သတင်းအဖြစ်ထုတ်ပြန်ချက်
မြန်မာနိုင်ငံအရေးကိစ္စအတွက် လုံခြုံရေးကောင်စီတွင် တံခါးပိတ်အစည်းအဝေး ကျင်းပခြင်းနှင့်စပ်လျဉ်း၍ သတင်းမီဒီယာများသို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက စစ်တပ်အနေဖြင့် ဂျက်လေယာဉ်များနှင့် ရဟတ်ယာဉ်များကို အသုံးပြုကာ ပြည်သူများနေထိုင်ရာ နေရာဒေသများသို့ လေကြောင်းမှတဆင့် ဗုံးကြဲတိုက်ခိုက်ခြင်းများကို မဆင်မခြင်နှင့် အလွန်အမင်းပြုလုပ်လျက်ရှိ၊ စစ်တပ်ထံ လက်နက်၊ လေယာဉ်ဆီနှင့် ငွေကြေးစီးဆင်းမှုမရှိစေရေး ဖြတ်တောက်ရန်လိုဟု ပြောကြားခဲ့

၁။ ကုလသမဂ္ဂလုံခြုံရေးကောင်စီတွင် မြန်မာနိုင်ငံအရေးကိစ္စနှင့်စပ်လျဉ်း၍ တံခါးပိတ်အစည်းအဝေး (Closed Meeting) ကို ၂၃-၈-၂၀၂၃ ရက် (ဗုဒ္ဓဟူးနေ့) မွန်းလွဲ (၀၃၀၀) နာရီအချိန်တွင် ကျင်းပပြုလုပ်ခဲ့ ပါသည်။ အဆိုပါအစည်းအဝေး ကျင်းပမှုအပြီးတွင် သတင်းမီဒီယာများသို့ ရှင်းလင်းပြောကြားသည့် အစီအစဉ် (Media Stakeout) ကို တစ်ဆက်တည်း ပြုလုပ်ခဲ့ပါသည်။ Media Stakeout တွင် လုံခြုံရေးကောင်စီအဖွဲ့ဝင် (၁၃) နိုင်ငံကိုယ်စား ဗြိတိန်နိုင်ငံက လုံခြုံရေးကောင်စီ၏ ပူးတွဲကြေညာချက် (Joint Statement) ကို ဖတ်ကြားခဲ့ပြီး ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းကလည်း မြန်မာနိုင်ငံ၏ ရပ်တည်ချက်ကို ပြောကြားခဲ့ကြပါသည်။
၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည်များတွင် အောက်ပါအဓိကအချက်များ ပါဝင် ပါသည်-
(က) ကုလသမဂ္ဂလုံခြုံရေးကောင်စီ၏ အဖွဲ့ဝင်နိုင်ငံများ၊ အထူးအားဖြင့် မြန်မာနိုင်ငံအရေးကိစ္စကို အဓိကညှိနှိုင်းဆောင်ရွက်သည့် ဗြိတိန်နိုင်ငံနှင့် ယခုလအတွက် ကောင်စီ၏ အလှည့်ကျဥက္ကဋ္ဌဖြစ်သော အမေရိကန်ပြည်ထောင်စုတို့အား မြန်မာနိုင်ငံဆိုင်ရာ တံခါးပိတ်အစည်းအဝေး ကျင်းပခြင်းအတွက် ကျေးဇူးတင်ရှိကြောင်း၊
(ခ) အလားတူပူးတွဲကြေညာချက် ထုတ်ပြန်ခဲ့ခြင်းအတွက် လုံခြုံရေးကောင်စီ အဖွဲ့ဝင်နိုင်ငံများကို ကျေးဇူးတင်ရှိကြောင်း၊
(ဂ) အဆိုပါပူးတွဲကြေညာချက်တွင် လုံခြုံရေးကောင်စီ၏ ဆုံးဖြတ်ချက်အဆို 2669 (2022) အား အပြည့်အဝအကောင်အထည်ဖော်ဆောင်ရွက်ရန် ထပ်မံတောင်းဆိုထားပြီး မြန်မာပြည်သူများကို ထောက်ခံအားပေးသည်ဟု ထပ်လောင်းအတည်ပြု ဖော်ပြထားကြောင်း၊
(ဃ) ဤနေရာတွင် မြန်မာပြည်သူများ၏ အသက်ကို ကယ်တင်နိုင်ရန် မိမိတို့အားလုံးအတွက် အချိန်က အထူးအရေးကြီးသည်ကို အလေးထားပြောကြားလိုကြောင်း၊
(င) လုံခြုံရေးကောင်စီတွင် ဆုံးဖြတ်ချက်အဆို 2669 (2022) အား အတည်ပြုချမှတ်ပြီးသည့်တိုင် စစ်တပ်က မြန်မာပြည်သူများအပေါ် ရက်စက်ကြမ်းကြုတ်မှုများကို ဆက်လက်ကျူးလွန်လျက်ရှိကြောင်း၊
(စ) စစ်တပ်မှ မတရားအာဏာသိမ်းပြီးနောက် ၂၁-၁၂-၂၀၂၂ ရက်နေ့အထိ စစ်တပ်က သတ်ဖြတ်ခဲ့သူ (၂,၆၃၉) ဦးရှိကြောင်း၊ ဝမ်းနည်းဖွယ်ကောင်းသည်မှာ အတည်ပြု၍ရသည့် မှတ်တမ်းများအရ ယနေ့အထိ စုစုပေါင်း (၄,၀၀၀) ဦး သတ်ဖြတ်ခြင်းခံရပြီးဖြစ်ကြောင်း၊ ဤသည်မှာ လွန်ခဲ့သည့် (၈) လ အတွင်းမှာပင် လူအယောက် (၁,၃၀၀) ကျော် သတ်ဖြတ်ခံခဲ့ရခြင်းဖြစ်ကြောင်း၊
