စစ်အုပ်စု၏ ရက်စက်ကြမ်းကြုတ်မှုများအား ရင်ဆိုင်နေရချိန်တွင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ မြန်မာနိုင်ငံဆိုင်ရာ အထူးကိုယ်စားလှယ်၊ မြန်မာနိုင်ငံရှိ လူ့အခွင့်အရေးအခြေအနေများဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူနှင့် IIMM တို့၏ အခန်းကဏ္ဍနှင့် လုပ်ငန်းတာဝန်များသည် မြန်မာပြည်သူများ၊ အထူးသဖြင့် အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေး၊ တည်ငြိမ်အေးချမ်းမှုနှင့် တရားမျှတမှုတို့ ရှာဖွေရာတွင် အလွန်အရေးပါ၍ မရှိမဖြစ် လိုအပ်၊
ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်ကလည်း နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာပြည်သူများအပေါ်တွင် ပျက်ကွက်ခဲ့သည်ဟု ထုတ်ဖော်ပြောကြားခဲ့ပြီးဖြစ်၊ မြန်မာပြည်သူလူထုနှင့် ၎င်းတို့၏ အနာဂတ်များကို ကယ်တင်နိုင်ရန်အတွက် ကုလသမဂ္ဂအနေဖြင့် အဖွဲ့အစည်းအတွင်း၌ ရှိနှင့်ထားပြီးဖြစ်သော နည်းလမ်းများကို အသုံးပြုပေးပါရန် မိမိအနေဖြင့် မေတ္တာရပ်ခံတောင်းဆိုလို၊
မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် အပြီးတိုင်ချုပ်ငြိမ်းရန်နှင့် ငြိမ်းချမ်းရေး၊ တရားမျှတမှုနှင့် သာယာဝပြောရေးတို့အပေါ် အခြေခံထားသည့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုပေါ်ထွန်းရေး မျှော်မှန်းချက်များ ပြည့်ဝနိုင်ရန် ကြိုးပမ်းလျက်ရှိသော မြန်မာပြည်သူလူထုနှင့်အတူ တသားတည်း အခိုင်အမာ ရပ်တည်ပေးပါရန် မိမိအနေဖြင့် နိုင်ငံတကာအသိုက်အဝန်းအား ထပ်လောင်း တောင်းဆိုပါကြောင်း ပြောကြားခဲ့

၁။ ကုလသမဂ္ဂ လူမှုရေး၊ အုပ်ချုပ်ရေးနှင့် ဘဏ္ဍာရေးကော်မတီ (ပဉ္စမကော်မတီ)တွင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်ရုံး၏ ၂၀၂၇ ခုနှစ်အတွက် အစီအစဉ်နှင့် ပုံမှန်ဘဏ္ဍာငွေအဆိုပြုမှုခေါင်းစဉ်ဖြင့် အထွေထွေမိန့်ခွန်းပြောကြားသည့်အစီအစဉ်အား ၁၃-၁၀-၂၀၂၆ ရက်(အင်္ဂါနေ့)၊ နံနက်ပိုင်းတွင် ကျင်းပခဲ့ရာ မြန်မာနိုင်ငံအပါအဝင် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံ (၃၈) နိုင်ငံပါဝင်၍ မိန့်ခွန်းများ ပြောကြားခဲ့ပါသည်။
၂။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလက တရားမဝင်စစ်အာဏာသိမ်းမှု ဖြစ်ပေါ်ခဲ့သည့် အချိန်မှစ၍ စစ်အုပ်စုသည် နိုင်ငံတစ်ဝန်းရှိ အရပ်သားပြည်သူလူထုအပေါ်တွင် ကြီးလေးသော လူ့အခွင့်အရေးချိုးဖောက်မှုများကို ကျူးလွန်လျက်ရှိကြောင်း၊
(ခ) မြန်မာနိုင်ငံဆိုင်ရာ လွတ်လပ်သော စုံစမ်းစစ်ဆေးရေးယန္တရား (Independent Investigative Mechanism for Myanmar- IIMM)မှ နောက်ဆုံးထုတ်ပြန်ခဲ့သည့်အစီရင်ခံစာတွင် စစ်အုပ်စုက ကျေးရွာများ၊ စာသင်ကျောင်းများ၊ ဘာသာရေး အဆောက်အအုံများနှင့် ယဉ်ကျေးမှု အဆောက်အအုံများ၊ စစ်ဘေးရှောင်စခန်းများနှင့် ဆေးရုံ၊ ဆေးခန်းများ အပါအဝင် အရပ်ဘက် ပစ်မှတ်များအပေါ်တွင် ရည်ရွယ်ချက်ရှိရှိ ပစ်မှတ်ထားအကွက်ချကာ လေကြောင်းမှ ဗုံးကျဲ တိုက်ခိုက်သည့် လုပ်ရပ်ကို ဖော်ပြထားကြောင်း၊
(ဂ) စင်စစ်အားဖြင့် စစ်အုပ်စု၏ လေကြောင်းဗုံးကျဲတိုက်ခိုက်မှုအား ခံရသည့် အဆိုပါအရပ်ဘက်အဆောက်အဦများတွင် စစ်ရေးပစ်မှတ်များ မရှိပါကြောင်း၊
