သတင်းအဖြစ်ထုတ်ပြန်ချက်
မြန်မာနိုင်ငံရှိ ရိုဟင်ဂျာမွတ်ဆလင်များနှင့် အခြားသော လူနည်းစုများဆိုင်ရာ အဆင့်မြင့် နိုင်ငံတကာကွန်းဖရင့် ကျင်းပပြုလုပ်ရေးနှင့်ပတ်သက်၍ Modality အဆိုမူကြမ်းအား ပထမအကြိမ် အလွတ်သဘော ဆွေးနွေးသည့် အစည်းအဝေးတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က ရိုဟင်ဂျာများ ဘေးကင်းလုံခြုံစွာ၊ ဆန္ဒအလျောက်နှင့် သိက္ခာရှိစွာ နေရပ်ပြန်လည်ရောက်ရှိနိုင်ရေး အပါအဝင် ရိုဟင်ဂျာ အရေးကိစ္စအား ရေရှည်တည်တံ့သောအဖြေ ရရှိရေး ဆောင်ရွက်မှု သည် မိမိတို့အားလုံးအတွက် အလွန် အရေးကြီး၊
ရေရှည် တည်တံ့သော အဖြေ ရရှိရေးအတွက် ပြဿနာ၏ ဇစ်မြစ်အား ကိုင်တွယ်ဖြေရှင်းရန်နှင့် နိုင်ငံရေးအရ အဖြေ ရရှိရန် လိုအပ်၊ စစ်တပ်နှင့် စစ်အာဏာရှင်စနစ်တို့က ပြဿနာ၏ ဇစ်မြစ်ဖြစ်၊
မြန်မာနိုင်ငံတွင် ငြိမ်းချမ်းရန်နှင့် တည်ငြိမ်မှုရှိရန်မှာ အားလုံးထက်ပို၍ မြန်မာပြည်သူများက လိုလား၊ မြန်မာနိုင်ငံ တွင် ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်မှု ရရှိနိုင်ရေး အတွက် အဖြေရှာရန် ပြည်သူများတွင် ခိုင်မာသော သန္နိဋ္ဌာန်ရှိ၊
ရိုဟင်ဂျာအရေးကိစ္စ အပါအဝင် မြန်မာနိုင်ငံ ပြဿနာ တစ်စုံလုံး အတွက် ရေရှည်တည်တံ့စွာ ဖြေရှင်းနိုင်မည့်နည်းလမ်းကို ရှာဖွေရာ၌ မြန်မာပြည်သူများ ၏ စိတ်ဆန္ဒနှင့် အကျိုးစီးပွားတို့ဖြင့် ကိုက်ညီမှုရှိသည့် ထိရောက်သော နိုင်ငံတကာ ပူးပေါင်း ဆောင်ရွက်မှုနှင့် ထောက်ခံအားပေးမှု တို့ကို မြန်မာပြည်သူများ အနေဖြင့် လိုအပ်ကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် မြန်မာနိုင်ငံရှိ ရိုဟင်ဂျာမွတ်ဆလင်များနှင့် အခြားသော လူနည်းစုများဆိုင်ရာ အဆင့်မြင့် နိုင်ငံတကာကွန်းဖရင့် ကျင်းပပြုလုပ်ရေးနှင့်ပတ်သက်၍ Modality အဆိုမူကြမ်းအား ပထမအကြိမ် အလွတ်သဘော ဆွေးနွေးသည့် အစည်းအဝေးကို ၂၈-၂-၂၀၂၅ ရက် (သောကြာ နေ့)၊ နံနက် (၁၀၀၀) နာရီတွင် ကျင်းပပြုလုပ်ခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တက်ရောက်ဆွေးနွေးခဲ့ပါသည်။
၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးပြောကြားမှုတွင်မူ အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) ယခု တင်သွင်းသည့် အဆိုမူကြမ်းကို ကြိုဆိုပါကြောင်း၊ သို့သော် မြန်မာပြည်သူများ၏ စိတ်ဆန္ဒ၊ အကျိုး စီးပွားတို့နှင့် အညီ ပိုမိုကောင်းမွန်သည့် အဆိုမူကြမ်း ဖြစ်လာမည်ဟု မျှော်လင့်ကြောင်း၊
(ခ) ဤ အဆင့်မြင့် ကွန်းဖရင့်မှတဆင့် ရိုဟင်ဂျာအရေးကိစ္စနှင့် မြန်မာ့အကျပ်အတည်း တစ်စုံလုံး အပေါ်နိုင်ငံတကာ၏ အလေးအနက်ထားသော အာရုံစိုက်မှု ရရှိနိုင်မည်ဟု ယုံကြည်ကြောင်း၊
(ဂ) ရိုဟင်ဂျာများ ဘေးကင်းလုံခြုံစွာ၊ ဆန္ဒအလျောက်နှင့် သိက္ခာရှိစွာ နေရပ်ပြန်လည်ရောက်ရှိနိုင် ရေး အပါအဝင် ရိုဟင်ဂျာ အရေးကိစ္စအား ရေရှည်တည်တံ့သောအဖြေ ရရှိရေး ဆောင်ရွက်မှု သည် မိမိတို့အားလုံးအတွက် အလွန် အရေးကြီးသကဲ့သို့ နေရပ်ပြန်လည် သွားရောက် နိုင်ရေး အတွက် သင့်လျော်သော အခြေအနေတစ်ရပ် ဖန်တီးပေးရေးကလည်း အထူးလိုအပ်ကြောင်း၊ ထိုသို့ ဖြစ်ပေါ်စေရန် မိမိတို့အားလုံး လက်တွဲ ပူးပေါင်းဆောင်ရွက်ရမည်ဖြစ်ကြောင်း၊
