သတင်းအဖြစ်ထုတ်ပြန်ချက်

ကုလသမဂ္ဂ လူမှုရေး၊ လူသားချင်းစာနာထောက်ထားမှုနှင့် ယဉ်ကျေးမှုကော်မတီတွင် လူမှုရေးဖွံ့ဖြိုးတိုးတက်မှု ခေါင်းစဉ်ဖြင့် အထွေထွေ မိန့်ခွန်းပြောကြားမှု အစီအစဉ်၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက ပြည်သူများအနေဖြင့် မျိုးစုံသော အခက်အခဲများ ကြုံတွေ့နေရသည့်တိုင် စစ်တပ်က ပြည်သူများ အပေါ်တွင် လူမဆန်သော ရာဇဝတ်မှုများကို ဆက်လက် ကျူးလွန်လျက်ရှိ၊ အသိုက်အဝန်းများအားလုံးအနေဖြင့် စစ်တပ်၏ လေကြောင်းတိုက်ခိုက်မှု၊ ကျေးရွာများ မီးရှို့ဖျက်ဆီးမှုနှင့် အတင်းအကျပ် နေရပ်စွန့်ခွာစေမှုတို့ဖြင့် စုပေါင်းဒဏ်ခတ်ခံနေရ၊ အဆိုပါလုပ်ရပ်များသည် သီးခြားဖြစ်စဉ်များမဟုတ်ဘဲ စစ်တပ်မှ ၎င်းတို့အား ဆန့်ကျင်သူများ၏အသံကို ဆိတ်သုဉ်းစေရန်နှင့် ပြည်သူ့ဆန္ဒအား ရည်ရွယ်ချက်ရှိရှိ ဖိနှိပ်ရန် စနစ်တကျ မဟာဗျူဟာချ ကျူးလွန်နေသည့် လုပ်ငန်းစဉ်များ၏ တစိတ်တပိုင်းသာဖြစ်၊

အောက်တိုဘာလ ၆ ရက်နေ့ ဗုဒ္ဓဘာသာဝင်တို့၏ နေ့ထူးနေ့မြတ်နေ့တွင် စစ်ကိုင်းတိုင်းဒေသကြီး၊ ချောင်းဦးမြို့နယ်အတွင်းရှိ ပြည်သူများက စစ်တပ်၏ အဓမ္မတပ်သားစုဆောင်းမှုနှင့် အတုအယောင် ရွေးကောက်ပွဲအား ဆန့်ကျင် သပိတ်မှောက်သည့်အနေဖြင့် ဆီမီးများ ထွန်းညှိကာ ငြိမ်းချမ်းစွာ ဆန္ဒထုတ်ဖော်နေသည့်နေရာသို့ စစ်တပ်က ပါရာမော်တာသုံး၍ ဗုံးကြဲတိုက်ခိုက်ခဲ့၊

ထိုဖြစ်စဉ်တွင် အမျိုးသမီးများနှင့် ကလေးငယ်များ အပါအဝင် အရပ်သား အယောက် ၂၀ ခန့်အသက်သေဆုံးခဲ့ရပြီး ပြည်သူ အမြောက်အများ ပြင်းထန်စွာ ထိခိုက်ဒဏ်ရာရရှိခဲ့၊

စစ်အုပ်စုအနေဖြင့်လည်း နိုင်ငံတစ်ဝန်းလုံးရှိ ပြည်သူပြည်သားများအပေါ်တွင် အကြောက်တရား စိုးမိုးစေရန် ၎င်းတို့ ပြင်ဆင်နေသည့် အတုအယောင်ရွေးကောက်ပွဲ မတိုင်မီ ယင်းသို့သော ရက်စက်ကြမ်းကြုတ်မှုများကို အသေအချာ တွက်ချက်၍ ကျူးလွန်နေခြင်းက သိသာမြင်သာ ထင်ရှား၊

