သတင်းအဖြစ်ထုတ်ပြန်ချက်
UN-Women Executive Board ၏ ၂၀၂၅ ခုနှစ်ဆိုင်ရာ နှစ်ပတ်လည် အစည်းအဝေး၊ အထွေထွေ ဆွေးနွေးမှုကဏ္ဍတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံတွင် မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်မှ ကျူးလွန်လျက်ရှိသော ရက်စက်ကြမ်းကြုတ်မှုများ ကြောင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ ရင်ဆိုင်နေရသည့် ဒုက္ခဆင်းရဲမှာ မြင့်မားလွန်း၊

မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်၏ ရက်စက် ကြမ်းကြုတ်မှုများသည် တိုင်းပြည်၏ နိုင်ငံရေး၊ လုံခြုံရေး၊ စီးပွားရေး၊ လူသားချင်းစာနာမှု အခြေအနေ၊ လူ့အခွင့်အရေး အခြေအနေ ကို အထူး ဆိုးရွားစေခဲ့ပြီး၊ တရားဥပဒေ စိုးမိုးမှုကို ဆိုးရွားစွာ ဖျက်ဆီးခဲ့၊ ယခုကဲ့သို့ ဆုတ်ယုတ်နေသည့် အခြေအနေကြောင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ လူကုန်ကူးခြင်းခံရမည့် အန္တရာယ်မှာလည်း မြင့်တက်လာလျက်ရှိ၊
အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအတွက် တရားမျှတမှု၊ ငြိမ်းချမ်းရေး၊ လုံခြုံသော အသိုက်အဝန်းနှင့် တောက်ပသည့် အနာဂတ်များ ဆောင်ကြဉ်းပေးရန် ပြဿနာ၏ ဇစ်မြစ်အား ထိရောက်စွာ ဖြေရှင်းရမည်ဖြစ်၊ စစ်အာဏာရှင်စနစ်နှင့် မတရား စစ်အာဏာသိမ်းမှုတို့ ချုပ်ငြိမ်းရေး၊ ၎င်းတို့ အကျိုးခံစားနေသည့် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်အား ရပ်တန့်ရေးတို့က မိမိတို့ လုပ်ဆောင်ရမည့် တစ်ခုတည်းသော နည်းလမ်းဖြစ်၊
မြန်မာနိုင်ငံရှိ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအတွက် ငြိမ်းချမ်းရေး၊ လုံခြုံရေး နှင့် တန်းတူညီမျှမှုတို့အား အာမခံချက်ပေးအပ်နိုင်ရန် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ဟန်ချက်ညီမှုရှိသော၊ တိကျပြတ်သားခိုင်မာသော ဆုံးဖြတ်ချက်များဖြင့် လုပ်ဆောင်ပေးရန် တိုက်တွန်းပါကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် UN-Women Executive Board ၏ ၂၀၂၅ ခုနှစ်ဆိုင်ရာ နှစ်ပတ်လည် အစည်းအဝေး (2025 Annual Session of the UN-Women Executive Board) အား ၁၇-၆-၂၀၂၅ ရက်မှ ၁၉-၆-၂၀၂၅ ရက်နေ့အထိ ကျင်းပလျက်ရှိပါသည်။
၂။ ၁၇-၆-၂၀၂၅ ရက် (အင်္ဂါနေ့) တွင် ကျင်းပသည့် အစည်းအဝေး၌ ဖွင့်ပွဲ၊ UN-Women ၏ အမှုဆောင် ညွှန်ကြားရေးမှူး Ms. Sima Bahous မှ မိန့်ခွန်းပြောကြားသည့် အစီအစဉ်နှင့် အထွေထွေမိန့်ခွန်းများပြောကြားမှု အစီအစဉ် (General Statement) တို့ ပါဝင်သဖြင့် အထွေထွေမိန့်ခွန်းများ ပြောကြားမှုအစီအစဉ်တွင် ကုလ သမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တက်ရောက် မိန့်ခွန်းပြောကြားခဲ့ ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အချက်များ အဓိက ပါဝင်ပါသည်-
(က) UN-Women ၏ ၂၀၂၂ - ၂၀၂၅ ခုနှစ် မဟာဗျူဟာ အစီအစဉ် (Strategic Plan 2022-2025) ပါ သက်ရောက်မှုနယ်ပယ် (၄) ခု (4 impact areas) အား အကောင်အထည်ဖော်ဆောင်ရွက်ခြင်းဖြင့် ဖော်ဆောင်နိုင်ခဲ့သည့် ရလဒ်များအပေါ် ကျေနပ်အားရမိပါကြောင်း၊ ကမ္ဘာပေါ်၌ စိန်ခေါ်မှုများစွာ ဖြစ်ပေါ်နေသည့်အကြားက UN-Women အနေဖြင့် ၏ လုပ်ပိုင်ခွင့်အာဏာနှင့်အညီ ကမ္ဘာပေါ်ရှိ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအပေါ် မြင်သာသည့် ရလဒ်များ ဆောင်ကြဉ်း ပေးနိုင်သည့်အတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊
