သတင်းအဖြစ်ထုတ်ပြန်ချက်
ကုလသမဂ္ဂ ကလေးငယ်များ ရန်ပုံငွေ (United Nations Children’s Fund – UNICEF) ဘုတ်အဖွဲ့၏ ၂၀၂၅ ခုနှစ်ဆိုင်ရာ နှစ်ပတ်လည် အစည်းအဝေး၊ အထွေထွေဆွေးနွေးမှုကဏ္ဍတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မတရား စစ်အာဏာသိမ်းမှု ဖြစ်ပွားသည့် (၄) နှစ်ကျော်ကာလအတွင်း၌ မြန်မာနိုင်ငံ၏ နိုင်ငံရေး၊ လုံခြုံရေး၊ စီးပွားရေး၊ လူသားချင်းစာနာထောက်ထားမှု အကူအညီပေးအပ်ရေးနှင့် လူ့အခွင့်အရေး အခြေအနေများသည် စစ်အာဏာသိမ်းမှုနှင့် စစ်အုပ်စုမှ ကျူးလွန်သည့် ရက်စက်ကြမ်းကြုတ်မှု များကြောင့် အလွန်အမင်း ဆိုးရွားနေ၊
စစ်အုပ်စုအနေဖြင့် စစ်မက်များကို ရပ်တန့်ခြင်းအစား ထပ်မံတိုးချဲ့၍ ကျူးလွန်လျက်ရှိ၊
ကလေးသူငယ်များ၏ အသက်အိုးအိမ်များနှင့် အနာဂတ်များကို ကယ်တင်ရေးအတွက် စစ်အုပ်စု၏ ရက်စက် ကြမ်းကြုတ်မှုများနှင့် လေကြောင်းရန်များ ကို ချုပ်ငြိမ်းရပ်တန့်ရန် မိမိတို့အားလုံး အတူတကွ ဝိုင်းဝန်းပူးပေါင်း ဆောင်ရွက်ရန် လိုအပ်မည်ဖြစ်၊
ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများအားလုံးနှင့် နိုင်ငံတကာအသိုက်အဝန်းအား စစ်အုပ်စု ထံသို့ လက်နက်များ၊ လေယာဉ်ဆီ အပါအဝင် စစ်ရေး အရပ်ဖက် အသုံးပြုနိုင်သည့် ပစ္စည်းများနှင့် ငွေကြေး စီးဆင်းမှုများအား ချက်ချင်းရပ်တန့်ရေးအတွက် ဆောင်ရွက်ကြရန် တိုက်တွန်း တောင်းဆိုလိုပါကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် ကုလသမဂ္ဂ ကလေးငယ်များ ရန်ပုံငွေ (United Nations Children’s Fund – UNICEF) ဘုတ်အဖွဲ့၏ ၂၀၂၅ ခုနှစ် ဆိုင်ရာ နှစ်ပတ်လည် အစည်းအဝေး (2025 Annual Session of the UNICEF Executive Board) အား ၁၀-၆-၂၀၂၅ ရက်မှ ၁၃-၆-၂၀၂၅ ရက်နေ့အထိ ကျင်းပလျက်ရှိပါသည်။
၂။ ၁၀-၆-၂၀၂၅ ရက် (အင်္ဂါနေ့) တွင် ကျင်းပသည့် အစည်းအဝေး၌ ဖွင့်ပွဲ၊ UNICEF ၏ အမှုဆောင် ညွှန်ကြားရေးမှူး Ms. Catherine Russell က မိန့်ခွန်းပြောကြားမှု အစီအစဉ်နှင့် အထွေထွေ မိန့်ခွန်းများ ပြောကြားမှု အစီအစဉ် (General Statement) တို့ ပြလုပ်ခဲ့ပြီး၊ အထွေထွေ မိန့်ခွန်းများ ပြောကြားမှု အစီအစဉ် တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက ပါဝင်၍ မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်မိန့်ခွန်းတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) UNICEF ၏ အမှုဆောင် ညွှန်ကြားရေးမှူး မှ ကျား/မ၊ လူသားစာနာ အရေးယူ ဆောင်ရွက်ချက် များ၊ အန္တရာယ် စီမံခန့်ခွဲမှု၊ လိင်ပိုင်းဆိုင်ရာ အမြတ်ထုတ်မှုနှင့် အလွဲ သုံးစားမှုတို့မှ ကာကွယ် ပေးရေး နှင့် အဖွဲ့အစည်း၏ အခြားသော လုပ်ငန်းဆောင်တာများအပေါ် ပြန်လည်သုံးသပ်၍ ဆွေးနွေးပေးသည့်အတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊
(ခ) UNICEF အနေဖြင့် တစ်ကမ္ဘာလုံးအတိုင်းအတာအားဖြင့် ဖြစ်ပွားနေသည့် ကြီးလေးသော စိန်ခေါ်မှုများ၊ အထူးသဖြင့် မြင့်တက်လာနေသော အကျပ်အတည်း ပဋိပက္ခများအကြား ကလေးသူငယ်များအား အကာအကွယ်ပေးအပ်ရေးနှင့် ပတ်သက်၍ စိန်ခေါ်မှုများအား ရင်ဆိုင်နေရသည်ကို တွေ့မြင်ရပါကြောင်း၊ ထို့ကြောင့် ထိရှအလွယ်ဆုံးဖြစ်၍ အန္တရာယ်ကြီးမား သော လူသားစာနာ အခြေအနေများတွင် ကလေးသူငယ်များ၏ အခွင့်အရေးများ လေးစားမှု ရှိစေရန်နှင့် ကာကွယ် ပေးရန် မယိမ်းယိုင်သော သန္နိဋ္ဌာန်ဖြင့် ကူညီထောက်ပံ့မှုများ ပေးအပ်လျက် ရှိသည့်အပေါ် ကျေးဇူး တင်ရှိပါကြောင်း၊
