(၇၀) ကြိမ်မြောက် Commission on the Status of Women အစည်းအဝေးကာလအတွင်း၌ မြန်မာ အမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများမှ စုပေါင်းကျင်းပသည့် “Voices from grassroots Women Peacebuilder” ခေါင်းစဉ်ဖြင့် Side Event တွင်ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက အပိတ်အမှာစကား

ပြောကြားခဲ့ခြင်း

(နယူးယောက်မြို့၊ ၂၀၂၆ ခုနှစ် မတ်လ ၁၀ ရက်)

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် (၇၀) ကြိမ်မြောက် Commission on the Status of Women (CSW)ဆိုင်ရာ အထွေထွေဆွေးနွေးမှု၊ ဝန်ကြီးများအဆင့် စကားဝိုင်းနှင့် အပြန်အလှန် ဆွေးနွေးမှု အစည်းအဝေးများကို ၉-၃-၂၀၂၆ ရက်နေ့မှ ၁၉-၃-၂၀၂၆ ရက်နေ့အထိကျင်းပလျက်ရှိပြီး အစည်းအဝေးနှင့် ဆက်စပ်သည့် Side-event (၁၅၀) ကျော်ကိုလည်း  ကျင်းပလျက်ရှိပါသည်။

၂။ မြန်မာအမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများမှ ပူးတွဲစီစဉ်သည့် “Voices from grassroots Women Peacebuilder”ခေါင်းစဉ်ဖြင့် Side event အား ၁၀-၃-၂၀၂၆ ရက် (အင်္ဂါနေ့)၊ နံနက် (၁၀၀၀) နာရီ အချိန်တွင် ကုလသမဂ္ဂဌာနချုပ်၊ Conference Room (D) ၌ ကျင်းပခဲ့ပြီး ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ်အဖွဲ့ရုံးအနေဖြင့် နော်ဝေအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးနှင့် တွဲကာ Co-sponsor အဖြစ် ပါဝင်ခဲ့ ပါသည်။

၃။ အဆိုပါ Side event တွင် နော်ဝေအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးမှ Ambassador Ms Sidsel Bleken က ၎င်း၏နိုင်ငံအနေဖြင့် မြန်မာပြည်သူများ ရင်ဆိုင်နေရသည့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကျပ် အတည်းကို စာနာနားလည်ပါကြောင်း၊ ထို့ကြောင့် အကူအညီပေးအပ်နေကြသည့် အရပ်ဘက် အဖွဲ့အစည်း များနှင့် ဆက်လက် ထိတွေ့ဆောင်ရွက်ကာ ကူညီပေးသွားမည်ဖြစ်ကြောင်း၊ တစ်ဖက်တွင်လည်း မြန်မာအရေး ကိစ္စအား ဖြေရှင်းရာတွင် အမျိုးသမီးများ၏အခန်းကဏ္ဍ အရေးပါမှုကို ကောင်းစွာအသိအမှတ်ပြုကြောင်း၊ ၎င်းတို့အနေဖြင့် အကြမ်းဖက်မှုများ၏ဒဏ်ကို ခါးစည်းခံနေရကြောင်းဖြင့် အဖွင့်အမှာစကား ပြောကြားခဲ့ ပါသည်။

၄။ ဆွေးနွေးသူများကလည်း မြန်မာနိုင်ငံတွင် စစ်အုပ်စုမှ ကျင်းပခဲ့သည့် အတုအယောင် ရွေးကောက်ပွဲ၊ စစ်အုပ်စုမှ ဆက်လက်ကျူးလွန်နေသည့် လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုများ အပါအဝင် အမျိုးမျိုးသော ရက်စက်ကြမ်းကြုတ်သည့် လူ့အခွင့်အရေး ချိုးဖောက်မှုများ၊ လေကြောင်းတိုက်ခိုက်မှု ရန်စွယ်များ၊ အကျဉ်းထောင်များနှင့် အကျဉ်းချခံထားရသူများ အခြေအနေ၊ လွတ်မြောက်နယ်မြေရှိ တရားစီရင်ရေးစနစ်နှင့် မြန်မာနိုင်ငံရှိ စစ်အာဏာရှင်အား အမြစ်ဖြတ်ရန် ကြိုးပမ်းနေသည့် တော်လှန်ရေးတွင် အမျိုးသမီးများ၏ ပါဝင်လှုပ်ရှားမှုများ စသည့်အချက်တို့ကို ဆွေးနွေးခဲ့ကြပါသည်။

