Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, at Interactive Dialogue with the President of the Human Rights Council at the Third Committee of the Eightieth Session of the UN General Assembly, held on 31 October 2025

သတင်းအဖြစ်ထုတ်ပြန်ချက်

ကုလသမဂ္ဂ လူမှုရေး၊ လူသားချင်းစာနာထောက်ထားမှုနှင့် ယဉ်ကျေးမှုကော်မတီတွင် လူ့အခွင့်အရေးကောင်စီ ဥက္ကဋ္ဌနှင့် အပြန်အလှန် ဆွေးနွေးသည့် အစည်းအဝေး၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံအနေဖြင့် လူ့အခွင့်အရေးကောင်စီတွင် မြန်မာနိုင်ငံ၌ ပတ်သက်၍ တူညီဆန္ဒဖြင့် အတည်ပြုချမှတ်ခဲ့သည့် ဆုံးဖြတ်ချက်အဆိုများကို ကြိုဆိုပြီး၊ ယင်းဆုံးဖြတ်ချက်နှစ်ခုလုံးသည် မြန်မာနိုင်ငံတွင် ဖြစ်ပွားနေသည့် မြေပြင်အခြေအနေအား ထင်ဟင်ပြသနေ၊

အဆိုပါ ဆုံးဖြတ်ချက်များပါ အကြံပြုချက်များအား အပြည့်အဝ အကောင်အထည်ဖော် ဆောင်ရွက်နိုင်ရေးအတွက် စစ်အုပ်စုကို ပိုမို ဖိအားပေးပေးကြရန် မိမိတို့ တောင်းဆိုလို၊

စစ်အုပ်စုအနေဖြင့် အရပ်သားပြည်သူများအပေါ်တွင် စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုများအပါအဝင် ကြီးလေးသော လူ့အခွင့်အရေး ချိုးဖောက်မှုများကို ဆက်လက် ကျူးလွန်လျက် ရှိရုံသာမက အဆိုပါပြစ်မှုများအား ဖုံးလွှမ်းစေရန် သတင်းအချက်အလက်အမှားများနှင့် ဖန်တီးထားသော အချက်အလက်များကို ဖြန့်ဝေလျက်ရှိ၊

ယင်းကို ကြည့်ခြင်းအားဖြင့် စစ်အုပ်စုမှ ကျင်းပရန် ပြင်ဆင်နေသည့် အတုအယောင် ရွေးကောက်ပွဲမှာ မည်သို့မျှ တရားမျှတ၍ လွတ်လပ်မှုနှင့် မျှတမှုတို့ မရှိနိုင်ကြောင်းကို ခိုင်လုံစွာ သက်သေပြသနေ၊ ယင်းအစား အကြမ်းဖက်မှုများနှင့် မတည်ငြိမ်မှုများကိုသာ ပိုမို ဖြစ်ပေါ်စေမည်ဖြစ်ကြောင်း ပြောကြားခဲ့

၁။ ကုလသမဂ္ဂလူမှုရေး၊ လူသားချင်းစာနာထောက်ထားမှုနှင့် ယဉ်ကျေးမှုရေးရာကော်မတီ (တတိယကော်မတီ)တွင် လူ့အခွင့်အရေးကောင်စီဥက္ကဋ္ဌနှင့် အပြန်အလှန်ဆွေးနွေးသည့်အစည်းအဝေး အား ၃၁-၁၀-၂၀၂၅ ရက်(သောကြာနေ့)၊ မွန်းလွဲပိုင်းတွင် ကျင်းပခဲ့ပါသည်။

၂။ အဆိုပါ အစည်းအဝေးတွင် လူ့အခွင့်အရေးကောင်စီ ဥက္ကဋ္ဌ Ambassador Jürg Lauber က ကောင်စီ၏ အစီရင်ခံစာ A/80/53 အား ကော်မတီထံ တင်ပြဆွေးနွေးခဲ့ပြီး ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံ (၁၀) ခန့်ပါဝင်၍ ဆွေးနွေးခဲ့ကြရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းလည်း ပါဝင်ဆွေးနွေးခဲ့ပါသည်။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်ဆွေးနွေးမှုတွင် အောက်ပါအချက်များ အဓိက ပါဝင် ပါသည်-

