Intervention by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations, at the Third Committee of the Eighty-first Session of the UN General Assembly: Interactive Dialogue on the Rights of Persons with Disabilities
(New York, 23 October 2026)
Mr. Chair,
I thank the Chair of the Committee and the Special Rapporteur for their report and presentation today.
In situations of risk, such as during a disaster, armed conflicts and humanitarian emergencies, persons with disabilities get disproportionately affected.
CRPD provides primary legal obligations on states to protect the rights of persons with disabilities. But challenges remain, including those as highlighted in the Special Rapporteur’s report.
In the case of Myanmar, people with disabilities have faced societal discrimination and oppression for centuries based on cultural, political and physical barriers. Therefore, the elected civilian government openly engaged advocates to advance the implementation of the law and other reforms to protect the rights of persons with disabilities. Progress became visible during its tenure.
However, these developments were short-lived and halted after the military staged an illegal coup.
For persons with disabilities in Myanmar, making a living has now become extremely challenging. The hardship they face worsened dramatically in the illegal post-coup period.
They are enduring horrific atrocities directly engineered by the military junta, whose relentless violence and systemic cruelty have disproportionately devastated this vulnerable population.
Unable to flee ruthless military offensives, persons with disabilities have been systematically trapped, getting killed or burned alive in their own homes.
The junta’s campaign of terror has also forced mass displacement, severing vital support networks and abandoning individuals to survive in hostile, inaccessible environments.
Furthermore, persons with disabilities have been disproportionately impacted by Myanmar’s post-coup economic collapse, losing employment opportunities and struggling to survive amidst skyrocketing commodity prices.
Most unfortunately, the earthquake that struck central Myanmar in March 2025 highlighted the vulnerability of persons with disabilities.
By completely neglecting the sufferings of these people, the junta intentionally obstructs humanitarian aid, dismantles crucial rehabilitation services, and cuts off access to assistive devices and actively stripped persons with disabilities of their fundamental survival mechanisms.
Nevertheless, operating under the constant, terrifying threat of junta-led harassment, arrest, and violence, a remarkable network of civil society organizations, driven largely by persons with disabilities, courageously defies the military's oppressive barriers.
Risking their own safety, they serve as a critical lifeline to distribute life-saving food, medicine, and cash, deliver crucial assistive devices, and provide the education and advocacy necessary to empower and defend a community under siege.
The international community must therefore recognize that guaranteeing human rights for all is impossible under the current military junta and its dictatorship.
I urge you to take decisive action to help end the military dictatorship and hold perpetrators of atrocity crimes accountable to end the culture of impunity. Any support supplied to the heinous junta must stop.
Please support the people of Myanmar in their effort in establishing a federal democratic union in Myanmar that is fundamentally committed to ensuring the rights, protection, and inclusivity of persons with disabilities.
I thank you.