နိုင်ငံတကာအသိုက်အဝန်းမှ ယခုကဲ့သို့ မလှုပ်မယှက် ဆက်လက်ပြုမှုနေမှုနှင့် အချို့နိုင်ငံများကလည်း စစ်တပ်အား ကျောထောက်နောက်ခံပြု ပံ့ပိုးပေးနေမှုတို့အပေါ်  စစ်အုပ်စုက အခွင့်ကောင်းယူကာ ပြစ်ဒဏ်ကင်းလွတ်ခွင့်ကို ဆက်၍သာ အကျိုးခံစားနေမည်ဖြစ်ပြီး ပြည်သူများအပေါ် ရက်စက်လွန်းသည့် စစ်မက်များကို ဆက်၍ဆက်၍သာ တိုးချဲ့ ကျူးလွန်နေမည့်အချက်က မြေကြီး လက်ခတ် မလွဲပေ၊

မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်အား ကယ်တင်ရန်နှင့် တိုင်းပြည်အခြေအနေအား ပြန်လည် ကောင်းမွန်စေရန် မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ်အား အပြီးတိုင်ချုပ်ငြိမ်းစေ၍

ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စု တည်ထောင်နိုင်ရေးက အခရာကျ၊ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် နိုင်ငံရေးဆန္ဒသာ ဦးထိပ်ထားမည်ဆိုပါက အဖက်ဖက်မှ နည်းလမ်းအစုံအလင်ဖြင့်

ထိရောက်စွာ လုပ်ဆောင်ပေးနိုင်မည်ဖြစ်ကြောင်း ပြောကြားခဲ့

 (နယူးယောက်မြို့၊ ၂၀၂၅ ခုနှစ်၊ အောက်တိုဘာလ ၉ ရက်)

၁။ ကုလသမဂ္ဂ လူမှုရေး၊ လူသားချင်းစာနာထောက်ထားမှုနှင့် ယဉ်ကျေးမှုရေးရာကော်မတီ (တတိယကော်မတီ) တွင် လူမှုရေးဖွံ့ဖြိုးတိုးတက်မှု (Social Development) ခေါင်းစဉ်အောက်၌ အထွေထွေမိန့်ခွန်း ပြောကြားမှု အစီအစဉ်ကို   ၉-၁၀-၂၀၂၅ ရက် (ကြာသပတေးနေ့)၊ နံနက် (၁၁း၀၀) နာရီတွင် ကျင်းပခဲ့ပါသည်။

၂။ အဆိုပါ အစီအစဉ်တွင် မြန်မာနိုင်ငံ အပါအဝင် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ ပါဝင်၍ မိန့်ခွန်းများ ပြောကြားခဲ့ပြီး လူမှုရေးဖွံ့ဖြိုးတိုးတက်မှုဖော်ဆောင်မှုနှင့်စပ်လျဉ်း၍ ကမ္ဘာ့နိုင်ငံများရင်ဆိုင်နေရသည့် အခြေအနေများ၊ နိုင်ငံအလိုက် ဖြတ်သန်းနေရသည့် စိန်ခေါ်မှုများနှင့် အမျိုးသားရေးအဆင့် အကောင်အထည်ဖော်ဆောင်မှု အနေအထားများ၊ နိုင်ငံတကာအသိုက်အဝန်းမှ ဝိုင်းဝန်းလုပ်ဆောင်ရေး အကြံပြုချက်များနှင့် တောင်းဆိုချက်များကို ဆွေးနွေးခဲ့ကြပါသည်။

၃။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းကလည်း ၎င်း၏ မိန့်ခွန်းတွင် အောက်ပါအချက်များကို အလေးထား ဆွေးနွေးခဲ့ပါသည်-

(က) တရားမျှတမှုရှိရေး၊ ငြိမ်းချမ်းရေးနှင့် တန်းတူညီမျှရေးတို့ ဖော်ဆောင်ပေးသည့် လူမှုရေး ဖွံ့ဖြိုး တိုးတက်ရေးသည် ကမ္ဘာ့အကျပ်အတည်းများကြောင့် မှေးမှိန်လာသကဲ့သို့ ယခင် ဆယ်စုနှစ်များအတွင်း ဖော်ဆောင်နိုင်ခဲ့သည့် တိုးတက်မှုများသည်လည်း နောက်ပြန်ဆုတ်သည့်အနေအထားသို့ ရောက်ရှိကာ တိုးတက်မှုများ သိသိသာသာပင် နှေးကွေးလာလျက်ရှိကြောင်း၊

