ကိုင်တွယ်ဖြေရှင်းရန် လိုအပ်၊ ထိုအရင်းခံအကြောင်းတရားများမှာ တရားမဝင်စစ်အာဏာသိမ်းမှုကို အဆုံးသတ်ရန်၊ စစ်အာဏာရှင်စနစ်ကို အဆုံးသတ်ရန်နှင့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုကို တည်ဆောက်ရန်တို့ဖြစ်၊

အဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်အာဏာရှင်စနစ်နှင့် ပြည်သူတို့၏ ဆင်းရဲဒုက္ခများအား ဆက်လက်ရှည်ကြာစေမည့် စစ်အုပ်စု၏ အတုအယောင်၊ အလိမ်အညာရွေးကောက်ပွဲကို လုံးဝလက်မခံဘဲ ပြတ်သားစွာပယ်ချရန်  အလေးအနက်တိုက်တွန်းပါကြောင်း

၁။ အကြိမ်(၈၀)မြောက် ကုလသမဂ္ဂ အထွေထွေညီလာခံ၊ အထူးနိုင်ငံရေးနှင့် ကိုလိုနီနယ်မြေများ လွတ်မြောက်ရေးကော်မတီ (စတုတ္ထကော်မတီ) ၏ “Assistance in Mine Action” ခေါင်းစဉ်ဖြင့် ဆွေးနွေးမှု အစီအစဉ်ကို ၂၃-၁၀-၂၀၂၅ ရက်(ကြာသပတေးနေ့)၊ မွန်းလွဲပိုင်းတွင် ကျင်းပပြုလုပ်ခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ တက်ရောက်၍ မိန့်ခွန်းပြောကြားခဲ့ပါသည်။

၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-

(က) မြန်မာနိုင်ငံသည် လက်ရှိတွင် မြေမြှုပ်မိုင်းနှင့် ပေါက်ကွဲစေတတ်သည့် စစ်လက်နက်ပစ္စည်းများ ကြောင့် ကမ္ဘာပေါ်တွင် သေဆုံးမှုအများဆုံးဖြစ်ပွားရာနိုင်ငံ အဖြစ်သို့ ဝမ်းနည်းဖွယ်ရောက်ရှိ နေပြီဖြစ်ကြောင်း၊ ကုလသမဂ္ဂကလေးများရန်ပုံငွေအဖွဲ့ (UNICEF) ၏ အဆိုအရ ၂၀၂၄ ခုနှစ်တွင် မြန်မာ နိုင်ငံ၌ အရပ်သားပြည်သူ သေဆုံးသူ ၁,၀၈၂ ဦး ရှိခဲ့ပြီး၊ နှစ်အလိုက်မှတ်တမ်းများတွင် စုစုပေါင်းအများဆုံးအရေအတွက်ဖြစ်ကြောင်း၊

(ခ) အဆိုပါ အရပ်သားထိခိုက်သေဆုံးမှုများသည် စစ်အုပ်စု၏ ကျေးရွာများ၊ စိုက်ပျိုးမြေများနှင့် အရပ်သား အဆောက်အအုံများအနီးတစ်ဝိုက်တွင် လူသတ်မိုင်းများကို ဆက်တိုက်နှင့် စနစ်တကျ ဖြန့်ကြက်မြှုပ်နှံမှုများကြောင့် အဓိကဖြစ်ပေါ်နေကြောင်း၊

(ဂ) ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလ တရားမဝင်စစ်အာဏာသိမ်းမှုနောက်ပိုင်း ၂၀၂၂ ခုနှစ် ဇန်နဝါရီလမှစ၍ စစ်အုပ်စုများ၏ စဉ်ဆက်မပြတ်နှင့် ရည်ရွယ်ချက်ရှိစွာ မိုင်းအသစ်များ ထပ်မံထောင်ခြင်းကို ကုလသမဂ္ဂနှင့် အရပ်ဘက်အဖွဲ့အစည်းများက လစဉ်မှတ်တမ်းတင်လျက်ရှိကြောင်း၊

