သတင်းအဖြစ်ထုတ်ပြန်ချက်
ကုလသမဂ္ဂဆိုင်ရာ ကနေဒါအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးမှ ကြီးမှူးကျင်းပသည့်
“Informal Working Group Meeting on Myanmar” တွင် ကုလသမဂ္ဂဆိုင်ရာမြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံ အခြေအနေသည် တစ်နေ့ထက် တစ်နေ့ ပိုပိုပြီး နက်ရှိုင်းလာနေသည့် အချိန်တွင် ကုလသမဂ္ဂ အပါအဝင် နိုင်ငံတကာ၏ ထိရောက်စွာ အရေးယူဆောင်ရွက်နိုင်မှုအပေါ် မေးခွန်းထုတ်လာမှုသည် ပို၍ ပို၍ ကျယ်လောင်လာပါကြောင်း၊ ယခုဆိုလျှင် မေးခွန်းထုတ်လျက်ရှိသည်မှာ မြန်မာပြည်သူများ၏ အသက်ကို ကယ်တင်ရန် ကုလသမဂ္ဂအနေဖြင့် မည်သည့်နေရာရောက်နေသနည်းဟုပင် မေးခွန်း ထုတ်လျက်ရှိကြောင်း၊ အရေးကြီးသည်မှာ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာပြည်သူများအပေါ် တာဝန်မကြေမှု ထပ်မံမဖြစ်သင့်ကြောင်း ထောက်ပြပြောကြားခဲ့

၁။ နယူးယောက်မြို့ရှိ ကုလသမဂ္ဂဆိုင်ရာ ကနေဒါအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးမှ “Informal Working Group Meeting on Myanmar” အစည်းအဝေးအား ၁-၁၂-၂၀၂၃ ရက် (သောကြာနေ့)၊ နံနက် (၁၁၃၀) နာရီအချိန်တွင် ကျင်းပပြုလုပ်ခဲ့ရာ အဆိုပါ အစည်းအဝေးသို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း ပါဝင် တက်ရောက်ဆွေးနွေးခဲ့ပါသည်။
၂။ ဖော်ပြပါ အစည်းအဝေးတွင် ကနေဒါ အမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး Mr. Bob Rae က အဖွင့် အမှာစကားပြောကြားခဲ့ပြီး အမျိုးသားညီညွတ်ရေးအတိုင်ပင်ခံကောင်စီ (National Unity Consultative Council – NUCC) မှ ကိုယ်စားလှယ် (၃) ဦးကလည်း ဆွေးနွေးသူ (Panel Briefers) များအဖြစ်ပါဝင်၍ “၁၀၂၇ စစ်ဆင်ရေး” အပါအဝင် မြန်မာနိုင်ငံအတွင်း ဖြစ်ပေါ်တိုးတက်မှု အခြေအနေများ၊ NUCC မှ လုပ်ကိုင်ဆောင်ရွက်နေသည့် လုပ်ငန်းစဉ်များနှင့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုတည်ဆောက်ရေး လုပ်ငန်းများနှင့် ရိုဟင်ဂျာအရေးကိစ္စ စသည်တို့ကို ဆွေးနွေးခဲ့ကြ ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးပြောကြားမှုတွင်မူ အောက်ဖော်ပြပါအချက်များ အဓိကပါဝင်ပါသည်-
(က) ကုလသမဂ္ဂဆိုင်ရာ ကနေဒါ အမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးအနေဖြင့် ယနေ့ အစည်းအဝေးအား ကျင်းပပြုလုပ်ပေးသည့်အတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊ NUCC မှ ရှင်းလင်းပြောကြားပေးမည့်သူများ ကိုလည်း ကြိုဆိုပါကြောင်း၊
