သတင်းအဖြစ်ထုတ်ပြန်ချက်
ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်မှုဆိုင်ရာ (၁၁) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ အရေးပေါ်အထူးအစည်းအဝေး၌ ယူကရိန်းနိုင်ငံမှ “ယူကရိန်းနိုင်ငံသို့ ကျူးကျော်တိုက်ခိုက်ခြင်းကြောင့် ဖြစ်ပေါ်လာသည့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ နောက်ဆက်တွဲအကျိုးဆက်များ” ခေါင်းစဉ်ဖြင့် အဆိုပြုတင်သွင်းသည့် အဆိုပြုမူကြမ်းအား မြန်မာနိုင်ငံမှ ပူးတွဲအဆိုရှင်အဖြစ်ပါဝင်၍ ထောက်ခံမဲပေးခဲ့ခြင်း

၁။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းသည် ၂၀၂၂ ခုနှစ်၊ မတ်လ (၂၄) ရက်နေ့၊ နံနက်ပိုင်းတွင် ကျင်းပပြုလုပ်သော ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ ယူကရိန်းနိုင်ငံ အပေါ် ကျူးကျော်မှုဆိုင်ရာ အရေးပေါ်အထူးအစည်းအဝေး (Resumed) သို့ တက်ရောက်၍ မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။
၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-
(က) “ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်တိုက်ခိုက်ခြင်းကြောင့် ဖြစ်ပေါ်လာသည့် လူသားချင်းစာနာ ထောက်ထားမှုဆိုင်ရာ နောက်ဆက်တွဲ အကျိုးဆက်များ” ခေါင်းစဉ်ဖြင့် ယူကရိန်းနိုင်ငံမှ မိတ်ဆက် တင်သွင်းသည့် အဆိုပြုမူကြမ်း A/ES-11/L.2 အား မြန်မာနိုင်ငံအနေဖြင့် ပူးတွဲအဆိုရှင်အဖြစ် ပါဝင်ထား ပါကြောင်း၊ ထောက်ခံမဲပေးမည်ဖြစ်ပါကြောင်း၊
(ခ) မြန်မာနိုင်ငံသည် သက်ဆိုင်ရာနိုင်ငံ၏ ရပ်တည်ချက်ကို အလေးထား၍ ယင်းနိုင်ငံပြည်သူများ၏ အသံကိုလည်း အလေးဂရုပြုပါကြောင်း၊
(ဂ) ယူကရိန်းနိုင်ငံတွင် ကျူးကျော်မှုများနှင့် ခွဲခြားမှုမရှိ၊ အင်အားအလွန်အကျွံအသုံးပြု တိုက်ခိုက်မှု များကြောင့် ပြည်သူများအနေဖြင့် ဆိုးရွားသော အခြေအနေများကို ဆက်လက်ရင်ဆိုင်နေရပြီး၊ လူသားချင်း စာနာထောက်ထားမှုအကူအညီများ အထူးလိုအပ်လျက်ရှိကြောင်း၊ ယင်းလိုအပ်နေသည့် ပြည်သူများထံသို့ ဦးစားပေး၍ လူသားချင်းစာနာမှု အကူအညီများ အချိန်မီပံ့ပိုးပေးရမည်ဖြစ်ကြောင်း၊ အထူးသဖြင့် အမျိုးသမီးများ၊ ကလေးသူငယ်များ၊ သက်ကြီးရွယ်အိုများ၊ မသန်စွမ်းသူများနှင့် အခြားထိခိုက်လွယ်သော အုပ်စုများအပါအဝင် ပြည်သူများမှ ယခုကဲ့သို့ အခက်အခဲများအား မလိုအပ်ဘဲ ကြုံတွေ့နေရခြင်းကို အပြီးတိုင်နှင့် ချက်ချင်းရပ်တန့်ရန် လိုအပ်ကြောင်း၊
(ဃ) ထို့အတူ လူသားချင်းစာနာထောက်ထားမှုအကူအညီများ ပေးအပ်နေသည့်သူများ၊ ဆေးဝန်ထမ်းများ၊ သတင်းထောက်များနှင့် ထိခိုက်လွယ်သော အခြေအနေများတွင် ရောက်ရှိနေသည့် အမျိုးသမီးနှင့် ကလေးသူငယ်တို့အပါအဝင် အရပ်သားပြည်သူများကို အပြည့်အဝအကာအကွယ်ပေးရန် အလွန် အရေးကြီးပါကြောင်း၊
(င) ဤနေရာတွင် ဒုက္ခသည်များကို လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ စဉ်ဆက်မပြတ် ပေးအပ်နိုင်ရေးနှင့် အကာအကွယ်ပေးနိုင်ရေးတို့အတွက် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ၊ ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၊ ကုလသမဂ္ဂအေဂျင်စီများနှင့် နိုင်ငံတကာအဖွဲ့အစည်းများမှ ကြိုးပမ်း ဆောင်ရွက်နေမှုအပေါ် ကြိုဆိုပါကြောင်း၊ တစ်ဆက်တည်းမှာပင် ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်မှ ယူကရိန်းနိုင်ငံအတွက် “United Nations Crisis Coordinator” ခန့်အပ်ခဲ့ခြင်းကို ကြိုဆိုပါကြောင်း၊
