အပြည်ပြည်ဆိုင်ရာ နျူးကလီးယားလက်နက် အလုံးစုံဖျက်သိမ်းရေးနေ့အထိမ်းအမှတ် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံ အဆင့်မြင့်အစည်းအဝေးတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က တရားမဝင် အာဏာသိမ်း စစ်အုပ်စုသည် အန္တရာယ်ဖြစ်စေနိုင်သည့် နျူကလီးယား လက်နက်ပိုင်ဆိုင်မှု ရည်မှန်းချက် ကို ဆက်လက် လုပ်ဆောင်နေ၊

မြန်မာနိုင်ငံကို ယခုကဲ့သို့ အလုံးစုံပျက်စီးဆုံးရှုံး ယိုးယွင်းမှုထဲသို့ တွန်းချခဲ့သော စစ်အုပ်စုသည် ငြိမ်းချမ်းသော အရပ်ဖက်အသုံးပြုမှု အတွက်  နျူကလီးယား နည်းပညာကို အသုံးပြုလိမ့်မည် မဟုတ်၊

ပြည်သူပြည်သားများအပေါ် လွန်စွာဆိုးရွား သော စစ်ရာဇဝတ်မှုများ ကျူးလွန်နေသော စစ်အုပ်စုသည် အရပ်ဘက်၊ စစ်ဘက် နှစ်မျိုး အသုံးပြုနိုင်သည့် နျူကလီးယားနည်းပညာကို အရပ်ဘက်အသုံးပြုမှု အတွက်သာ ဆောင်ရွက် လိမ့်မည် မဟုတ်၊

၂၀၂၀ ခုနှစ်တွင် ကျင်းပခဲ့သည့် လွတ်လပ်ပြီး တရား မျှတသော ရွေးကောက်ပွဲရလဒ်ကို အလေးမထားဘဲ ဒီမို ကရေစီ ကျကျ ပြည်သူများရွေးချယ်ခဲ့သည့် အစိုးရကို တရားမဝင် အာဏာသိမ်း ဖယ်ရှားခဲ့သော စစ်အုပ်စုသည် လွတ်လပ်တရားမျှတ၍ အားလုံးပါဝင်သော ရွေးကောက်ပွဲ ကို ကျင်းပလိမ့်မည့် မဟုတ်၊ စစ်အုပ်စု၏ အတု အယောင် ရွေးကောက်ပွဲလုပ်ငန်းအတွက် နိုင်ငံတကာမှ ပံ့ပိုး ကူညီမှု တစ်စုံ တရာ ပေးအပ်ခြင်းသည် စစ်အုပ်စု၏ အန္တရာယ်ကြီးမားသော နျူကလီးယား ရည်မှန်းချက် ကို ပြည့်မီစေရေး အတွက် အဆင့်တစ်ဆင့် နီးကပ်သွား စေမည်ဖြစ်၊

မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်နှင့် အနာဂတ် ဆုံးရှုံးမှုများကို တားဆီးပေးနိုင်ရေးအတွက် တရားမဝင် အာဏာသိမ်း စစ်အုပ်စုသို့ လက်နက်၊ ခဲယမ်း၊ တိုက်လေယာဉ်ဆီ နှင့် အရပ်ဖက် စစ်ဖက် နှစ်မျိုးသုံး ပစ္စည်းများ စီးဆင်း ထောက်ပံ့မှု များကို ချက်ချင်း ပိတ်ဆို့ရပ်တန့်ပေးကြပါရန် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ အားလုံးအား ထပ်မံ လေးနက်စွာ တိုက်တွန်း မေတ္တာရပ်ခံပါကြောင်း ပြောကြားခဲ့

၁။        ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ အပြည်ပြည်ဆိုင်ရာ နျူးကလီးယားလက်နက် အလုံးစုံ ဖျက်သိမ်းရေး နေ့ အထိမ်းအမှတ် High-level မျက်နှာစုံညီ အစည်းအဝေးကို ၂၀၂၅ ခုနှစ် စက်တင်ဘာလ ၂၆ ရက် တွင် နယူးယောက်မြို့ရှိ ကုလသမဂ္ဂဌာနချုပ်၌ ကျင်းပပြုလုပ်ခဲ့ပါသည်။

၂။         အဆိုပါအစည်းအဝေးသို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း လည်း တက်ရောက် မိန့်ခွန်းပြောကြားခဲ့ပါသည်။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တင်ပြသော မိန့်ခွန်း၏ အကျဉ်းချုပ်တွင် အောက်ဖော်ပြပါ အဓိက အချက်များ ပါဝင် ပါသည် −