(ခ) ကုလသမဂ္ဂ အထွေထွေညီလာခံ တတိယကော်မတီတွင် မကြာသေးမီက အတည်ပြုချမှတ် ခဲ့သည့် ဆုံးဖြတ်ချက်အဆိုတွင် ရိုဟင်ဂျာများနှင့် လူနည်းစုများ၏ အခြေအနေနှင့် စပ်လျဉ်း၍ ဆက်လက်ထိန်းသိမ်းဖော်ပြထားရှိပြီး လူမဆန်၍ တရားမဝင် အာဏာသိမ်း ထားသည့် စစ်တပ်မှ ယခင်က ကျူးလွန်ခဲ့သော ရာဇဝတ်မှုများနှင့် ယနေ့တိုင် ဆက်လက် ကျူးလွန်လျက်ရှိသော ဆိုးရွားသည့် ရာဇဝတ်ပြစ်မှုများအား ပြင်းပြင်းထန်ထန် ကန့်ကွက်ရှုတ်ချထားကြောင်း၊
(ဂ) အဆိုမူကြမ်းအား မဲမခွဲဘဲ အတည်ပြုနိုင်ခဲ့သည့်အပေါ် ကြိုဆိုပါကြောင်း၊
(ဃ) သို့ရာတွင် ယင်းအဆိုမူကြမ်းတွင် မြန်မာပြည်သူများ၏ လိုလားတောင့်တမှုနှင့် စိတ်ဆန္ဒများ၊ မျှော်မှန်းချက်များကို ပြည့်ပြည့်ဝဝ ထည့်သွင်းဖော်ပြနိုင်ခြင်း မရှိသေးပါကြောင်း၊ မြန်မာနိုင်ငံအရေးကိစ္စအား ဖြေရှင်းရာတွင် အဓိကကျသည့် ရင်းမြစ်ပြဿနာများကို ဖော်ပြရန် ပျက်ကွက်နေခြင်းက မြန်မာနိုင်ငံအတွင်း ဆိုးရွားလာသည့် အခြေအနေများအပြင် ရိုဟင်ဂျာများနှင့် လူနည်းစုများ၏ အခွင့်အရေးကိုလည်း ပြေလည်အောင် ဖြေရှင်းပေးနိုင်မည် မဟုတ်ကြောင်း၊
(င) တစ်ဖက်တွင်လည်း တိုင်းရင်းသား တော်လှန်ရေးအဖွဲ့အစည်းများနှင့် ပြည်သူ့ကာကွယ် ရေးတပ်ဖွဲ့များကမူ မဟာမိတ်ဖွဲ့ကာ ပူးပေါင်းဆောင်ရွက်မှုများကို အရှိန်မြှင့်တင် ဆောင်ရွက်လာကြောင်း၊ ၁၀၂၇ စစ်ဆင်ရေး၏ ရလဒ်သည် ဥပမာကောင်းတစ်ခု ဖြစ်ကြောင်း၊ ဤရလဒ်ကြောင့် စစ်အာဏာရှင် အမြစ်ဖြတ်ရေး၊ ဒီမိုကရေစီပြန်လည် ရရှိရေး၊ ဖယ်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ထောင်ရေးဆိုသည့် မြန်မာပြည်သူများ ၏ ရည်မှန်းချက်များကို ပိုမိုခိုင်လာစေကြောင်း၊
(စ) ယင်းဖြစ်ပေါ်တိုးတက်မှုများကို ကြည့်ခြင်းအားဖြင့် တရားမဝင် အာဏာသိမ်းစစ်တပ်၏ အင်အားချိနဲ့လာမှုကို ထင်ထင်ရှားရှား တွေ့မြင်ရကြောင်း၊ စစ်တပ်အနေဖြင့် ပြည်တွင်း၌ နယ်မြေစိုးမိုးမှုမရှိတော့သည်မှာ ငြင်းဆိုဖွယ်ရာအချက် မဟုတ်တော့ကြောင်း၊
(ဆ) အခြားတစ်ဖက်တွင်လည်း ပြည်တွင်းနေရပ်စွန့်ခွာသူများနှင့် ဒုက္ခသည် ဦးရေမှာလည်း သိသိသာသာ မြင့်တက်လာသည်ကို သိရှိပါကြောင်း၊ သို့ရာတွင် စစ်တပ်အနေဖြင့် အရပ်သားပစ်မှတ်များကို ရည်ရွယ်ချက်ရှိရှိ လေကြောင်းမှ တိုက်ခိုက်မှုများ ပိုမိုတိုးမြှင့် လုပ်ဆောင်လာခြင်းကြောင့် လူသားချင်းစာနာမှုပြဿနာ ပိုမိုဆိုးရွားလာကြောင်း၊
(ဇ) ထို့ပြင် ကုလသမဂ္ဂလုံခြုံရေးကောင်စီမှ အတည်ပြုချမှတ်ခဲ့သည့် ဆုံးဖြတ်ချက် 2669 သည် လည်း ယခုနှစ်တွင် (၁) နှစ်တင်းတင်းပြည့်မြောက်ပြီဖြစ်ကြောင်း၊ လုံခြုံရေးကောင်စီ အနေဖြင့် မြန်မာနိုင်ငံ၏ ဖြစ်ပေါ်တိုးတက်လာသည့် အခြေအနေများကို အလေးထား ထည့်သွင်းစဉ်းစားလျက် ထိရောက်သော အရေးယူဆောင်ရွက်ချက်များကို ချမှတ်ရမည့် အချိန်ကောင်းပင်ဖြစ်ကြောင်း၊ အထူးသဖြင့် စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုများ ရပ်တန့်စေရန်၊ စစ်တပ်မှ အကျိုးခံစားခွင့် ဆက်လက်ရရှိနေသည့် ပြစ်ဒဏ်ကင်းလွတ်မှုကို အပြီးတိုင် ချုပ်ငြိမ်းစေပြီး ၎င်းတို့အား တာဝန်ယူမှု၊ တာဝန်ခံမှုရှိစေပြီး၊ ပြည်သူများ လိုလားတမ်းတနေသည့် တရားမျှတမှုရရှိရေး ဆောင်ကျဉ်းပေးရန် ဖြစ်ကြောင်း၊
