အခြေအနေများမှာ ပိုမိုဆိုးရွားလာလျက်ရှိ၊

ကုလသမဂ္ဂဌာနေညှိနှိုင်းရေးမှူးနှင့် ကုလသမဂ္ဂအဖွဲ့တို့က ရောက်ရှိရန် ခက်ခဲသည့်ဒေသများအပါအဝင် အကူအညီလိုအပ်နေသည့် ဒေသများသို့ ခွဲခြားဆက်ဆံမှုမရှိဘဲ အကူအညီများပေးပို့နိုင်ရေး ခက်ခဲစွာကြိုးပမ်းဆောင်ရွက်နေမှုများအတွက် ကျေးဇူးတင်ရှိ၊

မြေပြင်တွင် အကူအညီများကို ထိရောက်စွာပေးအပ်နိုင်ရေးအတွက် လိုအပ်နေသည့် ဒေသအားလုံးသို့ရောက်ရှိနိုင်ရေးဆက်လက်ကြိုးပမ်းဆောင်ရွက်ပေးကြရန် ဌာနေညှိနှိုင်းရေးမှူးနှင့်

ကုလသမဂ္ဂအဖွဲ့တို့အား တိုက်တွန်းလို၊

ပဋိပက္ခဖြစ်ပွားပြီး ဘေးဒဏ်သင့်ဒေသများရှိ ပြည်သူများထံ အကူအညီများ ပိုမိုရောက်ရှိစေရေးအတွက် ကုလသမဂ္ဂအဖွဲ့နှင့် (NUG)၊ (SCEF) နှင့် ဒီမိုကရေစီအင်အားစုများအကြား

ပိုမိုကောင်းမွန်သည့် ညှိနှိုင်းပူးပေါင်းဆောင်ရွက်မှုသည် အလွန်အရေးကြီး၊

မြေပြင်တွင် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ စဉ်ဆက်မပြတ် ပေးအပ်နိုင်ရေးအတွက် HNRP သို့ ရန်ပုံငွေများပိုမိုထည့်ဝင်ပေးကြပါရန်

နိုင်ငံတကာအသိုက်အဝန်းအား မေတ္တာရပ်ခံတိုက်တွန်းလို၊

အကြမ်းဖက်စစ်အုပ်စုသည် ပဋိပက္ခဖြစ်မှုနှင့် ဖွံ့ဖြိုးတိုးတက်မှုဆိုင်ရာ အောင်မြင်မှုများ နောက်ပြန်ဆုတ်ယုတ်ရခြင်း၏ အဓိကအကြောင်းအရင်းခံ ဖြစ်သည်မှာ အလွန်ရှင်းလင်းထင်ရှား၊

မြန်မာနိုင်ငံတွင် စဉ်ဆက်မပြတ်တည်တံ့ခိုင်မြဲသော ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် ဖွံ့ဖြိုးတိုးတက်ရေးတို့ ရရှိစေရန်အတွက် စစ်အာဏာရှင်စနစ် အမြစ်ပြတ်ချုပ်ငြိမ်းရေးနှင့်

ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေးတို့အတွက် ကြိုးပမ်းဆောင်ရွက်နေကြသည့် မြန်မာပြည်သူများနှင့် ၎င်းတို့၏ ကြိုးပမ်းအားထုတ်မှုများကို နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့်

ထောက်ခံအားပေးကူညီကြပါရန် တိုက်တွန်းကြောင်း ပြောကြားခဲ့

၁။        နယူးယောက်မြို့ ကုလသမဂ္ဂဌာနချုပ်တွင် စီးပွားရေးနှင့် လူမှုရေးကောင်စီ၏ ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများနှင့် ကမ္ဘာတစ်ဝန်းရှိ ကုလသမဂ္ဂဌာနေညှိနှိုင်းရေးမှူများအကြား အပြန်အလှန်ဆွေးနွေးမှုအစီအစဉ်ကို ၂၀၂၆ ခုနှစ်၊ နိုဝင်ဘာလ ၄ ရက်နေ့တွင်  ကျင်းပပြုလုပ်ခဲ့ပါသည်။

