သတင်းအဖြစ်ထုတ်ပြန်ချက်

စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေးပန်တိုင် (၁၆) ဆိုင်ရာ၊ ငြိမ်းချမ်းရေး၊ တရားမျှတမှုနှင့် စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေး အဖွဲ့အစည်းများအား မြှင့်တင်ရေးနှင့်စပ်လျဉ်း၍ ဆွေးနွေးသည့် ကွန်းဖရင့်တွင် မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလတွင် တရားမဝင် အဓမ္မ စစ်အာဏာသိမ်းမှုနှင့် ယင်း၏ နောက်ဆက်တွဲ စစ်တပ်၏ ရက်စက် ကြမ်းကြုတ်မှုများက တိုင်းပြည်၏ ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် တရား ဥပဒေ စိုးမိုးရေးတို့ကို ဖျက်ဆီးခဲ့၊

စစ်အုပ်စုမှ နေ့စဉ် မဆင်မခြင် ကျူးလွန်နေသည့် လေကြောင်းတိုက်ခိုက်မှုများနှင့် ဗုံးကြဲခြင်းတို့ က အရပ်သား ထိခိုက်နစ်နာမှုနှင့် အဆောက်အဦများ ပျက်စီးဆုံးရှုံးမှုတို့ကို အလွန်အမင်း ဖြစ်စေပြီး စဉ်ဆက်မပြတ် ရေရှည် ဖွံ့ဖြိုး တိုးတက်ရေးပန်တိုင်များအား အကောင်အထည်ဖော်ရန် တာဝန် ယူကြရသည့် အဆောက်အအုံများ ဖြစ်သော စာသင်ကျောင်းများနှင့် ဆေးရုံများအပေါ် အများဆုံး ထိခိုက်စေ၊

ယနေ့ နံနက်တွင်ပင် စစ်အုပ်စုက စစ်ကိုင်းတိုင်းဒေသကြီး ဒီပဲယင်းမြို့နယ်၊ အိုးထိန်းတွင်းရွာရှိ ကျောင်း တစ်ကျောင်း အပေါ် လေကြောင်းမှ တဆင့် တိုက်ခိုက်ခဲ့ရာ ကျောင်းဆရာမ (၂) ဦးနှင့် ကလေးငယ် (၂၀) ခန့် သေဆုံး၍ များစွာ ထိခိုက်ဒဏ်ရာ ရရှိခဲ့၊

အချို့သောနိုင်ငံများအနေဖြင့် စစ်အုပ်စုအား ထောက်ပံ့ပေးနေကြောင်း၊ စစ်အုပ်စု အား ရုပ်ဝတ္ထုပစ္စည်းအားဖြင့် သော်လည်းကောင်း၊ စိတ်ဓာတ်အားဖြင့်သော်လည်းကောင်း ထောက်ပံ့ပေးခြင်းက ကလေးငယ်များ အပါအဝင် လူအများအပြားကို စစ်အုပ်စု က သတ်ဖြတ်နိုင်စေရန် ကူညီပေးရာ ရောက်နေ၊

ဗုံးကျဲတိုက်ခိုက်ခြင်းများ ရပ်တန့်ပေးပါ၊ လူများကို သတ်ဖြတ်နေခြင်းအား ရပ်တန်ပေးပါ၊ စစ်အုပ်စု ကို ကူညီပံ့ပိုးပေးနေခြင်းအား ရပ်တန့်ပေးပါရန် ပြောကြား၍ မြန်မာနိုင်ငံတွင် ဤစစ်အုပ်စုနှင့် စစ်အာဏာရှင် စနစ်အား အဆုံးသတ်ကာ ဖက်ဒရယ် ဒီမိုကရေစီ ပြည်ထောင်စု ထူထောင်နိုင်မှသာလျှင် မြန်မာနိုင်ငံတွင် ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးနှင့်တရားမျှတမှုတို့ကို ဆောင်ကြဉ်းပေးနိုင်မည်ဖြစ်ကြောင်း ပြောကြားခဲ့

၁။        နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် SDG 16 Conference 2025: Advancing Peace, Justice and Institutions for Sustainable Development အစည်းအဝေးအား ၁၂-၅-၂၀၂၅ ရက် (တနင်္လာနေ့) တွင် ကျင်းပခဲ့ပါသည်။