(ဈ) မိမိတို့ဘက်၌မူ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ တိုင်းရင်းသားတော်လှန်ရေး အဖွဲ့အစည်း များ၊ ပြည်သူ့ကာကွယ်ရေးတပ်ဖွဲ့များ၊ အရပ်ဘက်လူမှုအဖွဲ့အစည်းများ၊ မြေပြင်တွင် လှုပ်ရှားနေကြသည့် အသိုက်အဝန်းအဖွဲ့အစည်းများနှင့် ယခု တော်လှန်ရေးတွင် ပါဝင်နေကြသူများအနေဖြင့် မြန်မာပြည်သူများ၏ အကျိုးစီးပွားကို ကာကွယ်စောင့်ရှောက်ရန်အတွက် ကုလသမဂ္ဂအပါအဝင် နိုင်ငံတကာအသိုက်အဝန်းနှင့် လက်တွဲ ပူးပေါင်းဆောင်ရွက်ရန် အသင့်ရှိပါကြောင်း၊
(ည) မြန်မာပြည်သူများအနေဖြင့် စစ်အာဏာရှင်စနစ်အား အမြစ်ပြတ်ချေမှုန်းရန် လမ်းကြောင်း မှန်ပေါ်၌ လျှောက်လှမ်းလျက်ရှိကြောင်း၊ ဒီမိုကရေစီ အင်အားစုများအနေဖြင့်လည်း အားလုံးပါဝင်သည့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုအား တည်ထောင်ရန် ရိုဟင်ဂျာအပါအဝင် ပြည်သူအားလုံး လူအခွင့်အရေးများ ရရှိခံစားနိုင်ရန်၊ ရိုဟင်ဂျာများ မြန်မာနိုင်ငံသို့ သိက္ခာရှိရှိ၊ ဘေးကင်းလုံခြုံစွာ ပြန်လည်လာရောက်နိုင်ရန် အစွမ်းကုန် ကြိုးပမ်းဆောင်ရွက်လျက်ရှိကြောင်း၊ တစ်ဆက်တည်း ပြောကြားလာလိုသည်မှာ ပင်လယ်ပြင်တွင် ဒုက္ခရောက်နေသည့် ရိုဟင်ဂျာများအရေးကို နိုင်ငံတကာ အသိုက်အဝန်းအနေဖြင့် အလေးထား၍ ထိရောက်စွာ ကိုင်တွယ်ဆောင်ရွက်ရန် လိုသည်ကို အလေးထားပြောကြားလိုကြောင်း၊
(ဋ) နိဂုံးချုပ်အနေဖြင့် ပြောကြားလိုသည်မှာ မြန်မာနိုင်ငံအခြေအနေသည် တစ်နေ့ထက် တစ်နေ့ပိုပိုပြီး နက်ရှိုင်းလာနေသည့် အချိန်တွင် ကုလသမဂ္ဂအပါအဝင် နိုင်ငံတကာ၏ ထိရောက်စွာ အရေးယူဆောင်ရွက်နိုင်မှုအပေါ် မေးခွန်းထုတ်လာမှုသည် ပို၍ ပို၍ ကျယ်လောင်လာပါကြောင်း၊ ယခုဆိုလျှင် မေးခွန်းထုတ်လျက်ရှိသည်မှာ မြန်မာပြည်သူ များ၏ အသက်ကို ကယ်တင်ရန် ကုလသမဂ္ဂအနေဖြင့် မည်သည့်နေရာရောက်နေသနည်း ဟုပင် မေးခွန်းထုတ်လျက်ရှိကြောင်း၊ အရေးကြီးသည်မှာ နိုင်ငံတကာ အသိုက်အဝန်း အနေဖြင့် မြန်မာပြည်သူများအပေါ် တာဝန်မကြေမှု ထပ်မံမဖြစ်သင့်ကြောင်းကို ပြောကြားလိုပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးချက်အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

at the Informal Working Group Meeting on Myanmar
at the Permanent Mission of Canada to the United Nations

Dear excellencies, dear colleagues.