(ခ) မြန်မာနိုင်ငံ၏ အခင်းအကျင်းသည် ယင်းသို့သောဖြစ်စဉ်များကို ထင်သာမြင်သာရှိစွာ ပြသပေးနေသည့် သာဓကဖြစ်စဉ်တစ်ခုပင် ဖြစ်ကြောင်း၊

(ဂ) မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလအတွင်း မတရား စစ်အာဏာသိမ်းခဲ့ချိန်မှစတင်၍ မြန်မာပြည်သူပြည်သားများအနေဖြင့် ဖွံ့ဖြိုးတိုးတက်မှု၊ ဒီမိုကရေစီ၊ အခြေခံအခွင့်အရေးမျာနှင့် လူသားဂုဏ်သိက္ခာတို့ကို စနစ်တကျ ငြင်းပယ်ခံနေရကြောင်း၊

(ဃ) အများစုမှာ လူမှုရေးလုံခြုံမှု မရှိခြင်းနှင့် ယဉ်ကျေးမှု၊ နိုင်ငံရေးနှင့် အရပ်ဘက်နယ်ပယ်များတွင် ပါဝင်လှုပ်ရှားခွင့် မရှိခြင်းတို့အပြင် အခြေခံဝန်ဆောင်မှုများ ရရှိခွင့်မှလည်း ပိတ်ပင်ခံရမည့် ကြီးလေးသော အန္တရာယ်နှင့် ရင်ဆိုင်နေရကြောင်း၊

(င) ကုလသမဂ္ဂဖွံ့ဖြိုးမှုအစီအစဉ်၏ထုတ်ပြန်ချက်အရ မြန်မာနိုင်ငံရှိ လူငယ် ၄ ဦးလျှင်တစ်ဦးက အလုပ်အကိုင်မဲ့ဖြစ်နေပြီး အသက် ၁၈ နှစ်မှ ၂၄ နှစ်အကြား လူငယ်များတွင် ၄ ဦးလျှင် ၃ ဦးက စီးပွားရေးလိုအပ်ချက်၊ ရပိုင်ခွင့် အတားအဆီးများရှိခြင်းနှင့် မတည်ငြိမ်မှုတို့ကြောင့် ကျောင်းထွက်ထားရကြောင်း၊

(စ) ထို့ပြင် တစ်နိုင်ငံလုံးအတိုင်းအတာဖြင့် လူဦးရေ၏ထက်ဝန့်ခန့်ကလည်း တိုင်းပြည်၏ ဆင်းရဲ နွမ်းပါးမှုမျဉ်းအောက် ကျရောက်နေပြီး ၃.၆ သန်းသော ပြည်သူများမှာ နေရပ်စွန့်ခွာသူများ ဖြစ်ကာ ၂၂ သန်းခန့်သော ပြည်သူများမှာလည်း လူသားချင်းစာနာထောက်ထားမှုအကူအညီများကို အထူး လိုအပ်လျက်ရှိကြောင်း၊

(ဆ) ပြည်သူများအနေဖြင့် ထိုသို့သောအခက်အခဲများ ကြုံတွေ့နေရသည့်တိုင် စစ်တပ်က ပြည်သူ များအပေါ်တွင် လူမဆန်သောရာဇဝတ်မှုများကို ဆက်လက်ကျူးလွန်လျက်ရှိကြောင်း၊ အသိုက်အဝန်းများအားလုံးအနေဖြင့် စစ်တပ်၏ လေကြောင်းတိုက်ခိုက်မှု၊ ကျေးရွာများ မီးရှို့ဖျက်ဆီးမှုနှင့် အတင်းအကျပ် နေရပ်စွန့်ခွာစေမှုတို့ဖြင့် စုပေါင်းဒဏ်ခတ်ခံနေရကြောင်း၊

(ဇ) အဆိုပါ လုပ်ရပ်များသည် သီးခြားဖြစ်စဉ်များမဟုတ်ဘဲ စစ်တပ်မှ ၎င်းတို့အား ဆန့်ကျင်သူ များ၏ အသံကို ဆိတ်သုဉ်းစေရန်နှင့် ပြည်သူ့ဆန္ဒအား ရည်ရွယ်ချက်ရှိရှိ ဖိနှိပ်ရန် စနစ်တကျ မဟာဗျူဟာချ ကျူးလွန်နေသည့် လုပ်ငန်းစဉ်များ၏ တစိတ်တပိုင်းသာဖြစ်ကြောင်း၊