(စ) ဒုက္ခဆင်းရဲများ ရင်ဆိုင်နေရသည့် ယူကရိန်းပြည်သူများ၏ ခံစားမှုများကို မိမိတို့အနေဖြင့် အပြည့်အဝနားလည်ပါကြောင်း၊ ယူကရိန်းပြည်သူများနှင့်အတူ ခိုင်မာစွာရပ်တည်ပါကြောင်း၊
(ဆ) မြန်မာနိုင်ငံတွင်လည်း ယူကရိန်းပြည်သူများ ရင်ဆိုင်နေရသည့် အခက်အခဲများနှင့် အလား သဏ္ဍာန်တူသည့် လူသားများမှ ဖန်တီးသော ကြေကွဲဖွယ်အခြေအနေများနှင့် ရင်ဆိုင်ကြုံတွေ့နေရကြောင်း၊ စစ်တပ်မှ ၎င်း၏ပြည်သူများကို ရက်စက်ကြမ်းကြုတ်သောလုပ်ရပ်များ ကျူးလွန်နေခြင်း၊ လူသားမျိုးနွယ်စု အပေါ် ကျူးလွန်သည့်ပြစ်မှုများ ကျူးလွန်နေခြင်းနှင့် ခွဲခြားမှုမရှိ အင်အားအလွန်အကျွံအသုံးပြု တိုက်ခိုက်မှုများများကြောင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကျပ်အတည်းများနှင့် ရင်ဆိုင်နေရ လျက်ရှိကြောင်း၊
(ဇ) ကုလသမဂ္ဂ၏ ကိန်းဂဏန်းများအရ၊ စစ်တပ်မှ နိုင်ငံတစ်ဝှမ်းတွင် ခွဲခြားမှုမရှိဘဲ တိုက်ခိုက်မှုများ ကြောင့် မြန်မာနိုင်ငံတွင် ယနေ့အချိန်အထိ နေရပ်စွန့်ခွာသူ (၉) သိန်းခန့်ရှိလာပြီဖြစ်ပြီး၊ လူသားချင်း စာနာထောက်ထားမှု အကူအညီများ အထူးလိုနေအပ်နေသူ ၆.၂ သန်းခန့် ရှိနေပြီဖြစ်ကြောင်း၊ အလားတူပင် ပြည်သူများအနေဖြင့် စားနပ်ရိက္ခာမလုံလောက်မှုပြဿနာများဖြင့်လည်း ရင်ဆိုင်လာနေရကြောင်း၊
(ဈ) ယူကရိန်းနိုင်ငံအပေါ် စစ်မက်ပြုတိုက်ခိုက်နေမှုများ ချက်ချင်းရပ်တန့်ရန် ထပ်လောင်းတောင်းဆို ပါကြောင်း၊
(ည) နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ယူကရိန်းနိုင်ငံအတွင်းနှင့် အနီးတစ်ဝိုက်တွင်ရှိသော ဒုက္ခကြုံတွေ့နေရသူများအတွက် လူသားချင်းစာနာထောက်ထားမှုအကူအညီများ အပြည့်အဝပံ့ပိုးကူညီ ထောက်ပံ့ပေးရန် မေတ္တာရပ်ခံပါကြောင်း၊ ထို့နည်းတူစွာပင် မြန်မာနိုင်ငံတွင် လူသားချင်းစာနာ ထောက်ထားမှုအကူအညီများ လိုအပ်နေသူများထံသို့လည်း ပွင့်လင်းမြင်သာ၍ လိုအပ်သူများထံ ရောက်ရှိသည့် အကူအညီပေးမှုမျိုးများပြုလုပ် ပေးအပ်ရန် မေတ္တာရပ်ခံပါကြောင်း၊ မြန်မာပြည်သူများမှ စစ်အာဏာရှင်တို့ မတရားကျူးလွန်နေသည့် ရက်စက်ကြမ်းကြုတ်မှုများကို ရပ်တန့်စေရန်နှင့် စစ်အာဏာရှင်စနစ် အပြီးတိုင်ချုပ်ငြိမ်းရေးအတွက် ကြိုးပမ်းနေမှုများတွင်လည်း နိုင်ငံတကာအသိုက်အဝန်း အနေဖြင့် အချိန်နှင့်တပြေးညီ ထိရောက်စွာ ပံ့ပိုးကူညီပေးရန် မေတ္တာရပ်ခံပါကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။
၄။ ယူကရိန်းနိုင်ငံမှ အဆိုပြုတင်သွင်းသော “ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်တိုက်ခိုက်ခြင်းကြောင့် ဖြစ်ပေါ်လာသည့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ နောက်ဆက်တွဲ အကျိုးဆက်များ” အဆိုပြု မူကြမ်းကို ၂၄-၃-၂၀၂၂ ရက်နေ့တွင် ကျင်းပပြုလုပ်သော ကုလသမဂ္ဂအထွေထွေညီလာခံ အရေးပေါ် အထူးအစည်းအဝေး၌ ထောက်ခံမဲ (၁၄၀) မဲ၊ ကန့်ကွက်မဲ (၅) မဲနှင့် ကြားနေမဲ (၃၈) မဲဖြင့် အတည်ပြုခဲ့ပါသည်။ အဆိုပါအဆိုပြုမူကြမ်းကို မြန်မာနိုင်ငံအပါအဝင် နိုင်ငံပေါင်း (၈၀) ကျော်က ပူးတွဲအဆိုရှင်များအဖြစ် ပါဝင်ခဲ့ကြပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar during the consideration of the draft resolutions A/ES-11/L.2 and A/ES-11/L.3 at the 11th Emergency Special Session of the United Nations General Assembly on the Situation of Ukraine