၂။         အဆိုပါ ကွန်းဖရင့်တွင် ကုလသမဂ္ဂ ဒုတိယအတွင်းရေးမှူးချုပ်၊ အီတလီနိုင်ငံခြားရေးဝန်ကြီး၊ ကုလသမဂ္ဂ အထွေထွေညီလာခံ ဥက္ကဋ္ဌ၊ စီးပွားရးနှင့် လူမှုရေးကောင်စီ ဥက္ကဋ္ဌ၊ ကုလသမဂ္ဂ စီးပွားရေးနှင့် လူမှုရေးရာဌာနမှ Under-Secretary General နှင့် International Development Law Organization ညွှန်ကြားရေးမှူးချုပ် တို့က အဖွင့်မိန့်ခွန်းများကို ပြောကြားခဲ့ကြပါသည်။ ထို့ပြင် Panel 1: Stocking progress on SDG 16: Assessing achievements and challenges နှင့် Panel 2: The business case for investment in peaceful, just, and inclusive societies တို့ဖြင့် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများနှင့် အပြန်အလှန် ဆွေးနွေးမှုများ ပြုလုပ်ခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက Panel 1 တွင် ပါဝင်၍ ဆွေးနွေးခဲ့ပါသည်။

၃။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-

(က)     မကြာမီတွင် ကုလသမဂ္ဂ၏ နှစ် (၈၀) ပြည့် နှစ်ပတ်လည် ရောက်ရှိတော့မည်ဖြစ်ပြီး စဉ်ဆက် မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေးပန်တိုင်များ ပြည့်မှီရမည့် သတ်မှတ်ရက်လည်း နီးကပ်လာပြီ ဖြစ်ကြောင်း၊

(ခ)       ပြီးခဲ့သောနှစ်တွင် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ငြိမ်းချမ်းရေး၊ တရားမျှတမှုနှင့် အားလုံး ပါဝင်သော အသိုက်အဝန်းများ ထူထောင်နိုင်ရေးအတွက် ပိုမို အားစိုက်ထုတ်ရမည်ကို သိရှိခြင်း အားဖြင့် Pact for the Future အား မှတ်တိုင်တစ်ခုအဖြစ် အတည်ပြုနိုင်ခဲ့ကြောင်း၊ ယင်းမှာ မိမိတို့ အားလုံးမှ နိုင်ငံပေါင်းစုံဝါဒအား အကာအကွယ်ပေးရန် ပေါင်းစပ်အင်အားဖြင့် ဖော်ဆောင် နိုင်ခဲ့သည့် ရလဒ်ဖြစ်ကြောင်း၊

(ဂ)       ထို့ပြင် အခြားသော အခင်းအကျင်းများတွင်လည်း သီးခြား စဉ်ဆက်မပြတ် ရေရှည် ဖွံ့ဖြိုး တိုးတက်ရေးပန်တိုင် တစ်ခုစီ သို့မဟုတ် အားလုံးအား ပြိုင်တူဆွေးနွေးသည့် လုပ်ငန်းစဉ်များကို ဆောင်ရွက်လျက်ရှိကြောင်း၊

(ဃ)     သို့သော်လည်း ကမ္ဘာပေါ်တွင် ဖြစ်ပျက်နေသည့် ပြဿနာများအား ဖြေရှင်းနိုင်ခြင်း မရှိသေး သကဲ့သို့ ပြဿနာအများစုမှာ ဆက်လက်မြင့်တက်နေပြီး စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက် ရေးပန်တိုင်များ ပြည့်မှီရေးကိုလည်း စိုးရိမ်ဖွယ်ကောင်းအောင် တားဆီးလျက်ရှိကြောင်း၊

(င)       ယင်းပြဿနများအနက် အာဏာရှင်စနစ်နှင့် ပဋိပက္ခများက သိသာထင်ရှားသော အချက်များ ဖြစ်ကြောင်း၊

(စ)       မြန်မာနိုင်ငံ၌ပင် SDG 16 မျှော်မှန်းချက်များ ပြည့်မှီရေးအတွက် တိုးတက်မှု ကင်းမဲ့နေခြင်းက မြင်သာပါကြောင်း၊

