၂၀၂၆ ခုနှစ်အတွက် Executive Board of UNDP, UNFPA and UNOPS ၏ ဒုတိယအကြိမ် ပုံမှန်အစည်းအဝေးတွင် UNDP Executive Director နှင့် အပြန်အလှန်ဆွေးနွေးသည့် အစီအစဉ်၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံတွင် တရားမဝင် စစ်အာဏာသိမ်းမှု (၅) နှစ် ကျော်လာချိန်တွင် မြန်မာပြည်သူများ

အနေဖြင့် ဘက်ပေါင်းစုံ၌ ခက်ခဲကျပ်တည်းနေရပြီး ပဋိပက္ခ၊ မလုံခြုံမှု၊ နေရပ်စွန့်ခွာ ထွက်ပြေးတိမ်းရှောင်ခြင်း၊ စီးပွားရေး မတည်ငြိမ်မှုနှင့် ရာသီဥတုဖောက်ပြားခြင်း စသည်ဖြင့် တစ်ခုနှင့်တစ်ခု ချိတ်ဆက်နေသည့် အကျပ်အတည်းများကို ရင်ဆိုင်နေရလျက်ရှိ၊

မြန်မာနိုင်ငံ၏အခြေအနေတွင် စစ်အုပ်စု၏လေကြောင်း ဗုံးကျဲတိုက်ခိုက်မှုများကြောင့် အပိုင်းပိုင်းအစစ ကျိုးပဲ့ပျက်စီးသွားရသော ပြည်သူများ၏ နေအိမ်များနှင့် စာသင်ကျောင်းများအား မိမိတို့၏ ဒေသခံမိတ်ဖက်များကသာ ပြန်လည်တည်ဆောက်ပေးလျက်ရှိ၊

ပြည်တွင်းနေရပ်စွန့်ခွာသူစခန်းများတွင် စစ်အုပ်စု၏ လေကြောင်းတိုက်ခိုက်မှု များနှင့် မဆင်မခြင် ဗုံးကျဲ ဖျက်ဆီးခြင်းတို့ကြောင့် ပျက်စီးမှုအတွက် ယာယီခိုလှုံတဲများနှင့် ရွက်ဖျင်တဲများအား ပြန်လည်တည်ဆောက် ပေးသူများမှာ မိမိတို့၏ အသိုက်အဝန်းများမှ မိတ်ဖက်များပင်ဖြစ်၊

စစ်အုပ်စုက လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ ကူညီကယ်ဆယ်မှုများ

ပိတ်ဆို့ တားဆီး နှောင့်ယှက်လျက်ရှိသောကြောင့် ရှေ့တန်း၌ လုပ်ဆောင်နေသော မိမိတို့၏ မိတ်ဖက်များကပင် အသက်ကယ်ဝန်ဆောင်မှုများကို ပြန်လည် လည်ပတ်စေရန် လုပ်ဆောင်ပေးလျက်ရှိ၊

ကုလသမဂ္ဂ ဖွံ့ဖြိုးမှုအစီအစဉ်မှ ပေးအပ်လျက်ရှိသော ဝန်ဆောင်မှုများ ထိရောက်မှုရှိစေရန်အတွက် မှန်ကန်သော မိတ်ဖက်အား ရွေးချယ်ခြင်းနှင့် သက်ဆိုင်ရာ ပါဝင်ပတ်သက်နေသူများနှင့်

လက်တွဲ ပူးပေါင်းဆောင်ရွက်မှုတို့က အလွန်အရေးပါ၊

လူသားချင်းစာနာထောက်ထားမှု လုပ်ငန်းစဉ်များ၊ ဖွံ့ဖြိုးမှုနှင့် ငြိမ်းချမ်းရေး တို့အား ပေါင်းစပ်အကောင်အထည်ဖော်ခြင်းက ပဋိပက္ခများ၏ အဓိကဇစ်မြစ်ကို အလုံးစုံ ဖြေရှင်းပေးရာရောက်သကဲ့သို့ နိုင်ငံကိုလည်း လမ်းကြောင်းမှန်ပေါ်သို့ ပြန်လည် ဆောင်ကြဉ်းပေးနိုင်မည်ဖြစ်၊

အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် တိုင်းရင်းသား ဒီမိုကရေစီ အင်အားစုများအနေဖြင့် စိန်ခေါ်မှုများ ရှိသည့်ကြားကပင် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုပေါ်ထွန်းရေး ဦးဆောင်ကောင်စီအောက်မှ ညှိနှိုင်းပူးပေါင်းဆောင်ရွက်ကာ မြန်မာနိုင်ငံတွင် ရေရှည်တည်တံ့ခိုင်မြဲသော ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် ဖွံ့ဖြိုးမှုတို့ ရရှိလာစေရန် ကြိုးပမ်းလျက်ရှိ၊

မြန်မာပြည်သူများအနေဖြင့် စစ်အာဏာရှင်စနစ်အား အပြီးတိုင်ချုပ်ငြိမ်းခြင်း၊ ဒီမိုကရေစီ အဆောက်အဦများ ပြန်လည်အသက်သွင်းခြင်းနှင့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ခြင်းတို့ဖြင့် ၎င်းတို့၏ အနာဂတ်အား ဖန်တီးမည်ဟု အခိုင်အမာ ဆုံးဖြတ်ထားကြောင်း ပြောကြားခဲ့

၁။        ၂၀၂၆ ခုနှစ်အတွက် Executive Board of UNDP, UNFPA and UNOPS ၏ ဒုတိယအကြိမ် ပုံမှန်အစည်းအဝေးကို ၂၄-၈-၂၀၂၆ ရက်မှ ၂၇-၈-၂၀၂၆ ရက်နေ့အထိ ကျင်းပလျက်ရှိပြီး Structured Funding၊ Update on the Assessment of How the EB Executes its Governance and Oversight Functions၊ Engagement with the UN80 Initiative၊ Country Programmes နှင့် မြေပြင်ကွင်းဆင်း လေ့လာမှုဆိုင်ရာ အစီရင်ခံခြင်းစသည့် ခေါင်းစဉ်များကို ဆွေးနွေးလျက်ရှိပါသည်။

၂။         ကုလသမဂ္ဂ ဖွံ့ဖြိုးမှုအစီအစဉ် (United Nations Development Programme – UNDP) ၏ အမှုဆောင်ညွှန်ကြားရေးမှူးနှင့် အပြန်အလှန်ဆွေးနွေးမှုကို ၂၆-၈-၂၀၂၆ ရက် (ဗုဒ္ဓဟူးနေ့) တွင် ကျင်းပခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း ပါဝင် တက်ရောက် ဆွေးနွေးခဲ့ပါသည်။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်ဆွေးနွေးမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က)     ဖွံ့ဖြိုးမှုနှင့်စပ်လျဉ်း၍ စိန်ခေါ်မှုများ ကြီးမားနေသောကာလတွင် ကုလသမဂ္ဂ ဖွံ့ဖြိုးမှု အစီအစဉ်အနေဖြင့်ဆန်းသစ်သောပုံစံဖြင့် ဘဏ္ဍာငွေများထောက်ပံ့ပေးလျက်ရှိခြင်းနှင့် မိတ်ဖက် ပူးပေါင်း ဆောင်ရွက်မှုများ ပြုလုပ်နေခြင်းဖြင့် ကြိုးပမ်းအားထုတ်လျက်ရှိသည့်အပေါ် မိမိတို့ ကြိုဆိုပါကြောင်း၊

