အကြမ်းဖက်စစ်အုပ်စုက တရားဥပဒေစိုးမိုးရေးကို ဖျက်ဆီးနေပြီး ရာဇဝတ်သားများ၊ ၎င်းတို့နှင့် ပူးပေါင်းနေသည့် နယ်ခြားစောင့်တပ်ဖွဲ့များအတွက် လုံခြုံသော ပုန်းခိုရာများ ဖန်တီးပေးနေသဖြင့် နိုင်ငံဖြတ်ကျော် ရာဇဝတ်မှုများမှာ ဆက်လက် ကျယ်ပြန့်လာနေ၊

အဖွဲ့ဝင်နိုင်ငံအချို့က အကြမ်းဖက်စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင်၊ အလိမ်အညာ ရွေးကောက်ပွဲကို အကူအညီပေးနေမှုသည် ပြည်သူလူထု၏ ဒုက္ခကို ပိုမိုနက်ရှိုင်းစေပြီး အကြမ်းဖက်မှုနှင့် မတည်ငြိမ်မှုများကိုသာ ဖန်တီးကာ ကြိုးပမ်းရရှိထားသော ဖွံ့ဖြိုးတိုးတက်မှုများကို

အလုံးစုံ နောက်ပြန်ဆုတ်ယုတ်စေ၊

နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့်

အကြမ်းဖက်စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင် အလိမ်အညာရွေးကောက်ပွဲကို

ပြတ်သားစွာ ပယ်ချရန် အလေးအနက် တိုက်တွန်းမေတ္တာရပ်ခံပါကြောင်း ပြောကြားခဲ့

၁။        အကြိမ် (၈၀)မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ စီးပွားရေးနှင့် ဘဏ္ဍာရေးဆိုင်ရာကော်မတီ (ဒုတိယကော်မတီ) ၏ ဆွေးနွေးမှုအစီအစဉ်အမှတ် ၁၈၊ “စဉ်ဆက်မပြတ်ဖွံ့ဖြိုးတိုးတက်မှု” ခေါင်းစဉ်ဖြင့် အထွေထွေ ဆွေးနွေးမှုအစီအစဉ် (General Discussion) ကို ၁၃-၁၀-၂၀၂၅ ရက် (တနင်္လာနေ့)တွင် ကျင်းပ ပြုလုပ်ခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ တက်ရောက်၍ မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။

၂။         မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင်အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-

(က) 2030 Agenda အား အကောင်အထည်ဖော်ရာတွင် နောက်ဆုံး ၅ နှစ်တာကာလသို့ ဝင်ရောက် လာသော်လည်း ကမ္ဘာကြီးမှာ လမ်းကြောင်းမှန်ပေါ်မှ သွေဖယ်နေဆဲဖြစ်ကြောင်း၊ ၂၀၂၅ ခုနှစ် တိုးတက်မှု ဆန်းစစ်ချက်အရ စဉ်ဆက်မပြတ်ဖွံ့ဖြိုးတိုးတက်ရေးပန်းတိုင်များ၏ ၁၈ ရာခိုင်နှုန်း သာ လမ်းကြောင်းမှန်ပေါ်တွင် ရှိနေသည်ကို တွေ့ရှိရကြောင်း၊

(ခ) ပဋိပက္ခများ၊ ဆင်းရဲမွဲတေမှု တိုက်ဖျက်ရေးတွင် မညီမျှသော တိုးတက်မှုများ၊ ကျား၊ မ တန်းတူ ညီမျှမှုနှင့် ဖွံ့ဖြိုးတိုးတက်ရေးဆိုင်ရာ ဘဏ္ဍာငွေကွာဟချက်များ ဆက်လက်တည်ရှိနေဆဲဖြစ်သည့်အတွက်၊ စဉ်ဆက်မပြတ် ဖွံ့ဖြိုးတိုးတက်ရေးပန်းတိုင်များအား ထိရောက်စွာ အကောင်အထည်ဖော်နိုင်ရေးအတွက် Sevilla ကတိကဝတ်အပါအဝင် ဘက်စုံပူးပေါင်း ဆောင်ရွက်မှုများ ပိုမိုမြှင့်တင်ရန် တိုက်တွန်းလိုကြောင်း၊

