သတင်းအဖြစ်ထုတ်ပြန်ချက်
“International Day of Women in Diplomacy” အထိမ်းအမှတ်နေ့အား ဂုဏ်ပြုချီးမြှင့်သည့် အဆင့်မြင့်ဖိုရမ်၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက မိမိတို့၏ ပြည်သူများသည် ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် သာယာဝပြောရေးတို့ကိုသာမက ကျားမတန်းတူညီမျှမှုနှင့် သံတမန်ရေးရာကဏ္ဍအပါအဝင် အခြားနယ်ပယ်အသီးသီးတွင်လည်း အမျိုးသမီးများ၏ အခန်းကဏ္ဍကို ပိုမိုချဲ့ထွင်နိုင်ရန် လိုလား၊ မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် စောလျင်စွာချုပ်ငြိမ်းရေး၊ ဒီမိုကရေစီအမြန်ဆုံးပြန်လည်ထွန်းကားရေးနှင့် ရွေးကောက်ခံ အရပ်သားအစိုးရမှတဆင့် ပြည်သူ့အာဏာ ပြည်သူ့ထံ လျင်မြန်စွာ ပြန်လည်ရရှိရေးတို့ကို ဆောင်ရွက်ရန် လိုအပ်ကြောင်းပြောကြားခဲ့

၁။ နယူးယောက်မြို့ အခြေစိုက် ကုလသမဂ္ဂဌာနချုပ်တွင် “International Day of Women in Diplomacy” အထိမ်းအမှတ်နေ့အား ဂုဏ်ပြုချီးမြှင့်သည့် အဆင့်မြင့်ဖိုရမ်ကို ၂၃-၆-၂၀၂၃ ရက် (သောကြာနေ့)၊ နံနက် (၁၀၀၀) နာရီ၌ ရုပ်သံအစည်းအဝေးပုံစံ (Virtually) ဖြင့် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ အဆိုပါဖိုရမ်အား Royal Academy of Science International Trust (RASIT) နှင့် ကုလသမဂ္ဂဆိုင်ရာ မော်လ်တာအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးတို့က ပူးပေါင်း၍ ကြီးမှူးကျင်းပခဲ့ပြီး RASIT ၏ အလုပ် အမှုဆောင်ညွှန်ကြားရေးမှူး HRH Princess Dr. Nisreen El-Hashemite မှလည်း တက်ရောက်ကာ ကြိုဆိုနှုတ်ဆက်စကား ပြောကြားခဲ့ပါသည်။ ထို့ပြင် ကုလသမဂ္ဂဆိုင်ရာ မော်လ်တာအမြဲတမ်း ကိုယ်စားလှယ် H.E. Ambassador Vanessa Frazier နှင့်အတူ ကုလသမဂ္ဂလူမှုရေးနှင့် စီးပွားရေးကောင်စီဥက္ကဋ္ဌ H.E. Ms. Lachezara Stoeva တို့ကလည်း အဖွင့်မိန့်ခွန်းများ ပြောကြားခဲ့ကြပါသည်။
၂။ ထို့နောက် ကုလသမဂ္ဂဆိုင်ရာ အမျိုးသမီး အမြဲတမ်းကိုယ်စားလှယ်များနှင့် ဆလိုဗီးနီးယား နိုင်ငံခြားရေးဝန်ကြီးဌာနမှ Diplomatic Supervisor ဖြစ်သူ H.E. Ambassador Darja Bavdaž Kuret တို့လည်း တက်ရောက်၍ သံတမန်ရေးရာကဏ္ဍတွင် ၎င်းတို့ ကြုံတွေ့ဖြတ်သန်းခဲ့ရသည့် အတွေ့အကြုံများနှင့် အမျိုးသမီးနှင့် လူငယ်များ၏ အခန်းကဏ္ဍတို့နှင့်ပတ်သက်၍ သဘောထားအမြင် များနှင့် မျှော်မှန်းချက်များကို နှီးနှောဖလှယ် ပြောကြားခဲ့ကြပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်အနေဖြင့်လည်း ဖိုရမ်၏ Closing Segment တွင် ပါဝင်၍ မိန့်ခွန်း ပြောကြားခဲ့ရာ အဆိုပါမိန့်ခွန်းတွင် အောက်ဖော်ပြပါအချက်များ အဓိကပါဝင်ပါသည်-
(က) ဝမ်းမြောက်ပျော်ရွှင် ဂုဏ်ယူဖွယ်ရာ “International Day of Women in Diplomacy” ဖြစ်ပါစေကြောင်း၊
(ခ) သံတမန်ရေးရာကဏ္ဍတွင်ပါဝင်၍ တာဝန်ယူလုပ်ဆောင်နေကြသည့် အမျိုးသမီးများသည် မည်သည့်အချိန်ကာလတွင်မဆို လူမှုစီးပွားတန်းတူညီမျှမှု၊ စဉ်ဆက်မပြတ်ရေရှည်ဖွံ့ဖြိုး တိုးတက်မှုနှင့် multilateralism အားသာ၍ ခိုင်မာအားကောင်းစေရန် မောင်းနှင်ပေးရာ၌ အလွန်အရေးပါသည့် ကိုယ်စားလှယ်များဖြစ်ကြောင်း၊
(ဂ) ကုလသမဂ္ဂတွင် ၁၉-၆-၂၀၂၃ ရက်နေ့၌ “International Day of Women in Diplomacy” အထိမ်းအမှတ်နေ့ အခမ်းအနားအား အောင်အောင်မြင်မြင် ကျင်းပပြုလုပ်နိုင်ခဲ့သည့် အတွက်လည်း မိမိတို့ ကိုယ်စားလှယ်အဖွဲ့အနေဖြင့် ဝမ်းမြောက်ဂုဏ်ယူပါကြောင်း၊ အဆိုပါအခမ်းအနားသို့ တက်ရောက်ခဲ့ကြသည့် ကိုယ်စားလှယ်အဖွဲ့များနှင့် အခြားတက်ရောက်သူများအနေဖြင့်လည်း သံခင်းတမန်ခင်းတွင် တက်ကြွစွာ ပါဝင်ဆောင်ရွက်၍ တာဝန်ကြီးမားလေးနက်သော အခန်းကဏ္ဍများတွင် အားဖြည့်ပေးလျက်ရှိကြသည့် အမျိုးသမီးများ၏ အောင်မြင်မှုများ၊ အတွေ့အကြုံများ၊ ရုန်းကန်မှုများနှင့် မျှော်မှန်းချက်များကို ကြားသိရသဖြင့် စိတ်အားထက်သန်မှု ဖြစ်ပေါ်လိမ့်မည်ဟု ယုံကြည်ကြောင်း၊ မိမိတို့အနေဖြင့် ဤနယ်ပယ်၌ ထားရှိသည့် ၎င်းတို့၏ မြှုပ်နှံမှုကို အထူးလေးစားကြောင်း၊