(ခ)       ကုလသမဂ္ဂ ဖွံ့ဖြိုးမှုအစီအစဉ်၏ လုပ်ငန်းထက်ဝက်ကျော်မှာ မြန်မာနိုင်ငံအပါအဝင် ထိခိုက် ပျက်စီးလွယ်သောနေရာများနှင့် ပဋိပက္ခနှင့်ဆက်စပ်အခြေအနေများတွင် လုပ်ဆောင်နေခြင်း ဖြစ်ကြောင်း၊

(ဂ)       မြန်မာနိုင်ငံတွင် တရားမဝင် စစ်အာဏာသိမ်းမှု (၅) နှစ်ကျော်လာချိန်တွင် မြန်မာပြည်သူများ အနေဖြင့် ဘက်ပေါင်းစုံ၌ ခက်ခဲကျပ်တည်းနေရပြီး ပဋိပက္ခ၊ မလုံခြုံမှု၊ နေရပ်စွန့်ခွာထွက်ပြေး တိမ်းရှောင်ခြင်း၊ စီးပွားရေးမတည်ငြိမ်မှုနှင့် ရာသီဥတုဖောက်ပြားခြင်း စသည်ဖြင့် တစ်ခုနှင့် တစ်ခု ချိတ်ဆက်နေသည့် အကျပ်အတည်းများကို ရင်ဆိုင်နေရလျက်ရှိကြောင်း၊

(ဃ)     စစ်အုပ်စုသည် အပေါ်ယံအပြောင်းအလဲများကို ဟန်ပြလုပ်ဆောင်လျက်ရှိသော်လည်း ၎င်းတို့ အနေဖြင့် အရပ်သားပြည်သူများအပေါ် မဆင်မခြင် အကြမ်းဖက်နေခြင်းက ရပ်တန့်သွားခြင်း မရှိသောကြောင့် တိုင်းပြည်၏ ဖွံ့ဖြိုးတိုးတက်မှုမှာ ကျဆင်းဆုတ်ယုတ်နေသည့် ဝဲဂယက်အတွင်းမှ ရုန်းမထွက်နိုင်ဘဲဖြစ်နေကြောင်း၊

(င)       သို့ဖြစ်ပါ၍ မိမိအနေဖြင့် အချက် (၂) ချက်ကို အဓိက ဆွေးနွေးလိုပါကြောင်း-

(၁)       ပထမဦးစွာ ဒေသခံများနှင့် အသိုက်အဝန်းအတွင်း လှုပ်ရှားနေသူများနှင့် ထိရောက်သော မိတ်ဖက်ပူးပေါင်းဆောင်ရွက်မှု ခိုင်မာစွာချဲ့ထွင်ရန် - ကုလသမဂ္ဂ ဖွံ့ဖြိုးမှုအစီအစဉ်မှ ပေးအပ်လျက်ရှိသော ဝန်ဆောင်မှုများ ထိရောက်မှုရှိစေရန်အတွက် မှန်ကန်သောမိတ်ဖက်အား ရွေးချယ်ခြင်းနှင့် သက်ဆိုင်ရာ ပါဝင်ပတ်သက်နေသူများနှင့် လက်တွဲပူးပေါင်းဆောင်ရွက်မှုတို့က အလွန်အရေးပါသည်ကို ရှုမြင်ရကြောင်း၊

မြန်မာနိုင်ငံ၏ အခြေအနေတွင် စစ်အုပ်စု၏ လေကြောင်း ဗုံးကျဲတိုက်ခိုက်မှုများကြောင့် အပိုင်းပိုင်းအစစကျိုးပဲ့ပျက်စီးသွားရသော ပြည်သူများ၏နေအိမ်များနှင့် စာသင်ကျောင်း များအား မိမိတို့၏ ဒေသခံမိတ်ဖက်များကသာ ပြန်လည်တည်ဆောက်ပေးလျက် ရှိကြောင်း၊