(ဈ) ဤနေရာတွင် မိမိအနေဖြင့် စို့နင့်ကြေကွဲနေသည့် စိတ်ဖြင့် မကြာသေးမီက ဖြစ်ပွားခဲ့သော ဖြစ်စဉ်နှင့်ပတ်သက်၍ မျှဝေလိုကြောင်း၊

(ည) အောက်တိုဘာလ ၆ ရက်နေ့ ဗုဒ္ဓဘာသာဝင်တို့၏ နေ့ထူးနေ့မြတ်နေ့တွင် စစ်ကိုင်းတိုင်းဒေသကြီး၊ ချောင်းဦးမြို့နယ်အတွင်းရှိ ပြည်သူများက စစ်တပ်၏ အဓမ္မတပ်သား စုဆောင်းမှုနှင့် အတုအယောင် ရွေးကောက်ပွဲအား ဆန့်ကျင်သပိတ်မှောက်သည့်အနေဖြင့် ဆီမီးများ ထွန်းညှိကာ ငြိမ်းချမ်းစွာ ဆန္ဒထုတ်ဖော်နေသည့် နေရာသို့ စစ်တပ်က ပါရာမော်တာသုံး၍ ဗုံးကြဲတိုက်ခိုက်ခဲ့ကြောင်း၊ ထိုဖြစ်စဉ်တွင် အမျိုးသမီးများနှင့် ကလေးငယ်များ အပါအဝင် အရပ်သား အယောက် ၂၀ ခန့်အသက်သေဆုံးခဲ့ရပြီး ပြည်သူ အမြောက်အများ ပြင်းထန်စွာ ထိခိုက်ဒဏ်ရာ ရရှိခဲ့ကြကြောင်း၊

(ဋ) ဤနေရာတွင် ပါရာမော်တာဟူသည် ပုဂ္ဂိုလ်ရေးအရ တစ်ကိုယ်စာ အသုံးပြုမည်ဆိုပါက စိတ်အပန်းဖြေခြင်းနှင့် အားကစားတစ်ရပ်သဖွယ် အသုံးပြုရသည့်ပစ္စည်း ဖြစ်ကြောင်း၊ စစ်ရေး၊ နည်းပညာပိုင်းအရ အသုံးပြုမည်ဆိုပါက လျှို့ဝှက်လှုပ်ရှားမှုများနှင့် ကယ်ဆယ်ရေးကိစ္စရပ်များအတွက် အသုံးပြုရသည့်ပစ္စည်းဖြစ်ကြောင်းကို အလေးအနက်ထား ပြောကြားလိုကြောင်း၊

(ဌ) လူမဆန်သည့် စစ်အုပ်စုကမူ အရပ်သားပြည်သူလူထုအပေါ်တွင် ပေါက်ကွဲစေသည့် လက်နက် များ ပစ်ချရန်အတွက် ရည်ရွယ်ချက်ရှိရှိ အသုံးချခဲ့ကြောင်း၊ ယင်းလုပ်ရပ်မှာ အပြည်ပြည်ဆိုင်ရာ လူသားချင်းစာနာထောက်ထားမှုဥပဒေအား ကြီးလေးစွာ ပြောင်ပြောင်တင်းတင်း ချိုးဖောက်ခြင်း မည်ပြီး စစ်ရာဇဝတ်မှုနှင့် လူသားမျိုးနွယ်အပေါ်ကျူးလွန်သည့် ရာဇဝတ်မှုမြောက်ကြောင်း၊

(ဍ) ကုလသမဂ္ဂလူ့အခွင့်အရေးဆိုင်ရာ မဟာမင်းကြီးရုံးအနေဖြင့်လည်း စစ်တပ်က အဆိုပါနည်းလမ်းကို အကြိမ်အရေအတွက်တိုးမြှင့်၍ မြန်မာပြည်သူများအပေါ် တိုက်ခိုက်လျက်ရှိကြောင်းကို သတိပေးထားပါကြောင်း၊

