သတင်းအဖြစ်ထုတ်ပြန်ချက်

(၇၀) ကြိမ်မြောက် Commission on the Status of Women အစည်းအဝေးကာလအတွင်း၌ မြန်မာ အမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများမှ စုပေါင်းကျင်းပသည့်

“Myanmar’s WPS implementation and Justice Pathways” ခေါင်းစဉ်ဖြင့် Side Event တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က

ယနေ့ကျင်းပပြုလုပ်သည့် side event သည် မြန်မာအမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများအတွက် မှတ်ကျောက်တင်ရသည့် အစီအစဉ်တစ်ခုဖြစ်၊

မိမိတို့၏ ပြည်သူများသည် စစ်အာဏာရှင်၏ ဖိုဝါဒကြီးစိုးမှုနှင့် အာဏာရှင်ဆန်မှုစနစ်ဖြင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအပေါ် စနစ်တကျ ဖယ်ကျဉ်ဆက်ဆံခြင်းကို ဆယ်စုနှစ် ပေါင်းများစွာ အံတုခဲ့ရ၊

၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ မတရား စစ်အာဏာသိမ်းမှုဖြစ်ပေါ်ခဲ့ပြီးနောက်ပိုင်းတွင် စစ်အုပ်စုက အဆိုပါ ဖိနှိပ်ဆက်ဆံမှုများကို အဆပေါင်းများစွာ တိုးမြှင့်လုပ်ဆောင်ခဲ့၊ ၎င်းတို့၏ ဆိုးရွားသည့် လုပ်ရပ်များကြောင့်ပင် မိမိတို့ တည်ဆောက်ခဲ့ရသည့် ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေး၊ ဒီမိုကရေစီနှင့် စီးပွားရေးနှင့် လူမှုရေး ဖွံ့ဖြိုးတိုးတက်မှုတို့ ပျက်စီးယုတ်လျော့ခဲ့ရ၊

မိမိတို့၏ ပြည်သူများသည် ကြီးလေးသောအန္တရာယ်ကို ဆက်တိုက်ရင်ဆိုင်နေရပြီး

မျိုးဆက်တစ်ခုလုံးပင် ဆုံးရှုံးရမည့်အခြေအနေအား တွေ့ကြုံနေရ၊

စစ်အုပ်စုအနေဖြင့် ၎င်းတို့၏ ရက်စက်ကြမ်းကြုတ်မှုများအား ဖုံးကွယ်ရန်အလို့ငှာ အတုအယောင် ရွေးကောက်ပွဲများကို ပြဇာတ်သဖွယ် ဟန်ပြကျင်းပခဲ့ပြီး လွှတ်တော် မစစ်သည့် လွှတ်တော်တစ်ရပ် ခေါ်ယူရန် နှင့် အပေါ်ယံအရေခြုံထားသည့် အစိုးရ မမည်ထိုက်သော အစိုးရတစ်ရပ် ဖွဲ့စည်းရန် အချည်းအနှီး ကြိုးပမ်းနေ၊

နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ရပ်တည်ချက် မယိုင်မလဲဖြင့် ဆက်လက် ရပ်တည်ရန်နှင့်

စစ်အုပ်စု၏ လှည့်ဖြားမှုအား တရားဝင်မှု မပေးအပ်ရန် အလွန်အရေးကြီး၊

မြန်မာအမျိုးသမီးများ ဦးဆောင်သည့် အရပ်ဘက်လူမှုအဖွဲ့အစည်းများအနေဖြင့်

ပြောင်မြောက်သည့် ရဲစွမ်းသတ္တိများကို ပြသခဲ့ပြီးဖြစ်ကြောင်း၊ ၎င်းတို့သည် ယနေ့အထိ မိမိတို့၏ တော်လှန်ရေး၏ ကျောရိုးဖြစ်ပြီး အမျိုးသမီး၊ ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေး အာဂျင်ဒါ၏