(ဃ) မြန်မာနိုင်ငံတွင်လည်း ၂၀၁၆ ခုနှစ်မှ ၂၀၂၀ ခုနှစ်အတွင်း၌ သံတမန်ရေးရာနယ်ပယ်တွင် ပါဝင်ကြသည့် အမျိုးသမီးများအတွက် ထူးခြားသော တိုးတက်မှုများကို တွေ့မြင်ခဲ့ရကြောင်း၊ မိမိလုပ်ကိုင် လျက်ရှိသော နိုင်ငံခြားရေးဝန်ကြီးဌာန၌ပင် ထက်ဝက်ခန့်သော ဝန်ထမ်းများမှာ အမျိုးသမီးများဖြစ်ကြောင်း၊ ထို့ပြင် မိမိတို့၏ နိုင်ငံခြားရေးဝန်ကြီးဌာနအား အမျိုးသမီးဝန်ကြီးမှ ဦးဆောင်ဦးရွက်ရှိသည့်အပေါ် ဂုဏ်ယူကြောင်း၊ ရွေးကောက်ခံအစိုးရအနေဖြင့်လည်း သံတမန်ဖြစ်ရန် စိတ်ရည်သန်သည့် လူငယ်လူရွယ် များအား ဝန်ထမ်းအဖြစ်ခန့်အပ်ခြင်းကို အားပေးကြိုဆိုကြောင်း၊ လွန်ခဲ့သည့် နှစ်အနည်းငယ်အတွင်းမှာပင် နိုင်ငံခြားရေးနယ်ပယ်သို့ ဘွဲ့ရအမျိုးသမီးငယ်အများစု ဝင်ရောက်ခဲ့ကြောင်း၊
(င) မည်သို့ပင်ဆိုစေကာမူ စိန်ခေါ်မှုများမှာ တည်ရှိနေဆဲပင်ဖြစ်ပြီး အထူးသဖြင့် အဆင့်မြင့်ရာထူး နေရာများနှင့် ဆုံးဖြတ်ချက်ချမှတ်သည့်အဆင့်များတွင် ကိုယ်စားပြုခြင်းနှင့်ပတ်သက်၍ စိန်ခေါ်မှုများ ဖြစ်ပေါ်လျက်ရှိကြောင်း၊ အစိုးရအနေဖြင့် အဆိုပါအခက်အခဲအား ဖြေရှင်းနိုင်ရန်နှင့် ပြုပြင်ပြောင်းလဲမှုများ ဖော်ဆောင်နိုင်ရန် လိုအပ်သည့် လုပ်ဆောင်ချက်များကို ချမှတ်အကောင်အထည်ဖော်လျက်ရှိကြောင်း၊
(စ) သို့ရာတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလတွင် မတရားစစ်အာဏာသိမ်းမှု ဖြစ်ပေါ်ခဲ့ပြီးနောက် ယခင်ကရရှိထားသည့် ဖြစ်ပေါ်တိုးတက်မှုများမှာ ပြောင်းပြန်အနေအထားသို့ ရောက်ရှိခဲ့ကြောင်း၊ ယင်းအခြေအနေအရ နယ်ပယ်အသီးသီးတွင် စွမ်းဆောင်ရည် အပြည့်အဝဖြင့် ပါဝင်ဆောင်ရွက်လျက် ရှိသည့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များမှာ မတရားဖမ်းဆီးထိန်းချုပ်ခံထားရကြောင်း၊ ၎င်းတို့၏ အခြေခံအခွင့်အရေးများမှာ စနစ်တကျနှင့် ကျယ်ကျယ်ပြန့်ပြန့် ချိုးဖောက်ခံရလျက်ရှိကြောင်း၊
(ဆ) အမျိုးသားညီညွတ်ရေးအစိုးရအနေဖြင့်မူ လူမှုစီးပွားဖွံ့ဖြိုးတိုးတက်ရေးနှင့် နိုင်ငံတည်ထောင်ရေးတို့ အတွက် အမျိုးသမီးများအား အဓိကမောင်းနှင်အားများအဖြစ် သတ်မှတ်ကြောင်း၊ မိမိတို့အနေဖြင့် သံတမန်ရေးရာကဏ္ဍရှိ အမျိုးသမီးတို့၏ အခန်းကဏ္ဍအား မြှင့်တင်ရေးအတွက် ပံ့ပိုးပေးရာတွင် ဆက်လက်ပါဝင်နေမည်ဟု ကတိကဝတ်ပြုကြောင်း၊ ထို့ပြင် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအား အကာအကွယ်ပေးရန်နှင့် စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်ရေးအတွက် တန်းတူညီမျှမှု၊ မတူကွဲပြား မှုနှင့် အားလုံးပါဝင်မှုတို့အား မြှင့်တင်ရေးနှင့် ပံ့ပိုးပေးရေးအတွက် အလားတူ ကြိုးပမ်းဆောင်ရွက် မည်ဖြစ်ကြောင်း၊ မိမိတို့၏ တာဝန်ဝတ္တရားများနှင့်အညီ လုပ်ဆောင်သွားမည်ဟု ထပ်လောင်း အတည်ပြုကြောင်း၊
(ဇ) မိမိတို့၏ ပြည်သူများသည် ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် သာယာဝပြောရေးတို့ကို သာမက ကျားမတန်းတူညီမျှမှုနှင့် သံတမန်ရေးရာကဏ္ဍအပါအဝင် အခြားနယ်ပယ် အသီးသီးတွင်လည်း အမျိုးသမီးများ၏ အခန်းကဏ္ဍကို ပိုမိုချဲ့ထွင်နိုင်ရန် လိုလားကြောင်း၊
(ဈ) သို့ဖြစ်ပါ၍ မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် စောလျင်စွာချုပ်ငြိမ်းရေး၊ ဒီမိုကရေစီ အမြန်ဆုံးပြန်လည်ထွန်းကားရေးနှင့် ရွေးကောက်ခံအရပ်သားအစိုးရမှတဆင့် ပြည်သူ့အာဏာ ပြည်သူ့ထံ လျင်မြန်စွာပြန်လည်ရရှိရေးတို့ကို ဆောင်ရွက်ရန် လိုအပ်ကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