(ဃ) ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏အစီရင်ခံစာအရ ယင်းမိုင်းများသည် မည်သူမည်ဝါ မခွဲခြားဘဲ သေဆုံးစေခြင်း၊ ဒဏ်ရာရရှိစေခြင်းများကို ဖြစ်စေပြီး ဘေးကင်းလုံခြုံစွာသွားလာမှုများကို ဆိုးရွားစွာ ကန့်သတ်မှုဖြစ်စေသည့်အပြင် မရှိမဖြစ်လိုအပ်သည့် ဝန်ဆောင်မှုများနှင့် လူသားချင်းစာနာထောက်ထားမှု အကူအညီများရရှိရေးကိုပါ အတားအဆီးများစွာ ဖြစ်စေလျက်ရှိကြောင်း၊ မိုင်းထောင်ထားသည့်နေရာများကို တိကျစွာဖော်ထုတ်ခြင်း၊ အမှတ်အသားပြုခြင်းနှင့် ရှင်းလင်း ဖယ်ရှားခြင်းများကို မလုပ်ဆောင်နိုင်ပါက ပြည်သူများအနေဖြင့် လုံခြုံသည့်ဘဝကို ပြန်လည် တည်ဆောက်နိုင်မည်မဟုတ်ဘဲ ထိခိုက်သေဆုံးမှုများ ဆက်လက်ရှိနေဦးမည်ဖြစ်ကြောင်း၊

(င) ပို၍ စိုးရိမ်စရာကောင်းသည်မှာ အကြမ်းဖက်စစ်အုပ်စုသည် အရပ်သားများ၊ ကလေးငယ်များ အပါအဝင် ပြည်သူများကိုလူသားဒိုင်းများအဖြစ်အသုံးပြုကာ မိုင်းကွင်းများထဲ၌ အတင်းအကျပ် ဖြတ်လျှောက်စေခိုင်းမှုများ ရှိနေသည်ဟု သတင်းရင်းမြစ်များစွာက ဖော်ထုတ်ထားကြောင်း၊ ဤယုတ်မာရိုင်းစိုင်းသော အကြမ်းဖက်စစ်အုပ်စု၏ လုပ်ရပ်များသည် ဂျီနီဗာကွန်ဗင်းရှင်းကို ပြင်းထန်စွာ ချိုးဖောက်ခြင်းဖြစ်ပြီး၊ အရပ်သားပြည်သူလူထုအား အစုလိုက်အပြုံလိုက် ထိခိုက် နာကျင်စေရန် ရည်ရွယ်ခြင်းဖြစ်ကြောင်း၊

(စ) စစ်အုပ်စု၏ ရက်စက်ကြမ်းကြုတ်မှုဒဏ်ကို မြန်မာကလေးငယ်များက အဆိုးရွားဆုံး ခံစားနေရ ပြီး ၂၀၂၄ ခုနှစ် တစ်နှစ်တည်းတွင်ပင် ကလေးငယ် ၈၀၀ ကျော် သေဆုံး/ဒဏ်ရာရရှိခဲ့ကြောင်း၊ ယင်းတို့အနက်အနည်းဆုံး ၃၀၀ ခန့်သည် မိုင်းများနှင့် ပေါက်ကွဲစေတက်သော စစ်ကြွင်းစစ်ကျန်များကြောင့်ဖြစ်ကြောင်း၊ ဤအရေအတွက်သည် ကမ္ဘာပေါ်ရှိမြေမြှုပ်မိုင်းကြောင့် ထိခိုက်မှုများထဲတွင် အမြင့်ဆုံးစာရင်းဖြစ်ခဲ့ကြောင်း၊

(ဆ) အကြမ်းဖက်စစ်အုပ်စု၏ ပြည်သူလူထုအပေါ် ကျူးလွန်သည့် ရက်စက်ကြမ်းကြုတ်မှုများမှာ အချို့သော အဖွဲ့ဝင်နိုင်ငံများမှ စစ်အုပ်စုထံ စစ်လက်နက်ပစ္စည်းများ၊ တိုက်လေယာဉ်များ၊ တိုက် လေယာဉ်ဆီ၊ စစ်ဖက်-အရပ်ဖက်နှစ်မျိုးသုံးပစ္စည်းများနှင့် နည်းပညာများရောင်းချခြင်း သို့မဟုတ် လွှဲပြောင်းပေးခြင်းတို့ကြောင့် ဆက်လက်တည်မြဲနေခြင်းသာဖြစ်ကြောင်း၊