(ဆ) စစ်တပ်အနေဖြင့် မတရားစစ်အာဏာသိမ်းပြီးချိန်မှစတင်၍ လူအစုလိုက်အပြုံလိုက် သတ်ဖြတ်မှု (၁၄၄) ကြိမ်ခန့် ကျူးလွန်ခဲ့ပြီး လူအယောက် (၁,၅၉၅) ဦးကို သတ်ဖြတ်ခဲ့ကြောင်း၊ ၂၀၂၃ ခုနှစ် အတွင်း ယခုအချိန်အထိ လူအစုလိုက်အပြုံလိုက် သတ်ဖြတ်မှု (၄၈) ကြိမ် ဖြစ်ပွားခဲ့ကြောင်း၊ ဧပြီလအတွင်း၌ စစ်ကိုင်းတိုင်းဒေသကြီး ပဇီကြီးကျေးရွာတွင် ဖြစ်ပွားခဲ့သည့်ဖြစ်စဉ်မှာ အကြီးမားဆုံး လူအစုလိုက် အပြုံလိုက် သတ်ဖြတ်မှုဖြစ်ကြောင်း၊ လူနေအိမ် ၇၅,၀၀၀ ကျော် မီးရှို့ဖျက်ဆီးခံခဲ့ကြရပြီး၊ စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုကြောင့် လူဦးရေ (၂) သန်းမှာ နေရပ်စွန့်ခွာသူများ ဖြစ်နေကြရပြီး (၁၈) သန်းမှာ လူသားချင်းစာနာထောက်ထားမှု အကူအညီများကို လိုအပ်လျက်ရှိကြောင်း၊
(ဇ) စစ်တပ်အနေဖြင့် ဂျက်လေယာဉ်များနှင့် ရဟတ်ယာဉ်များကို အသုံးပြုကာ ပြည်သူများနေထိုင်ရာ နေရာဒေသများသို့ လေကြောင်းမှတဆင့် ဗုံးကြဲတိုက်ခိုက်ခြင်းများကို မဆင်မခြင်နှင့် အလွန်အမင်း ပြုလုပ်လျက်ရှိကြောင်း၊
(ဈ) သို့ဖြစ်ပါ၍ စစ်တပ်၏ လက်ဝယ်သို့ လက်နက်၊ လေယာဉ်ဆီနှင့် ငွေကြေးစီးဆင်းမှုများကို ဖြတ်တောက်ရန် လိုအပ်သည်မှာ ထင်ရှားကြောင်း၊
(ည) မိမိအနေဖြင့် လုံခြုံရေးကောင်စီအဖွဲ့ဝင်များအား မေးမြန်းလိုသည်မှာ မြန်မာပြည်သူများ၏ အသက်ကို ကယ်တင်ရန် မည်ကဲ့သို့သော အခြေအနေ သို့မဟုတ် အကြောင်းအရာကို စောင့်ဆိုင်းနေသနည်း ဟု မေးမြန်းလိုကြောင်း၊
(ဋ) မိမိတို့အနေဖြင့်မူ စစ်တပ်၏ အာဏာရှင်စနစ်နှင့် ၎င်း၏ အာဏာကို မြန်မာပြည်သူအများစုမှာ စည်းလုံးညီညွတ်စွာ ဆန့်ကျင်လျက်ရှိကြောင်း၊
(ဌ) မြန်မာနိုင်ငံတွင် ဖြစ်ပွားနေသည့် အခင်းအကျင်းမှာ ပြည်တွင်းစစ် မဟုတ်ဘဲ အကြမ်းဖက်သည့် မတရားအာဏာရယူထားသည့် အာဏာရှင်စစ်တပ်အား ခုခံဆန့်ကျင်နေသည့် ပြည်သူ့တော်လှန်ရေးသာ ဖြစ်ကြောင်း၊ ပြည်သူများအနေဖြင့် စစ်တပ်အား နိုင်ငံရေးနယ်ပယ်မှ အပြီးတိုင် ဖယ်ရှားရန်နှင့် အရပ်သားအစိုးရအုပ်ချုပ်သည့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုကို တည်ထောင်ရန် တောင်းဆိုနေ ကြကြောင်း၊
(ဍ) စစ်တပ်အနေဖြင့် ပြည်သူများအပေါ် လုပ်ဆောင်နေသည့် စစ်ပွဲအား အနိုင်ရရှိရန် စွမ်းဆောင်နိုင်ခြင်း မရှိသကဲ့သို့ နိုင်ငံအား အုပ်ချုပ်ရန် သို့မဟုတ် စီးပွားရေးအား စီမံခန့်ခွဲရန် လုပ်ဆောင်နိုင်ခြင်း မရှိကြောင်း၊ ထို့အတူ ပြည်တွင်း၌ ရေရှည်တည်တံ့သည့် တည်ငြိမ်အေးချမ်းမှု ဖြစ်ထွန်းစေရန်လည်း ဆောင်ကျဉ်းပေး နိုင်ခြင်းမရှိကြောင်း၊
(ဎ) မြန်မာနိုင်ငံတွင် အားလုံးပါဝင်သည့် ဖက်ဒရယ်ဒီမိုကရေစီ အရပ်သားအစိုးရကသာလျှင် အဆိုပါရည်မှန်းချက်ပန်းတိုင်များကို ဖော်ဆောင်ပေးနိုင်မည်ဖြစ်ပြီး ပြည်တွင်းရှိ ဒီမိုကရေစီအင်အားစု များကလည်း အဆိုပါရည်မှန်းချက်ပန်းတိုင်များ ဖော်ဆောင်နိုင်ရေးအတွက် သံန္နိဋ္ဌာန်ချမှတ်ထားကြောင်း၊