First of all, I would like to express my sincere appreciation to Ambassador Bob Rae and the Permanent Mission of Canada for organizing this informal working group meeting. Secondly, I am thankful to all panelists present here today who will be providing us their insightful presentations on Myanmar.
Indeed, our meeting today comes at a right time, particular when there are significant developments in Myanmar.
To start off, the recent adoption of a UNGA 3C resolution continued to maintain the situation of Rohingyas and condemned in the strongest terms the past and continuing grave violations perpetrated by the inhumane and illegitimate military junta. We therefore welcomed the adoption of the resolution without a vote.
Yet, the resolution falls short of reflecting the desire and aspiration of Myanmar people and failed to expose the root cause of the issue. It will neither bring us anywhere nor effectively address the devastating situation in Myanmar, let alone the rights of Rohingya and other minorities.
On the other aspect, significant number of Ethnic Resistance Organizations and People’s Defence Forces have joined alliances and ramped up coordinated measures in the nationwide resistance operations in Myanmar. Successful 1027 operation is a good example. It further strengthened the people’s determination to achieve the goal of ending the military dictatorship, restoring democracy and building a federal democratic union.
Apparently, these developments in Myanmar clearly show that the illegal military junta has been weakened. On the ground, it has least control over the territories inside the country. These are undeniable facts.
We recognized that the number of displaced person and refugees have increased substantially. However, the military junta has continued its indiscriminate attacks against the civilian areas and causing a severe humanitarian catastrophic situation. By contrast, the NUG, EROs, PDFs, CSOs and relevant communities have been providing necessary assistances to the people in need.
Besides, the adoption of the Security Council Resolution on Myanmar will turn one year this month. Considering all the development taking place in Myanmar, it is high time the Council step up in taking concrete actions to resolve the issue. The Council needs to come up with a follow up enforcing effective actions to end the military junta’s atrocities against the people and deliver humanitarian assistance to all people in need.
We repeatedly call on the Council to impose pressure on the military junta, end its impunity and make them accountable as well as bring justice to the people who are longing for so long.
From our part, the NUG, the EROs, the PDFs, the CSOs, communities on the ground and everyone involved in this revolution stand ready to work hand in hand with the international community including the UN, regional organizations and all like-minded partners to serve the interests of our people.
With unwavering determination, the people in Myanmar have been keeping themselves on the right track to eliminate the military dictatorship in Myanmar. Our democratic forces have been committed to and striving towards an inclusive, federal, democratic government in Myanmar to ensure the rights of all people including Rohingya as well as to their safe and dignified return to Myanmar.
Here, I wish to stress that the international community should pay serious attention to distressed Rohingya currently stranded at sea and help them effectively.
Dear colleagues, I wish to end my remarks with a frustration note. While the unspeakable tragedy unfolding in Myanmar is deepening overtime especially during these days, the question of the effective action from the UN has become louder and louder. Even a question raised now is that where is the UN to save lives of the people Myanmar?
Most importantly, the international community should not fail the people of Myanmar again.