၂။         အဆိုပါ ဆွေးနွေးပွဲအစီအစဉ်သို့ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီးဦးကျော်မိုးထွန်းလည်း ပါဝင်တက်ရောက် ဆွေးနွေးခဲ့ပါသည်။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးပြောကြားမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က)     မြန်မာနိုင်ငံတွင်မူ ၂၀၂၁ ခုနှစ်၌ စစ်တပ်၏တရားမဝင်အာဏာသိမ်းမှုဖြစ်ပွားခဲ့ပြီးနောက် ယခင်က ရရှိခဲ့သည့် ဖွံ့ဖြိုးတိုးတက်မှုဆိုင်ရာအောင်မြင်မှုများမှာ ဆိုးရွားစွာ နောက်ပြန်ဆုတ်ယုတ်လျက်ရှိသည်ကို ဝမ်းနည်းဖွယ် တွေ့မြင်နေရကြောင်း၊

(ခ)       အကြမ်းဖက်စစ်အုပ်စု၏ လေကြောင်းတိုက်ခိုက်မှု၊ ရက်စက်ကြမ်းကြုတ်မှုများ၊ စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုများကို ဆက်တိုက် လုပ်ဆောင်နေမှုများအပြင် စီးပွားရေးပြိုလဲမှုတို့ကြောင့် အရပ်သားပြည်သူများ၏ ဘက်ပေါင်းစုံ ဒုက္ခခံစားနေရမှုများသည် နေ့စဉ်နှင့်အမျှ ပိုမိုဆိုးရွားလာလျက်ရှိကြောင်း၊

(ဂ)       နေရပ်စွန့်ခွာတိမ်းရှောင်နေရသူ ဦးရေမှာ ၄ သန်းကျော်ရှိနေပြီး၊ လူဦးရေ ၁၆.၂ သန်းကျော် မှာ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများကို အရေးပေါ်လိုအပ်လျက်ရှိပါကြောင်း၊ ယင်းသို့သောအခြေအနေများကြောင့် အောက်ပါ ထိရောက်သည့်ဆောင်ရွက်ရန် လိုသည့်အချက်များကို အလေးထားပြောကြားလိုကြောင်း-

-          ပထမအချက်မှာ လူသားချင်း စာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ ထိရောက်စွာ ပေးအပ်နိုင်ရေး၊ အရပ်သားပြည်သူများ၏လိုအပ်ချက်များ တိုးမြင့်လာနေသည့်အပြင် အကြမ်းဖက်စစ်အုပ်စုက လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ ပေးအပ်မှုများကို ကန့်သတ်တားမြစ်ခြင်းနှင့် အကူအညီများပေးပို့မှုတွင် ရည်ရွယ်ချက်ရှိရှိ ဟန့်တားပိတ်ဆို့ခြင်းတို့ကြောင့် အခြေအနေများမှာ ပိုမိုဆိုးရွားလာလျက်ရှိကြောင်း၊ ဤအခြေအနေတွင် မြန်မာနိုင်ငံရှိ ကုလသမဂ္ဂဌာနေညှိနှိုင်းရေးမှူးနှင့် ကုလသမဂ္ဂအဖွဲ့တို့က ရောက်ရှိရန်ခက်ခဲသည့် ဒေသများအပါအဝင် အကူအညီ လိုအပ်နေသည့်ဒေသများသို့ ခွဲခြားဆက်ဆံမှုမရှိဘဲ အကူအညီများပေးပို့နိုင်ရေး ခက်ခဲစွာ ကြိုးပမ်းဆောင်ရွက် နေမှုများအတွက် ကျေးဇူးတင်ရှိကြောင်း၊