(ဏ) ပြည်သူများ၏ အသံကို နားထောင်ရန်နှင့် မျှော်မှန်းချက်များကို လေးစာရန် ကုလသမဂ္ဂ လုံခြုံရေးကောင်စီအနေဖြင့် မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်ကို ကယ်တင်ပေးနိုင်မည့် အရေးယူဆောင်ရွက်ချက်များကို မဆိုင်းမတွဘဲ ချက်ချင်းချမှတ်လုပ်ဆောင်ရမည်ဖြစ်ပြီး စစ်တပ်မှ အကျိုးခံစားနေသည့် ပြစ်ဒဏ်ခတ်ခြင်းမှ ကင်းလွတ်နေမှုကို အပြီးတိုင်ရပ်တန့်ရန်နှင့် ဒေသတွင်းမတည်ငြိမ်မှု ပိုမိုကြီးထွားလာခြင်းမှ ကြိုတင်ကာကွယ်ရန် လိုအပ်ကြောင်း၊
(တ) သို့ဖြစ်ရာ ကုလသမဂ္ဂလုံခြုံရေးကောင်စီ အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် ဆုံးဖြတ်ချက်အဆို 2669 (2022) အား ပိုမိုခိုင်မာအားကောင်းစေနိုင်မည့် ဆုံးဖြတ်ချက်အဆိုအသစ်ကို ထပ်မံချမှတ်နိုင်ရေးအတွက် စေ့စပ်ညှိနှိုင်းမှုလုပ်ငန်းစဉ်အား ယခုပင်စတင်ရန် မိမိအနေဖြင့် တောင်းဆိုလိုကြောင်း။
၃။ ထို့နောက် သတင်းထောက်များက မြန်မာနိုင်ငံအရေးကိစ္စအား ဖြေရှင်းရန်နှင့် စစ်တပ်မှ ကျူးလွန် လျက်ရှိသော ရက်စက်ကြမ်းကြုတ်မှုများကို အထိရောက်ဆုံးဖြေရှင်းနိုင်မည့် နည်းလမ်းနှင့် စစ်တပ် အနေဖြင့် ကုလသမဂ္ဂလုံခြုံရေးကောင်စီ၏ ဆုံးဖြတ်ချက်အဆိုကိုသာမက အာဆီယံဘုံသဘောတူညီချက်ပါ အချက်အားလုံးကိုလည်း လိုက်နာဖော်ဆောင်ခြင်း အလျဉ်းမရှိဘဲ အတိအလင်း မျက်ကွယ်ပြုလျက်ရှိရာ လုံခြုံရေးကောင်စီမှ နောက်ထပ်ဆုံးဖြတ်ချက်အဆိုကို အဘယ့်ကြောင့်ချမှတ်သင့်ကြောင်း မေးမြန်းခဲ့ကြရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်က မိမိ၏ အမှာစကားတွင် ထည့်သွင်းပြောကြားခဲ့သည့်အတိုင်း စစ်တပ်ထံ သို့ လက်နက်၊ လေယာဉ်ဆီနှင့် ငွေကြေးစီးဆင်းမှုများအား အဓိကဖြတ်တောက်ခြင်းအားဖြင့် စစ်တပ်မှ ကျူးလွန်နေသည့် ရက်စက်ကြမ်းကြုတ်မှုများကို ချုပ်ငြိမ်းစေနိုင်မည်ဖြစ်ကြောင်းနှင့် လုံခြုံရေးကောင်စီ၏ ဆုံးဖြတ်ချက်အဆိုများသည် ဥပဒေကြောင်းအရ စည်းနှောင်မှုအားရှိပြီး အကျိုးသက်ရောက်မှုရှိသော ကြောင့် နောက်ထပ်ဆုံးဖြတ်ချက်အဆိုအသစ်ကို ထပ်မံချမှတ်သင့်ကြောင်း ပြန်လည်ဖြေကြားခဲ့ပါသည်။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် မှတ်ချက်စကား အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Remarks by Ambassador Kyaw Moe Tun, Permanent Representative of Myanmar to the United Nations, on the UNSC Closed Consultations on Myanmar at the Media Stakeout
(New York, 23 August 2023)
- I thank the member states especially UK as a pen-holder and US as the President of the Council for organizing this UNSC closed meeting on Myanmar.
- I also thank the member states for issuance of the joint statement on Myanmar.
- In their joint statement, the member states called again for the full implementation of UNSCR 2669 and reaffirmed their strong support for the people of Myanmar.
- Here I wish to stress that time is of the essence for all us to save lives of the people of Myanmar.
- The military junta continues its atrocities against the people of Myanmar even after the adoption of Resolution 2669.
