သတင်းထုတ်ပြန်ချက်

အကြိမ် (၈၀) မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ လက်နက်ဖျက်သိမ်းရေးနှင့် နိုင်ငံတကာလုံခြုံရေး ကော်မတီ (ပထမကော်မတီ) ၌ "နျူကလီးယားလက်နက်ဖျက်သိမ်းရေး" အမည်ဖြင့် ဆုံးဖြတ်ချက်အဆို မူကြမ်းအမှတ် A/C.1/80/L.44 အား ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်

သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မိတ်ဆက်တင်သွင်းခဲ့ပြီး၊

ကော်မတီ က ၃၁-၁၀-၂၀၂၅  ရက်နေ့တွင် မဲခွဲအတည်ပြုခဲ့

၁။ အကြိမ် (၈၀) မြောက် ကုလသမဂ္ဂ အထွေထွေညီလာခံ၊ လက်နက်ဖျက်သိမ်းရေးနှင့် နိုင်ငံတကာ လုံခြုံရေးကော်မတီ (ပထမကော်မတီ)၌ "နျူကလီးယားလက်နက်ဖျက်သိမ်းရေး"အမည်ဖြင့် ဆုံးဖြတ်ချက်အဆို မူကြမ်းအမှတ် A/C.1/80/L.44 အား မြန်မာအမြဲတမ်းကိုယ်စားလှယ်သံအမတ်ကြီးဦးကျော်မိုးထွန်းမှ မိတ်ဆက်တင်သွင်းခဲ့ပါသည်။

၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် မှ မိတ်ဆက်တင်သွင်းခဲ့သည့် မိန့်ခွန်းတွင် အောက်ပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က) မြန်မာနိုင်ငံအနေဖြင့် ဤဆုံးဖြတ်ချက်အဆိုကို ၁၉၉၅ ခုနှစ်မှ စ၍ အထွေထွေညီလာခံ၊ ပထမကော်မတီမှ တစ်ဆင့် နှစ်စဉ်တင်သွင်းခဲ့ကြောင်း၊ ဤဆုံးဖြတ်ချက်အဆိုသည် အဖွဲ့ဝင်နိုင်ငံများစွာ၏ ထောက်ခံမဲအများစုဖြင့် နှစ်စဉ်နှစ်တိုင်း ဆက်လက်အတည်ပြုလျက်ရှိကြောင်း၊

(ခ) ဤဆုံးဖြတ်ချက်အဆိုမူကြမ်းတွင် နျူကလီးယားလက်နက်ပိုင်ဆိုင်သော နိုင်ငံအားလုံးအနေဖြင့် နျူကလီးယားလက်နက်အားလုံးကို အမြန်ဆုံးဖျက်သိမ်းနိုင်ရန်အတွက် ထိရောက်သော လက်နက်ဖျက်သိမ်းရေးအစီအမံများ လုပ်ဆောင်ကြရန် တိုက်တွန်းထားကြောင်း၊ ယင်းတွင် နျူကလီးယားလက်နက် ဖျက်သိမ်းရေး လုပ်ငန်းစဉ်တွင် ပွင့်လင်းမြင်သာမှု၊ ပြန်လည်နောက်ကြောင်းပြန်၍ မရနိုင်မှုနှင့် စစ်ဆေးအတည်ပြုနိုင်မှုတို့၏ နိယာမများကို အသုံးချရန် အရေးကြီးပုံကို အလေးပေးဖော်ပြထားကြောင်း၊

(ဂ) ဤဆုံးဖြတ်ချက်အဆိုမူကြမ်းသည် နျူကလီးယားလက်နက်များတားဆီးပိတ်ပင်ရေးစာချုပ်အသက်ဝင်လာ ခြင်းကိုကြိုဆိုပြီး၊ နျူကလီးယားလက်နက်ဖျက်သိမ်းရေးတွင် အထောက်အကူပြုသည့်အနေဖြင့် နျူကလီးယား စမ်းသပ်ပိတ်ပင်မှုဆိုင်ရာ စာချုပ်သည်လည်း အမြန်ဆုံး အသက်ဝင်လာရန် တောင်းဆိုထားကြောင်း၊

