သတင်းအဖြစ်ထုတ်ပြန်ချက်
UNESCO၊ ကုလသမဂ္ဂဆိုင်ရာ နော်ဝေနှင့် အီတလီ အမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးများ ကြီးမှူးကျင်းပသည့် “Defending Creative Voices” Side Event ၌ ကုလသမဂ္ဂဆိုင်ရာမြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာအနုပညာရှင်များသည် မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် အပြီးတိုင်ချုပ်ငြိမ်းရေးနှင့် ဒီမိုကရေစီ ပြန်လည်ထွန်းကားစေရေးအတွက် အလွန်အရေးပါသော အခန်းကဏ္ဍမှ ဆက်လက်ပါဝင်နေကြ၊ အဆိုပါ အနုပညာရှင်များ၏ ရဲစွမ်းသတ္တိနှင့် မဆုတ်မနစ်သော ဇွဲလုံ့လ ရှိမှုတို့ကို ကျေးဇူးတင် ချီးကျူးလိုကြောင်း၊ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အနုပညာရှင်များ ၎င်းတို့ ကျွမ်းကျင်တတ်မြောက်သည့် အနုပညာရပ်များကို ဆက်လက်လုပ်ဆောင်နိုင်ရေးအတွက် လိုအပ်သည့်ထောက်ပံ့ကူညီမှုများ အပြည့်အဝပေးအပ်နိုင်ရန် တိုက်တွန်းလိုကြောင်း ပြောကြားခဲ့

၁။ ယူနက်စကိုနှင့် နယူးယောက်မြို့ရှိ ကုလသမဂ္ဂဆိုင်ရာ နော်ဝေနှင့် အီတလီအမြဲတမ်း ကိုယ်စားလှယ်အဖွဲ့ရုံးများမှ ပူးတွဲစီစဉ်ကြီးမှူးသည့် “Defending Creative Voices” Side-event အား ၉-၄-၂၀၂၄ ရက် (အင်္ဂါနေ့)၊ မွန်းလွဲ (၁၆၃၀) နာရီအချိန်တွင် ကျင်းပပြုလုပ်ခဲ့ပြီး UNESCO Goodwill Ambassador Deeyah Khan၊ ဝတ္ထုရေးသားသူနှင့် သတင်းထောက်ဖြစ်သူ Dinaw Mengestu၊ သီချင်းရေးသူနှင့် ဂီတပညာရှင် DJ Switch၊ UN Special Rapporteur in the field of Cultural Rights Alexandra Xanthaki၊ တယောပညာရှင်၊ စာရေးဆရာမနှင့် Afghan Zohra Orchestra ၏ ဂီတမှူး Zarifa Adiba တို့က ဆွေးနွေးသူများအဖြစ် လည်းကောင်း၊ Artists at Risk Connection (ARC) မန်နေဂျင်းဒါရိုက်တာ Julie Trebault က Moderator အဖြစ်လည်းကောင်း ပါဝင်ကာ အနုပညာရှင်များ ၏ အရေးပါသော အခန်းကဏ္ဍနှင့် အရေးပေါ်အခြေအနေများတွင် ၎င်းတို့အား ကာကွယ်ပေးရေးနှင့် ပတ်သက်၍ အလေးထားဆွေးနွေးခဲ့ကြပါသည်။
၂။ အဆိုပါအစီအစဉ်သို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း ပါဝင်တက်ရောက်ဆွေးနွေးခဲ့ပါသည်။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိကပါဝင်ပါသည်-
(က) ဤပွဲကို စီစဉ်သည့်သူများအား ကျေးဇူးတင်ကြောင်း၊ ဆွေးနွေးပြောကြားသူများကိုလည်း ကျေးဇူးတင်ကြောင်း၊ ထိုးထွင်ဖန်တီးနိုင်စွမ်းသောအသံများကို ကာကွယ်ရန် မိမိတို့တွင် တာဝန်ရှိကြောင်း၊ ယနေ့ကျင်းပပြုလုပ်သည့် Side-event သည် မိမိတို့ မြန်မာနိုင်ငံအဖို့ အထူးဆက်စပ်မှုရှိသော အစီအစဉ်တစ်ခုဖြစ်ကြောင်း၊
(ခ) မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလမှစတင်၍ စစ်တပ်မှ မတရားစစ်အာဏာသိမ်း ခဲ့သည့် အချိန်မှစတင်၍ မြောက်များစွာသော မြန်မာအနုပညာရှင်များက ပြည်သူနှင့်အတူ ရပ်တည်ကာ စစ်အာဏာရှင်ဆန့်ကျင်ရေး လှုပ်ရှားမှုများတွင် ပါဝင်ခဲ့ကြောင်း၊ ၎င်းတို့ အနေဖြင့် မြန်မာနိုင်ငံ၌ ဒီမိုကရေစီပြန်လည်အသက်သွင်းရန် ကျယ်လောင်စွာ တောင်းဆို ခဲ့ကြပြီး အကြမ်းမဖက် စစ်အာဏာရှင်ဆန့်ကျင်ရေးလှုပ်ရှားမှုကိုလည်း အပြည့်အဝ ထောက်ခံအားပေးခဲ့ကြကြောင်း၊