(ဂ) ၂၀၂၁ ခုနှစ်၊ အကြမ်းဖက်စစ်တပ်က တရားမဝင် စစ်အာဏာသိမ်းရန် ကြိုးပမ်းမှုနောက်ပိုင်းတွင် မြန်မာနိုင်ငံ၌ ယခင်ရရှိထားခဲ့သော ဖွံ့ဖြိုးတိုးတက်မှုဆိုင်ရာ အောင်မြင်မှုများမှာ သိသိသာသာ နောက်ပြန်ဆုတ်ယုတ်သွားခဲ့ရသည်ကို အောက်ပါအချက်များဖြင့် တင်ပြလိုကြောင်း၊

(ဃ) အကြမ်းဖက်စစ်အုပ်စုက အရပ်သားပြည်သူများကို နေရပ်စွန့်ခွာစေပြီး အခြေခံဝန်ဆောင်မှု လုပ်ငန်းများကို ပိတ်ပင်တားဆီးနေသဖြင့် ဆင်းရဲတွင်းပိုမိုနက်လာကြောင်း၊

(င) ပဋိပက္ခဖြစ်ပွားရာဒေသများတွင် အကြမ်းဖက်စစ်အုပ်စုက ကျေးရွာများ၊ မွေးမြူရေး လုပ်ငန်းများ၊ စိုက်ပျိုးရေးလုပ်ငန်းနှင့် လယ်ယာမြေများကို ဆက်တိုက်မီးရှို့ဖျက်ဆီးနေသဖြင့် ငတ်မွတ်ခေါင်းပါးမှုနှင့် စားနပ်ရိက္ခာ မလုံခြုံမှုမှာ ဆက်လက်မြင့်တက်နေကြောင်း၊

(စ) စာသင်ကျောင်းများအပေါ် လေကြောင်းတိုက်ခိုက်မှုများကြောင့် ကလေးသူငယ်များသည် ဗုံးခိုကျင်းများ သို့မဟုတ် ယာယီခိုလှုံရာစခန်းများတွင် ပုန်းအောင်း ပညာသင်ကြားနေရပြီး ပညာသင်ကြားမှုနှုန်းမှာ ဆက်လက်ကျဆင်းနေကြောင်း၊

(ဆ) အခြေခံအခွင့်အရေးများနှင့် အညီ လုပ်ဆောင်နေသည့် အမျိုးသမီးများအပေါ် ရုပ်ပိုင်းဆိုင်ရာနှင့် ဒစ်ဂျစ်တယ် နယ်ပယ်နှစ်ခုလုံးတွင် ပဋိပက္ခတွင်း လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုနှင့် ကျား၊ မ အခြေပြုအကြမ်းဖက်မှုများကို အကြမ်းဖက်စစ်အုပ်စုက ဆက်လက်ကျူးလွန်နေသဖြင့် ကျား၊ မ မညီမျှမှုမှာ ပိုမို ကြီးထွားလာနေကြောင်း၊

(ဇ) အကြမ်းဖက်စစ်အုပ်စု၏ တရားမဝင် အဓမ္မစစ်သားစုဆောင်းမှုကြောင့် လူငယ်များသည် ပုန်းရှောင်ထွက်ပြေးနေရပြီး ပြည်တွင်းလုပ်သားအင်အားနှင့် စီးပွားရေးအခွင့်အလမ်းများမှာ ဆက်လက် လျော့ပါးလာကြောင်း၊

(ဈ) အကြမ်းဖက်စစ်အုပ်စုက တရားဥပဒေစိုးမိုးရေးကို ဖျက်ဆီးနေပြီး ရာဇဝတ်သားများ၊ ၎င်းတို့နှင့် ပူးပေါင်းနေသည့် နယ်ခြားစောင့်တပ်ဖွဲ့များအတွက် လုံခြုံသော ပုန်းခိုရာများ ဖန်တီးပေးနေသဖြင့် နိုင်ငံဖြတ်ကျော်ရာဇဝတ်မှုများမှာ ဆက်လက် ကျယ်ပြန့်လာနေကြောင်း၊

(ည) အဖွဲ့ဝင်နိုင်ငံအချို့က အကြမ်းဖက်စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင်၊ အလိမ်အညာ ရွေးကောက်ပွဲကို အကူအညီပေးနေမှုသည် ပြည်သူလူထု၏ ဒုက္ခကို ပိုမိုနက်ရှိုင်းစေပြီး အကြမ်းဖက်မှုနှင့် မတည်ငြိမ်မှုများကိုသာ ဖန်တီးကာ ကြိုးပမ်းရရှိထားသော ဖွံ့ဖြိုးတိုးတက်မှုများကို အလုံးစုံ နောက်ပြန်ဆုတ်ယုတ်စေကြောင်း၊

