သတင်းအဖြစ်ထုတ်ပြန်ချက်

အကြိမ် (၈၀) မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ အုပ်ချုပ်ရေးနှင့် ဘဏ္ဍာရေးကော်မတီ (ပဉ္စမကော်မတီ) ၏ “၂၀၂၆ ခုနှစ်အတွက် ကုလသမဂ္ဂ ပုံမှန်ဘဏ္ဍာငွေအဆိုပြုမှု”ခေါင်းစဉ်အောက်မှ ကျင်းပသည့် အထွေထွေ ဆွေးနွေးမှု အစီအစဉ်တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က

အကြမ်းဖက်စစ်အုပ်စုသည် တရားမဝင်စစ်အာဏာသိမ်းပြီးချိန်မှစ၍ ၄ နှစ်ကျော်ကာလအတွင်း အဆိုးရွားဆုံး၊ အရက်စက်ဆုံး အကြမ်းဖက်မှုများကို ဆက်တိုက်လုပ်ဆောင်နေ၊

မြန်မာနိုင်ငံဆိုင်ရာ လွတ်လပ်သောစုံစမ်းစစ်ဆေးမှုယန္တရား (IIMM) ၏ နောက်ဆုံးထုတ်ပြန်ခဲ့ သည့် အစီရင်ခံစာတွင်လည်း စစ်အုပ်စု၏ အကြမ်းဖက်လုပ်ရပ်များသည် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သော ရာဇဝတ်မှုနှင့် စစ်ရာဇဝတ်မှုမြှောက်သည်ကို အလေးထားဖော်ပြထား၊

ဤရက်စက် ကြမ်းကြုတ်မှုများအကြားတွင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ မြန်မာနိုင်ငံဆိုင်ရာ အထူးကိုယ်စားလှယ်၊ မြန်မာနိုင်ငံလူ့အခွင့်အရေးအခြေအနေဆိုင်ရာ ကုလသမဂ္ဂ အထူးအစီရင်ခံစာ တင်သွင်းသူနှင့် IIMMတို့၏ လုပ်ငန်းဆောင်ရွက်ချက်များနှင့် အသံများသည် အလွန်အရေးကြီး၊

မြန်မာပြည်သူများ၏ အသက်ကို ကယ်တင်ရန်နှင့် အရပ်သားများကို ကာကွယ်စောင့်ရှောက်ရန် ကုလသမဂ္ဂထံမှ ထိရောက်သော ချက်ချင်းအရေးယူဆောင်ရွက်မှုရှိလာရေးအတွက်မူ လုပ်ဆောင်ရန် များစွာကျန်ရှိနေသေး၊

ကုလသမဂ္ဂသည် မြန်မာပြည်သူလူထုအပေါ် ပျက်ကွက်မှုမရှိစေသင့်ပါကြောင်း ပြောကြားခဲ့

(နယူးယောက်မြို့၊ ၂၀၂၅ ခုနှစ်၊ အောက်တိုဘာလ ၁၇ ရက်)

၁။ အကြိမ် (၈၀) မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ အုပ်ချုပ်ရေးနှင့်ဘဏ္ဍာရေးကော်မတီ (ပဉ္စမကော်မတီ) ၌ “၂၀၂၆ ခုနှစ်အတွက် ကုလသမဂ္ဂပုံမှန်ဘဏ္ဍာငွေ အဆိုပြုမှု” ခေါင်းစဉ်အောက်မှ အထွေထွေဆွေးနွေးမှုအစီအစဉ်ကို ၁၇-၁၀-၂၀၂၅ ရက် (သောကြာနေ့) နံနက်ပိုင်းတွင် ကျင်းပခဲ့ပါသည်။

၂။ အဆိုပါ အစီအစဉ်တွင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်က ၂၀၂၆ ခုနှစ်အတွက် ကုလသမဂ္ဂ

ပုံမှန်ဘတ်ဂျက်၏ ကဏ္ဍ (၃၆) ခု အတွက် အသုံးစရိတ်များနှင့်ပတ်သက်သည့် အစီရင်ခံစာကို

အဖွဲ့ဝင်နိုင်ငံများထံ မိတ်ဆက်ဆွေးနွေးခဲ့ပြီး ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်