(ဎ) စစ်အုပ်စုအနေဖြင့်လည်း နိုင်ငံတစ်ဝန်းလုံးရှိပြည်သူပြည်သားများအပေါ်တွင် အကြောက်တရား စိုးမိုးစေရန် ၎င်းတို့ ပြင်ဆင်နေသည့် အတုအယောင်ရွေးကောက်ပွဲ မတိုင်မီ ယင်းသို့သော ရက်စက်ကြမ်းကြုတ်မှုများကို အသေအချာတွက်ချက်၍ ကျူးလွန်နေခြင်းက သိသာမြင်သာ ထင်ရှားပါကြောင်း၊

(ဏ) သို့ဖြစ်ရာ မြန်မာနိုင်ငံတွင် စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုများကြောင့် ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေး ကင်းမဲ့နေချိန်၌ ပြည်သူတစ်ရပ်လုံးအတွက် လူမှုရေးဖွံ့ဖြိုးတိုးတက်မှုကို မည်သို့မျှ မျှော်မှန်း၍ မရနိုင်ပါကြောင်း၊

(တ) ထိုမျှမက စစ်တပ်၏ လေကြောင်းတိုက်ခိုက်မှုများသည် မိမိတို့ ပြည်သူများ နေ့စဉ်ကြုံတွေ့နေရသည့် လက်ငင်းခြိမ်းခြောက်မှုဖြစ်ကြောင်း၊ ယင်းလေကြောင်းရန်အား ကြိုတင် အသိပေးလှုံ့ဆော်နိုင်မည့် ကွန်ယက်များ ရှာဖွေရေး၊ စစ်တပ်၏ လုပ်ကိုင်နိုင်စွမ်းအား ရပ်တန့်နိုင်ရေးနှင့် စစ်တပ်၏ ဗုံးကြဲတိုက်ခိုက်မှုရန်စွယ်မှ ကာကွယ်ပေးနိုင်မည့် ဗုံးခိုကျင်းများ တူးဖော်တည်ဆောက်ရေးတို့ကသာလျှင် မိမိတို့ပြည်သူများ အသက်ရှင်နေထိုင်ရေးအတွက် ဦးစားပေးလုပ်ဆောင်နေရသည့် လုပ်ငန်းစဉ်များ ဖြစ်လာလျက်ရှိကြောင်း၊

(ထ) ပြည်သူများအတွက် အန္တရာယ်သည် မှန်းဆ၍မရနိုင်အောင် မြင့်မားနေပြီဖြစ်ကြောင်း၊

(ဒ) နိုင်ငံတကာအသိုက်အဝန်းမှ ယခုကဲ့သို့ မလှုပ်မယှက်ဆက်လက်ပြုမှုနေမှုနှင့် အချို့နိုင်ငံများက လည်း စစ်တပ်အား ကျောထောက်နောက်ခံပြု ပံ့ပိုးပေးနေမှုတို့အပေါ် စစ်အုပ်စုက အခွင့်ကောင်း ယူကာ ပြစ်ဒဏ်ကင်းလွတ်ခွင့်ကို ဆက်၍သာ အကျိုးခံစားနေမည်ဖြစ်ပြီး ပြည်သူများအပေါ် ရက်စက်လွန်းသည့် စစ်မက်များကို ဆက်၍ဆက်၍သာ တိုးချဲ့ ကျူးလွန်နေမည့်အချက်က မြေကြီးလက်ခတ် မလွဲကြောင်း၊

(ဓ) မိမိတို့အနေဖြင့် မြန်မာနိုင်ငံတွင် စစ်အုပ်စုမှ ထိုသို့ လူမဆန်စွာပြုမူနေသည့် လုပ်ရပ်များ တိုးချဲ့ လုပ်ဆောင်နေခြင်း ခွင့်မပြုသင့်တော့ပါကြောင်း၊

(န) မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်အား ကယ်တင်ရန်နှင့် တိုင်းပြည်အခြေအနေအား ပြန်လည် ကောင်းမွန်စေရန် မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ်အား အပြီးတိုင် ချုပ်ငြိမ်းစေ၍ ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စု တည်ထောင်နိုင်ရေးက အခရာကျကြောင်း၊

