သတင်းအဖြစ်ထုတ်ပြန်ချက်
ပဋိပက္ခအတွင်း လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှု ပပျောက်ရေး နိုင်ငံတကာနေ့ အထိမ်းအမှတ် အဖြစ် ပြုလုပ်သည့် အစီအစဉ်တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံတွင် မတရား စစ်အာဏာသိမ်းထားသည့် ကာလတစ်လျှောက် ပဋိပက္ခအတွင်း လိင်ပိုင်းဆိုင်ရာ ကျူးလွန်မှုများမှာ အလွန်အမင်း ဆိုးရွားလာလျက်ရှိ၊

မြန်မာနိုင်ငံ ပြည်တွင်းနှင့် ပြည်ပရှိ ပြည်သူများအနေဖြင့် ယနေ့ကျရောက်သော ဒေါ်အောင်ဆန်းစုကြည်၏ အသက် (၈၀) နှစ်ပြည့် မွေးနေ့မင်္ဂလာ အထိမ်းအမှတ်ကို ၎င်းနှင့်တကွ နိုင်ငံရေးအကျဉ်းသားများ ချက်ချင်း၊ ချွင်းချက်မရှိ ပြန်လည် လွတ်မြောက်လာ စေရေး ဆုတောင်းခြင်း တောင်းဆိုခြင်း များပြုလုပ်၍ ဆင်နွှဲနေ၊
မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ်၊ မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်မှ နှစ်ပေါင်းရှည်ကြာ အကျိုးခံစားနေသည့် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်တို့အား အပြီးတိုင် ချုပ်ငြိမ်းနိုင်မှသာလျှင် ပဋိပက္ခ အတွင်း လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုများ ပပျောက်နိုင်မည်ဖြစ်ကြောင်း ပြောကြားခဲ့

၁။ (၁၁) ကြိမ်မြောက် ပဋိပက္ခအတွင်း လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှု ပပျောက်ရေး နိုင်ငံတကာနေ့ အထိမ်းအမှတ် အစီအစဉ်ကို “Breaking the Cycle, Healing the Scars: Addressing the Intergenerational Effects of Conflict-Related Sexual Violence (CRSV)” ခေါင်းစဉ်ဖြင့် ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ်၏ ပဋိပက္ခအတွင်းလိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုဆိုင်ရာ အထူးကိုယ်စားလှယ်ရုံး (Office of the SRSG on Sexual Violence in Conflict)၊ ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ်၏ ကလေးသူငယ်များနှင့် လက်နက်ကိုင်ပဋိပက္ခဆိုင်ရာ အထူးကိုယ်စားလှယ်ရုံး (Office of the SRSG for Children and Armed Conflict) နှင့် ကုလသမဂ္ဂဆိုင်ရာ အာဂျင်နီးနား အမြဲတမ်းကိုယ်စားလှယ် အဖွဲ့ရုံးတို့မှ ပူးတွဲကြီးမှူးကာ ၁၉-၆-၂၀၂၅ ရက် (ကြာသပတေးနေ့)၊ နံနက် (၁၀၀၀) နာရီတွင် ကျင်းပခဲ့ပါသည်။
၂။ အဆိုပါ အစီအစဉ်တွင် SRSG on Sexual Violence in Conflict ဖြစ်သူ Ms. Pramila Patten၊ SRSG for Children and Armed Conflict ဖြစ်သူ Ms. Virginia Gamba တို့အပြင် Commissioner at the Combating Violence Against Women and Children Commission မှ ကိုယ်စားလှယ်၊ ဆူဒန်မှ အသက်ရှင် ကျန်နေသူ တစ်ဦး၊ Founder and General Coordinator of the feminist organizationမှ ကိုယ်စားလှယ်၊ UN Action network ကိုယ်စား ကိုယ်စားလှယ်တစ်ဦး၊ NGO Working Group on Women, Peace and Security မှ အမှုဆောင်ညွှန်ကြားရေးမှူးနှင့် လူငယ်ရေးရာနှင့်ပတ်သက်၍ African Union Envoy ဟောင်း၊ Nalafem တည်ထောင်သူ၊ ပဋိပက္ခအတွင်း လိင်ပိုင်းဆိုင်ရာအကြမ်းဖက်မှုတိုက်ဖျက်ရေးအတွက် Global Champion ဖြစ်သူ တို့က ဆွေးနွေးသူများအဖြစ် တက်ရောက်ဆွေးနွေးခဲ့ကြပါသည်။