(က) မြန်မာနိုင်ငံအနေဖြင့် လူ့အခွင့်အရေးကောင်စီတွင် မြန်မာနိုင်ငံ၌ ဖြစ်ပွားနေသည့် လူ့အခွင့်အရေး အခြေအနေများခေါင်းစဉ်ဖြင့် ဆုံးဖြတ်ချက် ၅၈/၂၀နှင့် မြန်မာနိုင်ငံရှိ ရိုဟင်ဂျာမွတ်ဆလင်များနှင့် အခြားသောလူနည်းစုများ၏ လူ့အခွင့်အရေးအခြေအနေခေါင်းစဉ်ဖြင့် ဆုံးဖြတ်ချက် ၅၉/၂ တို့အား တူညီဆန္ဒဖြင့် အတည်ပြုချမှတ်ခဲ့သည့်အပေါ် ကြိုဆိုပါကြောင်း၊

(ခ) ယင်းဆုံးဖြတ်ချက်နှစ်ခုလုံးသည် မြန်မာနိုင်ငံတွင် ဖြစ်ပွားနေသည့် မြေပြင်အခြေအနေအား ထင်ဟင်ပြသနေပါကြောင်း၊

(ဂ) အဆိုပါဆုံးဖြတ်ချက်များပါ အကြောင်းအရာများသည် ထိခိုက်ခံစားနေရသည့် ပြည်သူလူထုမှ ကြံ့ကြံ့ခံအံတုနေရသည့် အကြမ်းဖက်မှုများ၏ အတိုင်းအတာကို ပြည့်စုံစွာ မဖော်ပြနိုင် သော်လည်း နိုင်ငံတကာထံမှ မြန်မာ့ဒုက္ခအပေါ်ပိုမိုအာရုံစိုက်မှုရှိလာမည်ဟု လှိုက်လှိုက်လှဲလှဲမျှော်လင့်ရပါကြောင်း၊

(ဃ) မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလမှစတင်၍ မတရားစစ်အာဏာသိမ်းခဲ့ပြီးနောက် ပြည်တွင်းအခြေအနေမှာ အမြဲတစေ အလွန်အမင်း ဆိုးရွားလာခဲ့ကြောင်း၊

(င) စစ်အုပ်စုအနေဖြင့် မည်သူ့ကိုမဆို ချနင်းလျက် ၎င်းတို့သာ အနိုင်ပိုင်း အသာစီးရလိုသည့် သဘောထား (zero sum game mentality) ဖြင့် ပြည်သူများအပေါ်တွင် ရက်စက် ကြမ်းကြုတ်မှုများကို ကျူးလွန်လျက်ရှိပြီး ပြည်သူများအနေဖြင့် စစ်အုပ်စု၏ ပိုမို ပြင်းထန်သည့် အသွင်ဆောင်သော စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှု များကြောင့် ဒုက္ခကြီးစွာ ခံစားနေရကြောင်း၊

(စ) ကုလသမဂ္ဂစနစ်၏ ပင်မအင်္ဂါအဖွဲ့အစည်းများဖြစ်သည့်အားလျော်စွာ အထွေထွေညီလာခံ၊ လုံခြုံရေးကောင်စီနှင့် လူ့အခွင့်အရေးကောင်စီတို့၏ ရလဒ်များသည် ပူးပေါင်းညှိနှိုင်းမှုနှင့် ညီညွတ်မှုရှိသင့်ကြောင်း၊

(ဆ) ဤအင်္ဂါအစိတ်အပိုင်းများအနေဖြင့် ထိရောက်သော အရေးယူဆောင်ရွက်ချက်များ ချမှတ်ရန် နှောင့်နှေးကြန့်ကြာနေသည်နှင့်အမျှ ပြည်သူများနေ့စဉ်ခံစားရသည့်ဒုက္ခဆင်းရဲသည်လည်း ပိုမို ပြင်းထန်လာမည်သာဖြစ်ကြောင်း၊

