သတင်းအဖြစ်ထုတ်ပြန်ချက်
Open-Ended Working Group on Ageing ၏ (၁၃) ကြိမ်မြောက် အစည်းအဝေးအထွေထွေဆွေးနွေးမှုအစီအစဉ်တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက မြန်မာနိုင်ငံအရေးကိစ္စ၊ အဓိကအားဖြင့် သက်ကြီးရွယ်အိုများ ရင်ဆိုင်ကြုံတွေ့နေရသည့် စိန်ခေါ်မှုများအပေါ် နိုင်ငံတကာအသိုင်းအဝန်းအနေဖြင့် အထူးအလေးအနက်ထားအာရုံစိုက်ရန် ချက်ချင်းလိုအပ်သကဲ့သို့ ထိရောက်မှုရှိသော အရေးယူဆောင်ရွက်မှုနှင့် အကူအညီများကိုလည်း ပေးအပ်ရန် အထူးလိုအပ်ကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့အခြေစိုက် ကုလသမဂ္ဂဌာနချုပ်တွင် Open-Ended Working Group on Ageing ၏ (၁၃) ကြိမ်မြောက် အစည်းအဝေးကို ၃-၄-၂၀၂၃ ရက်နေ့မှ စတင်၍ ၆-၄-၂၀၂၃ ရက်နေ့ အထိ ကျင်းပပြုလျက်ရှိပါသည်။ အဆိုပါအစည်းအဝေးသို့ ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများသာမက (A) အဆင့်ရှိ သော National Human Rights Institutions-NHRIs (၁၅) ဖွဲ့နှင့် အစိုးရမဟုတ်သော အဖွဲ့အစည်း (၁၇) ဖွဲ့တို့ ပါဝင်တက်ရောက်ကြပါသည်။ ထို့ပြင် အထွေထွေဆွေးနွေးမှုအစီအစဉ်ကို “Measures to enhance the promotion and protection of the human rights and dignity of older persons” ခေါင်းစဉ်ဖြင့် ၃-၄-၂၀၂၃ ရက် (တနင်္လာနေ့) တွင် ကျင်းပပြုလုပ်ရာ ကုလသမဂ္ဂဆိုင်ရာမြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တက်ရောက်၍ မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။
၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-
(က) လုပ်ငန်းအဖွဲ့အနေဖြင့် ကုလသမဂ္ဂအထွေထွေညီလာခံ ဆုံးဖြတ်ချက် 77/190 နှင့်အညီ သက်ကြီးရွယ်အိုများ၏ လူ့အခွင့်အရေးနှင့် ဂုဏ်သိက္ခာတို့အား ကာကွယ်မြှင့်တင်ပေးနိုင်မည့် လုပ်ဆောင်ချက်များကို ဆက်လက်ဆွေးနွေးသည့်အပေါ် ကြိုဆိုကြောင်း၊
(ခ) ကုလသမဂ္ဂလူ့အခွင့်အရေးဆိုင်ရာ မဟာမင်းကြီးရုံးအနေဖြင့် အစည်းအဝေးတွင် ဆွေးနွေးရာတွင် အခြေခံဆွေးနွေးနိုင်မည့် စာရွက်စာတမ်းကို ပြုစုပေးသည့်အတွက် ကျေးဇူးတင်ရှိကြောင်း၊ အဆိုပါ စာရွက်စာတမ်းအား လုပ်ငန်းအဖွဲ့၏ ဆွေးနွေးမှုများအတွက် ကောင်းမွန်စွာ လမ်းပြပေးမည့် အထောက်အကူပြုစာတမ်းအဖြစ် ရှုမြင်ကြောင်း၊ ထို့ပြင် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေးနှင့် စီးပွားရေးလုံခြုံရေး၊ ကျန်းမာရေးနှင့် ကျန်းမာရေးဝန်ဆောင်မှုများ ခံစားခွင့်ရရှိရေးနှင့် လူမှုရေးရာများတွင်ပါဝင်မှုဟူသော ကဏ္ဍ (၃) ခု တို့အတွက် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ၊ IGO၊ NHRI၊ NGO နှင့် ကုလသမဂ္ဂအေဂျင်စီများမှ ကျယ်ပြောနက်နဲသော အချက်အလက်များကို ထည့်သွင်းထောက်ပံ့ပေးသည့်အတွက် အထူးကျေးဇူးတင် ရှိကြောင်း၊
(ဂ) မျက်မှောက်ကမ္ဘာသည် စိန်ခေါ်မှုများစွာကို ရင်ဆိုင်ကြုံတွေ့နေရကြောင်း၊ ယင်းစိန်ခေါ်မှုများမှာ ကမ္ဘာတဝန်းလုံးရှိ ပြည်သူများအပေါ် သက်ရောက်မှုရှိကြောင်း၊ အမျိုးသမီးများ၊ ကလေးငယ်များ၊ လူငယ်လူရွယ်များနှင့် သက်ကြီးရွယ်အိုများသည် အန္တရာယ်အများစုကို မကြာခဏရှေ့တန်းမှ ရင်ဆိုင်ကြုံတွေ့နေရကြောင်း၊ ၎င်းတို့၏ အခွင့်အရေးများသည် သိသိသာသာ မှေးမှိန်ကာ အများအားဖြင့် လျစ်လျူရှုခြင်းခံနေရကြောင်း၊ ယနေ့အချိန်တွင် သက်ကြီးရွယ်အိုများအား ခွဲခြားဆက်ဆံခြင်းသည် စိုးရိမ်ရသည့်အခြေအနေသို့ ရောက်ရှိနေကြောင်း၊ အစိုးရများအနေဖြင့် ၎င်းတို့တွင် ရှိနှင့်ပြီးဖြစ်သော ယန္တရားနှင့် အစီအစဉ်များကို အသုံးချကာ သက်ကြီးရွယ်အိုများအား ကဏ္ဍအစုံ၊ အထူးသဖြင့် ကျန်းမာရေးနှင့် ငွေကြေးကဏ္ဍတို့တွင် ပါဝင်နိုင်ရန် ဆောင်ရွက်ပေးရမည်ဖြစ်ကြောင်း၊