၃။ ထို့ပြင် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံ (၂၀) ကျော်မှ လည်းပါဝင်ဆွေးနွေးခဲ့ကြရာ၊ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းလည်း တက်ရောက် ဆွေးနွေးခဲ့ပါသည်။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) မြန်မာနိုင်ငံတွင် မတရား စစ်အာဏာသိမ်းထားသည့် ကာလတစ်လျှောက် ပဋိပက္ခအတွင်း လိင်ပိုင်းဆိုင်ရာ ကျူးလွန်မှုများမှာ အလွန်အမင်း ဆိုးရွားလာလျက်ရှိသောကြောင့် ယနေ့ ဆွေးနွေး သည့် အကြောင်းအရာသည် မြန်မာနိုင်ငံနှင့် အထူးကိုက်ညီမှုရှိပါကြောင်း၊
(ခ) စစ်အုပ်စု သည် လွန်ခဲ့သော (၄) နှစ်ကျော်ကာလအတွင်း၌ နိုင်ငံတကာ လူသားချင်းစာနာ ထောက်ထားမှု ဆိုင်ရာဥပဒေ၊ နိုင်ငံတကာလူ့အခွင့်အရေးဥပဒေတို့ကို ပြောင်ပြောင်တင်းတင်း ချိုးဖောက်ခဲ့ပြီး ပြည်တွင်း တရားဥပဒေစိုးမိုးရေးကိုလည်း လုံးဝ ပျက်သုဉ်းစေခဲ့ကြောင်း၊
(ဂ) စစ်အုပ်စုနှင့် ၎င်းတို့နှင့်ဆက်စပ်၊ ပတ်သက်၊ ယှက်နွယ်နေသူများက လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက် မှုများနှင့် အခြားသော ထိတ်လန့်ဖွယ်ကောင်းသည့် အကြမ်းဖက်မှုများကို စနစ်တကျ ကျူးလွန် လျက်ရှိကြောင်း၊
(ဃ) နစ်နာရသည့် သားကောင်းများမှာ အမျိုးသမီးများ၊ မိန်းကလေးငယ်များ၊ အမျိုးသားများနှင့် ယောက်ျားလေးငယ်များသာမက LGBTIQ များ၊ နိုင်ငံရေးတက်ကြွလှုပ်ရှားသူများနှင့် ဒီမိုကရေစီ ထောက်ခံသူများလည်း ပါဝင်ကြောင်း၊ စစ်အုပ်စု၏ သားကောင်းများတွင် အသက်အရွယ် အငယ်ဆုံး (၄) နှစ်မှ အသက်အကြီးဆုံး (၈၄) နှစ် အထိ ပါဝင်ကြောင်း၊
(င) စစ်အုပ်စုက ရာဇဝတ်မှုများ ကျူးလွန်ရာတွင် အတင်းအကျပ် ဖော်ချွတ်ရန် ခိုင်းစေခြင်း၊ လိင်ပိုင်း ဆိုင်ရာ ပျက်ရယ်လှောင်ပြောင်မှုပြုခြင်း၊ ထိန်းသိမ်းဖမ်းဆီးထားစဉ် ညှဉ်းပန်းနှိပ်စက် ခြင်း စသည့် ပုံစံ အမျိုးမျိုးကို ကျင့်သုံးကြောင်း၊ ထိုမျှမက ရာဇဝတ်ကောင်များအနေဖြင့် အဓမ္မပြုကျင့်ခြင်းနှင့် အုပ်စုလိုက် အဓမ္မပြုကျင့်ခြင်းတို့ကို စစ်နည်းဗျူဟာ၊ စစ်လက်နက်အဖြစ် အစဉ်တစိုက် အသုံးချ လာလျက်ရှိကြောင်း၊ စိတ်ပိုင်းဆိုင်ရာ ထိခိုက်မှုများသည် အသက်ရှင်သန်နေသည့် သားကောင် များ သာမက ၎င်းတို့၏ မိသားစုဝင်များ၊ မိတ်ဆွေများလည်း ပါဝင်ကြသည်ကို တွေ့ရှိရကြောင်း၊
(စ) သို့သော်လည်း စစ်တပ်မှ ကျူးလွန်သည့် အကြမ်းဖက်မှုများသည် ဤနေရာ၌ပင် ရပ်တန့်နေခြင်း မရှိကြောင်း၊
(ဆ) တရားလက်လွတ် ဖမ်းဆီးချုပ်နှောင်ခြင်း၊ ညှဉ်းပန်းနှိပ်စက်ခြင်း၊ ဥပဒေမဲ့ ကွပ်မျက်စီရင်ခြင်းနှင့် လေကြောင်းမှ ဗုံးကြဲတိုက်ခိုက်မှုများ တိုးမြှင့်လုပ်ဆောင်ကာ လူနေအိမ်များ၊ ကျေးရွာများ၊ အရပ်သားများနှင့် အရပ်သားအဆောက်အအုံများကို ဖျက်ဆီးခြင်း စသည့် ကြီးလေးသော ချိုးဖောက်မှုများကိုလည်း နိုင်ငံတစ်နံတစ်လျား၌ နေ့စဉ်ကျူးလွန်ကာ ပြည်သူများကို ကြီးမား သည့် ဒုက္ခဆင်းရဲ ခံစားစေလျက်ရှိကြောင်း၊
(ဇ) နိုင်ငံတော်သမ္မတ ဦးဝင်းမြင့်နှင့် နိုင်ငံတော်အတိုင်ပင်ခံပုဂ္ဂိုလ် ဒေါ်အောင်ဆန်းစုကြည်တို့ အပါအဝင် နိုင်ငံရေးခေါင်းဆောင်အများစုကိုလည်း အကျဉ်းထောင်များ၌ ဆက်လက် ဖမ်းဆီး ထိန်းသိမ်းထားကြောင်း၊