(ဇ) မိမိတို့အနေဖြင့် ဆုံးဖြတ်ချက်များတွင် ချမှတ်ထားသည့် အကြံပြုချက်များကို အသိအမှတ်ပြု ထောက်ခံအားပေးပါကြောင်း၊ ထို့အတူ အဆိုပါဆုံးဖြတ်ချက်များ ပေါ်ထွက်လာရေးအတွက် ပြင်ဆင်မှုအပိုင်းနှင့် အတည်ပြုခြင်းတို့တွင် ပါဝင်အားဖြည့်ပေးကြသည့် အဖွဲ့ဝင်နိုင်ငံအားလုံးကို လည်း ကျေးဇူးတင်ပါကြောင်း၊

(ဈ) အဆိုပါဆုံးဖြတ်ချက်များတွင် ပိုမို ထိရောက်သည့် အရေးယူဆောင်ရွက်ချက်များ လစ်ဟင်းနေ သည့်တိုင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၊ မြန်မာနိုင်ငံဆိုင်ရာအထူးကိုယ်စားလှယ်၊ လူ့အခွင့်အရေးဆိုင်ရာမဟာမင်းကြီးရုံး၊ မြန်မာနိုင်ငံဆိုင်ရာ လွတ်လပ်သော စုံစမ်းစစ်ဆေးမှုယန္တရား၊ အထူးအစီရင်ခံစာ တင်သွင်းသူနှင့် အခြားသောသက်ဆိုင်သူများ၏ အစီရင်ခံစာများနှင့် ထုတ်ပြန်ချက်များမှတဆင့် ဆုံးဖြတ်ချက်များပါပြဋ္ဌာန်းချက်များသည် မြေပြင်ရှိ အချက်အလက်အမှန်များကို ရှင်းလင်းစွာ ထင်ဟပ်စေကြောင်း၊

(ည) ထို့ကြောင့် နိုင်ငံတကာအနေဖြင့် အဆိုပါဆုံးဖြတ်ချက်များပါ အကြံပြုချက်များအား အပြည့်အဝ အကောင်အထည်ဖော် ဆောင်ရွက်နိုင်ရေးအတွက် စစ်အုပ်စုကို ပိုမို ဖိအားပေး ပေးကြရန် မိမိတို့ တောင်းဆိုလိုပါကြောင်း၊

(ဋ) သို့ဖြစ်ပါ၍ မြန်မာနိုင်ငံတွင် ပြည်သူများ၏ အသက်အိုးအိမ်များကို ကယ်တင်နိုင်ရန်နှင့် ပြည်သူ များအပေါ် ရက်စက်ကြမ်းကြုတ်မှုများ ယခုထက် ပိုမိုကျူးလွန်နေခြင်းမှ အချိန်မှီ ကာကွယ်နိုင်ရန် ကုလသမဂ္ဂအဖွဲ့အစည်းအင်္ဂါများအကြားတွင် ပိုမိုထိရောက်သော ညီညွတ်မှုအား ခိုင်မာစေရန် ဥက္ကဋ္ဌအနေဖြင့် မည်သို့လုပ်ဆောင်ရမည်ဟု ထင်မြင်သည်ကို မေးမြန်းလိုကြောင်း၊

(ဌ) စစ်အုပ်စုအနေဖြင့် အရပ်သားပြည်သူများအပေါ်တွင် စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ် အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုများ အပါအဝင် ကြီးလေးသော လူ့အခွင့်အရေး ချိုးဖောက်မှုများကို ဆက်လက်ကျူးလွန်လျက်ရှိရုံသာမက အဆိုပါပြစ်မှုများအား ဖုံးလွှမ်းစေရန် သတင်း အချက်အလက်အမှားများနှင့် ဖန်တီးထားသော အချက်အလက်များကို ဖြန့်ဝေလျက်ရှိကြောင်း၊