(ခ) မြန်မာနိုင်ငံတွင် မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်မှ ကျူးလွန်လျက်ရှိသော ရက်စက်ကြမ်းကြုတ်မှုများကြောင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ ရင်ဆိုင်နေရသည့် ဒုက္ခဆင်းရဲမှာ မြင့်မားလွန်းပါကြောင်း၊ အာဏာသိမ်းမှုမတိုင်မီကတည်းကလည်း စစ်အာဏာရှင် အုပ်စုအနေဖြင့် အသိုက်အဝန်းများအကြားတွင် ဖိုဝါဒကြီးစိုးမှုစံနှုန်းများကို ကျင့်သုံး၊ သွတ်သင်း ကာ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ၏ အခြေခံကျသည့် လူ့အခွင့်အရေးများကို ချိုးဖောက်ခဲ့ကြောင်း၊
(ဂ) မြန်မာနိုင်ငံတွင် စစ်အာရှင်လက်အောက်၌ ကျားမတန်းတူညီမျှမှုရရှိရေးက မျှော်လင့်၍ မရနိုင် သည့် ဆန္ဒတစ်ခုဖြစ်ကြောင်း၊
(ဃ) စစ်အုပ်စုအနေဖြင့် ထိုသို့သော အတွေးအခေါ်၊ အယူအဆကို ယနေ့ထက်တိုင် ပြောင်းလဲရှုမြင် ခြင်း မရှိကြောင်း၊ ၎င်းတို့အနေဖြင့် အဓမ္မပြုကျင့်ခြင်းကို စစ်လက်နက်တစ်ခုသဖွယ် အသုံးချ လျက်ရှိသည်မှာ အားလုံး အသိဖြစ်ပါကြောင်း၊ ထို့ပြင် အဓမ္မ အာဏာသိမ်းယူသည့် ကာလ တစ်လျှောက်လုံးတွင် လည်း အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအပေါ်တွင် လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုများ ကျူးလွန် လျက်ရှိကြောင်း၊ အငယ်ရွယ်ဆုံးအသက် (၄) နှစ်သမီးနှင့် အရွယ်အကြီးဆုံး (၈၄) နှစ် အမေအို တို့အပါအဝင် အမျိုးသမီးနှင့် မိန်းကလေးငယ် အများအပြား စစ်တပ်၏ အဓမ္မပြုကျင့်မှု သားကောင်များဖြစ်ခဲ့ရကြောင်း၊
(င) စစ်တပ်က အရပ်သားပြည်သူများအပေါ် စစ်မက်ပြုခြင်းနှင့် ပစ်မှတ်ထားတိုက်ခိုက်ခြင်းများကို ဆတိုးကျူးလွန်လျက်ရှိသည်နှင့်အမျှ မြန်မာ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များက ၎င်းတို့၏ စစ်မက်ဒဏ်ကို အကြီးမားဆုံး ခါးစည်းခံနေရကြောင်း၊
(စ) မြန်မာနိုင်ငံတွင် လူသားချင်းစာနာထောက်ထားမှုအကူအညီ လိုအပ်နေသည့်ပြည်သူ သန်း (၂၀) အနက် ၁၀.၄ သန်းခန့်မှာ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များဖြစ်ကြောင်း၊
(ဆ) တစ်ဖက်တွင်လည်း ရန်ပုံငွေမလုံလောက်မှုက အလွန်အရေးကြီးသည့် ထပ်တိုး ပြဿနာတစ်ရပ် ဖြစ်ပြီး ဖြစ်ပေါ်ဆဲ လူသားစာနာအကျပ်အတည်းကို စိန်ခေါ်မှု တိုးပွားစေကြောင်း၊ အခြေခံကျ သည့် ကျန်းမာရေးနှင့် စောင့်ရှောက်ရေး ဝန်ဆောင်မှုများ ပို့ဆောင်ရေးနှင့် အခြားသော လူသား စာနာထောက်ပံ့မှုများ ပို့ဆောင်ရေးတို့မှာလည်း သိသိသာသာ ပိတ်ဆို့ဟန့်တားခံနေရကြောင်း၊
(ဇ) ပြီးခဲ့သော (၄) နှစ်ကျော်ကာလအတွင်း၌ မတရား စစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်၏ ရက်စက် ကြမ်းကြုတ်မှုများသည် တိုင်းပြည်၏ နိုင်ငံရေး၊ လုံခြုံရေး၊ စီးပွားရေး၊ လူသားချင်းစာနာမှု အခြေ အနေ၊ လူ့အခွင့်အရေး အခြေအနေ ကို အထူး ဆိုးရွားစေခဲ့ပြီး၊ တရားဥပဒေစိုးမိုးမှုကို ဆိုးရွားစွာ ဖျက်ဆီးခဲ့ကြောင်း၊ ယခုကဲ့သို့ ဆုတ်ယုတ်နေသည့် အခြေအနေကြောင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ လူကုန်ကူးခြင်းခံရမည့် အန္တရာယ်မှာလည်း မြင့်တက်လာလျက်ရှိကြောင်း၊