၅။ အဆိုပါSide-eventသို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း လည်း တက်ရောက်၍ အပိတ်အမှာစကား ပြောကြားခဲ့ရာ ၎င်း၏ အပိတ်အမှာစကားတွင် အောက်ဖော်ပြပါ အချက်များ အဓိက ပါဝင်ပါသည်-

(က) မိမိတို့၏ side event သို့ တက်ရောက်ပေးကြသည့်အတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊

(ခ) မြန်မာအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးအနေဖြင့် CSW မြန်မာ side event များကို (၃) နှစ်တိုင် co-sponsor အဖြစ် ဆောင်ရွက်နိုင်ခဲ့ပြီး အောင်မြင်မှုရှိပါကြောင်း၊

(ဂ) သို့ဖြစ်ရာ မိမိတို့၏ side event တွင် co-sponsor အဖြစ် ပါဝင်ပေးသည့် နော်ဝေအမြဲတမ်း ကိုယ်စားလှယ်အဖွဲ့ရုံးအား အထူးကျေးဇူးတင်ရှိပါကြောင်း၊ အလားတူစွာပင် ယနေ့အစီအစဉ် ဖြစ်မြောက်ရေးအား စီစဉ်ပေးခဲ့ကြသည့် ပူးတွဲစီစဉ်သူ အမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများကိုလည်း အထူးပင် ကျေးဇူးတင်ရှိရပါကြောင်း၊

(ဃ) ယခုနှစ် CSW70 ၏ ခေါင်းစဉ်သည် ကမ္ဘာတစ်ဝန်းရှိ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ အတွက် အလွန် အရေးကြီးကြောင်း၊ အထူးသဖြင့် စိန်ခေါ်မှု ပြင်းထန်သော နေရာဒေသများနှင့် လူ့အခွင့်အရေး ချိုးဖောက်မှုအခြေအနေ ဆိုးရွားသောဒေသများတွင် ရောက်ရှိနေသူများ အတွက် အလွန့်အလွန် အရေးကြီးပါကြောင်း၊

(င) ယနေ့ ဆွေးနွေးသူများအနေဖြင့်လည်း မြန်မာနိုင်ငံတွင် ဖြစ်ပေါ်နေသည့် အခြေအနေများကို ပြည့်ပြည့်စုံစုံ ဆွေးနွေးခဲ့ပါကြောင်း၊ မိမိတို့ မြန်မာနိုင်ငံတွင် မတရား စစ်အာဏာသိမ်းမှု ဖြစ်ပေါ် ခဲ့သည့် အချိန်မှစတင်၍ အခြေအနေများမှာ အမှန်တကယ်ပင် သာလွန် ဆိုးရွားလာခဲ့ကြောင်း၊

(စ) မြန်မာနိုင်ငံတွင် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအပေါ် ကျူးလွန်သည့် အမျိုးမျိုးသော ရက်စက်ကြမ်းကြုတ်မှုများနှင့် ရာဇဝတ်မှုများ၏ တစ်ခုတည်းသော တရားခံမှာ စစ်အုပ်စုပင် ဖြစ်ကြောင်း၊ ၎င်းတို့အနေဖြင့် အပြည်ပြည်ဆိုင်ရာဥပဒေ၊ နိုင်ငံတကာလူသားချင်းစာနာထောက်ထားမှုဥပဒေနှင့် နိုင်ငံတကာလူ့အခွင့်အရေးဥပဒေတို့ကို ဆက်လက် ချိုးဖောက်လျက်ရှိကြောင်း၊ ၎င်းတို့ ချိုးဖောက်သည့် ရက်စက်ကြမ်းကြုတ်မှုများမှာ စစ်ရာဇဝတ်မှုနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သည့် ရာဇဝတ်မှုပင် မြောက်နေပြီဖြစ်ကြောင်း၊ စစ်အုပ်စုမှ ကျူးလွန်သည့် ထိုသို့သော ရက်စက်ကြမ်းကြုတ်မှုများ၏ဒဏ်ကို အမျိုးသမီးများ၊ မိန်းကလေး ငယ်များနှင့် ကလေးသူငယ်များက စိတ်ပိုင်း၊ ရုပ်ပိုင်း နှစ်မျိုးစလုံးဖြင့် အများဆုံး ခါးစည်းခံနေရ ကြောင်း၊