-          ထို့အပြင် မြေပြင်တွင် အကူအညီများကို ထိရောက်စွာပေးအပ်နိုင်ရေးအတွက် လိုအပ် နေသည့် ဒေသအားလုံးသို့ ရောက်ရှိနိုင်ရန် ဆက်လက်ကြိုးပမ်း ဆောင်ရွက်ပေးကြရန် ဌာနေညှိနှိုင်းရေးမှူးနှင့် ကုလသမဂ္ဂအဖွဲ့တို့အား တိုက်တွန်းလိုကြောင်း၊ တစ်ချိန်တည်းတွင် အမျိုးသားညီညွတ်ရေးအစိုးရ (NUG)၊ ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုပေါ်ထွန်း ရေးဦးဆောင်ကောင်စီ (SCEF) နှင့် ဒီမိုကရေစီအင်အားစုများသည်လည်း အကူအညီလိုအပ်နေသည့် ပြည်သူများထံရောက်ရှိစေရေးအတွက် အစွမ်းကုန် ကြိုးပမ်းဆောင်ရွက်လျက်ရှိကြောင်း၊

-          ပဋိပက္ခဖြစ်ပွားပြီး ဘေးဒဏ်သင့်ဒေသများရှိ ပြည်သူများထံ အကူအညီများ ပိုမိုရောက်ရှိစေရေးအတွက် ကုလသမဂ္ဂအဖွဲ့နှင့် (NUG)၊ (SCEF) နှင့် ဒီမိုကရေစီအင်အားစုများအကြား ပိုမိုကောင်းမွန်သည့် ညှိနှိုင်းပူးပေါင်းဆောင်ရွက်မှုသည် အလွန်အရေးကြီးကြောင်း၊

-          ဒုတိယအချက်မှာ ရန်ပုံငွေများ စဉ်ဆက်မပြတ်ရရှိနိုင်ရေး၊ အရပ်သားပြည်သူများ၏ လိုအပ်ချက်များ တိုးမြှင့်လာမှုနှင့်အညီ ဌာနေညှိနှိုင်းရေးမှူးနှင့် ကုလသမဂ္ဂအဖွဲ့တို့၏ ကြိုးပမ်းဆောင်ရွက်မှုများကိုပံ့ပိုးနိုင်ရန် လုံလောက်သော၊ ကြိုတင်တွက်ချက်နိုင်သော၊ စဉ်ဆက်မပြတ် ရရှိနိုင်မည့် ရန်ပုံငွေများကို ဖြည့်ဆည်းပေးရန်လည်း လိုအပ်ကြောင်း၊ ဤကိစ္စနှင့်စပ်လျဉ်း၍ မြန်မာနိုင်ငံ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ လိုအပ်ချက်များနှင့် တုံ့ပြန်ဆောင်ရွက်ရေးအစီအစဉ် (Myanmar Humanitarian Needs and Response Plan – HNRP) အတွက် ရန်ပုံငွေ ထည့်ဝင်ပံ့ပိုးပေးကြသည့် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများနှင့် အလှူရှင်နိုင်ငံများအား ကျေးဇူးတင်ရှိကြောင်း၊

-          မြေပြင်တွင် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ စဉ်ဆက်မပြတ် ပေးအပ်နိုင်ရေးအတွက် HNRP သို့ ရန်ပုံငွေများ ပိုမိုထည့်ဝင်ပေးကြပါရန် နိုင်ငံတကာ အသိုက်အဝန်းအား မေတ္တာရပ်ခံတိုက်တွန်းလိုကြောင်း၊

-          တတိယအချက်မှာ လူသားချင်းစာနာထောက်ထားမှု၊ ဖွံ့ဖြိုးတိုးတက်ရေးနှင့် ငြိမ်းချမ်းရေးတို့အကြား ချိတ်ဆက်ဆောင်ရွက်ရေး (Humanitarian, Development and Peace Nexus)၊ အရပ်သားပြည်သူများ၏ လိုအပ်ချက်များကို လူသားချင်းစာနာမှု အကူအညီပေးရေး လုပ်ငန်းများ တစ်ခုတည်းဖြင့် ဖြေရှင်းနိုင်မည် မဟုတ်ပါကြောင်း၊ အကူအညီပေးရေး၊ ဖွံ့ဖြိုးတိုးတက်ရေးနှင့် ငြိမ်းချမ်းရေးတို့ကို ပေါင်းစပ် ချိတ်ဆက်ဆောင်ရွက်ခြင်းသည် ပြဿနာ၏ အရင်းခံအကြောင်းတရားများ ဖြေရှင်းနိုင်ရေးနှင့် နိုင်ငံအား ဖွံ့ဖြိုးတိုးတက်ရေး လမ်းကြောင်းပေါ်သို့ ပြန်လည်ရောက်ရှိစေရေးတို့အတွက် အလုံးစုံ လွှမ်းခြုံသည့် အထိရောက်ဆုံး ချဉ်းကပ်ဆောင်ရွက်မှုဖြစ်ကြောင်း၊

