Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the  Republic of the Union of Myanmar to the United Nations, at the General Debate of the 18th Session of the Conference of State Parties to the Convention on the Rights of Persons with Disabilities, held on 12 June 2025

သတင်းအဖြစ်ထုတ်ပြန်ချက်

မသန်စွမ်းသူများ အခွင့်အရေးဆိုင်ရာကွန်ဗင်းရှင်း အဖွဲ့ဝင်နိုင်ငံများ၏ (၁၈) ကြိမ်မြောက် ကွန်းဖရင့်၌ ကျင်းပပြုလုပ်သည့် အထွေထွေဆွေးနွေးမှုကဏ္ဍတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံရှိ မသန်စွမ်းသူများ၏ အခြေအနေမှာ ယခင်နှစ် အစည်းအဝေး အတွင်း မိမိ မိန့်ခွန်းပြောကြားခဲ့စဉ်ကထက် ဆိုးရာမှ ပိုမိုဆိုးရွားသည်အထိ ပိုမို ဆုတ်ယုတ်လာခဲ့၊ ယင်းမှာ မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်အုပ်စုမှ အရပ်သားပြည်သူများအပေါ် ရက်စက် ကြမ်းကြုတ်မှုများ ဆက်လက် ကျူးလွန်နေခြင်းကြောင့်ဖြစ်၊

လူ့အခွင့်အရေး ချိုးဖောက်မှုများနှင့် လူသားစာနာအကျပ်အတည်းများကြောင့် လည်း အချိုးမညီမျှစွာ ဆိုးကျိုး ခံစားနေသည့်အပြင် စစ်ကောင်စီမှ ကျူးလွန်သည့် အမျိုးမျိုးသော အကြမ်းဖက်မှုများ၏ နစ်နာသူများလည်းဖြစ်၊

မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်များကို ကယ်တင်နိုင်ရန် စစ်အုပ်စု၏ ရက်စက်ကြမ်းကြုတ် မှုများအား ချုပ်ငြိမ်းစေခြင်းက အရေးကြီးသည့် သော့ချက်ပင်ဖြစ်၊ ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာ အသိုက်အဝန်းအနေဖြင့် စစ်တပ်ထံသို့ လက်နက်၊ လေယာဉ်ဆီနှင့် ငွေကြေးစီးဆင်းမှုများ ဖြတ်တောက်ရေး အတွက် မိမိတို့၏ ကြိုးပမ်းအားထုတ်မှု များကို ကူညီပေးကြရန် တိုက်တွန်းပါကြောင်း ပြောကြားခဲ့

၁။        နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် မသန်စွမ်းသူများ အခွင့်အရေးဆိုင်ရာကွန်ဗင်းရှင်း အဖွဲ့ဝင်နိုင်ငံများ၏ (၁၈) ကြိမ်မြောက် ကွန်းဖရင့် (18th Session of the Conference of State Parties to the CRPD – COSP18) ကို ၁၀-၆-၂၀၂၅ ရက်နေ့မှ ၁၂-၆-၂၀၂၅ ရက်နေ့အထိ ကျင်းပပြုလုပ်ခဲ့ပါသည်။ အဆိုပါ ကွန်းဖရင့်တွင် အထွေထွေဆွေးနွေးမှု (General Discussion)၊ စကားဝိုင်းဆွေးနွေးပွဲ (Roundtable Discussion) (၃) ခုနှင့် အပြန်အလှန်ဆွေးနွေးမှု အစီအစဉ်တို့ ပါဝင်ပါသည်။

၂။         အထွေထွေဆွေးနွေးမှုကဏ္ဍတွင် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများနှင့် အစိုးရမဟုတ်သော အဖွဲ့အစည်းများက မိန့်ခွန်းများပြောကြားခဲ့ကြရာ ၁၂-၆-၂၀၂၅ ရက် (ကြာသပတေးနေ့)၊ မွန်းလွဲပိုင်းတွင် ကျင်းပပြုလုပ်သည့် အထွေထွေဆွေးနွေးမှုကဏ္ဍ၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တက်ရောက် မိန့်ခွန်းပြောကြားခဲ့ပါသည်။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ပါအချက်များ အဓိက ပါဝင်ပါ သည်-