(ဃ) စစ်အုပ်စု၏ရက်စက်ကြမ်းကြုတ်မှုများအား ရင်ဆိုင်နေရချိန်တွင် ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ်၏ မြန်မာနိုင်ငံဆိုင်ရာအထူးကိုယ်စားလှယ်၊ မြန်မာနိုင်ငံရှိလူ့အခွင့်အရေးအခြေအနေများဆိုင်ရာအထူးအစီရင်ခံစာတင်သွင်းသူနှင့် IIMM တို့၏ အခန်းကဏ္ဍနှင့် လုပ်ငန်းတာဝန်များသည် မြန်မာပြည်သူများ၊ အထူးသဖြင့် အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရေး၊ တည်ငြိမ်အေးချမ်းမှုနှင့် တရားမျှတမှုတို့ ရှာဖွေရာတွင် အလွန်အရေးပါ၍ မရှိမဖြစ် လိုအပ်ကြောင်း၊
(င) ၎င်းတို့၏ လုပ်ငန်းတာဝန်များနှင့် ၎င်းတို့မှ မြန်မာ့အရေးကိစ္စအပေါ် ထုတ်ဖော်ပြောကြားပေးနေ ခြင်းတို့သည် မြန်မာနိုင်ငံတွင်ဖြစ်ပေါ်နေသည့် ဆိုးရွားသောအခြေအနေအပေါ် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာအသိုက်အဝန်းတို့မှ လိုအပ်သည့်အာရုံစိုက်မှုရှိစေရန် စွမ်းဆောင်ပေးလျက်ရှိကြောင်း၊
(စ) မိမိတို့အနေဖြင့် ၎င်းတို့၏ လုပ်ဆောင်ချက်များအတွက် အတွင်းရေးမှူးချုပ်နှင့် ၎င်းတို့အား အထူးပင် ကျေးဇူးတင်ရှိကြောင်း၊
(ဆ) သို့ရာတွင် မိမိတို့အမြင်မှာ ကုလသမဂ္ဂအနေဖြင့် မြန်မာနိုင်ငံရှိ အရပ်သားပြည်သူများအား အကာအကွယ်ပေးရန်နှင့် ၎င်းတို့၏အသက်အိုးအိမ်များအား ကယ်တင်ပေးရန် ပိုမိုထိရောက်မှုရှိသော အရေးယူလုပ်ဆောင်ချက်များကို အချိန်မဆွဲဘဲ အရေးတကြီးလုပ်ဆောင်ရန် လိုအပ်လျက်ရှိသေးကြောင်း၊
(ဇ) ထို့ပြင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်ကလည်း နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာ ပြည်သူများအပေါ်တွင် ပျက်ကွက်ခဲ့သည်ဟု ထုတ်ဖော်ပြောကြားခဲ့ပြီးဖြစ်ကြောင်း၊
(ဈ) သို့ဖြစ်ပါ၍ မြန်မာပြည်သူလူထုနှင့် ၎င်းတို့၏အနာဂတ်များကို ကယ်တင်နိုင်ရန်အတွက် ကုလသမဂ္ဂအနေဖြင့် အဖွဲ့အစည်းအတွင်း၌ ရှိနှင့်ထားပြီးဖြစ်သောနည်းလမ်းများကို အသုံးပြုပေးပါရန် မိမိအနေဖြင့် မေတ္တာရပ်ခံ တောင်းဆိုလိုကြောင်း၊
(ည) ဤနေရာတွင် လုပ်ပိုင်ခွင့်အာဏာများ အပ်နှင်းထားခံရသော တာဝန်ရှိပုဂ္ဂိုလ်များနှင့် အဖွဲ့အစည်းများထံသို့ ကြိုတင်ခန့်မှန်းနိုင်သော၊ လုံလောက်မှုရှိသော ဘဏ္ဍာရန်ပုံငွေများ ချမှတ်ပေးခြင်း သည် ၎င်းတို့၏လုပ်ပိုင်ခွင့်များအား ထိရောက်စွာ အကောင်အထည်ဖော်ဆောင်ရွက်ရေးအတွက် ပဓာနကျကြောင်း၊
(ဋ) ထို့ကြောင့် အဆိုပါလုပ်ပိုင်ခွင့်အာဏာများ အပ်နှင်းထားခံရသော တာဝန်ရှိပုဂ္ဂိုလ်များနှင့် အဖွဲ့အစည်းများအနေဖြင့် ၎င်းတို့၏ အလုပ်တာဝန်များကို အချိန်နှင့်တပြေးညီ ထိထိရောက်ရောက် ပြည့်ဝစွာဖော်ဆောင်နိုင်ရန် ဤဘဏ္ဍာရေးကော်မတီအနေဖြင့် ၂၀၂၇ ခုနှစ်၊ ဘဏ္ဍာငွေအဆိုပြုမှုတွင် ၎င်းတို့ထံသို့ လုံလောက်သော ဘဏ္ဍာရန်ပုံငွေများ ချမှတ်ပေးပါရန် အလေးအနက်ထား တောင်းဆိုလိုပါကြောင်း၊
(ဌ) မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် အပြီးတိုင်ချုပ်ငြိမ်းရန်နှင့် ငြိမ်းချမ်းရေး၊ တရားမျှတမှုနှင့် သာယာဝပြောရေးတို့အပေါ် အခြေခံထားသည့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုပေါ်ထွန်းရေးမျှော်မှန်းချက်များပြည့်ဝနိုင်ရန် ကြိုးပမ်းလျက်ရှိသော မြန်မာပြည်သူလူထုနှင့်အတူတသားတည်း အခိုင်အမာရပ်တည်ပေးပါရန် မိမိအနေဖြင့် နိုင်ငံတကာအသိုက်အဝန်းအား ထပ်လောင်း တောင်းဆိုပါကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

at the General Discussion on Agenda Item 138: Proposed programme budget for 2027, the Fifth Committee of the 81st session of the UN General Assembly