(ဂ) မြန်မာအနုပညာရှင်များသည် မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် အပြီးတိုင် ချုပ်ငြိမ်းရေးနှင့် ဒီမိုကရေစီပြန်လည်ထွန်းကားစေရေးအတွက် အလွန်အရေးပါသော အခန်းကဏ္ဍမှ ဆက်လက်ပါဝင်နေကြကြောင်း၊
(ဃ) သို့ဖြစ်ရာ မိမိအနေဖြင့် အဆိုပါ အနုပညာရှင်များ၏ ရဲစွမ်းသတ္တိနှင့် မဆုတ်မနစ်သော ဇွဲလုံ့လရှိမှုတို့ကို ကျေးဇူးတင် ချီးကျူးလိုပါကြောင်း၊
(င) စစ်တပ်၏ လူမဆန်ရက်စက်ကြမ်းကြုတ်မှုများကြောင့် မြန်မာအနုပညာရှင်များအနေဖြင့် စစ်မြေပြင်တွင် တိုက်ပွဲဝင်နေကြသည့်သူများတွင် ပါဝင်ခဲ့ကြကြောင်း၊ အချို့မှာ ရှောင်တိမ်းပုန်းရှောင်ခဲ့ရကြောင်း၊
(စ) အချို့မှာ စစ်အာဏာရှင်လက်ထဲမှာ လွတ်မြောက်ရန် ထွက်ပြေးခဲ့ရပြီး တိုင်းရင်းသား တော်လှန်ရေး အဖွဲ့အစည်းများ ထိန်းချုပ်ထားသည့် နယ်မြေများတွင်လည်းကောင်း၊ အိမ်နီးချင်းနိုင်ငံများ၏ နယ်စပ်မြို့များတွင်လည်းကောင်း ခိုလှုံရလျက်ရှိကြောင်း၊ အချို့မှာလည်း တတိယနိုင်ငံများတွင် ခိုလှုံခွင့်ရရှိခဲ့ကြောင်း၊
(ဆ) မြန်မာအနုပညာရှင်များအား လိုအပ်သည့် ထောက်ပံ့ကူညီမှုများ ပေးအပ်သော တတိယနိုင်ငံများကို မိမိအနေဖြင့် ကျေးဇူးတင်လိုပါကြောင်း၊ မြန်မာအနုပညာရှင်များ အပါအဝင် ဒုက္ခရောက်နေသူများအနေဖြင့် ယင်းအကူအညီများကို ဆက်လက် လိုအပ်လျက်ရှိကြောင်း၊
(ဇ) မြန်မာအနုပညာရှင်များအနေဖြင့်လည်း စိန်ခေါ်မှုပေါင်းများစွာနှင့် ရင်ဆိုင်နေရစေကာမူ ၎င်းတို့ တတ်မြောက်ကျွမ်းကျင်သည့် အနုပညာများကို အသုံးချ၍ စစ်အာဏာရှင် အမြစ်ပြတ်စေရေးအတွက် ဆက်လက်တိုက်ပွဲဝင်ရန် ခိုင်မာစွာသန္နိဋ္ဌာန်ချမှတ်ထား ကြောင်း၊ အချို့မှာ တော်လှန်ရေးရုပ်ရှင်များ ရိုက်ကူးခြင်း၊ ဖျော်ဖြေတင်ဆက်မှုများ စီစဉ်ခြင်း၊ ပြပွဲများ၊ ဟာသရှိုးများ၊ သီချင်းဆိုပွဲများ စသည်ဖြင့် လုပ်ဆောင်လျက်ရှိကြောင်း၊
(ဈ) သို့ရာတွင် အချို့မှာမူ ပြည်ပတွင် စားဝတ်နေရေးအတွက် ရုန်းကန်နေရခြင်းများလည်း ရှိပါကြောင်း၊ မိမိဘဝရပ်တည်ရေးအတွက် ဂျပန်စားသောက်ဆိုင်တွင် လုပ်ဆောင်ခြင်း၊ ကာစီနိုတွင် လုပ်ဆောင်ခြင်း၊ အငှားယာဉ်မောင်းခြင်း၊ အစားအသောက်ပို့ဆောင်ခြင်း စသည့် စသည့် အလုပ်များကို လုပ်ဆောင်နေကြရကြောင်း၊
(ည) အားလုံးမှ အကူအညီပေးမှုသည် အားလုံးအတွက် အထူးလိုအပ်ပါကြောင်း၊
(ဋ) သို့ဖြစ်ပါ၍ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အနုပညာရှင်များ ၎င်းတို့ ကျွမ်းကျင် တတ်မြောက်သည့် အနုပညာ ပညာရပ်များကို ဆက်လက်လုပ်ဆောင်နိုင်ရေးအတွက် လိုအပ်သည့် ထောက်ပံ့ကူညီမှုများ အပြည့်အဝပေးအပ်နိုင်ရန် တိုက်တွန်းလိုပါကြောင်း၊