သံအမတ်ကြီး ဦးကျော်မိုးထွန်းကလည်း ပါဝင်ဆွေးနွေးခဲ့ပါသည်။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် ဆွေးနွေးမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က) အကြမ်းဖက်စစ်အုပ်စုသည် တရားမဝင်စစ်အာဏာသိမ်းပြီးချိန်မှစ၍ ၄ နှစ်ကျော်ကာလ အတွင်း အဆိုးရွားဆုံး၊ အရက်စက်ဆုံး အကြမ်းဖက်မှုများကို ဆက်တိုက်လုပ်ဆောင်နေခဲ့ကြောင်း၊ ယင်းအကြမ်းဖက်မှုများအနက် ပစ်မှတ်မခွဲခြားသည့် လေကြောင်းတိုက်ခိုက်မှုပေါင်း ၃,၇၄၄ ကြိမ်ပါဝင်ပြီး၊ ထိုတိုက်ခိုက်မှုများကြောင့် လူပေါင်း ၄,၁၃၅ ဦးသေဆုံးခဲ့ရကာ စာသင်ကျောင်းများ၊ ဆေးရုံများနှင့် ဘာသာရေးအဆောက်အအုံများအပါအဝင် နေအိမ် အဆောက်အအုံပေါင်း ၁၀၀,၀၀၀ ကျော်ပျက်စီးခဲ့ရကြောင်း၊ အစုလိုက်အပြုံလိုက် သတ်ဖြတ်မှုပေါင်းမှာ ၄၅၂ ကြိမ် ရှိခဲ့ပြီး ကလေးသူငယ်များ အပါအဝင် အရပ်သား ၄,၇၆၃ ဦး၏ အသက်ကို သတ်ဖြတ်ခဲ့သည်ကို မှတ်တမ်းတင်ထားပြီးဖြစ်ပါကြောင်း၊​

(ခ) မြန်မာနိုင်ငံဆိုင်ရာ လွတ်လပ်သောစုံစမ်းစစ်ဆေးမှုယန္တရား (IIMM) ၏ နောက်ဆုံးထုတ်ပြန်ခဲ့ သည့်အစီရင်ခံစာတွင်လည်း စစ်အုပ်စု၏ အကြမ်းဖက်လုပ်ရပ်များသည် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သော ရာဇဝတ်မှုနှင့် စစ်ရာဇဝတ်မှုမြှောက်သည်ကို အလေးထားဖော်ပြထားကြောင်း၊ ထို့အပြင် ပဋိပက္ခဖြစ်ပွားရာ ဒေသတဝှမ်းတွင် အရပ်သားများအပေါ် ပစ်မှတ်မခွဲခြားဘဲ တိုက်ခိုက်မှုများ သိသာစွာမြင့်တက်လာမှုနှင့်အတူ ရည်ရွယ်ချက်ရှိရှိညှဉ်းပန်းနှိပ်စက်မှုများနှင့် လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုများ ပြုလုပ်သည်ကို အစီရင်ခံစာတွင်အသေးစိတ်ဖော်ပြထားကြောင်း၊​

(ဂ) ဤရက်စက်ကြမ်းကြုတ်မှုများအကြားတွင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ မြန်မာနိုင်ငံဆိုင်ရာအထူးကိုယ်စားလှယ်၊ မြန်မာနိုင်ငံလူ့အခွင့်အရေးအခြေအနေဆိုင်ရာ ကုလသမဂ္ဂအထူး အစီရင်ခံစာတင်သွင်းသူနှင့် IIMM တို့၏ လုပ်ငန်းဆောင်ရွက်ချက်များနှင့် အသံများသည် အလွန်အရေးကြီးကြောင်း၊

(ဃ) မြန်မာနိုင်ငံ၏ ရင်နာဖွယ်ရာအခြေအနေများအပေါ် ၎င်းတို့၏တင်ပြချက်များနှင့် လုပ်ဆောင် ချက်များက ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာအသိုက်အဝန်းထံသို့ လိုအပ်သော အာရုံစိုက်မှုကို ရရှိစေခဲ့ကြောင်း၊ ၎င်းတို့အား ကျေးဇူးတင်ရှိပါကြောင်း၊

(င) သို့သော်လည်း မြန်မာပြည်သူများ၏ အသက်ကို ကယ်တင်ရန်နှင့် အရပ်သားများကို ကာကွယ် စောင့်ရှောက်ရန် ကုလသမဂ္ဂထံမှ ထိရောက်သော ချက်ချင်းအရေးယူဆောင်ရွက်မှုရှိလာရေး အတွက်မူ လုပ်ဆောင်ရန် များစွာကျန်ရှိနေသေးကြောင်း၊