(ဆ) တစ်ဖက်တွင်လည်း စစ်အုပ်စုက ပြည်တွင်း တရားဥပဒေစိုးမိုးမှုနှင့် တရားမျှတမှုရရှိရေးတို့ကို ကြီးလေးစွာ ဖျက်ဆီးထားကြောင်း၊ ပြည်တွင်း တရားရေးမဏ္ဍိုင်သည် ဖိနှိပ်ချုပ်ခြယ်မှုများနှင့် နိုင်ငံတကာရာဇဝတ်မှုများ ကျူးလွန်ရာတွင် အသုံးပြုသည့် ကရိယာတစ်ခု၊ လက်နက်တစ်ခု ဖြစ်လာကြောင်း၊

(ဇ)       အဆိုပါ စိန်ခေါ်မှုများကြားကပင် မိမိတို့၏ အမျိုးသမီး ငြိမ်းချမ်းရေးတည်ဆောက်သူများက နယ်ပယ်တိုင်း၊ အဆင့်တိုင်းတွင် အသံများ ကျယ်လောင်စွာ ထုတ်ဖော်ပြောကြားကာ စစ်အုပ်စု အား ရှေ့တန်းမှ မားမားမတ်မတ် ခုခံတော်လှန်လျက်ရှိကြောင်း၊

(ဈ)      အမျိုးသမီး အဖွဲ့အစည်းများ၊ အထူးသဖြင့် ယနေ့ side event တွင် မိမိတို့နှင့်အတူ ရှိနေသည့် မြန်မာအမျိုးသမီး အရပ်ဘက်လူမှုအဖွဲ့အစည်းများ၊ အခြားနေရာဒေသများနှင့် မြေပြင်၌ ရှိနေကြသည့် အဖွဲ့အစည်းများအနေဖြင့် ရဲရင့်သော လုပ်ဆောင်ချက်များကို ဆောင်ရွက်လျက်ရှိ ကြောင်း၊ ၎င်းတို့အနေဖြင့် မြန်မာနိုင်ငံတွင် ဒုက္ခခံစားနေရသည့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ၏ ဆင်းရဲဒုက္ခအား လျော့နည်းပပျောက်စေရန် ပေါင်းကူးတံတားတစ်ခုသဖွယ် ရပ်တည်ကာ ထိရှလွယ်သော အုပ်စုများ၊ အထူးသဖြင့် ပဋိပက္ခဒဏ်သင့် နယ်မြေများတွင် နေထိုင်သူများအတွက် ပံ့ပိုးကူညီပေးလျက်ရှိကြောင်း၊

(ည) ၎င်းတို့အနေဖြင့် နက်ရှိုင်းသည့် ကြံ့ခိုင်မှုဖြင့်သာ ထိုသို့ လုပ်ဆောင်နိုင်ခြင်းဖြစ်ကြောင်း၊

(ဋ) သို့သော် နိုင်ငံတကာအထောက်အပံ့က မြေပြင်တွင် အမှန်တကယ် လိုအပ်နေသည့် လိုအပ် ချက်များကို ဖြည့်တင်းနိုင်ခြင်း မရှိသေးသည့်အချက်က ဝမ်းနည်းဖွယ်ရာဖြစ်ကြောင်း၊

(ဌ) ယခုနှစ်တွင် အာဆီယံအနေဖြင့် လူသားချင်းစာနာမှုဆိုင်ရာကိစ္စရပ်များကို အဓိက ဦးတည် သွားရန်ရှိပြီး အဆိုပါ လုပ်ဆောင်ချက်ကို မိမိတို့ ကြိုဆိုပါကြောင်း၊

(ဍ) ကုလသမဂ္ဂ လုံခြုံရေးကောင်စီအနေဖြင့်လည်း ပြီးခဲ့သော ရက်သတ္တပတ်အတွင်းက မြန်မာနိုင်ငံ ဆိုင်ရာ သီးသန့်အစည်းအဝေးကို ကျင်းပခဲ့ရာ အဆိုပါ လုပ်ဆောင်ချက်ကို မိမိတို့ ကြိုဆိုပါ ကြောင်း၊

