သတင်းအဖြစ်ထုတ်ပြန်ချက်
ကုလသမဂ္ဂ စီးပွားရေးနှင့် လူမှုရေးကောင်စီ၏ “၂၀၂၄ ခုနှစ် လူငယ်ဖိုရမ်” ၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မိမိတို့၏ လူငယ်များသည် မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်များကျရှုံးရေးနှင့် ဒီမိုကရေစီပြန်လည်ထွန်းကားလာရေးအတွက် ရှေ့တန်းမှ ပါဝင်ဆောင်ရွက်လျက်ရှိ၊ မိမိတို့လူငယ်များအားလုံးကို ကျေးဇူးတင်ရှိပါကြောင်း၊ စစ်တပ်၏ တရားမဝင်သော အတင်းအကြပ် စစ်သားစုဆောင်းရေးကြောင့်လည်း ပြည်သူများ ကြုံတွေ့နေသော ဒုက္ခကို ပိုမိုဆိုးရွားစေပြီး၊ လူငယ်အချို့မှာ ပုန်းရှောင်နေရပြီး အချို့မှာ ပြည်ပနိုင်ငံများကို ထွက်ပြေးကြရကြောင်း၊ လူငယ်များသည် မိမိတို့နိုင်ငံ၏ အနာဂတ်ပင်ဖြစ်ကြောင်း အသိပေးပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် စီးပွားရေးနှင့်လူမှုရေးကောင်စီအောက်မှ “၂၀၂၄ ခုနှစ် လူငယ်ဖိုရမ်” နှင့် ဆက်စပ်အစည်းအဝေးများကို ၁၆-၄-၂၀၂၄ ရက် (အင်္ဂါနေ့) မှစတင်၍ ၁၈-၄-၂၀၂၄ ရက်နေ့အထိ (၃) ရက် ကျင်းပပြုလုပ်ကာ စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေး ရည်မှန်းချက် ပန်းတိုင်များ ပြည့်မီရေးနှင့် ဆက်စပ်ခေါင်းစဉ်များကို ဆွေးနွေးလျက်ရှိပါသည်။
၂။ ယင်းအစည်းအဝေးများအနက် ၁၇-၄-၂၀၂၄ ရက် (ဗုဒ္ဓဟူးနေ့)၊ မွန်းလွဲ (၁၆၄၅) နာရီတွင် “Feeding the Future: Youth and Sustainable Food Systems for All” ခေါင်းစဉ်ဖြင့် FAO နှင့် သက်ဆိုင်ရာနယ်ပယ်မှ လူငယ်ကျွမ်းကျင်ပညာရှင်များ ပူးတွဲဦးဆောင်ကျင်းပပြုလုပ်သည့် မျက်နှာစုံညီ အစည်းအဝေးသို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း ပါဝင်တက်ရောက်၍ ဆွေးနွေးခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) လူငယ်ဖိုရမ်အား ကျင်းပပြုလုပ်ပေးသည့်အတွက် စီးပွားရေးနှင့် လူမှုရေးကောင်စီ ဥက္ကဋ္ဌ အား ကျေးဇူးတင်ရှိကြောင်း၊ ဆွေးနွေးပြောကြားသူများကိုလည်း ကျေးဇူးတင်ရှိ ပါကြောင်း၊
(ခ) လူငယ်များသည် ပြောင်းလဲမှုများ ဖော်ဆောင်ရေးအတွက် အဓိကကျသော မောင်းနှင်အားများ ဖြစ်ကြောင်း၊ မြန်မာနိုင်ငံအနေဖြင့် ဆွေးနွေးမှုများနှင့် ဆုံးဖြတ်ချက် ချမှတ်ရေးအဆင့်တို့တွင် လူငယ်များ၏ ပါဝင်မှုကို ကြိုဆိုပါကြောင်း၊
(ဂ) မြင့်တက်လာသော ကဏ္ဍစုံ အကျပ်အတည်းများအတွက် ဆန်းသစ်တီထွင်မှုရှိသော ဖြေရှင်းနည်းများနှင့် လူငယ်များ၏ အတွေးအမြင်များအား ထည့်သွင်းအားဖြည့်နိုင်ရန် ၎င်းတို့အား မြေတောင်မြှောက်ပေးသည့် ပတ်ဝန်းကျင်ကောင်းတစ်ရပ်ကို ခိုင်မာ အားကောင်းစွာ တည်ဆောက်ပေးရေးက အဓိကကျကြောင်း၊
(ဃ) ယင်းသို့သော ပတ်ဝန်းကျင်တစ်ခုမှာ နေအိမ်များတွင် လူငယ်များအား အာဟာရ ပြည့်ဝ၍ သင့်တင့်မျှတသော အစားအစာများ ပြင်ဆင်ကျွေးမွေးခြင်းမှ စတင်ကြောင်း၊ မိမိတို့အနေဖြင့် အနာဂတ်မျိုးဆက်သစ်များ ကောင်းမွန်စွာ ရှင်သန်စေနိုင်ရန် ပြုစုပျိုးထောင်ပေးနိုင်မည့် ရေရှည်တည်တံ့သော စားနပ်ရိက္ခာစနစ်တစ်ခုအား တည်ဆောက်နိုင်ခြင်းမရှိပါက လူငယ်များအပေါ် ပျက်ကွက်ရာရောက်ကြောင်း၊
(င) မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ၌ စတင်ခဲ့သည့် မအောင်မြင်သော တရားမဝင် စစ်အာဏာသိမ်းမှုကြောင့် မြန်မာလူငယ်လူရွယ်များအနေဖြင့် စားနပ်ရိက္ခာ မလုံလောက်မှုနှင့် ဆင်းရဲနွမ်းပါးမှုတို့ကို ရင်ဆိုင်နေရကြောင်း၊ စင်စစ်အားဖြင့် မိမိတို့၏ လူငယ်များသည် မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်များကျရှုံးရေးနှင့် ဒီမိုကရေစီ ပြန်လည်ထွန်းကားလာရေးအတွက် ရှေ့တန်းမှ ပါဝင်ဆောင်ရွက်လျက်ရှိကြောင်း၊ မိမိတို့ လူငယ်များအားလုံးကို ကျေးဇူးတင်ရှိပါကြောင်း၊
(စ) UNDP စာရင်းဇယားများအရ ၂၀၂၃ ခုနှစ်အတွင်း၌ မြန်မာနိုင်ငံတစ်ဝန်းရှိ ကလေးငယ် ဦးရေ ထက်ဝက်ကျော်မှာ နိုင်ငံ၏ ဆင်းရဲနွမ်းပါးမှုမျဉ်းအောက်တွင် ကျရောက်နေကြောင်း၊ ၁၂.၉ သန်းသော ပြည်သူများမှာ စားနပ်ရိက္ခာ မလုံလောက်မှုနှင့် ရင်ဆိုင်နေရပြီး ၁၈.၆ သန်းသော ပြည်သူများမှာ လူသားချင်းစာနာထောက်ထားမှု အကူအညီများ လိုအပ်လျက် ရှိကြောင်း၊
(ဆ) အလွန်အမင်း ဆင်းရဲနွမ်းပါသည့် မိသားစုများအနေဖြင့် ရွေးချယ်ရန်မရှိသဖြင့် စားသောက်ကုန်များအတွက် ငွေကြေးကျခံသုံးစွဲနိုင်မှု လျော့နည်းလာကြောင်း၊