(ဃ) လွန်ခဲ့သော (၅) နှစ် က UNFPA မှ စုစည်းထားသည့် အချက်အလက်များအရ မြန်မာနိုင်ငံရှိ သက်ကြီးရွယ်အိုဦးရေသည် လာမည့် နှစ်ပေါင်း (၃၀) တွင် သုံးဆမြင့်တက်လာမည်ဖြစ်ပြီး ထပ်မံတိုးပွား လာမည်ဟု မျှော်မှန်းနိုင်ကြောင်း၊ သို့ဖြစ်ရာ သက်ကြီးရွယ်အိုများအတွက် အကျိုးဖြစ်ထွန်းစေမည့် လူမှုရေးဝန်ဆောင်မှုများ၊ အကာအကွယ်ပေးရေးယန္တရားများနှင့် မူဝါဒများအပေါ်တွင် အလေးထား ဆောင်ရွက်သင့်ကြောင်း၊ မြန်မာနိုင်ငံအနေဖြင့်လည်း ယင်းသို့သော အကြံပြုချက်များကို အခြေပြု၍ သိသာထင်ရှားသော တိုးတက်မှုများကို ဖော်ဆောင်နိုင်ခဲ့ကြောင်း၊
(င) ယင်းတိုးတက်မှုများအနက် အငြိမ်းစား ပင်စင်လစာတိုးမြှင့်ခြင်း၊ ဘိုးဘွားရိပ်သာများ ဖွင့်လှစ်ခြင်း၊ အသိုက်အဝန်းအပေါ်အခြေခံသည့် စောင့်ရှောက်ရေးအစီအစဉ်များ စီမံပေးခြင်း၊ သက်ကြီးရွယ်အိုများအား စောင့်ရှောက်ပေးမည့်သူများကို သင်တန်းပေးခြင်း၊ ကျန်းမာရေးစောင့်ရှောက်မှုခံစားခွင့်အား တိုးမြှင့် ဆောင်ရွက်ပေးခြင်းနှင့် အိမ်ရာထောက်ပံ့မှုများပါဝင်ကြောင်း၊
(စ) သို့သော် အဆိုပါဖြစ်ပေါ်တိုးတက်မှုများသည် စစ်တပ်မှ ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလတွင် မတရားစစ်အာဏာသိမ်းပြီးနောက် ပျက်စီးဆုတ်ယုတ်သွားခဲ့ရကြောင်း၊ အထူးသဖြင့် မြန်မာနိုင်ငံ၌ စစ်တပ်မှ အပြစ်မဲ့ပြည်သူများအပေါ် ဆင်ခြင်မဲ့စွာ လေကြောင်းမှတဆင့် ဗုံးကျဲတိုက်ခိုက်ခြင်းနှင့် လူနေအိမ်များကို မီးရှို့ဖျက်ဆီးခြင်းကဲ့သို့သော ရက်စက်ကြမ်းကြုတ်မှုများအား ပြုလုပ်လျက်ရှိပြီး၊ ယင်းကြမ်းကြုတ်သည့် လုပ်ရပ်များတွင် အများဆုံးခံစားနေရသူများထဲတွင် သက်ကြီးရွယ်အိုများ ပါဝင်နေကြောင်း၊ သက်ကြီး ရွယ်အိုများစွာသည် စစ်တပ်၏ လုပ်ရပ်များကြောင့် နေရပ်စွန့်ခွာနေကြရပြီး၊ လူသားချင်းစာနာထောက်ထား မှုအကူအညီများကို ယခုပင်လိုအပ်နေကြောင်း၊
(ဆ) ဖော်ပြပါလိုအပ်နေသော အထောက်အပံ့ကူညီမှုများကို ဖြည့်တင်းပေးနိုင်ရန်နှင့် ၎င်းတို့၏ အခွင့်အရေးများအား လေးစားမှုရှိစေရေးနှင့် အကာအကွယ်ပေးရေးတို့အတွက် အမျိုးသားညီညွတ်ရေး အစိုးရနှင့် တိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများသည် အရပ်ဖက်လူမှုအဖွဲ့အစည်းများနှင့် အစိုးရ မဟုတ်သောအဖွဲ့အစည်းများနှင့်အတူလက်တွဲ၍ ဝိုင်းဝန်းအဖြေရှာဆောင်ရွက်လျက်ရှိကြောင်း၊
(ဇ) သို့ရာတွင် စိန်ခေါ်မှုများမှာ ဆက်လက်တည်ရှိနေပြီး မြင့်တက်လျက်ရှိကြောင်း၊ ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာနိုင်ငံအရေးကိစ္စ၊ အဓိကအားဖြင့် သက်ကြီးရွယ်အိုများ ရင်ဆိုင်ကြုံတွေ့နေရသည့် စိန်ခေါ်မှုများအပေါ် အထူးအလေးထားအာရုံစိုက်ရန် ယခုပင်အထူးလိုအပ် သကဲ့သို့ ထိရောက်မှုရှိသောအရေးယူဆောင်ရွက်မှုနှင့် အကူအညီများကိုလည်း ပေးအပ်ရန် လိုအပ်ကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar at the General Discussion of the Thirteenth Session of the Open-ended Working Group on Ageing (OEWGA13)

Madam Chair,
At the outset, I wish to congratulate and extend our delegation’s appreciation to you and members of the bureau for convening the thirteenth session of the OEWG on Ageing.