Mr. Chair,
Since my delegation takes the floor for the first time in this committee, I wish to congratulate you and other member of the bureau on your well-deserved elections. I would also like to assure you of our delegation’s full support and cooperation throughout the session for its success under your able leadership.
Myanmar also appreciates the Secretary-General for his reports on the proposed programme plan and budget for 2027, and the CPC and ACABQ for their reports.
Myanmar aligns itself with the statements delivered by G77 and China and ASEAN respectively.
Mr. Chair,
Since the February 2021 illegal military coup, the military junta has committed grave human rights violations against civilians across the country.
The most recent report of the Independent Investigative Mechanism for Myanmar (IIMM) informed us of a pattern of aerial attacks by the military deliberately targeting civilian objects, including villages, schools, religious and cultural buildings, IDP camps, and medical facilities. Many of these attacks hit civilian structures in areas with no targets of military value.
Mr. Chair,
In the face of such atrocities, the work of the Secretary-General’s Special Envoy, the Special Rapporteur on the situation of human rights in Myanmar, and the IIMM remains essential and crucial for the people of Myanmar, in particular protection of civilians, finding peace, stability and justice.
Their work and voices have brought necessary attention of the grave situation in Myanmar to UN Member States and the international community. We deeply thank them and the Secretary-General in this regard.
However, in our humble view, the UN must take urgent and concrete action to protect civilians and save lives without delay.
As the Secretary-General rightly stated that the international community failed the people of Myanmar. So, here, I appeal to the UN to use all available tools at its disposal to save the people of Myanmar and their future.
In this regard, predictable and adequate funding is imperative for effective implementation of the respective mandates.
Therefore, I sincerely urge this esteemed committee to allocate sufficient funding in the 2027 budget so that their offices can fully carry out their work efficiently and timely.
Mr. Chair,
I wish to appeal to the international community to stand in solidarity with the people of Myanmar as they strive to end the military dictatorship and realize their legitimate aspirations for a federal democratic union founded on peace, justice, and prosperity.