(ဃ) ရေရှည် တည်တံ့သော အဖြေ ရရှိရေးအတွက် ပြဿနာ၏ ဇစ်မြစ်အား ကိုင်တွယ်ဖြေရှင်းရန်နှင့် နိုင်ငံရေးအရ အဖြေ ရရှိရန် လိုအပ်သည်ကို အလေးထား ပြောကြားလိုကြောင်း၊ စစ်တပ်နှင့် စစ်အာဏာရှင်စနစ်တို့က ပြဿနာ၏ ဇစ်မြစ်ဖြစ်သည်မှာ ရှင်းလင်းပါကြောင်း၊
(င) ပြီးခဲ့သော (၄) နှစ်ကျော်ကာလအတွင်း၌ စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုများကြောင့် မြန်မာ ပြည်သူများအတွက် နေ့ရက်တိုင်းသည် ကြေကွဲဖွယ်ဖြစ်ကြောင်း၊ ပြည်သူများအနေဖြင့် အကြောက် တရား ဖြင့် နေထိုင်နေရပြီး မည်သူတစ်ဦးတစ်ယောက်ကမျှ လုံခြုံ စိတ်ချမှုကို မခံစား ရ ကြောင်း၊
(စ) ပြည်သူအားလုံး၊ အထူးသဖြင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ၊ ကလေးသူငယ်များ အနေဖြင့် စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုဒဏ်ကို ခါးစည်းခံနေရကြောင်း၊ မြန်မာနိုင်ငံ၏ အခြေအနေတစ်ရပ်လုံးသည်သာမက လူသားချင်းစာနာမှုအခြေအနေကလည်း အမှန်တကယ်ပင် အလွန်အမင်း ဆိုးရွားလျက်ရှိကြောင်း၊
(ဆ) အားလုံးသိနှင့်ထားပြီးဖြစ်သည့်အတိုင်း စစ်တပ်အနေဖြင့် အရပ်သားလူထုအပေါ် လေကြောင်းမှ တဆင့် မဆင်မခြင် ဗုံးကျဲတိုက်ခိုက်မှုများကို ဆက်၍သာ ကျူးလွန်လျက်ရှိကြောင်း၊
(ဇ) ရခိုင်ပြည်နယ်တွင် နေထိုင်သူများအပါအဝင် ပြည်သူအားလုံးအတွက် လုံခြုံမှု မရှိကြောင်း၊ ပြည်သူများ ကြုံတွေ့နေရသော ဒုက္ခဆင်းရဲများမှာ ယခုပင် ချုပ်ငြိမ်းသင့်ကြောင်း၊
(ဈ) သို့ဖြစ်ပါ၍ ယခုလုပ်ငန်းစဉ်တွင် နိုင်ငံရေးအရ အဖြေ ရရှိနိုင်မှု ရှာဖွေသွားရေးကိစ္စ ကို အလေး ထား လုပ်ဆောင် သင့်ကြောင်း၊
(ည) မြန်မာနိုင်ငံတွင် ငြိမ်းချမ်းရန်နှင့် တည်ငြိမ်မှုရှိရန်မှာ အားလုံးထက်ပို၍ မြန်မာပြည်သူများက လို လား ကြောင်း၊ မြန်မာနိုင်ငံတွင် ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်မှု ရရှိနိုင်ရေး အတွက် အဖြေရှာရန် ပြည်သူများတွင် ခိုင်မာသော သန္နိဋ္ဌာန်ရှိကြောင်း၊
(ဋ) ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်း၊ အထူးသဖြင့် မိမိတို့၏ အိမ်နီးချင်းနိုင်ငံများနှင့် ဒေသတွင်း နိုင်ငံများထံမှ အပြုသဘောဆောင်သည့် အကူအညီများ လိုအပ်ကြောင်း၊
(ဌ) ရိုဟင်ဂျာအရေးကိစ္စ အပါအဝင် မြန်မာနိုင်ငံ ပြဿနာ တစ်စုံလုံး အတွက် ရေရှည်တည်တံ့စွာ ဖြေရှင်းနိုင်မည့်နည်းလမ်းကို ရှာဖွေရာ၌ မြန်မာပြည်သူများ ၏ စိတ်ဆန္ဒနှင့် အကျိုးစီးပွားတို့ဖြင့် ကိုက်ညီမှုရှိသည့် ထိရောက်သော နိုင်ငံတကာ ပူးပေါင်း ဆောင်ရွက်မှုနှင့် ထောက်ခံအားပေးမှု တို့ကို မြန်မာပြည်သူများ အနေဖြင့် လိုအပ်ကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးချက် အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြ အပ်ပါသည်။

Dear Co-facilitators,