(ဇ) ထို့ကြောင့် အဆိုပါအဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် စစ်အုပ်စုအား ဘဏ္ဍာရေးနှင့် စစ်ရေးအကူအညီ ပေးခြင်းကို ချက်ချင်းရပ်တန့်ရန် တောင်းဆိုပါကြောင်း၊ အခြားအဖွဲ့ဝင်နိုင်ငံများ၊ နိုင်ငံတကာ အသိုက်အဝန်းအနေဖြင့်လည်း လက်နက်များ၊ ဘဏ္ဍာငွေများ၊ တိုက်လေယာဉ်ဆီများနှင့် စစ်ဖက်-အရပ်ဖက် နှစ်မျိုးသုံးပစ္စည်းများအား စစ်အုပ်စုထံသို့ စီးဆင်းမှုကို ဖြတ်တောက်ခြင်းဖြင့် မြန်မာပြည်သူများကို ကူညီပေးရန် အထူးအလေးထား တောင်းဆိုအပ်ပါကြောင်း၊

(ဈ) မြေမြှုပ်မိုင်းဆိုင်ရာလုပ်ငန်းများမှာ ပြန်လည်တည်ဆောက်ရေး၊ အသက်မွေးဝမ်းကျောင်းမှု ပြန်လည်ရရှိရေးနှင့် ထိခိုက်ခံရသူများကို ကူညီပံ့ပိုးပေးရေးတို့အတွက် မရှိမဖြစ်လိုအပ်ပြီး၊ ပြည်သူ များ အကြောက်တရားကင်းစွာဖြင့် ၎င်းတို့ရပ်ရွာသို့ လွတ်လပ်စွာပြန်လည်နေထိုင်ရေးအတွက် ထိရောက်သည့် နိုင်ငံတကာပူးပေါင်းဆောင်ရွက်မှုနှင့် အကူအညီပေးမှုသည် အရေးပါလှကြောင်း၊

(ည) ခက်ခဲကြမ်းတမ်းသည့် ဤအခြေအနေများတွင် အမျိုးသားညီညွတ်ရေးအစိုးရသည် တိုင်းရင်းသား တော်လှန်ရေးအဖွဲ့အစည်းများ၊ ဒေသခံလူသားချင်းစာနာထောက်ထားမှု ကွန်ရက်များ၊ အမျိုးသမီးနှင့် မသန်စွမ်းသူများ ဦးဆောင်သောအဖွဲ့များနှင့် အရပ်ဘက်မိတ်ဖက်အဖွဲ့အစည်းများနှင့်အတူ ပူးပေါင်း၍ မြေမြှုပ်မိုင်းနှင့် ပေါက်ကွဲစေတတ်သည့်စစ်လက်နက်ပစ္စည်းများ ရှင်းလင်းဖယ်ရှား ခြင်း၊ အရပ်သားများ၊ ထိခိုက်ခံရသူများနှင့် နေရပ်စွန့်ခွာရသူများအတွက် အသက်ကယ်ဆယ်မှု  အကူအညီများလုပ်ဆောင်ပေးခြင်း၊ မိုင်းအန္တရာယ်အသိပညာပေးခြင်း၊ ခန္ဓာကိုယ်အစားထိုး အစိတ်အပိုင်းများအပါအဝင် ပြန်လည်ထူထောင်ရေး အထောက်အကူပြုအစီအစဉ်များ အကောင် အထည်ဖော်ဆောင်ရွက်ပေးခြင်းတို့ကို လုပ်ဆောင်ပေးလျက်ရှိကြောင်း၊

(ဋ) အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် မြန်မာပြည်သူများအပေါ် မယိမ်းမယိုင် ထောက်ခံကူညီမှု ပေးအပ်ရန် အဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာအသိုက်အဝန်းအား တောင်းဆိုပါကြောင်း၊