(ဎ) သို့ရာတွင် အဆိုပါ လုပ်ဆောင်ချက်များက ထိရောက်မှု အင်မတန် နည်းပါးပါကြောင်း၊ မြေပြင် တွင် ဖြစ်ပေါ်နေသည့် လိုအပ်ချက်က ထို့ထက် အဆပေါင်းများစွာ ကြီးမားပါကြောင်း၊

(ဏ) ထို့ပြင် မြန်မာ့အရေးကိစ္စသည် ပင်ကိုယ်အားဖြင့် ရှုပ်ထွေးသည့် သဘောသဘာဝရှိသောကြောင့် အပိုင်းပိုင်း အစိတ်စိတ်ခွဲကာ ဖြေရှင်း၍ရနိုင်သော ပြဿနာတစ်ခု မဟုတ်ကြောင်း၊ ပြဿနာအား တစ်စုံလုံးအတိုင်းအတာဖြင့်သာ မဖြစ်မနေ ဖြေရှင်းရမည်ဖြစ်ကြောင်း၊ အထူးသဖြင့် ပြဿနာ၏ ဇစ်မြစ်ကို ဖြေရှင်းရန်လိုကြောင်း၊

(တ)     ဤသို့အားဖြင့် ပြစ်ဒဏ်ကင်းလွတ်ခွင့်ရနေမှုအား မဖြစ်မနေ အပြီးတိုင်း ချုပ်ငြိမ်းရမည်ဖြစ်ပြီး တင်းကျပ်သော တာဝန်ယူမှု၊ တာဝန်ခံမှုကိုပါ လိုက်ပါ ဆောင်ရွက်ရမည်ဖြစ်ကြောင်း၊ ထို့နည်းတူ နစ်နာသူများအတွက်လည်း ထိရောက်သော၊ အကျိုးရှိသော တရားမျှတမှုကို ဖော်ဆောင်ပေးရ မည်ဖြစ်ကြောင်း၊

(ထ) စစ်အုပ်စု၏ အတုအယောင် ရွေးကောက်ပွဲသည် ဖြေရှင်းနည်းမဟုတ်၊ ပြည်သူများအတွက် ခြိမ်းခြောက်မှုသာဖြစ်ကြောင်း၊ စစ်အုပ်စု၏ အတုအယောင် ရွေးကောက်ပွဲသည် ၎င်းတို့ ပြည်သူ များအပေါ် ကျူးလွန်ခဲ့သော ကြီးလေးသည့် ရာဇဝတ်မှုများအတွက် အကာအကွယ်ယူရန် အတွက် သာဖြစ်ကြောင်း၊ ဆွေးနွေးသူများ တိုက်တွန်းသွားသကဲ့သို့ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်အုပ်စု၏ အတုအယောင်ရွေးကောက်ပွဲကို ကန့်ကွက်ပယ်ချရန် တိုက်တွန်း ပါကြောင်း၊

(ဒ) မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်စနစ် ချုပ်ငြိမ်း၍ ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်နိုင်မှသာလျှင် ဒီမိုကရေစီလမ်းကြောင်းပေါ်သို့ ပြန်လည် လျှောက်လှမ်းနိုင်ပြီး တရားမျှတမှုကို အာမခံပေးနိုင်မည် ဖြစ်ကြောင်း၊ 

(ဓ) အဆိုပါ ပန်းတိုင်များ ပြည့်မြောက်အောင်မြင်ရန် အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် တိုင်းရင်းသား တော်လှန်ရေးအင်အားစုများအနေဖြင့် အရပ်ဘက်လူမှုအဖွဲ့အစည်းများနှင့် လက်တွဲပူးပေါင်း ဆောင်ရွက်လျက်ရှိကြောင်း၊

(န) ထို့ကြောင့် အာဆီယံနှင့် မိမိတို့၏ အိမ်နီးချင်းနိုင်ငံများ အပါအဝင် နိုင်ငံတကာအသိုက်အဝန်း အနေဖြင့် မြန်မာအရေးတွင် သက်ဆိုင်ရာ ပါဝင်ပတ်သက်နေသည့် လူပုဂ္ဂိုလ်များနှင့် အဖွဲ့အစည်းများ၊ အထူးသဖြင့် ဒီမိုကရေစီအင်အားစုများနှင့် အပြုသဘောဆောင်စွာ ထိတွေ့၍ မြန်မာပြည်သူများ၏ ဆန္ဒနှင့် ညီညွတ်သော လုပ်ဆောင်ချက်များကို မတုံ့ဆိုင်းဘဲ ထိထိရောက်ရောက် ဆောင်ရွက်ရမည်ဖြစ်ကြောင်း၊