(ဂ) မြန်မာနိုင်ငံဖြစ်စဉ်တွင်မူ ကလေးသူငယ်များ၏ အခြေအနေက သာ၍ ဆိုးရွားလာလျက်ရှိကြောင်း၊ ထိုသို့ ခက်ခဲကြမ်းတမ်းသည့် အခြေအနေများတွင် UNICEF နှင့် အခြားသော မိတ်ဖက် အဖွဲ့ အစည်းများအနေဖြင့် လိုအပ်သည့်အကူအညီများ ဆက်လက် ပံ့ပိုးလျက်ရှိသည့်အတွက် ကျေးဇူး တင်လိုပါကြောင်း၊
(ဃ) မတရား စစ်အာဏာသိမ်းမှု ဖြစ်ပွားသည့် (၄) နှစ်ကျော်ကာလအတွင်း၌ မြန်မာနိုင်ငံ၏ နိုင်ငံရေး၊ လုံခြုံရေး၊ စီးပွားရေး၊ လူသားချင်းစာနာထောက်ထားမှုအကူအညီပေးအပ်ရေးနှင့် လူ့အခွင့်အရေး အခြေအနေများသည် စစ်အာဏာသိမ်းမှုနှင့် စစ်အုပ်စုမှ ကျူးလွန်သည့် ရက်စက်ကြမ်းကြုတ်မှု များကြောင့် အလွန်အမင်း ဆိုးရွားနေကြောင်း၊
(င) ထို့ပြင် ပြီးခဲ့သော မတ်လအတွင်းက ဖြစ်ပွားခဲ့သည့် ကြောက်မက်ဖွယ်ကောင်းသော ငလျင် သဘာဝဘေးကလည်း အဆိုပါ စိန်ခေါ်မှုများကို သာ၍ပင် ဆိုးရွားစေခဲ့ကြောင်း၊
(စ) ယနေ့အထိ မြန်မာနိုင်ငံတွင် ပြည်တွင်းနေရပ်စွန့်ခွာသူ ၃.၅ သန်း ကျော်ရှိနေပြီး ကလေးငယ် ၆.၃ သန်း အပါအဝင် လူသန်းပေါင်း (၂၀) အနေဖြင့် လူသားချင်းစာနာထောက်ထားထားမှု အကူအညီ များ ကို အရေးတကြီး လိုအပ်လျက်ရှိကြောင်း၊
(ဆ) သို့ရာတွင် စစ်အုပ်စုအနေဖြင့် စစ်မက်များကို ရပ်တန့်ခြင်းအစား ထပ်မံတိုးချဲ့၍ ကျူးလွန်လျက်ရှိ ကြောင်း၊ စစ်အုပ်စုအနေဖြင့် ငလျင်လှုပ်ခတ်ပြီး (၂) လအတွင်း၌ ငလျင်ဒဏ်သင့် နေရာဒေသများ အပါအဝင် နိုင်ငံတစ်ဝှမ်းလုံးသို့ လေကြောင်းတိုက်ခိုက်မှု အကြိမ်အရေအတွက် (၇၈၀) ကျော် ပြုလုပ်ခဲ့ပြီး အမျိုးသမီးနှင့် ကလေးသူငယ်များ အပါဝင် အရပ်သား (၅၄၀) ကျော်၏ အသက်ကို သတ်ဖြတ်ကာ ကျန်းမာရေးအဆောက်အဦများနှင့် စာသင်ကျောင်းများကိုလည်း ဖျက်ဆီးခဲ့ ကြောင်း၊
(ဇ) ပြီးခဲ့သော မေလ (၁၂) ရက်နေ့တွင် စစ်ကိုင်းတိုင်းဒေသကြီး၊ ဒီပဲယင်းမြို့နယ်ရှိ ကျေးရွာ စာသင်ကျောင်း တစ်ခုကို စစ်တပ်က လေကြောင်းမှ ဗုံးကျဲတိုက်ခိုက်ခဲ့သဖြင့် ကျောင်းဆရာမ (၂) ဦး အပါအဝင် ကလေးသူငယ် အယောက် (၂၀) ကို သေစေခဲ့ကြောင်း၊
(ဈ) အဆိုပါ ဖြစ်စဉ်သည် သီးခြားဖြစ်စဉ် မဟုတ်ပါကြောငာ်း၊ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ လူ့အခွင့်အရေးဝန်ကြီးဌာန၏ အချက်အလက်များအရ ၂၀၂၃ ခုနှစ်မှ ၂၀၂၅ ခုနှစ် မတ်လအထိ ကလေး သူငယ် သေဆုံးမှုမှာ (၄၀၀) ခန့်အထိ မြင့်တက်လာခဲ့ကြောင်း၊ ယင်းမှာ အကြမ်းဖက် စစ်ကောင်စီမှ အရပ်သားပြည်သူများအပေါ် ပစ်မှတ်ထားကာ စနစ်တကျ တိုက်ခိုက်ခြင်းများ ကြောင့် ဖြစ်ပေါ်လာသည့် ရလဒ်များဖြစ်ကြောင်း၊
(ည) ကလေးသူငယ်များ၏ အသက်အိုးအိမ်များနှင့် အနာဂတ်များကို ကယ်တင်ရေးအတွက် စစ်အုပ်စု၏ ရက်စက်ကြမ်းကြုတ်မှုများနှင့် လေကြောင်းရန်များ ကို ချုပ်ငြိမ်းရပ်တန့်ရန် မိမိတို့အားလုံး အတူတကွ ဝိုင်းဝန်းပူးပေါင်း ဆောင်ရွက်ရန် လိုအပ်မည်ဖြစ်ကြောင်း၊
(ဋ) ယင်းသို့ ဆောင်ရွက်ခြင်းဖြင့် အကြမ်းဖက်မှုများ ရပ်တန့်သွားစေရန် အထောက်အကူ ဖြစ်စေမည် ဖြစ်ကြောင်း၊
(ဌ) ထို့အတွက် မိမိအနေဖြင့် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများအားလုံးနှင့် နိုင်ငံတကာအသိုက်အဝန်းအား စစ်အုပ်စု ထံသို့ လက်နက်များ၊ လေယာဉ်ဆီ အပါအဝင် စစ်ရေး အရပ်ဖက် အသုံးပြုနိုင်သည့် ပစ္စည်းများနှင့် ငွေကြေး စီးဆင်းမှုများအား ချက်ချင်းရပ်တန့်ရေးအတွက် ဆောင်ရွက်ကြရန် တိုက်တွန်း တောင်းဆိုလိုပါကြောင်း၊
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to United Nations, at the 2025 Annual Session of the UNICEF Executive Board

Mr. President,