(ဈ) ဤနေရာတွင် မိမိတို့အနေဖြင့် UN-Women၊ ၎င်း နှင့် လက်တွဲဆောင်ရွက်နေသည့် ကုလသမဂ္ဂ အေဂျင်စီများ၊ နိုင်ငံတကာနှင့် ဒေသန္တရအဆင့် အစိုးရမဟုတ်သော အဖွဲ့အစည်းများနှင့် အမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများ၏ ကူညီပံ့ပိုးမှုများကို အထူးကျေးဇူးတင်ရှိပါ ကြောင်း၊
(ည) မိမိတို့၏ ရဲစွမ်းသတ္တိပြည့်ဝသော အမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများနှင့် လူ့အခွင့်အရေး ကာကွယ်သူများအနေဖြင့်လည်း ရှေ့တန်းမှ ပါဝင်လုပ်ဆောင်လျက်ရှိကြောင်း၊ ထို့အတူ အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် တိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများအနေဖြင့်လည်း မြန်မာနိုင်ငံရှိ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ၏ အခွင့်အရေးများအား ကာကွယ်၊ မြှင့်တင်ပေးရန် ခိုင်မြဲသည့် သန္နိဋ္ဌာန် ချမှတ်ထားကြောင်း၊
(ဋ) သို့ဖြစ်ရာ လိုအပ်နေသူများထံသို့ လူသားချင်းစာနာထောက်ထားမှုအကူအညီများ ထိရောက်စွာ ရောက်ရှိနိုင်ရန် နိုင်ငံတကာတွင်ရှိသော မိမိတို့၏ မိတ်ဖက်များအနေဖြင့် မိမိတို့နှင့် ဆက်လက် အနီးကပ် ပူးပေါင်းဆောင်ရွက်ရန် တောင်းဆိုပါကြောင်း၊
(ဌ) အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအတွက် တရားမျှတမှု၊ ငြိမ်းချမ်းရေး၊ လုံခြုံသော အသိုက်အဝန်းနှင့် တောက်ပသည့် အနာဂတ်များ ဆောင်ကြဉ်းပေးရန် ပြဿနာ၏ ဇစ်မြစ်အား ထိရောက်စွာ ဖြေရှင်းရမည်ဖြစ်ကြောင်း၊ စစ်အာဏာရှင်စနစ်နှင့် မတရား စစ်အာဏာသိမ်းမှုတို့ ချုပ်ငြိမ်းရေး၊ ၎င်းတို့ အကျိုးခံစားနေသည့် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်အား ရပ်တန့်ရေးတို့က မိမိတို့ လုပ်ဆောင်ရမည့် တစ်ခုတည်းသော နည်းလမ်းဖြစ်ကြောင်း၊
(ဍ) ထို့ကြောင့် မြန်မာနိုင်ငံရှိ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအတွက် ငြိမ်းချမ်းရေး၊ လုံခြုံရေး နှင့် တန်းတူညီမျှမှုတို့အား အာမခံချက်ပေးအပ်နိုင်ရန် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ဟန်ချက်ညီမှုရှိသော၊ တိကျပြတ်သားခိုင်မာသော ဆုံးဖြတ်ချက်များဖြင့် လုပ်ဆောင်ပေးရန် တိုက်တွန်း ပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Madam President,
At the outset, I wish to congratulate you and the bureau for your well-deserved elections.
I also thank Madam Executive Director for her comprehensive statement and presentation on the annual report as well as her able leadership. We are particularly encouraged by the results achieved from implementation of the Strategic Plan 2022-2025, especially on the four impact areas.
As we confront the current challenging global context, we thank the work of UN-Women for carrying out its mandate and bringing in tangible results impacting women and girls across the world.
Madam President,