(ဍ) ယင်းကိုကြည့်ခြင်းအားဖြင့် စစ်အုပ်စုမှ ကျင်းပရန်ပြင်ဆင်နေသည့်အတုအယောင်ရွေးကောက်ပွဲ မှာ မည်သို့မျှ တရားမျှတ၍ လွတ်လပ်မှုနှင့် မျှတမှုတို့ မရှိနိုင်ကြောင်းကို ခိုင်လုံစွာ သက်သေပြသနေကြောင်း၊ ယင်းအစား အကြမ်းဖက်မှုများနှင့်မတည်ငြိမ်မှုများကိုသာ ပိုမိုဖြစ်ပေါ်စေမည်ဖြစ်ကြောင်း၊

(ဎ) သို့ဖြစ်ပါ၍ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်အုပ်စုမှ ပြင်ဆင်နေသည့် အတုအယောင် ရွေးကောက်ပွဲအား တခဲနက် ဝိုင်းဝန်းကန့်ကွက်ကြရန်နှင့် မြန်မာနိုင်ငံရှိ အရပ်သားပြည်သူများအား စစ်အုပ်စု၏ ရက်စက်ကြမ်းကြုတ်မှု ရန်စွယ်မှ ကယ်တင်နိုင်ရန် ဆုံးဖြတ်ချက်များပါ အကြံပြုချက်များကို အကောင်အထည်ဖော်ဆောင်ရွက်နိုင်ရေး လေးနက်၊ လျင်မြန်စွာ အရေးယူ ဆောင်ရွက်ရန် မိမိတို့ တောင်းဆိုလိုပါကြောင်း။

၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်ဆွေးနွေးမှု အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

at the Third Committee of the Eightie^th Session of the UN General Assembly

Mr. Chair,

Myanmar thanks President of the Human Rights Council Ambassador Ambassador Jürg Lauber of Switzerland for the report and the statement.

We welcome the Council’s consensus adoption of Resolution 58/20 “Situation of human rights in Myanmar” on 3 April 2025 and Resolution 59/2 “Situation of human rights of Rohingya Muslims and other minorities in Myanmar” on 4 July 2025.

These two resolutions reflect the heartbreaking on ground situation in Myanmar.

Although the information in them cannot fully capture the extent of the violations endured by the affected population, we sincerely hope that it will draw more attention from international community to their plight in Myanmar.

Since the illegal coup in February 2021, the situation in Myanmar deteriorates further consistently.

As the military junta has been committing the atrocities against the civilians with “Zero-Sum Game” mentality, people have been suffering from an intensifying pattern of crimes against humanity and war crimes.

Mr. Chair,

As main organs under the United Nations systems, the outcomes of UN General Assembly, the UN Security Council and the Human Rights Council should be coherent and coordinated. The more these bodies delay in taking effective actions, the more intensified the suffering of the people with each passing day.

We commend the recommendations adopted in the resolutions and extend our gratitude to the Member States for their valuable contributions to their preparation and adoption.

Though these adopted resolutions lack stronger actions, theirs provisions have clearly communicated to the real facts on the ground presented through the reports and statements of the UN Secretary-General, his Special Envoy on Myanmar, OHCHR, IIMM, Special Rapporteur on Myanmar and other relevant mandate holders.

Therefore, we call on the international community to exert greater pressure to ensure the full implementation of the resolutions.

In this regard, Mr. President, what is your view on strengthening effective coherence among main UN organs, namely HRC, UNGA and UNSC to save lives and prevent further atrocities against civilians in the situation like in Myanmar in a timely manner.

Mr. Chair,

In conclusion, we wish to highlight that the military junta continued to commit serious human rights violations, including crimes against humanity and war crimes against the civilian population, while seeking to obscure these actions and circulate misleading or fabricated information.

This is the evidence that the junta’s planned scam election will not be anywhere near just, free and fair, instead create more violence and instability.

In this light, we urge the international community to categorically reject the junta’s scam elections, take urgent and serious measures to implement the resolutions and save and protect civilians in Myanmar from the junta’s continued atrocities.