စစ်မှန်သော ချန်ပီယံများပင်ဖြစ်၊

စစ်အာဏာရှင်စနစ် ချုပ်ငြိမ်းရေးအရွေ့တွင် ရှေ့တန်းမှ ပါဝင်လှုပ်ရှားလုပ်ဆောင်နေကြသည့် မြန်မာအမျိုးသမီးများ၏ ကြံ့ခိုင်သန်မာမှုသည် ကြီးမားပါကြောင်း၊ အဆိုပါ ကြံ့ခိုင်သန်မာမှုကို

ကမ္ဘာ့အသိုက်အဝန်း၏ နိုင်ငံရေးဆန္ဒနှင့် ထိရောက်သော အရေးယူဆောင်ရွက်ချက်များဖြင့်

အားဖြည့်ပေးရန် လိုအပ်၊

မြန်မာနိုင်ငံတွင် တရားမျှတမှု၊ ငြိမ်းချမ်းရေးနှင့် ဒီမိုကရေစီ ပြန်လည်ထွန်းကားလာစေရန် သံပြိုင် စည်းလုံးညီညွတ်စွာရပ်တည်ဆောင်ရွက်ကြပါစို့ဟု တိုက်တွန်းပါကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် (၇၀) ကြိမ်မြောက် Commission on the Status of Women (CSW) ကျင်းပလျက်ရှိရာ မြန်မာအမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများမှ ပူးတွဲစီစဉ်သည့် “Myanmar’s WPS implementation and Justice Pathways” ခေါင်းစဉ်ဖြင့် Side event အား ၁၂-၃-၂၀၂၆ ရက် (ကြာသပတေးနေ့)၊ နံနက် (၁၀၃၀) နာရီအချိန်တွင် ကျင်းပခဲ့ပြီး ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးနှင့် နော်ဝေအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးတို့က Co-sponsor များအဖြစ် ပံ့ပိုးပေးခဲ့ကြပါသည်။

၂။ အဆိုပါ Side event အစတွင် ကုလသမဂ္ဂမြန်မာနိုင်ငံလူ့အခွင့်အရေးဆိုင်ရာအထူးအစီရင်ခံစာ တင်သွင်းသူ၏ ရုပ်သံဗီဒီယိုကို ပြသခဲ့ပြီး ၎င်းက မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ်အောက်၌ အမျိုးသမီးများ အဘက်ဘက်တွင် ရင်ဆိုင်နေရသည့် စိန်ခေါ်မှုများ၊ မတရား စစ်အာဏာသိမ်းကာလတစ်လျှောက် စစ်အုပ်စုမှ လူမဆန်စွာ ကျူးလွန်သည့် ရက်စက်ကြမ်းကြုတ်မှုများနှင့် ယင်းလုပ်ရပ်များ၏ သက်ရောက်မှုများနှင့် အဆိုပါ အခက်အခဲများကို ရင်ဆိုင်အံတုနေသည့် မြန်မာ အမျိုးသမီး လူ့အခွင့်အရေးကာကွယ်သူများ၏ အရေးပါသော အခန်းကဏ္ဍနှင့် နိုင်ငံတကာအသိုက်အဝန်းမှ ပံ့ပိုးကူညီပေးသည့် အချက်များကို ထည့်သွင်းပြောကြားခဲ့ပါသည်။