(ဋ) “မည်သူတစ်ဉီးတစ်ယောက်မျှ မကျန်ရှိရေး” ဆိုသည့် မူဝါဒသည် နိုင်ငံရေး ကြေညာချက်များ တွင်သာရှိသော အပေါ်ယံစကားလုံးမဖြစ်သင့်ဘဲ၊ နိုင်ငံတကာအသိုက်အဝန်း၏ အချိန်မီ ထိရောက်သော လုပ်ဆောင်ချက်များ ပါဝင်ပံ့ပိုးထားသည့် လက်တွေ့ကျင့်သုံးမှု ဖြစ်သင့်ကြောင်း၊

(ဌ) မြန်မာနိုင်ငံနှင့် ဒေသတွင်း ဖွံ့ဖြိုးတိုးတက်မှုကွာဟချက် ကြီးမားလာမှုသည် ဒေသတစ်ခုလုံး၏ ဖွံ့ဖြိုးတိုးတက်မှု လမ်းကြောင်းကို ဆွဲချသွားမည်ဖြစ်ပြီး၊ အကြမ်းဖက်စစ်အုပ်စု၏ အတုအယောင် ရွေးကောက်ပွဲမှ ဖြစ်ပေါ်လာမည့် အကြမ်းဖက်မှုနှင့် မတည်ငြိမ်မှုများသည် ဒေသတစ်ခုလုံး၏ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးကို ခြိမ်းခြောက်မည်ဖြစ်ကြောင်း၊

(ဍ) သို့ဖြစ်ပါ၍ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အကြမ်းဖက်စစ်အုပ်စုက စီစဉ်နေသည့် အတုအယောင်၊ အလိမ်အညာရွေးကောက်ပွဲကို ပြတ်သားစွာပယ်ချရန်၊ စစ်အာဏာရှင်စနစ် အဆုံးသတ်ရေးနှင့် ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေး၊ စဉ်ဆက်မပြတ်ဖွံ့ဖြိုးတိုးတက်ရေးတို့အတွက် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုတည်ဆောက်ရန် ဆုံးဖြတ်ထားသည့် မြန်မာပြည်သူလူထု၏ ကြိုးပမ်းအားထုတ်မှုများကို ထောက်ခံအားပေးသွားကြရန် အလေးအနက်တိုက်တွန်း မေတ္တာရပ်ခံပါကြောင်း။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mr. Chair,

Myanmar aligns itself with the statements of ASEAN and the G77 and China.

I thank the Secretary-General for his comprehensive reports.

Mr. Chair,

The world remains off track from achieving the 2030 Agenda as we enter its final five years. The 2025 progress assessment reveals that only 18 percent of the SDG targets are on track.

Conflicts, uneven progress in poverty, gaps in both gender equality and financing for development continue to persist.

Against this backdrop, Myanmar calls on the international community to intensify their multilateral cooperation, including the Sevilla Commitment, for the effective implementation of the SDGs.

Mr. Chair,

My country, Myanmar, is witnessing a regression of our previous development achievements since the attempted 2021 military coup.

Allow me to go straight to the point:

Poverty will keep deepening when the military junta continues to displace civilians and restrict access to basic services.

Hunger and food insecurity will keep rising when the military junta continues to burn villages, livestocks, crops and farms in conflict-affected areas. 

Education rate will keep plummeting when the military junta continues to employ airstrikes over schools and our children have to hide and learn in bunkers or makeshift camps.

Gender inequality will keep growing when the military junta continues to perpetrate CRSV and GBV against women in both physical and digital spheres for exercising their fundamental rights.

Domestic workforce and economic opportunities will keep shrinking when the military junta continues to unlawfully conscript young people by force, leading them to hide or flee the country.

Transnational organized crimes will keep expanding when the military continues to destroy rule of law and creates safe havens for criminals and their affiliated border guard forces. 

Overall, our hard-earned progress in development will keep reversing when some Member States continue to assist the military junta with their planned sham election which will create more violence and instability, and deepen further the people’s suffering.

Mr. Chair,

The principle of leaving no one behind cannot only become a platitude on our Political Declarations. It should be a practice underpinned by timely and effective actions from the international community.

Increased development gap between Myanmar and the region will drag down the development trajectory of our region as a whole.

Increased violence and instability from the sham election in Myanmar will threaten the peace and stability of our region as a whole.

Therefore, I appeal to the international community to reject the junta’s planned sham election and support the people of Myanmar and our determination to end the military dictatorship and build a federal democratic union for peace, stability and sustainable development.