At the outset, I thank you Ambassador Elina Kalkku, Permanent Representative of Finland, and Ambassador Ahmad Faisal Muhamad, Permanent Representative of Malaysia, for convening of this meeting. I also wish to express our deep appreciation to you for your hard work and relentless efforts for introducing this zero draft. I would like to assure you of our delegation’s cooperation and full support for the success of this process.
I would also like to thank the President of General Assembly for his leadership in this regard.
Dear Co-facilitators,
We wish to welcome the zero draft. However I sincerely hope that the draft will further improve in line with the will and interest of the people of Myanmar.
We believe that this High-level Conference will bring serious attention of the international community to the issue of Rohingya and the Myanmar crisis as a whole.
Finding a sustainable solution to the issue of Rohingya including safe, voluntary and dignified return of Rohingya is vital for all of us. Creating an environment conducive for the repatriation is essential. We all need to work together towards this end.
It is imperative to stress that in order to find a sustainable solution we need to address the root cause and achieve a political solution. Clearly, the military junta and the military dictatorship is the root cause.
Over last four years, every day is miserable for all people in Myanmar due to the military junta’s atrocities. People are living with fear. No one feels safe and secured.
All people especially women and girls and children bear the brunt of the military junta’s atrocities. The situation in Myanmar including humanitarian situation is indeed dire.
As you are all aware, the military junta’s indiscriminate aerial attacks on the civilian population continue as I speak. It is not safe for everyone including those in Rakhine State.
The suffering of the people must end now.
Therefore, it is important to address the issue of finding a political solution in this process.
Our people want peace and stability in Myanmar more than others. The people are resolute to find a sustainable solution for lasting peace and stability in Myanmar.
As such, we need helping hands from the international community especially from our neighbours and countries in the region.
The people of Myanmar need your effective cooperation and strong support in line with the will and interest of the Myanmar people for finding a sustainable solution for the crisis in Myanmar including Rohingya issue.