၃။ ဆွေးနွေးသူများကလည်း စစ်အုပ်စုနှင့် ၎င်းတို့၏ အတုအယောင် ရွေးကောက်ပွဲများ၊ ဖန်တီးလုပ်ကြံထားသော အတုအယောင်ရွေးကောက်ပွဲ ရလဒ်များအား အသိအမှတ်မပြုရေးနှင့် ၎င်းတို့အား တရားဝင်မှု မပေးရန်၊ အာဆီယံကဲ့သို့သော ဒေသတွင်းအဖွဲ့အစည်းအနေဖြင့်လည်း စစ်အုပ်စုဘက်မှ နိုင်ငံရေးရာထူးဖြင့် တက်ရောက်သူကိုဖြစ်စေ၊ နိုင်ငံရေးရာထူးမဟုတ်သော ရာထူးဖြင့် တက်ရောက်သူကို ဖြစ်စေ တက်ရောက်ခွင့် မပေးအပ်ရန် အလေးထား တိုက်တွန်းခဲ့ပါသည်။ ထို့အတူ မြန်မာအမျိုးသမီးအဖွဲ့အစည်းများမှ လိင်ပိုင်းနှင့် ကျားမအခြေပြု အကြမ်းဖက်မှုများကြောင့် နစ်နာသူများအား အကာအကွယ်ပေးရေးစနစ်များ တည်ဆောက်ထားမှု အခြေအနေ နှင့် လိုအပ်ချက်များ၊ အခြားသော ခြိမ်းခြောက်မှုများ၊ ရိုဟင်ဂျာဒုက္ခသည်များ၏ အခြေအနေများနှင့် နေရပ်ပြန်လည်သွားရောက်ရေး အစီအစဉ်များ၊ လူသားချင်းစာနာထောက်ထားမှုအကူအညီများကို ထိရောက်စွာ ပံ့ပိုး ပေးရေး စသည့်အချက်တို့ကို ဆွေးနွေးခဲ့ကြပါသည်။ ထို့အပြင် ပြစ်မှုကျူးလွန်သူများ အကျိုးခံစားနေသည့် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်ရနေမှုအား ရပ်တန့်ရန်နှင့် တာဝန်ယူမှု၊ တာဝန်ခံမှုရှိစေရန်နှင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များနှင့် သက်ဆိုင်သည့် မူဝါဒများ ချမှတ်ရာတွင် ၎င်းတို့အား ပါဝင် ဆွေးနွေးခွင့်ပေးရန်လည်း အလေးထား တောင်းဆိုခဲ့ပါသည်။

၄။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ အဖွင့်အမှာစကား ပြောကြားတွင် အောက်ပါ အချက်များကို အဓိက ပြောကြားခဲ့ပါသည်-

(က) မိမိတို့၏ side event သို့ တက်ရောက်ပေးကြသည့်အတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊

(ခ) ယနေ့ ကျင်းပပြုလုပ်သည့် side event သည် မြန်မာအမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်း များအတွက် မှတ်ကျောက်တင်ရသည့် အစီအစဉ်တစ်ခု ဖြစ်ပါကြောင်း၊

(ဂ) မိမိတို့အနေဖြင့် လက်ရှိ စစ်အာဏာရှင်စနစ်နှင့် ၎င်းတို့၏ ရက်စက်ကြမ်းကြုတ်မှုများအောက်၌ တွေ့ကြုံနေရသော အမျိုးသမီး၊ ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေး (Women, Peace and Security – WPS) အခြေအနေကို ဆွေးနွေးကြမည်ဖြစ်ပြီး မြန်မာအမျိုးသမီး၊ ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေး ရပ်တည်ချက်စာတမ်း (Myanmar WPS Position Paper) ကိုလည်း စတင်ဖြန့်ဝေမည် ဖြစ်ကြောင်း၊

(ဃ) အဆိုပါ စာတမ်းတွင် မြန်မာအမျိုးသမီးများ၏ စုပေါင်းအသံနှင့် စည်းလုံးညီညွတ်မှုရှိသော လုံခြုံရေးမျှော်မှန်းချက်များကို လေ့လာဖတ်ရှုနိုင်မည်ဖြစ်ကြောင်း၊ အဆိုပါ အချက်အလက်များ ကို သက်ဆိုင်ရာ အဖွဲ့အစည်းများ၏ လေ့လာဆန်းစစ်မှုများတွင် ထည့်သွင်းပေးရန် ဤနေရာမှ တိုက်တွန်းလိုက်ရကြောင်း၊

(င) ယနေ့ စကားဝိုင်းတွင် လူ့အခွင့်အရေးကာကွယ်သူများ ပါဝင်ကြောင်း၊ ၁၀-၃-၂၀၂၆ ရက်နေ့တွင် ကျင်းပခဲ့သည့် side event တွင်လည်း ၎င်းတို့၏ လေးနက်ထင်ရှားသည့် အသိအမြင်များကို မိမိတို့ ကြားသိခဲ့ရပြီးဖြစ်ကြောင်း၊

