စစ်အာဏာရှင်နှင့် ငြိမ်းချမ်းစွာအသုံးပြုခြင်းဟူသော စကားရပ်များသည် တစ်ခုနှင့်တစ်ခု လုံးဝဆန့်ကျင်ဘက်ဖြစ်၊ စစ်အုပ်စုက သတင်းဆက်သွယ်ရေးနည်းပညာ၊ တိုက်လေယာဉ်ဆီ၊ အပျော်တမ်းသုံး ပါရာမော်တာများအပါအဝင် မည်သည့် စစ်ဘက် အရပ်ဘက် နှစ်မျိုးသုံးပစ္စည်းသဘောသဘာဝ ကို မဆို လှည့်ဖျားအမြတ်ထုတ်၍ ပစ်မှတ်မခွဲခြားဘဲ အရပ်သားပြည်သူများအပေါ် အကြမ်းဖက်မှုများ ကျူးလွန်ရန် အသုံးပြုနေသည်မှာ ထင်ရှား၊

အာကာသအတွင်း သွားလာနိုင်သော အဖွဲ့ဝင်နိုင်ငံအချို့သည် ထောက်လှမ်းရေးဂြိုဟ်တုများမှ ရရှိသော အချက်အလက်များကို စစ်ဘက်ဆိုင်ရာအတွက် မျှဝေခြင်းအပါအဝင် တရားမဝင် အာဏာသိမ်း စစ်တပ်နှင့် အာကာသနည်းပညာ ပူးပေါင်းဆောင်ရွက်မှုကို ပိုမိုလုပ်ဆောင် ခဲ့ပြီး မြန်မာပြည်သူများအားသတ်ဖြတ်နိုင်ရန် အားပေးကူညီနေသည်ကို သိရှိရ၊

လူသားမျိုးနွယ်အတွက် အာကာသဟင်းလင်းပြင်၏ အရေးကြီးသော သဘောသဘာဝကြောင့် မြန်မာနိုင်ငံသည် ပြည်သူ့အာဏာနှင့် ဒီမိုကရေစီစနစ် စစ်မှန်စွာပြန်လည်ထူထောင်ပြီး စစ်ရေးနှင့် လုံခြုံရေး အဖွဲ့အစည်းများအားလုံး အရပ်သားပြည်သူများ၏ အပြည့်အဝကြီးကြပ်မှုအောက် ရောက်ရှိ သည့် အချိန်အခါ မှသာ COPUOS သို့ဝင်ရောက်မည်ဖြစ်သည်ကို အသိပေးပြောကြားလိုပါကြောင်း ပြောကြားခဲ့

၁။ အကြိမ် (၈၀) မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ အထူးနိုင်ငံရေးနှင့် ကိုလိုနီနယ်မြေများ လွတ်မြောက်ရေးကော်မတီ (စတုတ္ထကော်မတီ) ၏ “အာကာသဟင်းလင်းပြင်အား ငြိမ်းချမ်းစွာ အသုံးပြုခြင်းနှင့် ပတ်သက်၍ အပြည်ပြည်ဆိုင်ရာပူးပေါင်းဆောင်ရွက်မှု” ခေါင်းစဉ်ဖြင့် ဆွေးနွေးမှုအစီအစဉ်ကို ၃၀-၁၀-၂၀၂၅ ရက် (ကြာသပတေးနေ့)၊ နံနက်ပိုင်းတွင် ကျင်းပပြုလုပ်ခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ တက်ရောက်၍ မိန့်ခွန်းပြောကြားခဲ့ပါသည်။

၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က) အာကာသဟင်းလင်းပြင်အား ငြိမ်းချမ်းစွာအသုံးပြုခြင်းနှင့် အာကာသ နည်းပညာများဖြစ်သည့် ဂြိုဟ်တုဆက်သွယ်ရေး၊ ကမ္ဘာမြေလေ့လာရေး စနစ်များနှင့် ဂြိုဟ်တုလမ်းညွှန် နည်းပညာများ သည်  ရေရှည်တည်တံ့သောဖွံ့ဖြိုးတိုးတက်မှုကို အကောင်အထည်ဖော်ရန်အတွက် မရှိမဖြစ် လိုအပ်သောအခန်းကဏ္ဍမှ ပါဝင်ကြောင်း၊ သို့သော် အာကာသစွန့်ပစ်ပစ္စည်းများပေါများလာခြင်း၊  အာကာသလမ်းကြောင်း ပိတ်ဆို့မှုများဖြစ်ပေါ်လာခြင်းနှင့် ၎င်းတို့၏ တိုက်မိနိုင်ခြေများ မြင့်တက် လာခြင်းတို့ကြောင့် အာကာသလုပ်ငန်းများကို ရေရှည်တည်တံ့စွာ အသုံးပြုနိုင်ရေးအတွက် ခြိမ်းခြောက်လာနေကြောင်း၊

