 and China respectively.

I thank the Secretary-General for his report under the agenda item.

Madam Chair,

The Sevilla Commitment, adopted at the FFD4 last year, renewed the global framework for financing for development against the backdrop of a challenging macroeconomic environment, trade turbulence and high debt service burdens.

Our renewed pledges must be followed up with timely actions by the international community for the effective implementation of the 2030 Agenda.

Madam Chair,

The FFD agenda balances actions at the domestic and international levels – the primary role of Member States in steering our own development, and the responsible role of the international community in creating an enabling economic environment.

Unfortunately, in my country, Myanmar, the illegal military coup, followed by the military’s atrocities, rampant corruption and the breakdown of the rule of law, has reversed our progress in the FFD agenda and its action areas.

Since the coup, domestic public resources are mobilized by the military and its affiliates to serve their narrow self-interests.

Private businesses are corrupted by the military and their cronies to enrich themselves.

Under the pretext of “international development cooperation”, deeply-unpopular infrastructure projects are forced upon the local population by the military to benefit their closest allies.

International trade is exploited by the military junta to manipulate forex reserves, which are subsequently diverted to procure weapons deployed against civilians.

Science, technology, innovation (STI) is weaponized by the military to impose digital dictatorship and invasive surveillance on civilians, people joining the CDM and the resistance movement.

As a result, the GDP has contracted.

Inflation rose to 30 percent last year.

Foreign direct investment has dropped by 74%.

Microfinance institutions and operations are declining.

Financial sector reforms have stagnated.

Transnational organized crimes, including online scams, drug and human trafficking continue to expand from Myanmar to our neighbours and beyond.

Madam Chair,

Effective implementation of the Seville Commitment and the 2030 Agenda requires a conducive condition to peace and stability.

It is crystal clear that the military junta, their indiscriminate violence against civilians and disregard for the rule of law remain the biggest obstacles to achieving sustainable peace, and thus undermining our financing potential and development prospects.

Therefore, I urge the international community to support the people of Myanmar in their efforts to end the military dictatorship and build a federal democratic union that can pave the way for peace, stability and the full implementation of the FFD agenda in Myanmar.