(က)     ယခင် ကျင်းပခဲ့သည့် မသန်စွမ်းသူများ အခွင့်အရေးဆိုင်ရာကွန်ဗင်းရှင်း အဖွဲ့ဝင်နိုင်ငံများ၏ အစည်းအဝေး (၁၇) ကြိမ်တွင် အားလုံးပါဝင်သည့် အနာဂတ်များ တည်ဆောက်ရေးနှင့် တရား မျှတမှု ပိုမို ဖော်ဆောင်နိုင်ရေးတို့အတွက် တစိုက်မတ်မတ် ဆွေးနွေးခဲ့ကြောင်း၊ အဖွဲ့ဝင်နိုင်ငံများ အနေဖြင့် ကျန်းမာရေးစောင့်ရှောက်မှု၊ ပညာရေး၊ အလုပ်အကိုင်နှင့် အခြားသော မရှိမဖြစ် လိုအပ်သည့် ဝန်ဆောင်မှုများ အပါအဝင် မသန်စွမ်းသူများ၏ အခွင့်အရေးများကို ကာကွယ် စောင့်ရှောက်နိုင်ရန် ကြိုးပမ်းအားထုတ်ခဲ့ကြကြောင်း၊ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် တိုးတက်မှုများကို ဖော်ဆောင်နိုင်ခဲ့သော်လည်း မသန်စွမ်းသူများအပေါ် ထိခိုက်စေသည့် တည်ဆဲ အတားအဆီးများအား ဖယ်ရှားရာတွင် စိန်ခေါ်မှုများကို ဆက်လက် ရင်ဆိုင်ကြုံတွေ့နေရကြောင်း၊

(ခ)       မြန်မာနိုင်ငံရှိ မသန်စွမ်းသူများ၏ အခြေအနေမှာ ယခင်နှစ် အစည်းအဝေးအတွင်း မိမိ မိန့်ခွန်းပြောကြားခဲ့စဉ်ကထက် ဆိုးရာမှ ပိုမိုဆိုးရွားသည်အထိ ပိုမို ဆုတ်ယုတ်လာခဲ့ကြောင်း၊ ယင်းမှာ မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်အုပ်စုမှ အရပ်သားပြည်သူများအပေါ် ရက်စက် ကြမ်းကြုတ်မှုများ ဆက်လက်ကျူးလွန်နေခြင်းကြောင့်ဖြစ်ကြောင်း၊

(ဂ)       မြန်မာနိုင်ငံတွင် မသန်စွမ်းသူများအနေဖြင့် ယဉ်ကျေးမှုဆိုင်ရာ အမည်းစက်၊ ခွဲခြား ဆက်ဆံ ခံရခြင်း၊ ပြည့်သူ့အဆောက်အဦများအား လွယ်လင့်တကူသွားရောက်နိုင်ခြင်း မရှိခြင်း၊ ထိုက်သင့် သော ဝန်ဆောင်မှုများနှင့် ပံ့ပိုးမှုများ မရရှိခြင်း နှင့် သင့်လျော်သည့် ဥပဒေမူဘောင် လုံလောက်စွာ မရှိခြင်း ကဲ့သို့သော စိန်ခေါ်မှုများကို အချိန် ကြာမြင့်စွာ ရင်ဆိုင်နေရကြောင်း၊

(ဃ)     ၎င်းတို့အနေဖြင့် လူ့အခွင့်အရေး ချိုးဖောက်မှုများနှင့် လူသားစာနာအကျပ်အတည်းများကြောင့် လည်း အချိုးမညီမျှစွာ ဆိုးကျိုးခံစားနေသည့်အပြင် စစ်ကောင်စီမှ ကျူးလွန်သည့် အမျိုးမျိုးသော အကြမ်းဖက်မှုများ၏ နစ်နာသူများလည်းဖြစ်နေကြောင်း၊