(ခ) ဤအခြေအနေနှင့် ပတ်သက်၍ မြန်မာနိုင်ငံအနေဖြင့်အာကာသဟင်းလင်းပြင်အား ငြိမ်းချမ်းစွာ အသုံးပြုခြင်းဆိုင်ရာကော်မတီ (COPUOS) နှင့် သက်ဆိုင်ရာအဖွဲ့ခွဲများ၏ အာကာသလုပ်ငန်းများကို ရေရှည်တည်တံ့ခိုင်မြဲစေရန်နှင့် အာကာသကို တာဝန်ယူမှုရှိရှိ အသုံးပြုနိုင်စေရေး  ဆောင်ရွက်ချက်များကို ချီးကျူးဂုဏ်ပြုကြောင်း၊

(ဂ) ယခုနှစ် (၆၈) ကြိမ်မြောက် ကော်မတီအစည်းအဝေးတွင် အဖွဲ့ဝင်အသစ်အဖြစ် လျှောက်ထားမှု များနှင့် စတုတ္ထကော်မတီသို့ တင်သွင်းမည့်ဆုံးဖြတ်ချက် အဆိုမူကြမ်းများကို မြန်မာနိုင်ငံအနေ ဖြင့် မှတ်သားထားပါကြောင်း၊​ သို့သော် မြန်မာနိုင်ငံသည် COPUOS အဖွဲ့ဝင်ဖြစ်ရန် အသင့်မဖြစ် သေးကြောင်း သဘောထားကို မိမိတို့ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံး ၏ ၁၆-၆-၂၀၂၅ ရက်စွဲပါ Note Verbale No. 34/ 1001 (2025) ဖြင့် ကုလသမဂ္ဂအာကာသ ရေးရာရုံးသို့ အကြောင်းကြားထားပြီးဖြစ်ကြောင်း၊​

(ဃ) ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများအားလုံးအနေဖြင့် ပွင့်လင်းမြင်သာမှုနှင့် ရှင်းလင်းပြတ်သားမှု ရှိစေရန်အတွက် အောက်ပါအချက်များအပေါ် အခြေခံ၍ မိမိတို့၏ ရပ်တည်ချက်ကို ထပ်မံ အတည်ပြု ပြောကြားလိုပါကြောင်း-

(၁) နောက်ခံအခြေအနေများ။ မြန်မာနိုင်ငံသည် ၂၀၂၁ ခုနှစ် တရားမဝင်စစ်တပ်အာဏာသိမ်းမှုကြောင့် ဖြစ်ပွားခဲ့သော လက်နက်ကိုင် ပဋိပက္ခများတိုးလာခြင်း၊ စီးပွားရေးပြိုလဲခြင်း၊ လူသားချင်းစာနာ ထောက်ထားမှုဆိုင်ရာနှင့် လူ့အခွင့်အရေးဆိုင်ရာ အကျပ်အတည်းများကို ရင်ဆိုင်နေရကြောင်း၊ အကြမ်းဖက်စစ်အုပ်စုက အရပ်သားပြည်သူများအပေါ် ရက်စက်ကြမ်းကြုတ်မှုများကို နေ့စဉ်နှင့်အမျှ ကျူးလွန်နေကြောင်း၊ တရားမဝင် စစ်တပ်အာဏာ သိမ်းပြီး နောက်ပိုင်း၌ လူပေါင်း ၇,၄၀၀ ကျော်သေဆုံးခဲ့ပြီး၊ ရွှေ့ပြောင်းနေထိုင်သူ အရေအတွက် မှာ ၃.၆ သန်း နီးပါးအထိ တိုးလာကာ၊ ကျောင်းများ၊ ဆေးရုံများ နှင့် ဘာသာရေးအဆောက်အအုံများ အပါအဝင် ပုဂ္ဂလိကပိုင်အဆောက်အအုံ ၁၀၀,၀၀၀ ကျော် မီးရှို့ဖျက်ဆီးခံခဲ့ရကြောင်း၊ လူသားချင်းစာနာထောက်ထားမှု အကူအညီ လိုအပ်သူအရေအတွက်သည်လည်း ၂၂ သန်းနီးပါးအထိ တိုးလာခဲ့ကြောင်း၊​ ဤကိန်းဂဏန်းများသည် အခြေအနေ များ လွန်စွာဆိုးရွားမှုကို ဖော်ပြနေကြောင်း၊​