We welcome the Working Group’s commitment to discuss follow-up on the General Assembly resolution 77/190, i.e., measures to enhance the promotion and protection of the human rights and dignity of older persons.
Myanmar appreciates the OHCHR for preparing the working document. We are of the view that it serves as a guiding document which would enhance our discussion during this session. Likewise, we take this opportunity to express our profound thanks to member states, IGOs, NHRIs, NGOs and UN agencies for their broad range of substantive inputs to three different focus areas on (i) sustainable development and economic security, (ii) right to health and health services, and (iii) social inclusion respectively.
Madam Chair,
The world is currently facing multiple challenges that are critically affecting the lives of our global people. Women, children, youth, and older persons are often at the forefront of most risks. Their rights have been largely disregarded and obscured. Nowadays, discrimination against older persons is equally alarming. Governments must leverage all tools at their disposal to ensure inclusion of older persons in all sectors, particularly health and financial sectors.
Madam Chair,
According to the data collected by the UNFPA five years ago, the number of older persons in Myanmar will likely triple in the next 30 years. Such data is projected to grow further. Much of the emphases were needed for adequate social services, protection mechanisms and policies that would benefit the older persons. Based on such credible recommendations, Myanmar indeed had observed significant progresses.
The progresses include among others raising pension rates, opening day care centers, community-based home care programmes, extending care giver trainings, promoting access to health care and housing support.
Such progresses were rolled back due to the attempted illegal military coup in February 2021. Moreover, older persons are among the people suffered heavily from the military’s atrocities against innocent people including indiscriminate aerial bombings and whole-sale burning of residential homes. Older persons are among the people widely being displaced and seriously need immediate humanitarian assistance.
The National Unity Government (NUG), EROs together with CSOs and NGO are finding all possible ways to provide much needed assistance to them and to make sure their rights are respected and protected.
However, challenges remain and are still rising. In this regard, serious attention of the international community to the crisis in Myanmar especially challenges faced by older persons are highly and immediately needed as well as concrete action and help.