(ဇ) မိမိတို့၏ ပြည်သူများအနေဖြင့် စစ်တပ်မှ ကျူးလွန်သော နေအိမ်များအား မီးရှို့ဖျက်ဆီးခြင်း အပါအဝင် စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်သည့် လုပ်ရပ်များကြောင့် ဒုက္ခများစွာ ခံစားနေရသည့်အပြင် စိုက်ပျိုးရေးထုတ်ကုန်များနှင့် သွင်းကုန်ထုတ်ကုန် စီးဆင်းမှုမှာလည်း ပျက်ယွင်းခဲ့ကြောင်း၊
(ဈ) ထိုမျှမက စစ်တပ်၏ တရားမဝင်သော အတင်းအကြပ် စစ်သားစုဆောင်းရေးကြောင့် လည်း ပြည်သူများ ကြုံတွေ့နေသော ဒုက္ခကို ပိုမိုဆိုးရွားစေကြောင်း၊ လူငယ်အချို့မှာ ပုန်းရှောင်နေရပြီး အချို့မှာ ပြည်ပနိုင်ငံများကို ထွက်ပြေးကြရကြောင်း၊
(ည) မိမိတို့အနေဖြင့် လူငယ်များအား အနာဂတ်မဲ့စေသည့် ထိုသို့သော အခြေအနေဆိုး တစ်ရပ်ကို မျက်ဝါးထင်ထင် တွေ့မြင်နေရကြောင်း၊ လူငယ်များသည် မိမိတို့နိုင်ငံ၏ အနာဂတ်ပင်ဖြစ်ကြောင်း၊
(ဋ) နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာလူငယ်များ၏ မျှော်မှန်းချက်များကို မမေ့လျော့ သင့်ပါကြောင်း၊ ထို့အတူ 2030 Agenda ကို ဗဟိုပြုလျက် “မည်သူတစ်ဦးတစ်ယောက် ကိုမျှ မချန်လှပ်ရေး” မူနှင့်အညီ လိုအပ်သော ထိရောက်သောအရေးယူမှုများကို အလျင်အမြန် ဆောင်ရွက်သင့်ပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးချက်အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Madam Moderator,
I wish to thank the President of the ECOSOC for convening the Youth Forum.
I also thank the panelists for sharing their inputs.
Young people are the major drivers of change. Myanmar welcomes the inclusive and meaningful participation of youth both at the discussion and decision-making levels.
Fostering a nurturing environment for young people is critical so that they can contribute their insights and innovative solutions to growing, multifaceted crises. The nurturing environment begins at home with a proper meal offering enough nutrition and calorie. We are failing our youth if we cannot create a sustainable food system and feed our future generation.
Unfortunately, the young people in my country, Myanmar, have been experiencing deepening food insecurity and poverty since the attempted military coup in February 2021.
Our youth are at the forefront in the fight for end of the military dictatorship and restoration of democracy. I thank them all in this regard.
According to UNDP, over half of the children in Myanmar are living below the national poverty line by 2023. 12.9 million people are food insecure and 18.6 million people are in need of humanitarian assistance. Poorest households are left with no choice but to spend less on food. IFPRI reported that households mainly reduced their consumption of meat, fish, oils and fats, which are needed for a balanced diet.
Our people are facing huge suffereings due to the military junta’s atrocities including the burning and destroying of homes and livelihood. It resulted in destruction of agricultural productivity and supply chain.
These sufferings have been exacerbated further by the military junta’s unlawful forced conscription. Some young people are hiding. Some are fleeing from the country to avoid the forced conscription.
What could have been a bright future for the young people of Myanmar is now being destroyed before our own eyes. Our youth are our future, the future of the nation.
Therefore, the international community should not forget the plight of the youth of Myanmar and should take urget actions in line with the principle of “leaving no one behind” at the heart of the 2030 Agenda.