(ဌ) ပြည်သူများ၏ဆင်းရဲဒုက္ခကို အဆုံးသတ်ရန်၊ မြေမြှုပ်မိုင်းများနှင့် ပေါက်ကွဲစေတတ်သည့် စစ်လက်နက်ပစ္စည်းများကြောင့် ထိခိုက်ခံရသူများအား ထိရောက်ကျယ်ပြန့်စွာ ကူညီပံ့ပိုးရန်၊ ပြည်သူ များကို မိုင်းအန္တရာယ်မှ ကာကွယ်ပေးနိုင်ရန်အတွက် အရင်းခံအကြောင်းတရားကို ကိုင်တွယ် ဖြေရှင်းရန်လိုအပ်ကြောင်း၊ ထိုအရင်းခံအကြောင်းတရားများမှာ တရားမဝင်စစ်အာဏာသိမ်းမှုကိုအဆုံးသတ်ရန်၊ စစ်အာဏာရှင်စနစ်ကို အဆုံးသတ်ရန်နှင့် ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စုကို တည်ဆောက်ရန်တို့ဖြစ်ကြောင်း၊

(ဍ) ထို့ကြောင့် အဖွဲ့ဝင်နိုင်ငံများနှင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်အာဏာရှင်စနစ်နှင့် ပြည်သူတို့၏ ဆင်းရဲဒုက္ခများအား ဆက်လက်ရှည်ကြာစေမည့် စစ်အုပ်စု၏ အတုအယောင်၊ အလိမ်အညာရွေးကောက်ပွဲကို လုံးဝလက်မခံဘဲ ပြတ်သားစွာပယ်ချရန် အလေးအနက်တိုက်တွန်းပါကြောင်း။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mr. Chair,

Myanmar thanksthe Secretary-General for his sobering report on assistance in mine action, covering situational and implementation updates from August 2023 to July 2025.

Mr. Chair,

Sadly, my country, Myanmar now bears the grim distinction of having the highest number of casualties worldwide from landmines and explosive ordnance. According to the UNICEF, Civilian deaths reached 1,082 in Myanmar in 2024, the highest annual total ever documented.

These casualties are predominantly drivenby the military junta’s persistent and well-documented deployment of anti-personnel mines in villages, agricultural lands, and near civilian infrastructure nationwide.

After the illegal coup in February 2021, the UN and civil society have consistently documented new mine-laying by junta forces every monthsince January 2022.

The Secretary-General’s report further elaborates on how these mines cause indiscriminate death and injury, severely restrict safe movement, and hinder access to essential services and humanitarian aid.

Unfortunately, these impacts on civilians continue until contaminated zones are accurately identified, marked, and cleared, enabling communities to return and rebuild securely.

Several sources revealed that alarmingly, junta troops have forced civilians, including children, to walk through minefields as human minesweepers. These barbaric acts constitute serious violations of the Geneva Conventions, aimingto collectively punish civilian populations.

Mr. Chair,

Myanmar’s children bear the heaviest burden of the junta’s brutality. In 2024 alone, more than 800 children were killed or injured, including at least 300 from mines and explosive remnants of war, the highest global toll from landmines.

The military junta’s atrocities against the people have been sustained through the continued sale or transfer of arms, weapons, fighter jets, jet fuel, dual-use items and technologies from some member states to the junta.

We urge those countries to stop their financial and military assistance to the junta. We also appeal to the other member states and the international community to help the people of Myanmar by cutting off the flows of weapons, finance, jet fuel and dual-use items to the military junta.

Mr. Chair,

The mine action is essential for reconstruction, restoring livelihoods, and supporting victims so that our people can once again walk their land free from fear. In this regard, the effective international cooperation and assistance to the affected countries is vital.

In these challenging circumstances, the National Unity Government of Myanmar continues working with ethnic resistance organizations, local humanitarian networks, women- and disability-led groups, and civil society partners to deliver life-saving assistance to victims and displaced persons across Myanmar, to clear landmines and explosive remnants of war, to provide mine risk education to civilians, and to initiate and implement survival support programmes including access to prosthetics nationwide.

We urge Member States and the international community to extend their unwavering support to the NUG and the people of Myanmar.

In conclusion, Mr. Chair, to end the people’s suffering, to support effectively and widely the victims of the landmines and explosive remnants of war, and to prevent the people from landmines, we need to address the root cause; end the illegal military coup and the military dictatorship, build a federal democratic union.

Thus, the junta’s planned scam election, which will extend the continuation of the military dictatorship and the people’s suffering, must not be accepted.

Accordingly, I wish to urge the member states and the international community to categorically reject this junta’s sham election.