ထို့အတူ ပြည်တွင်းနေရပ်စွန့်ခွာသူစခန်းများတွင် စစ်အုပ်စု၏ လေကြောင်းတိုက်ခိုက်မှု များနှင့် မဆင်မခြင် ဗုံးကျဲဖျက်ဆီးခြင်းတို့ကြောင့် ပျက်စီးမှုအတွက် ယာယီခိုလှုံတဲများ နှင့် ရွက်ဖျင်တဲများအား ပြန်လည်တည်ဆောက်ပေးသူများမှာ မိမိတို့၏ အသိုက်အဝန်းများမှ မိတ်ဖက်များပင်ဖြစ်ကြောင်း၊

ထို့ပြင် စစ်အုပ်စုကလူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ ကူညီကယ်ဆယ်မှုများ ပိတ်ဆို့ တားဆီးနှောင့်ယှက်လျက်ရှိသောကြောင့် ရှေ့တန်း၌ လုပ်ဆောင်နေသော မိမိတို့၏ မိတ်ဖက်များကပင် အသက်ကယ်ဝန်ဆောင်မှုများကို ပြန်လည် လည်ပတ်စေရန် လုပ်ဆောင်ပေးလျက် ရှိကြောင်း၊

(၂)        ဒုတိယအချက်အနေဖြင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ၊ ဖွံ့ဖြိုးမှုနှင့် ငြိမ်းချမ်း ရေး ဆက်သွယ်ချက်တို့အား ပြန်လည်အားကောင်းလာအောင် လုပ်ဆောင်ပေးရန် - လူသားချင်းစာနာထောက်ထားမှု လုပ်ငန်းစဉ်များသည် အချိန်နှင့်တပြေးညီ သက်သာချောင်ချိမှုရှိရေးအတွက် ကူညီပေးနိုင်ပြီး ဖွံ့ဖြိုးမှုကလည်း ပြန်လည်တည်ဆောက်ရေး၊ လူနေမှုဘဝ သာယာဝပြောရေးနှင့် ကြံ့ခိုင်မှုတို့အတွက် ပံ့ပိုးပေးနိုင်ကြောင်း၊

ထို့ထက် ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်ရေးတို့ကမူ အဆိုပါ လူနေမှုဘဝများ သာယာဝပြော ရေးအခွင့်အလမ်းများနှင့် ဖွံ့ဖြိုးတိုးတက်မှုရလဒ်များကို ရေရှည်တည်တံ့စေရန် ထိန်းသိမ်းပေးနိုင်ကြောင်း၊

သို့ဖြစ်ရာ လူသားချင်းစာနာထောက်ထားမှု လုပ်ငန်းစဉ်များ၊ ဖွံ့ဖြိုးမှုနှင့် ငြိမ်းချမ်းရေး တို့အား ပေါင်းစပ်အကောင်အထည်ဖော်ခြင်းက ပဋိပက္ခများ၏ အဓိကဇစ်မြစ်ကို အလုံးစုံ ဖြေရှင်းပေးရာရောက်သကဲ့သို့ နိုင်ငံကိုလည်း လမ်းကြောင်းမှန်ပေါ်သို့ ပြန်လည် ဆောင်ကြဉ်းပေးနိုင်မည် ဖြစ်ကြောင်း၊

(စ)       ဤနေရာတွင် အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် မိမိတို့၏ တိုင်းရင်းသား ဒီမိုကရေစီအင်အားစုများအနေဖြင့် စိန်ခေါ်မှုများရှိသည့်ကြားကပင် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စု ပေါ်ထွန်းရေး ဦးဆောင်ကောင်စီအောက်မှ ညှိနှိုင်းပူးပေါင်းဆောင်ရွက်ကာ မြန်မာနိုင်ငံတွင် ရေရှည်တည်တံ့ခိုင်မြဲသော ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် ဖွံ့ဖြိုးမှုတို့ ရရှိလာစေရန် ကြိုးပမ်းလျက်ရှိကြောင်း၊