(ဈ) စင်စစ်အားဖြင့် ယနေ့သည် ဒေါ်အောင်ဆန်းစုကြည်၏ အသက် (၈၀) ပြည့် မွေးနေ့ဖြစ်ကြောင်း၊ မြန်မာနိုင်ငံ ပြည်တွင်းနှင့် ပြည်ပရှိ ပြည်သူများအနေဖြင့် ဒေါ်အောင်ဆန်းစုကြည်၏အသက် (၈၀) နှစ်ပြည့် မွေးနေ့မင်္ဂလာ အထိမ်းအမှတ်ကို ၎င်းနှင့်တကွ နိုင်ငံရေးအကျဉ်းသားများ ချက်ချင်း၊ ချွင်းချက်မရှိ ပြန်လည် လွတ်မြောက်လာ စေရေး ဆုတောင်းခြင်း တောင်းဆိုခြင်း များပြုလုပ်၍ ဆင်နွှဲနေကြကြောင်း၊
(ည) အမျိုးသားညီညွတ်ရေးအစိုးရ၏ အမျိုးသမီး၊ လူငယ်နှင့် ကလေးသူငယ်ရေးရာဝန်ကြီးဌာနက လိင်ပိုင်းဆိုင်ရာအကြမ်းဖက်မှုပပျောက်ရေးနိုင်ငံတကာနေ့အထိမ်းအမှတ်အဖြစ် ယခုကဲ့သို့ အရေးပါသော အကြောင်းအရာအား ပိုမို နိုးကြားသတိပြုမိစေရန် ပညာပေးအိတ်ဆောင်စာအုပ် ကို ထုတ်ဝေခဲ့ပါကြောင်း၊
(ဋ) မိမိတို့ ပေးလိုသော သတင်းစကားမှာ ရှင်းလင်းကြောင်း၊ အနာဂတ် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုသည် လူ့အခွင့်အရေးများနှင့် နိုင်ငံတကာလူသားချင်းစာနာထောက်ထားမှုဥပဒေ တို့အား စွဲမြဲစွာကိုင်ဆောင်သွားရန်နှင့် လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှု အပါအဝင် ဥပဒေမဲ့ အကြမ်းဖက်မှုများ မတိုးပွားစေရေးအတွက် ကြိုတင်ကာကွယ်ရန် ကတိကဝတ်ပြုကြောင်း၊
(ဌ) ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ပြဿနာ၏ ဇစ်မြစ်ကို ဖြေရှင်းရန် ပြတ်သားစွာ ဆုံးဖြတ် ဆောင်ရွက်ရမည်ဖြစ်ကြောင်း၊
(ဍ) မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ်၊ မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်မှ နှစ်ပေါင်းရှည်ကြာ အကျိုးခံစားနေသည့် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်တို့အား အပြီးတိုင် ချုပ်ငြိမ်းနိုင်မှသာလျှင် ပဋိပက္ခ အတွင်း လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုများ ပပျောက်နိုင်မည်ဖြစ်ကြောင်း၊
(ဎ) လူသားဂုဏ်သိက္ခာသည် စစ်လက်နက်တစ်ခု မဟုတ်ဘဲ မိမိတို့ အားလုံးမှ အချိန်တိုင်း၊ နေရာတိုင်း အထူးသဖြင့် ပဋိပက္ခဖြစ်ပွားနေသည့် အခြေအနေများတွင် အလေးထား စောင့်ထိန်း လိုက်နာ ရမည့် အခြေခံ စည်းမျဉ်းတစ်ခုဖြစ်ကြောင်း။
၅။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်ဆွေးနွေးမှု အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Thank you, Mr. Moderator.
I would like to express my sincere appreciation to the Permanent Mission of Argentina and other co-hosts for organizing this important event, bringing together compelling statements from the SRSG Ms. Pramila Patten, SRSG Ms. Virginia Gamba and powerful insights from the panelists.
Today’s topic resonates with Myanmar, where Conflict-Related Sexual Violence (CRSV) has dramatically worsened throughout the unlawful military coup.
For over 4 years, the military junta has flagrantly violated international humanitarian law and international human rights law and completely dismantled the rule of law at the national level.