(စ) ယနေ့အစီအစဉ်ဖြစ်မြောက်ရေးအတွက် ကုလသမဂ္ဂဆိုင်ရာ နော်ဝေအမြဲတမ်းကိုယ်စားလှယ် အဖွဲ့ရုံးမှ co-sponsor အဖြစ် ပါဝင်ပေးသည့်အတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊ နော်ဝေနိုင်ငံသည် မိမိတို့ပြည်သူများ အကူအညီအလိုအပ်ဆုံးအခြေအနေများ၌ အရေးကြီးသည့် လူသားချင်း စာနာထောက်ထားမှုအကူအညီများကို အစဉ်တစိုက် ထောက်ပံ့ပေးခဲ့သည့် မိတ်ဖက်နိုင်ငံတစ်နိုင်ငံ ဖြစ်ကြောင်း၊

(ဆ) တစ်ဖက်တွင်လည်း ယနေ့ကမ္ဘာကြီးပေါ်တွင် ယခင်က မတွေ့ကြုံဖူးသော လူသားချင်းစာနာ ထောက်ထားမှုဆိုင်ရာ စိန်ခေါ်မှုများကို ရင်ဆိုင်ဖြတ်ကျော်နေရသဖြင့် မြန်မာနိုင်ငံတွင်လည်း အမျိုးသမီး၊ ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေးအာဂျင်ဒါက အတိုင်းထက်အလွန် အရေးကြီးလာခဲ့ ကြောင်း၊

(ဇ) မိမိတို့၏ ပြည်သူများသည် စစ်အာဏာရှင်၏ ဖိုဝါဒကြီးစိုးမှုနှင့် အာဏာရှင်ဆန်မှုစနစ်ဖြင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအပေါ် စနစ်တကျ ဖယ်ကျဉ်ဆက်ဆံခြင်းကို ဆယ်စုနှစ် ပေါင်းများစွာ အံတုခဲ့ရကြောင်း၊

(ဈ) ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ မတရား စစ်အာဏာသိမ်းမှုဖြစ်ပေါ်ခဲ့ပြီးနောက်ပိုင်းတွင် စစ်အုပ်စုက အဆိုပါ ဖိနှိပ်ဆက်ဆံမှုများကို အဆပေါင်းများစွာ တိုးမြှင့်လုပ်ဆောင်ခဲ့ကြောင်း၊ ၎င်းတို့၏ ဆိုးရွားသည့် လုပ်ရပ်များကြောင့်ပင် မိမိတို့ တည်ဆောက်ခဲ့ရသည့် ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေး၊ ဒီမိုကရေစီနှင့် စီးပွားရေးနှင့် လူမှုရေးဖွံ့ဖြိုးတိုးတက်မှုတို့ ပျက်စီးယုတ်လျော့ခဲ့ရကြောင်း၊

(ည) မိမိတို့၏ ပြည်သူများသည် ကြီးလေးသော အန္တရာယ်ကို ဆက်တိုက် ရင်ဆိုင်နေရပြီး မျိုးဆက် တစ်ခုလုံးပင် ဆုံးရှုံးရမည့်အခြေအနေအား တွေ့ကြုံနေရကြောင်း၊

(ဋ) စစ်အုပ်စုအနေဖြင့် မတရား ဖမ်းဆီးချုပ်နှောင်မှုများ၊ အရပ်ဘက် အဆောက်အဦများအပေါ် မဆင်မခြင် လေကြောင်းမှ ဗုံးကျဲတိုက်ခိုက်မှုများ၊ လူအစုလိုက် အပြုံလိုက် သတ်ဖြတ်မှုများ၊ လိင်ပိုင်းနှင့် ကျားမအခြေပြုအကြမ်းဖက်မှုများ၊ အဓမ္မ တပ်သားစုဆောင်းမှုနှင့် နယ်စပ်ဖြတ်ကျော် ရာဇဝတ်မှုများ အပါအဝင် ရက်စက်ကြမ်းကြုတ်မှုများကို နေ့စဉ်နှင့်အမျှ ဆက်လက် ကျူးလွန်လျက်ရှိကြောင်း၊