(က)     ယနေ့ကမ္ဘာကြီးတွင် မကြုံဖူးသည့် ပဋိပက္ခများ ပိုမိုပြင်းထန်လာခြင်း၊ ပထဝီဝင်နိုင်ငံရေး တင်းမာ လာခြင်း၊ အပြည်ပြည်ဆိုင်ရာ လုံခြုံရေးယန္တရားများ ယိုးယွင်းအားနည်းလာခြင်းနှင့် နိုင်ငံတကာ ဘက်စုံအဖွဲ့အစည်းများအပေါ် ယုံကြည်မှုလျော့နည်းလာခြင်းတို့ကြောင့် နျူးကလီးယားလက်နက် ချုပ်ငြိမ်းရေးဆိုင်ရာတိုးတက်မှုနှင့်ကြိုးပမ်းအားထုတ်မှုတွေထိခိုက်အားနည်းနေကြောင်း၊

(ခ)       အဲဒီအခြေအနေတွင် အန္တရာယ်မြင့်မားစေသည့် နျူးကလီးယားလက်နက် ကိရိယာများ ခေတ်မီ အဆင့်မြှင့်တင်ခြင်း၊ နျူကလီးယားလက်နက် ပြိုင်ဆိုင်မှု မြန်ဆန်လာခြင်းနှင့် နျူးကလီးယား လက်နက် အသုံးပြုမည်ဟု ခြိမ်းခြောက်မှုများက ကျွန်ုပ်တို့ကို နျူးကလီးယားစစ်ပွဲဆီသို့ ဦးတည် နေကြောင်း၊

(ဂ)       နျူးကလီးယားလက်နက်ကို မတော်တဆဖြစ်စေ၊ ရည်ရွယ်၍ဖြစ်စေ အသုံးပြုခြင်းသည် လူသား ချင်း စာနာမှုနှင့် သဘာဝပတ်ဝန်းကျင်အပေါ် ဆိုးရွားလွန်ကဲသည့် နောက်ဆက်တွဲ ဆိုးကျိုးများ ဖြစ်ပေါ်စေမည်ဖြစ်ပြီး၊ ထို့ကြောင့် နျူးကလီးယားလက်နက် အသုံးပြုခြင်းမှ လုံခြုံစိတ်ချရစွာ ကာကွယ်နိုင်ရန်အတွက် တစ်ခုတည်းသောထိရောက်သည့် နည်းလမ်းမှာ နျူကလီးယားလက်နက် အားလုံးကို အပြည့်အဝ ဖျက်သိမ်းရေးသာ ဖြစ်သည် ဆိုသည့် မြန်မာနိုင်ငံ၏ ရပ်တည်ချက်ကို ထပ်မံအတည်ပြု ပြောကြားလိုပါကြောင်း၊

(ဃ)     နျူကလီးယားလက်နက်များ မပြန့်ပွားရေးစာချုပ် (NPT) သည် ကမ္ဘာ့နျူကလီးယားလက်နက် ဖျက်သိမ်းရေးနှင့် နျူကလီးယားလက်နက်များ မပြန့်ပွားရေးစနစ်၏ အဓိကမဏ္ဍိုင် ဖြစ်သော် လည်း၊ ကိုးကြိမ်မြောက်နှင့် ဆယ်ကြိမ်မြောက် ပြန်လည်သုံးသပ်ရေးညီလာခံများတွင် သဘော တူညီချက် တစ်စုံတစ်ရာ ချမှတ်နိုင်ခြင်းမရှိခဲ့သည့် အပေါ်  စိတ်မကောင်းဖွယ် ဖြစ်ကြောင်း၊ ထိုအတားအဆီးများ ရှိနေသော်လည်း လာမည့်နှစ်တွင် ကျင်းပမည့် တစ်ဆယ့်တစ်ကြိမ်မြောက် ပြန်လည်သုံးသပ်ရေးညီလာခံ၌ အောင်မြင်သောရလဒ် ရရှိနိုင်ရေးအတွက် အဖွဲ့ဝင်နိုင်ငံအားလုံး၏ ပူးပေါင်းဆောင်ရွက်မှုများကိုမြန်မာနိုင်ငံကမျှော်လင့်ကြောင်း၊ 