- On 21 December 2022, the number of people killed by the junta stood at 2639. According verified data, sadly, it is already 4,000 today. Over 1300 people were killed within past 8 months. It is clear that the military junta has totally ignored the Resolution 2669, and the UNSC so far cannot do anything to enforce the military junta to adhere to the resolution.
- The military junta committed at least 144 massacres since the illegal coup killing1595 people. In 2023 alone, so far 48 massacres committed. The largest one so far was in April, at Pazigyi Village in Sagaing Region killing almost 170 people.
- Over 75,000 homes were burnt down.
- In addition, due to the military junta’s atrocities, 2 million people have been displaced, and 18 million people are in need of humanitarian assistance.
- The military junta use fighter jets and helicopters to conduct aerial attacks on civilian areas in an indiscriminate and disproportionate manner.
- It is clear that we need to stop flow of arms, jet fuel and money to the military junta.
- My question is what they are waiting for to save lives of the people.
- On our part, the vast majority of the people of Myanmar are unified in opposition to the military dictatorship and its rule.
- What is happening in Myanmar is not a civil war but a people’s revolution against a violent and despotic military junta. The people of Myanmar demand the removal of the military from politics and the establishment of a civilian, federal and democratic union.
- The military is not capable of winning its war against the people of Myanmar; it is not capable of governing the country or managing the economy; and it is not capable of delivering durable peace or stability.
- Only an inclusive, federal, democratic civilian government in Myanmar can deliver those goals – and that is exactly what the democratic forces in the country are committed to establish.
- To listen to the voices of the people and respect the aspiration of the people, the UN Security Council have to take decisive actions without further delay to save lives of the people of Myanmar, to end the military impunity and to prevent further destabilization of the region.
- Therefore I appeal the member states of the UN Security Council to start now a negotiation process in order to adopt a follow-up enforceable resolution timely.