(ဌ) မြောက်များစွာသော ဖြစ်စဉ်များအနက် ပဲခူးတိုင်းဒေသကြီးရှိ ကျောက်ကြီးမြို့နယ်နှင့် ရခိုင် ပြည်နယ်ရှိ အမ်းမြိုနယ်တို့တွင် မကြာသေးမီက ကျူးလွန်ခဲ့သည့် ရက်စက်ကြမ်းကြုတ်မှုများလည်း ပါဝင်ကြောင်း၊

(ဍ) စစ်အုပ်စုမှ ကျူးလွန်လျက်ရှိသော ရက်စက်ကြမ်းကြုတ်မှုများသည် နိုင်ငံတကာလူ့အခွင့်အရေး ဥပဒေနှင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ ဥပဒေတို့အား ချိုးဖောက်ရာရောက်ပြီး စစ်ရာဇဝတ်မှုနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုများမြောက်ကြောင်း၊

(ဎ) စစ်အုပ်စုအနေဖြင့် ၎င်းတို့၏ ရက်စက်ကြမ်းကြုတ်မှုများအား ဖုံးကွယ်ရန် အလို့ငှာ အတုအယောင် ရွေးကောက်ပွဲများကို ပြဇာတ်သဖွယ် ဟန်ပြကျင်းပခဲ့ပြီး လွှတ်တော် မစစ်သည့် လွှတ်တော်တစ်ရပ် ခေါ်ယူရန်နှင့် အပေါ်ယံ အရေခြုံထားသည့် အစိုးရ မမည်ထိုက်သော အစိုးရတစ်ရပ် ဖွဲ့စည်းရန် အချည်းအနှီး ကြိုးပမ်းနေကြောင်း၊

(ဏ) သို့ရာတွင် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် လက်ရှိ အခြေအနေတွင် ကျင်းပသည့် မည်သည့် ရွေးကောက်ပွဲ လုပ်ငန်းစဉ်မဆို လွတ်လပ်၊ မျှတ၍ အားလုံးပါဝင်မှု မရှိနိုင်သည့်အချက်ကို ကောင်းစွာ နားလည်ထားပြီးဖြစ်ကြောင်း၊

(တ) စင်စစ်အားဖြင့်လည်း စစ်အုပ်စု၏ လုပ်ရပ်သည် ရိုးဖြောင့်မှု ကင်းမဲ့ပြီး ၎င်းတို့၏ တွက်ကိန်းများ ဖြင့် လုပ်ကြံဖန်တီးပုံဖော်ထားသော နိုင်ငံတကာအား အာရုံလွှဲလိုသည့် လုပ်ရပ်တစ်ခုသာသာ မျှသာဖြစ်ကြောင်း၊ ၎င်းတို့မှ မတရား ဖမ်းဆီးထားသည့် နိုင်ငံရေးအကျဉ်းသားများကို ဗျူဟာ ကျကျ လွှတ်ပေးခဲ့သည့်ဖြစ်စဉ်သည် အလွန်ရိုးအီရသော သာဓကတစ်ခုအဖြစ် ထင်ရှားကြောင်း၊

(ထ) ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် ရပ်တည်ချက် မယိုင်မလဲဖြင့် ဆက်လက် ရပ်တည်ရန်နှင့် စစ်အုပ်စု၏ လှည့်ဖြားမှုအား တရားဝင်မှု မပေးအပ်ရန် အလွန် အရေးကြီး ကြောင်း၊

(ဒ) မည်သို့ဆိုစေကာမူ မြန်မာအမျိုးသမီးများ ဦးဆောင်သည့် အရပ်ဘက်လူမှုအဖွဲ့အစည်းများ အနေဖြင့် ပြောင်မြောက်သည့် ရဲစွမ်းသတ္တိများကို ပြသခဲ့ပြီးဖြစ်ကြောင်း၊ ၎င်းတို့သည် ယနေ့အထိ မိမိတို့၏ တော်လှန်ရေး၏ကျောရိုးဖြစ်ပြီး အမျိုးသမီး၊ ငြိမ်းချမ်းရေးနှင့် လုံခြုံရေးအာဂျင်ဒါ၏ စစ်မှန်သော ချန်ပီယံများပင်ဖြစ်ကြောင်း၊