(စ) ကုလသမဂ္ဂသည် မြန်မာပြည်သူလူထုအပေါ် ပျက်ကွက်မှု မရှိစေသင့်ပါကြောင်း၊

(ဆ) ၎င်းတို့၏အရေးကြီးသည့်လုပ်ပိုင်ခွင့်များကို အောင်မြင်စွာနှင့် အချိန်မီအကောင်အထည်ဖော်နိုင် ရေးသည် လုံလောက်ပြီး ကြိုတင်ခန့်မှန်းနိုင်သောအရင်းအမြစ်များ ပံ့ပိုးရရှိမှုအပေါ်တွင် မူတည်နေကြောင်း၊

(ဇ) ထို့ကြောင့် ၎င်းတို့၏ သက်ဆိုင်ရာလုပ်ပိုင်ခွင့်များကို ထိရောက်စွာ အကောင်အထည်ဖော်နိုင်ရန် ဤကော်မတီအနေဖြင့် ၂၀၂၆ ခုနှစ်ဘတ်ဂျက်တွင် ၎င်းတို့၏ သက်ဆိုင်ရာရုံးများသို့ လုံလောက် သောရန်ပုံငွေများကို ခွဲဝေချထားပေးပါရန် မိမိအနေဖြင့် အလေးအနက် တိုက်တွန်းလိုကြောင်း၊

(ဈ) စစ်အာဏာရှင်စနစ်ကို အဆုံးသတ်ပြီး ငြိမ်းချမ်းရေး၊ တရားမျှတရေး၊ တန်းတူညီမျှရှိရေးနှင့် သာယာဝပြောရေးတို့အပေါ်အခြေခံသော ဖက်ဒရယ် ဒီမိုကရေစီ ပြည်ထောင်စုအတွက် မျှော်မှန်းချက်များ အမှန်တကယ်ဖြစ်ထွန်းလာစေရန်ကြိုးပမ်းနေသည့် မြန်မာပြည်သူလူထုနှင့်အတူ တစ်သားတည်း ရပ်တည်ပေးကြပါရန် နိုင်ငံတကာအသိုက်အဝန်းထံ မေတ္တာရပ်ခံ တိုက်တွန်းလိုပါကြောင်း။

၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

in the Fifth Committee of the 80^th session of the UN General Assembly

(New York, 17 October 2025)

Madam Chair,

Since this is the first time my delegation is taking the floor at this committee, I wish to extend our warmest congratulations to you and the bureau on your well-deserved elections. I assure you of our delegation's full support for the work of this committee.

Myanmar aligns itself with the statements delivered by the Group of 77 and China, and ASEAN, respectively. I would now like to make the following remarks in my national capacity.

My delegation extends its appreciation to the Secretary-General for his proposed progarmme budget for 2026 and his comprehensive briefing on the vital UN80 Initiative.

Madam Chair,

For over four years since the illegal military coup in Myanmar, the military junta has conducted a campaign of terror against the people of Myanmar. This includes 3,744 indiscriminate aerial attacks, causing 4,135 deaths and destroying over 100,000 properties, including schools, hospitals and religious buildings. There have been 452 documented massacres, claiming 4,763 civilian lives, including children.

The Latest report of the UN Independent Investigative Mechanism for Myanmar (IIMM) also stressed that the junta’s atrocities constitute crimes against humanity and war crimes. The report also detailed a sharp increase in indiscriminate attacks on civilians across the conflict areas, alongside systematic torture and sexual violence.

Madam Chair,

In the face of such brutality, the works of the Secretary-General's Special Envoy on Myanmar, the Special Rapporteur on the situation of human rights in Myanmar, and the IIMM are absolutely vital.

Their voices and works have brought necessary attention on the heartbreaking situation of Myanmar to the UN member states and the international community. I thank them in this regard.

Yet, much more need to be done to have an effective action without delay from the UN to save lives and protect civilians in Myanmar.

The UN should not fail the people of Myanmar.

The timely effective implementation of these vital mandates is therefore contingent upon the provision of adequate and predictable resources.

As such, I wish to strongly recommend this esteemed committee to allocate and provide sufficient funding to their respective offices in the 2026 budget to enable them to implement their respective mandates effectively.

Madam Chair,

I wish to appeal to the international community to stand in solidarity with the people of Myanmar as we strive to end the military dictatorship and realize our legitimate aspirations for a federal democratic union founded on peace, justice, equality and prosperity.