(ဆ)     ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလတွင် တရားမဝင် အဓမ္မ စစ်အာဏာသိမ်းမှုနှင့် ယင်း၏နောက်ဆက်တွဲ စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုများက တိုင်းပြည်၏ ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် တရား ဥပဒေ စိုးမိုးရေးတို့ကို ဖျက်ဆီးခဲ့ကြောင်း၊

(ဇ)       ကျူးလွန်သူ စစ်တပ်အနေဖြင့် စစ်ရာဇဝတ်မှုနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှု များမြောက်သည့် ရက်စက်ကြမ်းကြုတ်မှုများကို ဆက်လက် တိုးမြှင့်ကျူးလွန်နေသဖြင့် တရား မျှတမှု တည်ရှိရေးက ဆိတ်သုဉ်းနေရကြောင်း၊ ထို့ပြင် လူသားအရင်းအနှီးနှင့် အရင်းအမြစ်များ သည်လည်း စစ်တပ်၏ ဆက်လက်ပြုလုပ်နေသည့် လူမဆန်မှုများကြောင့် ပြုန်းတီးနေရကြောင်း၊

(ဈ)       စစ်တပ်အနေဖြင့် အရပ်သားပြည်သူများ၊ ပြည်သူ့အဆောက်အဦများ၊ အခြားသော ဒီမိုကရေစီ အဆောက်အအုံများကို တိုက်ခိုက်လျက်ရှိကြောင်း၊ ဤနေရာတွင် စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုး တိုးတက်ရေးပန်တိုင်များအား ဖော်ဆောင်ပေးနေသည့် အဆောက်အအုံများမှာ ဆိုဖွယ်ရာပင် မရှိကြောင်း၊

(ည)     စစ်အုပ်စုမှ နေ့စဉ် မဆင်မခြင် ကျူးလွန်နေသည့် လေကြောင်းတိုက်ခိုက်မှုများနှင့် ဗုံးကြဲခြင်းတို့ က အရပ်သားထိခိုက်နစ်နာမှုနှင့် အဆောက်အဦများ ပျက်စီးဆုံးရှုံးမှုတို့ကို အလွန်အမင်း ဖြစ်စေ ပြီး စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေးပန်တိုင်များအား အကောင်အထည်ဖော်ရန် တာဝန်ယူကြရသည့် အဆောက်အအုံများဖြစ်သော စာသင်ကျောင်းများနှင့် ဆေးရုံများအပေါ် အများဆုံး ထိခိုက်စေကြောင်း၊

(ဋ)       ယနေ့ နံနက်တွင်ပင် စစ်အုပ်စုက စစ်ကိုင်းတိုင်းဒေသကြီး ဒီပဲယင်းမြို့နယ်၊ အိုးထိန်းတွင်းရွာ ရှိ ကျောင်းတစ်ကျောင်းအပေါ် လေကြောင်းမှတဆင့် တိုက်ခိုက်ခဲ့ရာ ကျောင်းဆရာမ (၂) ဦးနှင့် ကလေးငယ် (၂၀) ခန့် သေဆုံး၍ များစွာ ထိခိုက်ဒဏ်ရာ ရရှိ ခဲ့ကြောင်း၊

(ဌ)       ဤဖြစ်ရပ်သည် ဤတစ်ခုတည်း မဟုတ်ပါကြောင်း၊ တစ်ဖက်တွင်လည်း စစ်ကိုင်းတိုင်းဒေသကြီး သည် ကျန်ခဲ့သော (၁) ကျော်ကာလအတွင်းက ဖြစ်ပေါ်ခဲ့သည့် ပြင်းအား ၇.၇ ရှိသော ငလျင်ဒဏ် အပြင်းဆုံး ထိခိုက်ခံရသည့်ဒေသများ အနက် ဒေသတစ်ခုဖြစ်ကြောင်း၊

(ဍ)       အချို့သောနိုင်ငံများအနေဖြင့် စစ်အုပ်စုအား ထောက်ပံ့ပေးနေကြောင်း၊ စစ်အုပ်စုအား ရုပ်ဝတ္ထု ပစ္စည်းအားဖြင့် သော်လည်းကောင်း၊ စိတ်ဓာတ် အားဖြင့်သော်လည်းကောင်း ထောက်ပံ့ ပေးခြင်း က ကလေးငယ်များ အပါအဝင် လူအများအပြားကို စစ်အုပ်စု က သတ်ဖြတ်နိုင်စေရန် ကူညီ ပေးရာ ရောက်နေကြောင်း၊