(ဓ) မြေပြင်ရှိ ငြိမ်းချမ်းရေးတည်ဆောက်သူများအနေဖြင့် မည်မျှပင် ကြီးမားသည့် ဘေးအန္တရာယ် ဆိုးများ ရှိနေစေကာမူ ရှေ့တန်းမှ ပါဝင်နေပြီး အသက်ကယ် လူသားချင်းစာနာထောက်ထားမှု ဆိုင်ရာ အကူအညီများကို ပို့ဆောင်ခြင်း၊ လူ့အခွင့်အရေး ချိုးဖောက်မှုများကို မှတ်တမ်းရယူခြင်း နှင့် ပဋိပက္ခဒဏ်သင့် နေရာများတွင် တရားရေးယန္တရာများကို တည်ဆောက်လျက်ရှိကြောင်း၊

(န) ၎င်းတို့သည် အကျပ်အတည်းကာလအတွင်း အသက်ရှင်နေထိုင်ရပ်တည်ရန် ကြိုးပမ်းနေခြင်း မျှသာမကဘဲ အနာဂတ် ဒီမိုကရေစီ အသိုက်အဝန်းတစ်ခုအတွက် အရေးပါသည့် အုတ်မြစ်ကိုပါ ချမှတ်ပေးနေခြင်းဖြစ်ကြောင်း၊

(ပ) တစ်ချိန်တည်းမှာပင် အမျိုးသားညီညွတ်ရေးအစိုးရ၊ တိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများ နှင့် သက်ဆိုင်ရာ ပါဝင်ပတ်သက်နေကြသည့် အဖွဲ့အစည်းများအနေဖြင့် အဆိုပါ စုပေါင်း မျှော်မှန်းချက်ပန်းတိုင် ပြည့်မီရန် ခိုင်ခိုင်မာမာ ကတိကဝတ်ပြုထားကြောင်း၊ ဖက်ဒရယ် ဒီမိုကရေစီ တည်ဆောက်ရေးအတွက် အရေးပါသည့် လမ်းစဉ်များသည်လည်း ပုံပေါ်စပြုနေပြီ ဖြစ်ကြောင်း၊

(ဖ) အဆိုပါ လုပ်ငန်းစဉ်များ တိုးတက်မှုရှိစေရန်၊ စစ်အာဏာရှင်စနစ် အပြီးတိုင် ချုပ်ငြိမ်းရန်နှင့် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်နိုင်ရန် မိမိတို့အကြား စည်းလုံးညီညွတ်မှုရှိခြင်းနှင့် မယိမ်းယိုင်သော သန္နိဋ္ဌာန်ကို မြဲမြံစွာ ဆုပ်ကိုင်ထားခြင်းတို့က အဓိကကျကြောင်း၊

(ဗ)       တော်လှန်ရေးအင်အားစုများအားလုံး အတူတကွ ရှိနေခြင်းနှင့် စည်းလုံးညီညွတ်ခြင်းဖြင့်သာ မိမိတို့၏ ဆောင်ရွက်ချက်များအား ပိုမို ခိုင်မာအားကောင်းစေမည်ဖြစ်ပြီး စစ်အာဏာရှင်စနစ် အပြီးတိုင် ချုပ်ငြိမ်းခြင်းနှင့် စစ်မှန်သော၊ အားလုံးပါဝင်သော ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေးအတွက် အောင်မြင်မှု ရရှိနိုင်မည်ဖြစ်ကြောင်း၊

(ဘ) ဤနည်းအားဖြင့်သာ ပြည်သူ အားလုံး၊ အထူးသဖြင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ၏ အခွင့်အရေးများကို အပြည့်အဝ အာမခံပေးနိုင်မည်ဖြစ်ကြောင်း၊