(ဃ)     အကြမ်းဖက်စစ်အုပ်စုသည် ပဋိပက္ခဖြစ်မှုနှင့် ဖွံ့ဖြိုးတိုးတက်မှုဆိုင်ရာအောင်မြင်မှုများနောက်ပြန်ဆုတ်ယုတ်ရခြင်း၏ အဓိကအကြောင်းအရင်းခံဖြစ်သည်မှာ အလွန်ရှင်းလင်းထင်ရှားကြောင်း၊

(င)       သို့ဖြစ်ရာ မြန်မာနိုင်ငံတွင် စဉ်ဆက်မပြတ်တည်တံ့ခိုင်မြဲသော ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် ဖွံ့ဖြိုးတိုးတက်ရေးတို့ ရရှိစေရန်အတွက် စစ်အာဏာရှင်စနစ် အမြစ်ပြတ်ချုပ်ငြိမ်းရေးနှင့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုတည်ဆောက်ရေးတို့အတွက် ကြိုးပမ်းဆောင်ရွက်နေကြသည့် မြန်မာပြည်သူများနှင့် ၎င်းတို့၏ ကြိုးပမ်းအားထုတ်မှုများကို နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ထောက်ခံ အားပေးကူညီကြပါရန် တိုက်တွန်းကြောင်း။

၄။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Excellencies, Resident Coordinators, and dear colleagues,

Myanmar thanks the Development Coordination Office (DCO) for organizing this meeting.

The convening and coordinating role of Resident Coordinators (RCs) is critical in leveraging the UN Country Team (UNCT) to tailor specific needs of each country and advance their SDGs.

Unfortunately, in my country, Myanmar, we are witnessing a serious reversal of our previous development achievements since the illegal military coup in 2021.

The suffering of civilians is growing daily in multidimensional ways from the military junta’s relentless airstrikes, atrocities, war crimes and crimes against humanity as well as the economic collapse.

Over 4 million people are internally displaced.

16.2 million people are in immediate need of humanitarian assistance.

Against this backdrop, I wish to underscore the following concrete measures.

First, effective delivery of aid – the mounting needs of civilians are compounded by the military junta’s restriction of access and deliberate obstruction of humanitarian aid.

In this context, I wish to express my gratitude to RC Ms. Gywn Lewis for her leadership and the UNCT in Myanmar for their hard work and their efforts in delivering aid to areas in need including hard-to-reach areas without discrimination.

I urge the RC and the UNCT to continue their efforts in reaching all areas in need for effective delivery of aid on the ground.

At the same time, the NUG, the SCEF and democratic forces are making their utmost efforts to ensure the humanitarian assistance reaching to the people in need.

We are of the view that better coordination between the UN CT and the NUG, the SCEF and the democratic forces is critical for more assistance reaching to those in conflict affected areas.

Second, sustained funding – the expanding needs of civilians must be matched by adequate, predictable and sustained funding to support the efforts by the RC and the UNCT.

In this regard, we thank those Member States and donor countries for their generous contribution to the Myanmar Humanitarian Needs and Response Plan (HNRP).

I appeal to the international community to inject more funding to the HNRP for sustained delivery of aid on the ground.

Third, the humanitarian, development and peace nexus – the growing needs of civilians cannot be resolved by humanitarian action alone.

The integration of humanitarian action, development and peace offers the most comprehensive approach in addressing the root cause and bringing the country back on the development path.

It is crystal clear that the military junta remains the major root cause of the conflict and the regression of our development gains.

Therefore, I urge the international community to support the people of Myanmar and our efforts to eradicate the military dictatorship and build a federal democratic union for sustainable peace, stability and development in Myanmar.