The plight of women and girls in Myanmar has been immense due to the unlawful military coup and the military junta’s egregious atrocities. Even before then, successive military regimes have grounded on patriarchy norms in the society and violated basic human rights of women and girls. Achieving gender equality in Myanmar under the military dictatorship was nothing but holding a false hope.
To this date, the concept of the military junta remains unchanged. The military has been well-known for using rape as a weapon of war. They have been perpetrating sexual violence against women and girls throughout the illegal coup. Women and girls as young as 4 year-old and as old as 84 year-old have become their victims of rape.
Our women and girls bear the heaviest brunt of military hostilities as the military junta intensifies its war of terror and targeted attacks civilians. Amongst the 20 million people who are in need of humanitarian assistance in Myanmar, women and girls count for 10.4 million.
Another prominent issue is the shortage of funding which has raised challenges on the existing dire humanitarian conditions. Delivery of fundamental health-care services and other critical humanitarian aids have been predominantly interrupted.
Over last four years, the illegal coup and the junta’s atrocities created the country’s political, security, economic, humanitarian and human rights situation dire, and the rule of law has been destroyed. The prevailing conditions have heightened risk of human trafficking for women and girls.
In this regard, Myanmar appreciates the interventions made by UN Women, in collaboration with other UN agencies, international and local non-governmental organizations and women civil society organizations.
Our courageous women CSOs and human rights defenders have also been acting in the frontline. Likewise, the NUG together with EROs remain committed to protecting and promoting the rights of women and girls in Myanmar. Therefore, we request our partners from the international community to work closely with them so that humanitarian assistance could be reached to all those in need.
To bring justice, peace and safe environment and bright future to women and girls, it is essential to address the root cause effectively. Ending the military dictatorship and the unlawful military coup as well as its culture of impunity is not an option but an end.
We therefore urge the international community to act with a coherent and decisive manner in this endeavour to guarantee peace, security and equality for all women and girls in Myanmar.