The military junta’s forces and affiliates have systematically perpetrated sexual violence and other horrific abuses.
Victims include not only women, girls, men, and boys, but also LGBTQI individuals, political activists, and pro-democracy supporters, aging from as young as 4 year-old to as old as 84 year-old. Moreover, all people particularly pregnant women, mothers, those with mental health issues, disabled women, underage girls, orphans, and the poor face heightened risks.
The violence takes many forms, including forced nudity, sexual humiliation, and torture in detention facilities. Rape and gang rape have become established tactics and weapons of war for the perpetrators. Psycho social impacts of such CRSV have been witnessed not only on survivals but also on their family members and friends.
But the military junta's violent extends beyond this.
Other grave violations, including arbitrary arrests, torture, extrajudicial killings, and the destruction of homes and villages through intensification of indiscriminate aerial bombings on civilians and civilian infrastructure continue to prevail across the country on a daily basis, causing immense human suffering.
Many political leaders including State Counsellor Daw Aung San Suu Kyi and President U Win Myint are still prisons. Today is the 80th Birthday of Daw Aung San Suu Kyi. People inside and outside the country are celebrating her 80th birthday by praying and demanding for her immediate and unconditional release as well as all political prisoners.
Mr. Moderator,
In commemoration of the International Day for the Elimination of Sexual Violence in Conflict, the Ministry of Women, Children and Youth Affairs of the NUG has launched an educational handbook to raise awareness about this critical issue.
Our message is clear: a future federal democratic union is committed to uphold human rights and international humanitarian law and prevent further incitement of violence, including sexual violence.
Therefore, the international community needs to act decisively in addressing the root cause of the issue.
The elimination of CRSV in Myanmar will not be possible unless we unite to ending the military dictatorship, its unlawful military coup and decades long impunity.
Human dignity is not a weapon of war but a fundamental principle strictly adhered to by all at every time, everywhere especially in conflict situations.