(ပ) နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် နိုင်ငံရေးဆန္ဒသာ ဦးထိပ်ထားမည်ဆိုပါက အဖက်ဖက်မှ နည်းလမ်းအစုံအလင်ဖြင့် ထိရောက်စွာ လုပ်ဆောင်ပေးနိုင်မည်ဖြစ်ကြောင်း၊

(ဖ)       လုံခြုံရေးကောင်စီအနေဖြင့်လည်း မြန်မာနိုင်ငံအရေးကိစ္စ တစ်စုံလုံးကို နိုင်ငံတကာရာဇဝတ်ခုံရုံး သို့ တင်သွင်းခြင်းအားဖြင့် အရေးပါသည့် အခန်းကဏ္ဍမှ ပါဝင်ပေးနိုင်ကြောင်း၊

(ဗ)       အချိန်ကြာကြာ မဆွဲသင့်တော့ပါကြောင်း။

၄။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mr. Chair,

On this agenda, Myanmar aligns with the statements delivered by ASEAN and the G-77 and China, respectively.

Mr. Chair,

Indeed, the world today stands at a critical crossroad, facing a global development emergency.

The concept of social development, which is the global pursuit to a just, peaceful and equitable world, has been severely overshadowed and undermined by a convergence of global crises, fundamentally stalling and reversing decades of development progress.

Unfortunately, with this devastating global backdrop, my country, Myanmar, is the living example.

Since the illegal military coup in February 2021, Myanmar people have been denied for development, democracy, fundamental rights, and dignity in a systematic manner.

Many are critically at risk of exclusion from basic services, of lack of social safety net, and of no cultural, political and civic spaces.

According to UNDP, one in four youth in Myanmar is not employed and three in four youth, aged 18-24, are out of school or training due to economic necessity, access barriers and instability.

Half of the population is living below the national poverty line. 3.6 million people are displaced, and almost 22 million people are in need of humanitarian assistance.

While the people are encountering these difficulties, the military junta has continued its heinous crimes against the people. Entire communities have been collectively punished through airstrikes, burnings down the villages, and forced displacement. These acts are not isolated incidents but form part of a systematic strategy of terror aimed at suppressing the will of the people and silencing all forms of dissent.

With very heavy heart, I want to share the recent heartbreaking tragedy, On 6 October, a Buddhist religious day, the military junta inhumanely conducted aerial attacks by using motorized paramotors on a crowd gathered in Chaung U Township, Sagaing Region to hold a candlelight vigil as part of a peaceful protest against military conscription and the junta's planned sham election. It killed about 20 people including women and children and injured severely many.

Mr. Chair, dear colleagues, here I wish to underscore that paramotors, in cases of personal use are for leisure and recreational purposes. In cases of military and tactical use are for covert operations and extraction purposes.

However, this inhumane military junta deliberately used paramotors to deploy explosives on the civilian population.

This is a clear demonstration of grave violations of international humanitarian law, amounting to war crimes and crimes against humanity.

OHCHR has already warned the quantified use of such abusive tactic by the military junta against the people of Myanmar.

Apparently, the military junta, ahead of its planned sham elections, launched these barbaric acts in calculation to instill fear on the people across the country.

Therefore, at a time where there is a clear absence of peace and stability in Myanmar due to the military junta’s atrocities, social development cannot be prospected for all people.

Moreover, the military junta’s aerial terror is an immediate day-to-day threat for all people. Exploring ways to establish early warning networks, stopping the junta’s capability, and constructing bomb shelters to prevent from the military junta’s airstrikes have become a priority for our people’s survival.

Risks are already heightening unimaginably.

The junta will continue to take advantage of international idleness and support by some Member States to enjoy impunity and intensify its brutal campaign against the people.

We cannot allow further extension of the junta’s heinous crimes in Myanmar.

The essence to save lives of Myanmar people and to reverse the course requires ending the military dictatorship and building a federal democratic union in Myanmar.

Building on political will, the international community can be effective by several means.

The UNSC, in this regard, has a critical role to play by referring the situation of Myanmar as a whole to the ICC.

There is no time to waste.