(ဆ)     ထို့အတူ ပြန်လည်ထူထောင်ရေးလုပ်ငန်းစဉ်များသည် ပြည်သူများမှ အသိုက်အဝန်းများ ပြန်လည်တည်ဆောက်ခြင်း၊ ဒေသခံအဖွဲ့အစည်းများအား ပြန်လည်အသက်သွင်းခြင်းနှင့် ၎င်းတို့ ၏အနာဂတ်အား ၎င်းတို့ကိုယ်တိုင် ဖန်တီးပုံဖော်ခြင်းတို့အပေါ်တွင်သာ မူတည်သည် ဟူသော အမှုဆောင်ညွှန်ကြားရေးမှူး၏စကားကို မိမိအနေဖြင့် ထပ်လောင်းထောက်ခံ ပြောကြားလိုကြောင်း၊

(ဇ)       မြန်မာပြည်သူများအနေဖြင့် စစ်အာဏာရှင်စနစ်အား အပြီးတိုင် ချုပ်ငြိမ်းခြင်း၊ ဒီမိုကရေစီ အဆောက်အဦများ ပြန်လည်အသက်သွင်းခြင်းနှင့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ခြင်းတို့ဖြင့် ၎င်းတို့၏ အနာဂတ်အား ဖန်တီးမည်ဟု အခိုင်အမာ ဆုံးဖြတ်ထားကြောင်း၊

(ဈ)      မိမိတို့ ပြည်သူများ၏ ကြိုးပမ်းအားထုတ်မှုများအား ဝိုင်းဝန်းကူညီပံ့ပိုးပေးကြရန် နိုင်ငံတကာ အသိုက်အဝန်းအား တောင်းဆိုပါကြောင်း။

၄။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် ဆွေးနွေးမှုအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mr. President,

I join the previous speakers in extending our deepest condolences to the government and people of Nepal on loss of life caused by the recent tragic flood.

Mr. Administrator,

I wish to thank you for your comprehensive remark. I also thank the Members of the Executive Board for their hard work.

Myanmar aligns itself with the statements delivered by the G77 and China and the LDC Group.

We welcome the UNDP’s efforts in taking innovative financing and partnerships in this challenging development landscape.

More than half of UNDP’s work takes place in fragile and conflict-affected settings, including Myanmar.

Over 5 years since the illegal military coup, the people of Myanmar are facing a multifaceted and interconnected crisis of conflict, insecurity, displacement, economic uncertainty and climate shocks among others.

Persistent and indiscriminate violence by the military junta against civilians has continued to put the country in a downward spiral regardless of the nominal change in their status.

In this regard, I wish to underline the following two points:

First, strengthen effective partnership with local and community actors – we are of the view that effective deliverables by the UNDP are contingent upon choosing the right partnership and working with relevant stakeholders.

It was our local partners that helped rebuild homes and schools after the military’s airstrikes had turned them into rubble.

It was our community partners that helped construct temporary shelters and tarpaulins in IDP camps after the military’s shelling and bombardments had turned them into ruins.

It was our frontline partners that helped restore life-saving services after the military had blocked humanitarian access and delivery.

Second, reinforce the humanitarian-development-peace nexus – humanitarian action can help with immediate reliefs while development can help with recovery, livelihoods and resilience.

Above all, peace and stability can help sustain those livelihood opportunities and development gains.

As such, incorporating humanitarian action, development and peace offers the most comprehensive response in addressing the root cause of the conflict and bringing the country back on the right path.

Despite facing challenges, the National Unity Government (NUG) and major ethnic democratic forces are coordinating through the Steering Council for the Emergence of a Federal Democratic Union (SCEF) to achieve lasting peace, stability and development in Myanmar.

Finally, I wish to conclude by echoing Mr. Administrator that recovery ultimately depends on people rebuilding their communities, restoring local institutions and shaping their own future.

The people of Myanmar remain determined to shape their own future by eradicating the military dictatorship, restoring our democratic institutions and building a federal democratic union.

I appeal to the international community to help support their efforts in this regard.