(င)       မြန်မာနိုင်ငံ၏ ရွေးကောက်ခံ အရပ်သားအစိုးရ လက်ထက် နျူကလီးယားလက်နက် စမ်းသပ်မှု ပိတ်ပင်ရေးဆိုင်ရာ စာချုပ် (CTBT) သို့ အတည်ပြုလက်မှတ်ရေးထိုးခဲ့ပြီး၊ နျူကလီးယားလက်နက် တားဆီးပိတ်ပင်ရေးဆိုင်ရာစာချုပ် (TPNW) ကို လက်မှတ်ရေးထိုးခဲ့ခြင်းတို့သည် နျူးကလီးယား လက်နက် အလုံးစုံဖျက်သိမ်းရေးဆိုသည့် စုပေါင်းရည်မှန်းချက် ပြည့်မီရေး အတွက် တိုးတက်မှု ရှိစေခဲ့ကြောင်း၊ သို့သော် ၂၀၂၁ ခုနှစ်တွင် ဖြစ်ပေါ်ခဲ့သည့် တရားမဝင် အာဏာသိမ်းမှုကြောင့် နျူကလီးယားလက်နက် တားဆီးပိတ်ပင်ရေးဆိုင်ရာစာချုပ် (TPNW) အား အတည်ပြု လက်မှတ် ရေးထိုးရေး လုပ်ငန်းအစီအစဉ်များ ရပ်ဆိုင်းသွားခဲ့ကြောင်း၊

(စ)       နျူကလီးယားလက်နက်ဖျက်သိမ်းရေး အစီအစဉ်များ တိုးတက်မှု မရှိခဲ့သည့် အပြင် တရားမဝင် အာဏာသိမ်းစစ်တပ်သည် မြန်မာပြည်သူများအပေါ် လေကြောင်း တိုက်ခိုက်မှုများနှင့် လက်နက် ကြီး ပစ်ခတ်တိုက်ခိုက်မှုများကို အဆက်မပြတ် ဆက်တိုက်ပြင်းထန်စွာ ကျူးလွန် လျက်ရှိ‌နေ ကြောင်း၊ ထို့အပြင် တစ်ချိန်တည်းတွင် တရားမဝင် အာဏာသိမ်း စစ်အုပ်စုသည် အန္တရာယ် ဖြစ်စေနိုင်သည့် နျူကလီးယား လက်နက်ပိုင်ဆိုင်မှု ရည်မှန်းချက် ကို ဆက်လက် လုပ်ဆောင်နေ ပြီး၊ ငြိမ်းချမ်းစွာ အရပ်ဖက်အသုံးပြုရန် ဟုသော အမည်တပ်၍ နျူကလီးယား လက်နက်ပိုင် နိုင်ငံကြီးတစ်နိုင်ငံနှင့် ပူးပေါင်းလုပ်ဆောင်မှုများ တိုးမြှင့် ဆောင်ရွက်လာ နေကြောင်း၊ 

(ဆ)     ရှင်းလင်းစွာပြောကြားရပါက မြန်မာနိုင်ငံကို ယခုကဲ့သို့ အလုံးစုံပျက်စီးဆုံးရှုံး ယိုးယွင်းမှုထဲသို့ တွန်းချခဲ့သော စစ်အုပ်စုသည် ငြိမ်းချမ်းသော အရပ်ဖက်အသုံးပြုမှု အတွက်  နျူကလီးယား နည်းပညာကို အသုံးပြုလိမ့်မည် မဟုတ်ကြောင်း၊ ပြည်သူပြည်သားများအပေါ် လွန်စွာဆိုးရွား သော စစ်ရာဇဝတ်မှုများ ကျူးလွန်နေသော စစ်အုပ်စုသည် အရပ်ဘက်၊ စစ်ဘက် နှစ်မျိုး အသုံးပြုနိုင်သည့် နျူကလီးယားနည်းပညာကို အရပ်ဘက်အသုံးပြုမှု အတွက်သာ ဆောင်ရွက် လိမ့်မည် မဟုတ်ပါကြောင်း၊ ၂၀၂၀ ခုနှစ်တွင် ကျင်းပခဲ့သည့် လွတ်လပ်ပြီး တရား မျှတသော ရွေးကောက်ပွဲရလဒ်ကို အလေးမထားဘဲ ဒီမိုကရေစီ ကျကျ ပြည်သူများရွေးချယ်ခဲ့သည့် အစိုးရကို တရားမဝင် အာဏာသိမ်း ဖယ်ရှားခဲ့သော စစ်အုပ်စုသည် လွတ်လပ်တရားမျှတ၍ အားလုံးပါဝင် သော ရွေးကောက်ပွဲ ကို ကျင်းပလိမ့်မည့် မဟုတ်ကြောင်း၊