(၂) အနှစ်သာရဆိုင်ရာ ရှုထောင့်များ။ စစ်အာဏာရှင်နှင့် ငြိမ်းချမ်းစွာအသုံးပြုခြင်းဟူသော စကားရပ်များသည် တစ်ခုနှင့်တစ်ခု လုံးဝဆန့်ကျင်ဘက် ဖြစ်နေကြောင်း၊ စစ်အုပ်စုက သတင်းဆက်သွယ်ရေးနည်းပညာ၊ တိုက်လေယာဉ်ဆီ၊ အပျော်တမ်းသုံး ပါရာမော်တာ များ အပါအဝင် မည်သည့် စစ်ဘက် အရပ်ဘက် နှစ်မျိုးသုံးပစ္စည်း သဘောသဘာဝကိုမဆို လှည့်ဖျားအမြတ်ထုတ်၍ ပစ်မှတ်မခွဲခြားဘဲ အရပ်သားပြည်သူများအပေါ် အကြမ်းဖက်မှုများ ကျူးလွန်ရန် အသုံးပြုနေသည်မှာ ထင်ရှားကြောင်း၊​ အာကာသနှင့် အာကာသနည်းပညာများကို အသုံးပြုမှုတွင်လည်း အလားတူစွာပင် ဖြစ်ကြောင်း၊ အာကာသအတွင်း သွားလာနိုင်သော အဖွဲ့ဝင်နိုင်ငံအချို့သည် ထောက်လှမ်းရေးဂြိုဟ်တုများမှ ရရှိသော အချက်အလက်များကို စစ်ဘက်ဆိုင်ရာအတွက် မျှဝေခြင်းအပါအဝင် တရားမဝင် အာဏာသိမ်း စစ်တပ်နှင့် အာကာသနည်းပညာ ပူးပေါင်းဆောင်ရွက်မှုကို ပိုမို လုပ်ဆောင်ခဲ့ပြီး မြန်မာပြည်သူများအားသတ်ဖြတ်နိုင်ရန် အားပေးကူညီနေသည်ကို သိရှိရကြောင်း၊ စစ်တပ်၏ မရိုးသားသော လျှို့ဝှက်ရည်ရွယ်ချက်များဖြင့် COPUOS  သို့မဟုတ် အခြားကုလသမဂ္ဂအဖွဲ့အစည်းများကို အသုံးချ၍ ဖုံးကွယ်ရန် ကြိုးပမ်းခြင်း ကို ပြတ်ပြတ် သားသား ကန့်ကွက်ပါကြောင်း၊

(၃) လုပ်ထုံးလုပ်နည်းဆိုင်ရှာ ရှုထောင့်များ။ မြန်မာနိုင်ငံသည် COPUOS ၏ တူညီဆန္ဒဖြင့် ဆုံးဖြတ်ဆောင်ရွက်ခြင်းကို အသိအမှတ်ပြုကြောင်း၊ တစ်ချိန်တည်းမှာပင် COPUOS အဖွဲ့ဝင်အဖြစ် အဆိုပြုချက်တင်သွင်းရာတွင် သက်ဆိုင်ရာနိုင်ငံ၏ သဘောထားနှင့် သဘောတူညီချက်ကိုထည့်သွင်းစဉ်းစားရန်မှာ အရေးကြီးသည်ကို အလေးပေးပြောကြားလိုကြောင်း၊​

(င) စစ်အုပ်စုက တရားမဝင်အာဏာသိမ်းမှုကြောင့် ဖြစ်ပေါ်လာသည့် စိန်ခေါ်မှုများကြားမှပင် မြန်မာ နိုင်ငံသည် အာကာသအား ငြိမ်းချမ်းစွာအသုံးပြုခြင်းဆိုင်ရာ မူဝါဒအပေါ် ထပ်လောင်း ကတိကဝတ် ပြုကြောင်း၊​ ယခုအစည်းအဝေးတွင် ကော်မတီအဖွဲ့ဝင်သစ်များအဖြစ် လျှောက်ထားကြသော အဖွဲ့ဝင်နိုင်ငံ ၆ နိုင်ငံ၏ လျှောက်ထား မှုကို အပြည့်အဝ ထောက်ခံပါကြောင်း၊

(စ) မြန်မာနိုင်ငံအတွက်မူ လက်ရှိ ဦးစားပေးလုပ်ငန်းများမှာ အကြမ်းဖက်မှုများ ရပ်စဲရေး၊ အားလုံး ပါဝင်သောဆွေးနွေးမှုများ၊ ဒီမိုကရေစီနှင့် တရားဥပဒေစိုးမိုးရေး ပြန်လည်ထူထောင်ရေး၊ အကြမ်းဖက်စစ်အုပ်စုက စီစဉ်နေသော အတုအယောင်ရွေးကောက်ပွဲကို ငြင်းပယ်ရေး၊ စစ်အာဏာရှင်စနစ် အမြစ်ဖြတ်ရေးနှင့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေးတို့သာ ဖြစ်ကြောင်း၊