(ဃ) ယေဘုယျအားဖြင့် ယခင်နှစ်များအတိုင်းပင် ဤဆုံးဖြတ်ချက်အဆိုမူကြမ်းသည် အနှစ်သာရပိုင်းဆိုင်ရာ ပြောင်းလဲမှုမရှိဘဲ နည်းပညာပိုင်းဆိုင်ရာ ပြင်ဆင်ထားမှုများသာလုပ်ထားကြောင်း၊

(င) မြန်မာနိုင်ငံသည် လက်ရှိလုပ်ဆောင်နေသော UN80 အစီအစဉ်ကို ထည့်သွင်းစဉ်းစားထားပြီး ကော်မတီ၏ လုပ်ငန်းစွမ်းဆောင်ရည်ကို မြှင့်တင်ရန်အတွက် အဖွဲ့ဝင်နိုင်ငံအချို့မှ မကြာသေးမီက ဆောင်ရွက်ခဲ့သော ကြိုးပမ်းအားထုတ်မှုများကို အသိအမှတ်ပြုကြောင်း၊

(စ) နျူကလီးယားလက်နက်ကင်းမဲ့သော ကမ္ဘာတစ်ခု၏ပန်းတိုင်နှင့် နျူကလီးယားလက်နက်အားလုံး အပြီးတိုင်ဖျက်သိမ်းရေး ရည်မှန်းချက်တူညီကြသည့် အဖွဲ့ဝင်နိုင်ငံများ၏ စိတ်ဆန္ဒနှင့်အညီ မြန်မာနိုင်ငံသည် စိတ်ဆန္ဒတူညီကြသည့် အခြားနိုင်ငံများနှင့်အတူ ဤဆုံးဖြတ်ချက်ကို ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ လာမည့်အစည်းအဝေးများသို့ တင်သွင်းရာတွင်  တင်သွင်းမည့်ကာလအပိုင်းအခြားအပါအဝင် ကော်မတီ၏စွမ်းဆောင်ရည်မြှင့်တင်ရေးအတွက် နည်းလမ်း များကို ဆက်လက်ရှာဖွေသွားမည်ဖြစ်ကြောင်း၊

(ဆ) ဤကိစ္စနှင့်စပ်လျဉ်း၍ မိမိတို့အနေဖြင့် အပြုသဘောဆောင်သော ပူးပေါင်းပါဝင်မှုအတွက် အသင့်ရှိပြီး အဖွဲ့ဝင်နိုင်ငံများထံမှ အကြံပြုချက်များကို လက်ခံရန် အစဉ်အမြဲလမ်းဖွင့်ထား ပါကြောင်း၊

(ဇ) နျူကလီးယားလက်နက်ဖျက်သိမ်းရေးသည် မြန်မာနိုင်ငံ၏ ဦးစားပေးအစီအစဉ်အဖြစ် ဆက်လက်တည်ရှိနေသည်ကို ထပ်လောင်း အတည်ပြုပါကြောင်း၊

(ဈ) နျူကလီးယားလက်နက်ကင်းမဲ့သော ကမ္ဘာတစ်ခုကို စိတ်ချလုံခြုံစွာ တည်ဆောက်နိုင်သော နည်းလမ်းမှာ နျူကလီးယားလက်နက်များ အပြီးတိုင် ဖျက်သိမ်းခြင်းဖြစ်သည်ဟု ခိုင်မာစွာ ယုံကြည်ကြောင်း၊ ထို့ကြောင့် အဖွဲ့ဝင်နိုင်ငံများအားလုံးအနေဖြင့် ဆုံးဖြတ်ချက်အဆိုမူကြမ်း L.44 အား ပူးတွဲအဆိုရှင်အဖြစ်ပါဝင်ကြပါရန်နှင့် ထောက်ခံမဲပေးကြပါရန် မေတ္တာရပ်ခံပါကြောင်း၊ ပူးတွဲအဆိုရှင်အဖြစ် ပါဝင်ပြီးသူများ အစဉ်အလာအတိုင်း ဆက်လက်ထောက်ခံသွားမည်ဟု ပြောကြားသူများကို အထူးကျေးဇူးတင်ရှိကြောင်း၊