(ဇ)       ထို့ကြောင့် စစ်အုပ်စု၏ အတုအယောင် ရွေးကောက်ပွဲလုပ်ငန်းအတွက် နိုင်ငံတကာမှ ပံ့ပိုး ကူညီမှု တစ်စုံ တရာ ပေးအပ်ခြင်းသည် စစ်အုပ်စု၏ အန္တရာယ်ကြီးမားသော နျူကလီးယား ရည်မှန်းချက် ကို ပြည့်မီစေရေး အတွက် အဆင့်တစ်ဆင့် နီးကပ်သွားစေမည်ဖြစ်ကြောင်း၊ 

(ည)     နိဂုံးချုပ်အနေဖြင့် မြန်မာနိုင်ငံသည် နျူးကလီးယားလက်နက် ကင်းစင်သော ကမ္ဘာကြီး တည်ဆောက် နိုင်ရေးဆိုသည့် စုပေါင်းရည်မှန်းချက်အပေါ် မြန်မာနိုင်ငံ၏ ကတိကဝတ်ကို ထပ်မံအတည်ပြုပါကြောင်း၊ ထို့ကြောင့် မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်နှင့် အနာဂတ် ဆုံးရှုံးမှုများကို တားဆီးပေးနိုင်ရေးအတွက် တရားမဝင် အာဏာသိမ်း စစ်အုပ်စုသို့ လက်နက်၊ ခဲယမ်း၊ တိုက်လေယာဉ်ဆီ နှင့် အရပ်ဖက် စစ်ဖက် နှစ်မျိုးသုံး ပစ္စည်းများ စီးဆင်း ထောက်ပံ့မှု များကို ချက်ချင်း ပိတ်ဆို့ရပ်တန့်ပေးကြပါရန် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ အားလုံးအား ထပ်မံ လေးနက်စွာ တိုက်တွန်း မေတ္တာရပ်ခံပါကြောင်း။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) ကို ပူးတွဲ ဖော်ပြ အပ်ပါသည်။

at the High-Level Plenary Meeting to Commemorate and Promote

the International Day for the Total Elimination of Nuclear Weapons

(New York, 26 September 2025)

Madam President,

I wish to begin by thanking you for convening this high-level meeting.

Myanmar aligns itself with the statement of NAM.

Madam President,

Widening geopolitical tensions, deterioriating security environment, unprecedented conflicts and distrust in our multilateral institutions have been undermining our progress andefforts in nuclear disarmament.

Modernization of nuclear arsenals, accelerating nuclear arms race and looming threats of the use of nuclear weapons are driving us to the brink of nuclear war.

A single use of nuclear weapons, whether accidental or intentional, will have catastrophic humanitarian and environmental consequences. Therefore, Myanmar reaffirms our principled position that the only guarantee against the use of nuclear weapons is their total elimination.

Madam President,

NPT remains the cornerstone of nuclear disarmament and non-proliferation. The consecutive failure to adopt an outcome document by consensus at the Ninth and Tenth Review Conference is disappointing. Despite these setbacks, Myanmar looks forward to having constructive cooperation among all State Parties for a successful outcome at the Eleventh Review Conference next year.

We are of the view that the TPNW complements the NPT and strengthens the nuclear disarmament regime. Myanmar welcomes the convening of the Third Meeting of State Parties to the TPNW and the decision to hold its First Review Conference.

Myanmar calls upon all states that have not ratified the CTBT, especially the remaining Annex II states, to do so without delay for its entry into force.

Madam President,

Under the elected civilian government, Myanmar acceded to the CTBT and signed the TPNW to advance our shared goal of the total elimination of nuclear weapons. Unfortunately, our subsequent TPWN ratification plan was disrupted by the attempted illegal military coup.

In addition to derailing our progress in nuclear disarmament agenda, the military has ramped up their indiscriminate airstrikes, shelling and heavy artillery attacks against civilians. At the same time, the junta continues to desperately reach for their long-standing nuclear ambitions and deepen their so-called nuclear power collaboration with a major NWS under the guise of peaceful, civilian use.

Let’s be clear:

The military, that plunges the country into chaos and destruction, will also fail to appropriate it for any peaceful use.

The military, that commits heinous crimes against civilians, will also fail to utilize the civilian aspect of dual-use items.

The military, that ignored the results of the 2020 free and fair elections and overthrew a democratically-elected government, will also fail to conduct a free, fair and inclusive election.

As such, I wish to put on a record that any international support or assistance to the military junta’s scam election will render its dangerous nuclear ambitions a step closer.

In conclusion, Madam President, Myanmar reiterates its commitment to achieving our collective goal of a world free of nuclear weapons. Once again, I appeal to all Member States to cut the flow of arms, weapons, jet fuel and dual-use items to the military junta to save the lives of the people of Myanmar and their future.