(ဆ) လူသားမျိုးနွယ်အတွက် အာကာသဟင်းလင်းပြင်၏ အရေးကြီးသော သဘောသဘာဝကြောင့် မြန်မာနိုင်ငံသည် ပြည်သူ့အာဏာနှင့် ဒီမိုကရေစီစနစ် စစ်မှန်စွာပြန်လည်ထူထောင်ပြီး စစ်ရေးနှင့် လုံခြုံရေးအဖွဲ့အစည်းများအားလုံးအရပ်သားပြည်သူများ၏ အပြည့်အဝကြီးကြပ်မှုအောက် ရောက်ရှိသည့်အချိန်အခါမှသာ COPUOS သို့ ဝင်ရောက်မည်ဖြစ်သည်ကို အသိပေးပြောကြားလိုပါကြောင်း။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Agenda Item 48:  International Cooperation in the Peaceful Uses of Outer Space

at the Eightieth Session of the UN General Assembly

Mr. Chair,

Myanmar aligns itself with the statement delivered by ASEAN.

Peaceful uses of outer space and applications of space technologies, including satellite communications, Earth observation systems and satellite navigation technologies, provide indispensable tools for the realization of sustainable development. However, the sustainable use of outer space activities is threatened by the proliferation of space debris, congestion and their growing probability of collisions.

In this regard, Myanmar commends the work of the Committee on the Peaceful Uses of Outer Space (COPUOS) and its subsidiary bodies in advancing the long-term sustainability of outer space activities and ensuring the responsible use of outer space.

Mr. Chair,

Myanmar takes note of the recent development in the membership of the Committee at its sixty-eighth session as well as the draft decisions submitted to the Fourth Committee this year.

Against this backdrop, I wish to recall our Mission’s Note Verbale No. 34/ 10 01 (2025) dated 16 June 2025, submitted to the UN Office of Outer Space Affairs, in which we informed our position that Myanmar is not ready for membership of the COPUOS.

For the sake of transparency and clarity to all UN Member States, allow me to reaffirm this position based on the following aspects:

First, contextual aspects– it is a fact that my country, Myanmar, has been undergoing an escalating armed conflict, an economic collapse, a humanitarian and human rights crisis instigated by the 2021 illegal military coup.

With every passing day, the military junta’s atrocities against the civilian population across the country continue unabated.

Since the illegal coup, over 7,400 people have been killed, the number of displaced has gone up to almost 3.6 million, over 100,000 private properties including schools, hospitals and religious building have been destroyed or burnt down, and the number of people in need of humanitarian assistance has increased to nearly 22 million. These tragic numbers speak for themselves.

Second, substantive aspects– the military junta and the peaceful uses of any item are mutually exclusive. It is well-established that the military junta exploits the duality of any good and its associated technology, including ICT, jet fuel and even recreational paramotors, to commit indiscriminate violence against civilians. The use of outer space and space technologies is no exception.

It is reported that some Member States with major space capabilities have deepened their space technology cooperation with the junta, including sharing of information captured by its reconnaissance satellites for military purposes, and thereby be enabling further the military junta to kill more people in Myanmar.

We categorically reject any attempt by the military junta to hide their ulterior sinister motives behind a smokescreen by using the COPUOS or any other UN body.

Third and last, procedural aspects– Myanmar acknowledges the longstanding approach of the COPUOS to consensus and the Vienna Spirit.

At the same time, Myanmar underscores the utmost importance of duly considering the views and consent of a country concerned in submitting a proposal for the membership of the COPOUS.

Taking this opportunity, we extend our gratitude to those Committee members for taking a principled stance and their support towards the people of Myanmar who are fighting against the inhumane military dictatorship.

In conclusion, Mr. Chair, Myanmar reiterates our commitment to the principle of the peaceful uses of outer space despite our current challenges posed by the coup. Myanmar stands ready to support the application of all six Member States in their pursuit of the peaceful uses of outer space this session.

For Myanmar, our current priority remains cessation of violence, inclusive dialogues, restoration of democracy and rule of law, rejection of the military’s planned sham election, eradication of the military dictatorship and building a federal democratic union.

Because of the importance nature of the outer space towards the humankind, Myanmar will join the Committee on the Peaceful Uses of Outer Space (COPOUS) only when the people’s power and democracy is genuinely restored and all military and security institutions are fully under the civilian oversight.