(ပ) မိမိတို့နှင့် မြန်မာအမျိုးသမီးနှင့် မိန်းကလေး ငြိမ်းချမ်းရေးတည်ဆောက်သူများအနေဖြင့် မြန်မာနိုင်ငံနှင့် အခြားနေရာဒေသများရှိ အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအတွက် တရားမျှတမှုရှိရေး အားလုံးနှင့်အတူ ပူးပေါင်းဆောင်ရွက်ရန် အမြဲ အသင့်ရှိပါကြောင်း။

၆။ မြန်မာ side event သို့ တက်ရောက်လာကြသူများကလည်း ပြည်တွင်း တရားရေးစနစ် တည်ဆောက်မှု၊ အကောင်အထည်ဖော်မှု၊ နစ်နာသူများအား ကာကွယ်စောင့်ရှောက်သည့် ယန္တရားများ၊ အဖိနှိပ်ခံထားရသူများ တရားမျှတမှု လက်လှမ်းမီရေး စသည်တို့ကို စိတ်ပါဝင်စားစွာဖြင့် ဆွေးနွေးသူများနှင့် အပြန်အလှန် ဆွေးနွေးခဲ့ကြပါသည်။

၇။        မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့်အမှာစကား အပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

Excellencies, Distinguish Panelists, Participants, and Colleagues,

First of all, thank you all for your presence and active participation in our side event.

This is our third year in a row co-sponsoring CSW Myanmar side event, and each year has been a great success, including today.

Therefore, I wish to express my sincere appreciation to the Mission of Norway for co-sponsoring this event, and to the organizers for their devotion to making this a reality.

Once again, thank you to all the participants for your deep interest in this topic.

This year’s priority theme of the commission is of utmost importance for every woman and girl around the world, particularly for those living in challenging situations or who have suffered from conditions that violate their fundamental human rights.

As we heard, the situation in my country, Myanmar is indeed dire and has continuously worsened over the years since the unlawful coup.

The military junta remains the sole perpetrator of the various atrocities and crimes committed against women and girls in Myanmar. They continue to violate international law, international humanitarian law, and international human rights law. The atrocities they have committed amount to war crimes and crimes against humanity. Consequently, women, girls, and children bear the heaviest brunt, both physically and mentally.

The rule of law and access to justice in Myanmar are currently heavily impeded by the junta. The justice system has instead become a tool of repression and a weapon for international crimes.

Despite these challenges, our women peacebuilders are raising their voices at all levels, and standing tall and resisting the junta at the forefront.

Many women's organizations, especially the Myanmar women civil society organizations joining us today, as well as many others elsewhere and on the ground, are taking bold actions. They act as a bridge to mitigate the suffering of women and girls in Myanmar, providing immense support to vulnerable groups, primarily in conflict-affected areas. They do so with profound resilience.

At this critical juncture, I regret to say that international support has yet to meet the needs on the ground.

ASEAN is focused on the humanitarian agenda this year, and we welcome this gesture. The UNSC convened a private meeting on Myanmar last week, which is an applaudable step. However, these actions fall short of being effective. Actors on the ground need far greater support from the international community.

Given its complex nature, the crisis in Myanmar cannot be fixed piecemeal. It must be resolved holistically, and the root causes must be addressed.

Importantly, impunity must end, followed by strict accountability. Meaningful justice for the victims must be ensured. The junta’s sham elections do not serve as a solution, but as a threat and a shield for their own actions and heinous crimes against the people.

I wish to echo the panelists by urging the international community to reject the junta’s sham election and its fake outcome.

Myanmar will not return to its path toward democracy and justice for all unless the military dictatorship ends. Access to justice can only be guaranteed by establishing a federal democratic union in Myanmar.

The National Unity Government and the ethnic resistance forces together with CSOs are working together towards these ends.

Members of the international community including ASEAN and our neighbours must take effective actions now in line with the people’s aspiration and engage constructively with all stakeholders especially democratic forces.

We and the Myanmar women and girl peacebuilders stand ready to work with you all for securing justice for women and girls in Myanmar and beyond.