(င)       ထို့ပြင် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ ထောက်ပံ့ကူညီမှုများနှင့် ဆေးဝါးများ ရရှိရေး၊ ပြန်လည်ထူထောင်ရေး သို့မဟုတ် အခြားသော အထောက်အကူပြု ဝန်ဆောင်မှုများကဲ့သို့သော အရေးကြီးသည့် စိန်ခေါ်မှုများကိုလည်း ယနေ့တိုင် ဖြေရှင်းနိုင်ခြင်း မရှိသေးကြောင်း၊

(စ)       ပိုဆိုးသည်မှာ မကြာသေးခင်က ဖြစ်ပွားခဲ့သည့် ငလျင်သဘာဝဘေးအန္တရာယ်က အလွန်အမင်း ထိခိုက်ပျက်စီးနှင့်ပြီးသော အခြေအနေကို သာ၍ ဆိုးရွားစေခဲ့ကြောင်း၊

(ဆ)     သို့သော်လည်း စစ်အုပ်စုကမူ အရပ်သားပြည်သူများအပေါ် ပစ်မှတ်ထား၍ ဆင်ခြင်မှု မရှိသော တိုက်ခိုက်မှုများကို ဆက်တိုက် ကျူးလွန်လျက်ရှိကြောင်း၊ စစ်တပ်က လူသားချင်းစာနာ ထောက်ထားမှု အကူအညီများ လိုအပ်နေသူများထံသို့ အသက်ကယ် အကူအညီများနှင့် လူသား စာနာ အကူအညီများ ပို့ဆောင်ရေးကိုလည်း ပိတ်ဆို့ကန့်သတ်လျက်ရှိကြောင်း၊ ၎င်းတို့သည့် လူသားချင်းစာနာထောက်ထားမှု အကူအညီများအား လက်နက်သဖွယ် နိုင်ငံရေးအသုံးချမှုများ ကိုပင် ပြောင်ပြောင်တင်းတင်း လုပ်ကိုင်ဆောင်ရွက်နေပါကြောင်း၊

(ဇ)       မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်များကို ကယ်တင်နိုင်ရန် စစ်အုပ်စု၏ ရက်စက်ကြမ်းကြုတ် မှုများအား ချုပ်ငြိမ်းစေခြင်းက အရေးကြီးသည့် သော့ချက်ပင်ဖြစ်ကြောင်း၊ သို့ဖြစ်ရာ ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်တပ်ထံသို့ လက်နက်၊ လေယာဉ်ဆီနှင့် ငွေကြေးစီးဆင်းမှုများ ဖြတ်တောက်ရေးအတွက် မိမိတို့၏ ကြိုးပမ်းအားထုတ်မှု များကို ကူညီပေးကြရန် တိုက်တွန်းလိုပါကြောင်း၊

(ဈ)      မိမိတို့ဘက်တွင်မူ အမျိုးသားညီညွတ်ရေးအစိုးရ၏ ကျန်းမာရေးဝန်ကြီးဌာနအနေဖြင့် မြန်မာနိုင်ငံ ရှိ မသန်စွမ်းသူများအား ကူညီပေးနိုင်ရန် အစွမ်းကုန် ကြိုးပမ်းလျက်ရှိကြောင်း၊ ဖွံ့ဖြိုးတိုးတက် ရေး မိတ်ဖက်များ၊ တိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများ၊ အရပ်ဘက်လူမှုအဖွဲ့အစည်း များနှင့် ဒေသခံ အသိုက်အဝန်းများနှင့် ပူးပေါင်းဆောင်ရွက်ခြင်းဖြင့် မသန်စွမ်းသူများအား ခြေလက်အင်္ဂါအတုများ တပ်ဆင်ပေးခြင်းနှင့် အခြားသော လိုအပ်သည့် ကျန်းမာရေး စောင့်ရှောက်မှုဆိုင်ရာ ဝန်ဆောင်မှုများပေးအပ်ခြင်း လုပ်ငန်းစဉ်များတွင် သိသာမြင်သာသည့် တိုးတက်မှုများ ဖော်ဆောင်နေနိုင်ပြီဖြစ်ကြောင်း၊