Thank you Madam Moderator for giving me the floor.
Her Royal Highness, Excellencies, dear colleagues,
At the outset, I wish to express my sincere appreciation to RASIT and the Permanent Mission of Malta for organizing this High-Level Forum to celebrate the “International Day of Women in Diplomacy”.
Happy and Proud International Day of Women in Diplomacy!
Throughout all times, women in diplomacy are indeed important agents to further socio-economic equitable and inclusive sustainable development as well as strengthening multilateralism. My delegation wishes to congratulate you all for the successful convening of the Commemorative Event of the “International Day of Women in Diplomacy” on 19 June. I believe all delegations and participants were inspired by the successes, experiences, struggles and aspirations of all women in diplomacy who are playing actively in their significant and contributing roles. We truly respect their devotion in this field of work.
In Myanmar, we witnessed a remarkable progress for women in diplomacy during years 2016 to 2020. In my Ministry, Ministry of Foreign Affairs, more than half of the personnel are women. I am proud that our ministry is led by the woman. The elected civilian government also welcomed and encouraged employing young people who are passionate to become diplomats. Just during the past few years, a large number of young female graduates had joined our foreign service.
Nevertheless, challenges persist, especially in terms of representation at senior and decision-making levels. The government had been taking necessary measures to reform the structure and address the issue.
However, after the illegal military coup in February 2021, the progresses achieved and developments made have become reversed. Under this circumstance, many capable women and young girls contributing to different sectors have been kept arbitrarily in custody. Their fundamental rights have been systematically and widely violated.
The National Unity Government of Myanmar consider women as a key driver to socio-economic development and nation-building. We are committed to strengthen global support to the role of women in diplomacy. The same goes to our effort for the protection of women and girls, and promotion and facilitation of equity, diversity, and inclusion for socio-economic sustainable development. We reaffirm our commitment to uphold our responsibilities and obligations.
I wish to stress that our people long for peace, stability and prosperity, as well as gender equality and the greater role of women in all sectors including in diplomacy.
As such, we need to end this military dictatorship immediately, to restore democracy urgently, and to bring power back to the people through the elected civilian government now.
Again, Happy International Day of Women in Diplomacy!