I wish to express my appreciation to Madam Executive Director Catherine Russell for her comprehensive statement updating on gender, humanitarian action, risk management, and protection from sexual exploitation and abuse and other key reviews.
We recognize the immense challenges UNICEF faces globally, especially in protecting children amidst escalating crises. We appreciate UNICEF's unwavering commitment and support in the most vulnerable and high-risk humanitarian settings, ensuring children's rights are respected and protected.
In the case of Myanmar, the situation ofchildren has drastically worsened.
I thank UNICEF and other partners for their efforts to provide assistance to children in Myanmar in this difficult time.
For over 4 years since the illegal coup, the country’s political, security, economic, humanitarian and human rights conditions are completely dire due to the coup and subsequent the junta’s atrocities.
Every day, people in Myanmar endure the military junta’s egregiousatrocities ranging from killing, arbitrary arrests, forced conscription, sexual violence,enforced disappearances, extrajudicial executions to aerial attacks.Women and children have been bearing the heaviest brunt of the junta’s atrocities.
The devastating earthquake in March further compounded these challenges.
To this date, 3.5 million have been internally displaced and 20 million people, among which 6.3 million children, are in need of humanitarian assistance.
However, the military junta has not ceased its hostilities but rather intensified them. Within two months following the quake disaster, the junta conducted over 780 aerial and artillery attacksacross the country, including earthquake-affected regions, killing over 540 civilians includingwomen and children and destroying many healthcare facilities and schools.
On 12 May, a village school in Debayin, Sagaing Region was hit by the junta’s aerial attack, killing at least 20 children along with their two teachers.
This is not an isolated incident. According to the Ministry of Human Rights of the NUG, fatalities of children have increased to almost 400 between 2023 to March 2025. This is clearly resulting from the military junta’s targeted and systemic aerial attacks against the civilians.
In conclusion, Mr. President, to save life of children and their future, we all need to work together to work together to end the junta’s atrocities and aerial attacks against civilians. It will definitely help the cessation of violence in Myanmar.
Therefore, I urge all member states of the UN and the international community to stop immediately the flow of weapons, dual-use items including jet fuel and finance to the military junta.