(ည) ယခုအချိန်သည် နျူကလီးယားလက်နက်များကို အပြီးတိုင်ဖျက်သိမ်းရေးအတွက် ကမ္ဘာလုံးဆိုင်ရာရည်မှန်းချက်အပေါ် မိမိတို့၏ကတိကဝတ်ကို အားသစ်လောင်းရန်နှင့် လက်ရှိနှင့် အနာဂတ်မျိုးဆက်များအတွက် ပိုမိုလုံခြုံသောကမ္ဘာတစ်ခုကို ဖြစ်လာစေရန် ထပ်လောင်း အားဖြစ် ဆောင်ရွက်ရမည့်အချိန် ဖြစ်ပါကြောင်း။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့်မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) ကို ပူးတွဲဖော်ပြအပ်ပါသည်။

၄။ မြန်မာကိုယ်စားလှယ်အဖွဲ့မှ ဉီးဆောင်တင်သွင်းသည့် "နျူကလီးယားလက်နက် ဖျက်သိမ်းရေး" ဆုံးဖြတ်ချက်အဆိုမူကြမ်းအမှတ် A/C.1/80/L.44 ကို ၃၁-၁၀-၂၀၂၅ ရက်နေ့တွင်ကျင်းပသည့် ပထမကော်မတီ အစည်းအဝေး၌ ထောက်ခံမဲ ၁၁၃ မဲ၊ ကန့်ကွက်မဲ ၄၃ မဲ၊ ကြားနေမဲ ၁၉ မဲ ဖြင့် အတည်ပြုခဲ့ပါသည်။

at the Eightieth Session of the UN General Assembly

Mr. Chair,

I wish to commend you and the Bureau members for your leadership, dedicated hard work and continued guidance throughout this First Committee session.

Allow me to formally introduce the draft resolution A/C.1/80/L.44 entitled “Nuclear Disarmament” under the agenda item 99 (b). Myanmar has annually tabled the resolution through the First Committee of the General Assembly since 1995.

Every year, it has garnered a wide range of support from Member States and continues to be adopted by a majority vote.

The draft resolution urges all nuclear-weapon States to take effective disarmament measures to achieve the total elimination of all nuclear weapons at the earliest possible time, and underlines the importance of applying the principles of transparency, irreversibility and verifiability to the process of nuclear disarmament.

It welcomes the entry into force of the Treaty on the Prohibition of Nuclear Weapons and also calls for the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty as a contribution to nuclear disarmament.

Overall, the draft resolution contains only technical updates without any substantive change as has been the case in recent years.

Mr. Chair,

In light of this trend and the ongoing UN80 initiative, Myanmar takes into account of the recent efforts undertaken by some Member States to improve the efficiency of the Committee’s work.

Myanmar together with like-minded countries continues exploring ways and means for the efficiency of the Committee including periodicity of submission of this resolution to the UN General Assembly in its future sessions, in line with the spirit of member states who share the goal of a world without nuclear weapons and the objective of the total elimination of nuclear weapons.

We stand ready for constructive engagement and remain open to suggestions from Member States in this regard.

In conclusion, Mr. Chair, Myanmar reaffirms our position that nuclear disarmament remains at the forefront of our agenda.

Myanmar maintains our steadfast belief that the only way to secure a world without nuclear weapons is by their total elimination.

To this end, we kindly request all Member States to support the draft resolution L.44 by co-sponsoring and voting in favor of it. Taking this opportunity, we wish to extend our sincere appreciation to those, who have already co-sponsored and expressed their longstanding support for it.

Now is the time to reinvigorate our commitment to the universal goal of the total elimination of nuclear weapons and secure a safer world for the current and future generations.