(ဎ)       ဗုံးကျဲတိုက်ခိုက်ခြင်းများ ရပ်တန့်ပေးပါ၊ လူများကို သတ်ဖြတ်နေခြင်းအား ရပ်တန်ပေးပါ၊ စစ်အုပ်စု ကို ကူညီပံ့ပိုးပေးနေခြင်းအား ရပ်တန့်ပေးပါ၊

(ဏ)     ရေရှည်တည်တံ့သော အဖြေ ရရှိရန် ဆောင်ရွက်ရာတွင် မိမိတို့အနေဖြင့် ပြဿနာ၏ ဇစ်မြစ်ကို ကိုင်တွယ် ဖြေရှင်းရမည်ဖြစ်ကြောင်း၊

(တ)     မြန်မာနိုင်ငံတွင် ဤစစ်အုပ်စုနှင့် စစ်အာဏာရှင်စနစ်အား အဆုံးသတ်၍ ဖက်ဒရယ် ဒီမိုကရေစီ ပြည်ထောင်စု ထူထောင်နိုင်မှသာလျှင် မြန်မာနိုင်ငံတွင် ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေး နှင့် တရားမျှတမှုတို့ကို ဆောင်ကြဉ်းပေးနိုင်မည်ဖြစ်ကြောင်း၊

(ထ)     ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်အာဏာရှင်အား အမြစ်ပြတ်စေရန်နှင့် ဒီမိုကရေစီပြည်ထောင်စု ထူထောင်နိုင်ရန် လုပ်ဆောင်နေသည့် မိမိတို့၏ ကြိုးပမ်း အားထုတ်မှု များအား ဝိုင်းဝန်းပံ့ပိုးကူညီပေးကြပါရန် ထပ်လောင်းတောင်းဆိုလိုကြောင်း။

၄။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် ဆွေးနွေးမှု အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mdm. Moderator,

I wish to thank the organizers for convening this conference.

I also thank all speakers for their insightful remarks.

The 80th anniversary of the United Nations is just around the corner and we are approaching closer to the SDG deadlines.

Last year, the international community achieved a milestone by adopting the Pact for the Future in the realization of strengthening efforts to build peaceful, just and inclusive societies. Results were yield based on our collective effort to safeguarding multilateralism. Moreover, many other processes have also been undergoing in parallel discussions on specific or all SDGs on different fora.

Nevertheless, many global turbulences remain unresolved, continue to grow and are alarmingly obstructing SDG achievements.

Among these, authoritarian and conflicts are predominant indicators.

In Myanmar alone, there is a clear lack of progress in implementing SDG 16 targets.

The unlawful military coup in February 2021 and subsequent military junta’s atrocities have demolished peace, stability and rule of law in the country.

Justice have been ceased to exist as the perpetrating military continues to commit and intensify atrocities amounting to war crimes and crimes against humanity.

Human capital and resources are shrinking under the junta’s continued brutalities.

They have been attacking civilians, civilian infrastructure as well as all other democratic institutions, let alone institutions for sustainable development.

Daily indiscriminate aerial attacks and bombings have been causing extensive civilian casualties and infrastructural damages, hitting hard on institutions such as schools and hospitals that are liable for implementing sustainable development ambitions.

Even this morning, the military junta conducted aerial attacks on a school in O Htein Twin Village, Tabayin Township, Sagaing Region, killing two teachers and 20 children and injuring many. It is not an isolated case. Moreover, Sagaing is one of the hardest hit regions by the 7.7 magnitude earthquake just over a month ago.

Some states are supporting the military junta. Supporting the military junta materially or morally will help them to kill more people including children.

Stop bombings; Stop killing people; Stop supporting the military junta.

Excellencies,

To enable to find a sustainable solution, we have to address the root causes.

We strongly view that ending the military junta and military dictatorship, and building a federal democratic union in Myanmar will pave a way towards prevalence of sustained peace and justice in Myanmar.

I again appeal to the international community to help our efforts to end the military dictatorship and build a federal democratic union.