(ဌ) သို့ဖြစ်ပါ၍ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အနုပညာရှင်များ ၎င်းတို့ ကျွမ်းကျင် တတ်မြောက်သည့် အနုပညာရပ်များကို ဆက်လက်လုပ်ဆောင်နိုင်ရေးအတွက် လိုအပ် သည့် ထောက်ပံ့ကူညီမှုများ အပြည့်အဝပေးအပ်နိုင်ရန် တိုက်တွန်းလိုပါကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးချက် အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ် ပါသည်။

Madam Moderator,
I wish to thank the co-organizers, Norway, Italy and UNESCO for organizing this important side-event. I also thank the panelists for their so touching remarks.
It is our responsibility to defend creative voices.
Today’s side-event is a particularly relevant one for my country, Myanmar.
Since the illegal military coup in Myanmar in February 2021, thousands of artists with various backgrounds have joined the people in the nationwide strike against the military junta, raised voices stronger calling for restoration of democracy and support of the Civil Disobedience Movement.
They continue playing a crucial role in our revolution.
As such, I wish to thank and congratulate those artists, who are fighting for the end of the military dictatorship and the restoration of democracy, for their courage and resilience.
Due to the military junta’s atrocities, some artists joined the defence forces on the ground. Some had to hide.
Some had to flee and take refuge in the areas controlled by ethnic resistance organizations and border towns in the neighbouring countries.
Some of them were able to seek protection and arrive in third countries. Therefore, I wish to thank those countries for their support to our artists. Such support is still needed for so many stranded people including the artists.
Despite various difficulties, many artists are committed to continue fighting against the military dictatorship through their professional works. Some made resistance movies/ short films. Some organized performances, arts shows, comedy shows, music shows, etc. These works strengthen further our resistance.
Unfortunately, there are some artists who are encountered to make a living in a foreign environment. Some work at sushi shops. Some work at casinos. Some work at Ubar/Ubar-Eat and so on.
Your support is indeed great deal for them.
Therefore, I wish to urge the international community to extend their full support to those Myanmar artists to enable them to continue their invaluable professions.