(မ) မြန်မာပြည်သူများအနေဖြင့် ယခုတိုက်ပွဲအား အထီးကျန်စွာ တိုက်ပွဲမဝင်သင့်ကြောင်း၊

(ယ) သို့ဖြစ်ရာ မိမိအနေဖြင့် ကုလသမဂ္ဂ၊ အထူးသဖြင့် လုံခြုံရေးကောင်စီ၊ အာဆီယံနှင့် နိုင်ငံတကာ အသိုက်အဝန်းတစ်ခုလုံးအား မြန်မာအရေးကိစ္စအပေါ် စိုးရိမ်ပူပန်ကြောင်း စာဖြင့် ရေးသား ထုတ်ပြန်သည့် ထုတ်ပြန်ချက်များအား ထုတ်ပြန်နေသည့်အဆင့်မှ ကျော်လွန် လုပ်ဆောင်ရန် အရေးတကြီး တောင်းဆိုလိုပါကြောင်း၊ 

(ရ) ယခုအချိန်သည် ပိုမို ခိုင်မာသော၊ ပြတ်သားသော အရေးယူ လုပ်ဆောင်ချက်များကို လုပ်ဆောင် ရမည့်အချိန်ကာလကိုပင် ကြာမြင့်စွာ ကျော်လွန်လာခဲ့ပြီဖြစ်ကြောင်း၊

(လ) ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်အုပ်စုမှ အကျိုးခံစားနေသည့် ပြစ်ဒဏ် ကင်းလွတ်ခွင့်ရနေမှုအား ရပ်တန့်ရန်၊ ၎င်းတို့ ကျူးလွန်ခဲ့သည့် စစ်ရာဇဝတ်မှုများအား တာဝန် ခံစေရန်နှင့် ၎င်းတို့၏ အတုအယောင် ရွေးကောက်ပွဲများအား တရားဝင်မှုရစေမည့် ကြိုးပမ်း အားထုတ်မှုများကို ပယ်ချရန် တောင်းဆိုကြောင်း၊

(ဝ) ထို့အတူ ယနေ့ စတင်ဖြန့်ဖြူးသည့် WPS Position Paper တွင် အလေးထား ဖော်ပြထားသည့် ဦးစားပေးအချက်များနှင့်အညီ မြေပြင်၌ အရေးပါသော ဝန်ဆောင်မှုများ ဖော်ဆောင်ပေးလျက်ရှိသည့် ဒေသခံအမျိုးသမီး အဖွဲ့အစည်းများအတွက် တိုက်ရိုက်ဖြစ်သော၊ စီမံခန့်ခွဲရန် လွယ်ကူ သော၊ ရေရှည်ရှိမည့်နယ်စပ်ဖြတ်ကျော် အထောက်အပံ့များ ပံ့ပိုးပေးရန် နိုင်ငံတကာ အလှူရှင်များအား တောင်းဆိုပါကြောင်း၊

(သ)     စစ်အာဏာရှင်စနစ် ချုပ်ငြိမ်းရေးအရွေ့တွင် ရှေ့တန်းမှ ပါဝင်လှုပ်ရှားလုပ်ဆောင်နေကြသည့် မြန်မာအမျိုးသမီးများ၏ကြံ့ခိုင်သန်မာမှုသည်ကြီးမားပါကြောင်း၊ အဆိုပါကြံ့ခိုင်သန်မာမှုကို ကမ္ဘာ့အသိုက်အဝန်း၏ နိုင်ငံရေးဆန္ဒနှင့် ထိရောက်သော အရေးယူဆောင်ရွက်ချက်များဖြင့် အားဖြည့်ပေးရန် လိုအပ်ကြောင်း၊

(ဟ) မြန်မာနိုင်ငံတွင် တရားမျှတမှု၊ ငြိမ်းချမ်းရေးနှင့် ဒီမိုကရေစီ ပြန်လည်ထွန်းကားလာစေရန် သံပြိုင် စည်းလုံးညီညွတ်စွာ ရပ်တည်ဆောင်ရွက်ကြပါစို့ဟု တိုက်တွန်းပါကြောင်း။

၅။ Side event သို့ တက်ရောက်လာကြသူများကလည်း စစ်အုပ်စုအပေါ် ချမှတ်နိုင်မည့် အရေးယူ ပိတ်ဆို့မှုများနှင့် ၎င်းတို့၏ ထိရောက်မှု၊ အမျိုးသမီးညီညွတ်ရေးအစိုးရ၏ အခန်းကဏ္ဍနှင့် လုပ်ဆောင်ချက်အကျဉ်း တို့ကို စိတ်ပါဝင်စားစွာ မေးမြန်းခဲ့ကြပါသည်။

at the Side Event on “Myanmar’s WPS implementation and Justice Pathways” during the 70^thSession of the Commission on the Status of Women

(New York, 12 March 2026)

Excellency, Distinguished Panelists, Participants, and Colleagues,

Good morning and thank you all for joining us today.