(New York, 24 March 2022)
Mr. President,
I thank you Mr. President for convening of this meeting. Myanmar cosponsored the draft resolution A/ES-11/L.2 entitled “Humanitarian consequences of aggression against Ukraine” introduced by the country concerned, Ukraine and will vote YES. We always value the first and foremost position of the country concerned and respect the voices of the people of the country concerned.
As the people in Ukraine continue to face catastrophic situations caused by the aggression and indiscriminate and disproportionate attacks, humanitarian assistance to the people in need must be provided at the forefront and in a timely manner. All unnecessary sufferings of the people, including women and children, elderlies, people with disabilities and other vulnerable groups, must end completely and immediately. It is vital that civilians, including humanitarian personnel, medical personnel, journalists and persons in vulnerable situations, including women and children must be fully protected. We welcome the continued efforts of the UN member states, the UN Secretary-General, UN agencies, and international organizations to deliver humanitarian assistance as well as assistance and protection for refugees. We also welcome the appointment by the United Nations Secretary General of a United Nations Crisis Coordinator for Ukraine.
Mr. President,
We fully share the sufferings of the people of Ukraine. We stand firm and in solidarity with the people of Ukraine.
The people of Myanmar are experiencing similar manmade tragedies and humanitarian crisis resulted from the military’s atrocities, crimes against humanity, indiscriminate and disproportionate attacks against its own people. According to the UN, to this date, there are almost 900,000 people remained displaced and 6.2 million people are in need of humanitarian assistance due to the military’s indiscriminate attacks across the country. At the same time, our people are encountering the issue of food insecurity.
As such, Myanmar would like to reiterate our appeal for immediate and complete cessation of hostilities and attacks on Ukraine. While calling for ensuring humanitarian access and providing humanitarian assistance to the people in and around Ukraine, we also urge the international community to provide humanitarian assistance to the people in need in Myanmar in a transparent and inclusive manner and to help the people of Myanmar in our efforts for ending the military’s atrocities and the military dictatorship in a timely and effective manner.
Saving lives is a noble task for everyone.