(ည)     ထို့ကြောင့် နိုင်ငံတကာမိတ်ဖက်များအနေဖြင့် ယင်းသို့သော ပူးပေါင်းဆောင်ရွက်မှုနှင့် ထောက်ပံ့ ကူညီမှုများကို ဆက်လက်ပေးအပ်ပေးရန် မေတ္တာရပ်ခံလိုပါကြောင်း၊

(ဋ)       မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ်နှင့် မတရား စစ်အာဏာသိမ်းမှု အပြီးတိုင် ချုပ်ငြိမ်းရေးနှင့် ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စု ထူထောင်ရေးတို့ကို ဦးစွာ အလေးထား လုပ်ဆောင် ခြင်းဖြင့် မသန်စွမ်းသူများ၏ အခွင့်အရေးများအား မြှင့်တင်၊ ကာကွယ်၊ စောင့်ရှောက်ပေး နိုင်ရေးနှင့် အသိုက်အဝန်းအားလုံးတွင် အပြည့်အဝ တန်းတူညီမျှစွာ ပါဝင်နိုင်ရေးတို့ အတွက် အခင်းအကျင်း ကို ဖန်တီးပေးနိုင်မည်ဖြစ် ပါကြောင်း။

၄။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

of the 18th Session of the Conference of State Parties to the

Convention on the Rights of Persons with Disabilities

(New York, 12 June 2025)

Mr. President,

I wish to begin by congratulating you and the bureau on your elections. I also thank your stewardship in convening this session and fostering fruitful discussions centered on the overarching theme and the three sub-themes of the Conference.

Over the past 17 sessions, the Conference has consistently strived to build a more just and inclusive future for all. Significant efforts have been made to secure the rights of persons with disabilities across vital sectors, including healthcare, education, employment and essential services. Despite this progress, the international community still faces challenges in eliminating existing barriers that impede PWDs.

Mr. President,

A year after my last report to this Conference, I regret to inform you that the situation for persons with disabilities in Myanmar has deteriorated from bad to worse, a direct consequence of the ongoing unlawful military coup and the junta’s continued atrocities against civilians.

PWDs in Myanmar continue to encounter longstanding challenges, including cultural stigmas, discrimination, inaccessible public infrastructure, lack of access to adequate services and support, and an inadequate legal framework.

They have also been disproportionately impacted by the human rights abuses and humanitarian crises.

They are often victims of multiple violences committed by the military junta.

Moreover, key challenges such as access to humanitarian assistance and medical, rehabilitation or other support services also remain unresolved.

Meanwhile, the recent deadly earthquake further compounded the already dire situation.

However, the military junta continues to launch targeted and indiscriminate attacks against the civilians. They have been imposing blockades on the access and delivery of life-saving aids and humanitarian assistance to those in need. Weaponization and politicization of humanitarian assistances and aids too are blatantly exercised.

Ending the junta’s atrocities is key for saving lives. Therefore, I urge the UN member states and the international community to help our efforts to stop the flow of weapons, jet fuel, and financial assistance to the military junta.

On our part, the Ministry of Health of the NUG has been devoted to providing as much assistance it could to the PWDs in Myanmar. Providing prosthetics and delivering other required healthcare services have borne tangible progresses building on the cooperation between relevant development partners and EROs, CSOs and local communities.

We request continued cooperation and support from the international partners in this regard.

To conclude, Mr. President, for promotion and protection of PWDs in Myanmar and for their full and equal participation in all societies, we have to create a conducive environment by first foremost ending the military dictatorship and its unlawful coup and establishing a federal democratic union.