Today marks a significant milestone for Myanmar’s women-led civil society organizations. We convene to elevate the critical discourse on Women, Peace, and Security (WPS) under the ongoing military dictatorship and its atrocities, and to officially launch the Myanmar WPS Position Paper. This document encapsulates the collective voice and unified security vision of Myanmar's women.

Copies will be made available and distributed by the organizers by the end of this event. I encourage you to integrate its insights into your institutional assessments.

We are privileged to be joined by a distinguished panel of human rights defenders, whose profound insights resonated clearly during our previous side event.

I also wish to extend our deepest appreciation to the Permanent Mission of Norway for their invaluable co-sponsorship. Norway remains a steadfast partner, consistently extending vital humanitarian assistance to our people in their time of greatest need.

As the global community navigates unprecedented humanitarian challenges, the WPS Agenda has never been more imperative for Myanmar.

For decades, our people endured the systematic marginalization of women and girls under a patriarchal, authoritarian regime. Since the illegal military coup of February 2021, this oppression has intensified exponentially, reversing years of hard-won progress in peace, stability, democratic, economic and social development.

Today, our population faces constant peril. We are at great risks of losing a generation.

The military junta continues to perpetrate daily atrocities, including arbitrary detentions, indiscriminate airstrikes on civilian infrastructure, mass killings, sexual and gender-based violence, forced conscription, and transnational organized crimes.

These include the recent incidents in Kyaukkyi Township in Bago Region and Ann Township in Rakhine State, among others.

These acts constitute grave violations of international human rights and humanitarian law, amounting to war crimes and crimes against humanity.

Moreover, in a futile attempt to legitimize these atrocities, the junta is orchestrating sham elections to convene a fake parliament and construct a facade of governance.

However, the international community rightly recognizes that any electoral process under these conditions can be neither free, fair, nor inclusive. It is a calculated charade designed to mislead, much like their cynical, tactical release of political prisoners.

It is imperative that the international community remains resolute and does not legitimize this deception.

Against this backdrop, Myanmar’s women-led civil society organizations have demonstrated extraordinary courage, emerging as the very backbone of our resistance and the true champions of the Women, Peace, and Security agenda.

Despite facing insurmountable risks, these grassroots peacebuilders are on the front lines, delivering life-saving humanitarian assistance, documenting human rights atrocities, and pioneering justice mechanisms in conflict-affected areas.

They are not merely surviving the crisis; they are actively laying the foundational pillars for our future democratic society.

At the same time, the National Unity Government, Ethnic Resistance Orgnisations, and relevant stakeholders remain deeply committed to forging toward our shared vision.

Critical steps toward a federal democracy are already underway.

The progress of these endeavors is centered upon our strong sense of unity and unwavering commitment of ending the military dictatorship and building a federal democratic union.

We remain cognizant that our solidarity and unity will eventually strengthen our efforts and lead to success in uprooting the military dictatorship and building a genuine, inclusive federal democratic union where the rights of all, especially women and girls, are fully guaranteed.

Finally, I wish to stress that the people of Myanmar must not be left to fight this battle isolated.

We urgently call upon the United Nations, particularly the UN Security Council, the ASEAN and the broader international community to move beyond rhetorical statements of concern. The time for stronger, decisive action is long overdue.

We urge the international community to adopt concrete measures to end the junta’s impunity, enforce strict accountability for their war crimes, and reject any attempts to legitimize their sham elections.

Furthermore, in alignment with the priorities outlined in our WPS Position Paper, we call upon international donors and agencies to provide direct, flexible, and sustained cross-border support to the local women’s organizations that are delivering critical services on the ground.

The resilience of Myanmar's women is profound, but it must be matched by the political will and actionable support of the global community.

Let us stand tall and united to ensure that justice, peace, and democracy finally prevail in Myanmar.
